Charles Rattray

Executive General Manager, Yurika, part of Energy

Queensland Group

Charles Rattray was appointed to the Energy Queensland Executive in

December 2016 and is responsible for leading the growth of Yurika (which

includes Metering Dynamics and Nexium) – Energy Queensland’s unregulated

services business. Yurika is an energy services company developing and

delivering innovative solutions for the energy challenges faced by customers and

communities every day.

Prior to joining the Group, Charles had an international career with periods

pursuing new commercial opportunities in Australia; the United Kingdom;

Switzerland; and the United States of America, as well as a number of emerging

markets. He started his career with the Australian Defence Force before moving

into banking with a focus on energy, infrastructure and mining.

Charles recently supported the development of new businesses that utilise

disruptive technologies, including distributed energy assets; solar; wind;

batteries; and smart meters.

Charles holds a Bachelor of Commerce, majoring in finance, and a Bachelor of

Arts, majoring in political science and history, both from the University of

Melbourne.

Since the Palaszczuk Labor Government’s election in 2015, more than 207,000

new Queensland jobs have been created. In her role as Treasurer, Jackie Trad

is committed to backing regional jobs by investing in economic infrastructure

and better frontline services.

The 2019-20 Budget will invest almost $1 billion in infrastructure for Townsville

and support an estimated 3,200 jobs. It will continue to build frontline services

including $1 billion for health and around $40 million to improve and upgrade

local schools. The budget also includes initiatives to address long-term water

security, expand the port and support the North’s disaster recovery and

reconstruction.

Having grown up in a small business family, Jackie understand the importance

of local businesses to local economies. The Budget includes an $885 million

Payroll Tax relief package which will support around 500 North Queensland

businesses to take on additional workers and grow.

Professor Elizabeth Spencer

Dean for College of Business, Law and Governance,

James Cook University

Professor Elizabeth Crawford Spencer (Liz) holds a Bachelor of Science from

Trinity College; a Master of Community and Regional Planning from the

University of Texas; a Juris Doctorate from the University of Arizona; and a PhD

from Bond University.

She has a background in real estate and community and regional development

and has run her own consulting company in real estate asset management. Her

legal experience included an associate role with a boutique firm in Dallas, Texas

and editorships with Kluwer Law International and the International Court of

Justice in The Hague before embarking on an academic career.

As an academic she has taught in a variety of areas of law and her scholarship

in commercial law and regulation has earned her recognition domestically and

overseas. In addition to her many refereed articles, she is the author of three

books: Elizabeth Crawford-Spencer and Francina Cantatore, Effective

Intellectual Property Management for Small to Medium Businesses and Social

Enterprises: IP Branding, Licenses, Trademarks, Copyrights, Patents and

Contractual Arrangements, BrownWalker Press 2018; Spencer, EC editor,

Relational Rights and Responsibilities: Perspectives on Contractual

Arrangements in Franchising, Bond University Press, 2011; and Spencer, EC,

The Regulation of Franchising in the New Global Economy, Edward Elgar, 2010.

Liz has been an invited speaker at international events and conferences in

Australia, the United States and Asia, including the Macquarie University Division

of Law Research Seminar Series; the Franchise Council of Australia National

Conference; Law Asia; the International Society of Franchising; the European

Network on the Economics of the Firm; and the Vietnam Conference on

Corporate Governance. She has chaired the International Society of Franchising

Annual Conference and the first Australian Franchise Law Colloquium.

Liz also conducts research in the areas of non-profit governance and contracting

relationships in development cooperation and consults with industry, the

profession and governmental bodies.
