Notes:

1. Entry

a. Educational Standard. Minimum RT Score of 70.

b. Age on Entry. 17-36 years.

2. Rate on Entry. Medical Assistant (MA2).

3. Phase I Training.

4. Phase II Theory Training (MA2)

a. Course. 20 weeks at Defence College of Healthcare, Educationand Training (DCHET), Lichfield.

b. Examination. Written and practical examinations on completionof each module. Practical First Aid assessment at Week 8. Aminimum of 65% in each subject is required for a PASS, except forFirst Aid which requires a minimum of 70%.

c. Failures

(1) Ratings who fail to achieve a pass at the first attempt maybe permitted to resit one subject only, be backclassed for aperiod not exceeding 6 months or referred for disposal at thediscretion of the Commanding Officer DCHET in liaison withFOST.

(2) Ratings who are considered unsuitable for further trainingas MAs should be considered for branch transfer or DischargeSHORE in accordance with Chapter 54.

d. MASM. A separate training pathway exists for Medical Assistant(Submarines) – see Note 9.

5. Phase II Practical Training (MA2)

a. On successful completion of Phase II theory training, ratings willcommence 19 weeks’ Phase II Practical Training, including 2academic blocks of 6 and 2 weeks respectively to be held at DCHET(NB: ratings must be 17½ before they can undertake practical wardplacements in hospital).

Notes:

b. Professional Qualifying Examination (PQE). All examinationswill take place in DCHET as follows:

(1) Criterion Tests: Anatomy and Physiology, Clinical,Medical Administration, Pharmacy, CBRNDC and MOFA papersin Blocks 1 and 2.

(2) A Pass mark of 65% is required at each examination.

c. Task Book. As part of the final assessment, the Task Book willneed to be completed.

d. Failures. Ratings who fail this part of their training at any stagewill be assessed by Commanding Officer DCHET and the SeniorNaval Officer to determine whether a further period of training shouldbe undertaken or whether the rating should be offered branch/specialisation transfer or Discharge SHORE.

6. Phase II Consolidation Period

a. On successful completion of Phase II theory and practicaltraining, ratings will be rated MA1 and assigned either to a Ship orEstablishment Sick Quarters for 3 months Phase II ConsolidationPeriod. Phase II consolidation is constructed in a modular format withMAs completing defined periods within a number of clinical andadministrative areas. The duration and content of each of thesemodules has been programmed to place emphasis on areas wherenewly qualified MAs require the greatest support. The full Phase IIconsolidation programme may be found within the Medical AssistantPhase II Consolidation Task Book, which is issued at DCHET by WOTraining INM, on completion of Phase II theory/practical training. Theprogramme in brief is as follows:

(1) Induction – 2 days.

(2) Treatment Room – 3 weeks.

(3) Medical Administration (MHS/Release/HospitalAssignments/ P7R/PHCIS/DIMCP) – 3 weeks.

(4) Dispensary/Storekeeping – 2 weeks.

(5) Physiotherapy (if available – Treatment Room if not) – 1week.

(6) Shadow Medical Officer (attend all consultations andmedicals) – 1 week.

(7) Small Department acquaint, eg. Occupational Health/MBOS etc. as required/available – 1 week.

b. At the end of Phase II consolidation training, ratings are to havecompleted all aspects of their Phase II Consolidation Task Book. TheTask Book is to be retained within the Rating’s Personal DevelopmentRecord.

7. Professional Qualifying Examinations for Leading MedicalAssistant (LMA)

a. PQEs. PQEs are taken following a PQC held in DCHET. Bypassing the PQE, Medical Assistants will be professionally qualifiedfor LMA. The general rules for examinations at Para 6911 will apply.Failures are to be dealt with in accordance with Para 6912.

b. Details of PQC and Examination

(1) Candidates for the course will be nominated by the NavyCommand/Commodore Naval Personnel (CNPers)/RCMNAHPfrom those ratings who are selected for promotion at the annualPromotion Board.

(2) The PQC and examination will be held at DCHET 4 timesper year and the dates of the course will be published annuallyby the Statement of Training Requirement (SOTR). The coursewill be of four weeks duration, which will include a one weekAdvanced Casualty Care Module. The examination will consistof the following:

(a) Practical Advanced Emergency Care andAssessments.

(b) Written papers on Advanced Emergency Care,Pharmacy and Service Administration. The examinationsand assessments will be set and marked by the DCHETExamination Centre. The basic date of passing will be thedate of completing the examination. The pass mark is 75%in all papers.

(3) Failure in Examination - ratings who fail the examination areto be dealt with in accordance with Para 6912.

Notes:

8. Professional Qualifying Examinations for Petty Officer MedicalAssistant (POMA)

a. A PQE is taken following a PQC held in DCHET. By passing thePQE, LMAs will be professionally qualified for POMA. The generalrules for examinations, given in Para 6911, will apply to theseexaminations. Failures are to be dealt with under Para 6912.

b. Details of PQC and Examination

(1) Candidates for the course will be nominated and assignedby RCMNAHP from those selected at an annual PromotionBoard.

(2) The PQC and Examination will be held at DCHET and thedates of the course will be published annually by DIN. Thecourse will be of three weeks’ duration.

(3) The final examination will consist of practical assessmentand a written paper covering professional and naval generalknowledge, Pharmacy, Service Administration and First Aid. Theexamination will be set and marked by the DMSTG examinationcentre. The basic date of passing will be the date of theexamination. Candidates are required to pass the practicalassessment and obtain 70% to qualify.

(4) Ratings who fail the examination are to be dealt with inaccordance with Para 6912.

9. Medical Assistant (Submarines) (MASM). See Para 8703 forpromotion flowchart.

10. Royal Marine Medical Assistant (RMMA)

a. Promotion for RMMA will follow the Promotional Flowchartdescribed in Para 8701, with the exception that the requirement to bein date RNFT should be replaced by being in date for BFT (BasicFitness Test) and completion of JCC/SCC is required in lieu of LRLC/SRLC. Additionally, promotion from CSGT RMMA to WO1 RMMA willalso require completion of RM Advance Command Course (ACC)and the WO1 course in common with all RMOR (see Annex 91C).

b. RMs transferring SQ to RMMA will retain their RM seniority dateon qualifying as an MA but must achieve a minimum of 18 months’seniority as a MA1, 12 months prior to CPD as a Pre-Selectionrequirement for LMA.

Notes:

c. RMMAs may be awarded the local, unpaid rank of L/Cpl forattendance on JCC. This local, unpaid rank can be held on return toUnit on successful completion of JCC until subsequent promotion toCpl.

11. Recommendation. Awarded 'Exceptional', 'High' or 'Yes'recommendation for 'Promotion - 1 Rank Up' on SJAR by final RO. Where anotherwise fully eligible candidate has received an SJAR assessment of'Insufficient Knowledge' at last report, presentation before the next Board willbe determined by the Promotion Section using the previous reportrecommendation.

12. RNFT (at CRD). Ratings are to be in date RNFT or in possession ofeither a permanent medical exemption as issued by a Naval Service MedicalBoard of Survey (NSMBOS) or temporary exemption (as issued by theCommanding Officer) on the appropriate CRD. See Para 6718. See Note 10sub para a for RMMA.

13. RNFT (at CPD). Ratings are to be in date RNFT or in possession ofeither a permanent medical exemption as issued by a NSMBOS or temporaryexemption (as issued by the Commanding Officer) on the appropriate CPD (orlater) or on advancement. See Note 10 sub para a for RMMA.

14. Failure to Complete Professional and/or Leadership Course.Refer to Para 6716 for rules on the impact on a rating’s promotion if he/shefails to complete PQC and/or LRLC/SRLC before CPD or within 12 months ofCPD as a result of service reasons, non-service reasons (outwith own control)or non-service reasons (within own control). See Para 6718.

15. Rolling OPS

a. It is recognised that occasionally there may be factors beyondthe control of the individual, such as prolonged Op tour, MaternityLeave, etc. which preclude them from completing the OPS check inwhich case an extension to the period in which to satisfy the check,or in exceptional circumstances a full waiver, may be requested.Applications for extensions or waivers will be dealt with on a case bycase basis and should be made in writing by the individual'sDivisional Officer or Divisional Senior Rate to the Head of TrainingDivision, INM Alverstoke (FAO Warrant Officer (Training) (WO(T)).

b. An extension or waiver may only be issued by WO(T), who willalso record the fact on a local database, held at INM, of all waiversand extensions which will be forwarded to the Promotions Officebefore each board. Individuals can still be presented atPromotion Boards, but the waiver needs to be current andmention made of it in the appraisal report in the performancesection. The Medical Branch Manager SO1 will be the final authorityfor any issues regarding eligibility for promotion.

c. Failure to achieve the Rolling OPS Check within a 12 monthperiod will be treated as a serious matter. Should a unit be unable tocomplete, then HTD INM should be engaged for advice at the earliestopportunity. Should an individual consistently fail to meet therequired standards of knowledge and skill throughout the year thenthe Divisional system should be employed appropriately andconsideration should be given to warning the rating for DischargeSHORE (Professional Inadequacy).

Notes:

1. Advancement to Acting LMA(SM) on Completion of MASM1Training. Those selected to be MASMs, either by direct entry or transfer fromwithin the MA branch, will be advanced to ALMA(SM), upon recommendation,on completion of the MASM1 training phase (ie. MA, MASM1, SMQ,completion of Task Book and a 6 month consolidation period) assumingcompletion of all service requirements for advancement. The effective dateof advancement will be the qualification date as a MASM1. Therecommendation is an important part of the system and, before makingrecommendations, Line managers are to satisfy themselves that MASMsmeet the requirements of Para 6901.

2. See 2014DIN01-055 for the rules regarding MASM-FinancialRetention Incentive (FRI) for MASM1.

Failures

a. Ratings who fail to complete the MASM 1 task book within 12months post MASM 1 course will have their cases reviewed by theMedical Branch Manager to ensure that all opportunities have beentaken to complete the task book. This part of their training at anystage will be assessed by their Commanding Officer and MedicalBranch Manager to determine whether a further period of trainingshould be undertaken or whether the rating should be offered theopportunity to return to General Service or discharged SHORE.

b. The acting higher rate will be for a maximum of 12 months, afterwhich time ratings will, exceptional reasons apart, relinquish the rateif they fail to attain the outstanding qualifications iaw 6802 & 6803.

c. Ratings who fail MASM 2 course outright or are removed fromMASM 2 training are to suffer the following penalties:

(1) Deselection from the MASM 2 selection signal.

(2) A requirement to spend a minimum of 12 months in thelower rate and the need to re-qualify, by way of a CommandingOfficer's recommendation, for subsequent consideration forselection for MASM 2 training.

3. Recommendation for MASM2 Training. A formal recommendationfrom a sea-going assignment is required prior to selection and progression toMASM2 training - awarded 'Exceptional', 'High' or 'Yes' recommendation for'Promotion - 1 Rank Up' on SJAR by the 1RO. Where an otherwise fullyeligible candidate has received an SJAR assessment of 'InsufficientKnowledge' at last report, presentation before the next Board will bedetermined by the Promotion Section using the previous reportrecommendation.

It is recognised that occasionally there may be factors beyondthe control of the individual, such as prolonged Op tour, MaternityLeave, etc. which preclude them from completing the OPS check inwhich case an extension to the period in which to satisfy the check,or in exceptional circumstances a full waiver, may be requested.Applications for extensions or waivers will be dealt with on a case bycase basis and should be made in writing by the individual'sDivisional Officer or Divisional Senior Rate to the Head of TrainingDivision, INM Alverstoke (FAO Warrant Officer (Training) (WO(T)).

b. An extension or waiver may only be issued by WO(T), who willalso record the fact on a local database, held at INM, of all waiversand extensions which will be forwarded to the Promotions Officebefore each board. Individuals can still be presented atPromotion Boards, but the waiver needs to be current andmention made of it in the appraisal report in the performancesection. The Medical Branch Manager SO1 will be the final authorityfor any issues regarding eligibility for promotion.

c. Failure to achieve the Rolling OPS Check within a 12 monthperiod will be treated as a serious matter. Should a unit be unable tocomplete then HTD INM should be engaged for advice at the earliestopportunity. Should an individual consistently fail to meet therequired standards of knowledge and skill throughout the year thenthe Divisional system should be employed appropriately andconsideration should be given to warning the rating for DischargeSHORE (Professional Inadequacy).
