the morning and break-out sessions in the afternoon.• Each member of the ARW will be assigned to a group. A list
of participants and the assignment to the groups is provided. • The ARW participants will spend 2-4 hours at breakout
discussions with presentation of interim results at the end of the day
• Topics of the discussions will be selected by the members of the groups within the framework defined below
• At the end of the ARW each team will present their conclusions (at least 4 slides and 2 pages of text)
• The ARW will be concluded by a panel discussions based on the findings of the breakout sessions
Intent

Threat
The Discussions will Address Unconventional threat
Various Stages of Threat
• Potential – Strategic Warning
• Imminent
• Attack assessment and response
• Consequence management, including secondary threats detection and management
• Lessons learned and refining response
Ranges and Methods of Threat
• Delivery Methods– Mines– Bombs– Dirty Bomb– Unmanned vehicles– Suicide attacks– Containers– Boats– Sabotage– Unknown/Unexpected
• Ranges– Short– Long
Threat Type
• Chemical
• Biological
• Radiological
• Nuclear
• Conventional Explosions
• 9-11 like
• Information warfare
Working Group Goals
• Chose a Scenario including– Threat Stages– Threat types– Threat Methods and Ranges– Response Constraints due to Harbour Environment
• Identify– Requirements
• Objectives, Functions and Essential Elements of Information– Technologies (available and future)– Information available and necessary through sensors and other
sources (e.g. open, agencies and jurisdiction)– Methods
• Detection, identification• Situation assessment• Prediction
DHS Scenarios as Examples
Issues to be Addressed• Vulnerabilities• Co-ordination between agencies, jurisdictions (institutional
issues) – Detection– Assessment– Response– Interoperability
• Degrading of sensors, communication, etc.• Opportunity for Fusion and Information/Knowledge
Management• Improved Situation Awareness• How to improve performance through the communication,
co-ordination and co-operation• How do define Success (Effectiveness and Performance)• Relevant technology that isn’t being developed• New research areas
Working Group Product
List of Recommendations for:– Information and process requirements– Technology requirements– Possible approaches to threat detection,
assessment and prediction– Institutional issues– Relevant technology that isn’t being
developed– Etc.
