I. Call Order: The meeting was called to order at 1:00 P.M. by Mr. Rice

II. Introductions: General Membership conducted self-introductions

III. Approval of August 11, 2017 Minutes: Mr. McKee motioned to approve the August

11, 2017 minutes with corrections as stated. Mr. Matthews seconded; motion passed.

IV. Financial Report: Mr. Sheridan presented the FY17 closeout financial report to

General Assembly. BVRAC expended 100% of funding allocations from EMS

Tobacco, EMS RAC, and Stroke. The financial report summary listed on page 9 of

the GA packet also highlighted budget overages. All overages are highlighted in red

for referencing. Those overages are absorbed into the BVCOG budget at no expense

to BVRAC. The EMS County grant reflects a payment to Bryan Fire Department

(BFD) as not completed. The payment and purchase was completed, however the

vendor provided BVCOG the same credit amount. Corrective action was to return

credit back to the vendor and have the vendor credit BFD instead.

The new fiscal budget had only one expense which was staff salary. BVRAC has not

conducted any purchases or any other expenditure during this time period.

Mr. McKee motioned to approve the financial report. Ms. LaPaglia second; motion

carried.

V. Executive Directors Report:

A. Contract Reports Update

1. FY 16 EMS County Final Report - The EMS County report has been

submitted to state for final closeout. The EMS Provider Summary Report has

been provided on page 7 of the Board Packet. This report highlights all the

expenditures and itemizes each expense through eligible expense categories.

This aligns with the EMS distribution plan that was provided during the

beginning of the fiscal year. Additionally, each EMS provider had an

individual itemized expenditure sheet that further broke down expenses that

was included in the report to the state. For the fiscal year, EMS providers will

need to submit an itemized expenditure sheet to BVRAC prior to

reimbursement.

2. FY 16 EMS RAC - The EMS RAC narrative and expenditure reports have

been completed and submitted to the state. This report aligned with last year’s

where most funds were used to cover administrative costs to enable Tobacco

funds to be used for programmatic expenses.

3. FY 16 Annual Participation Report - The Annual Participation report was

submitted to the state. This report, page 11 of the General Assembly Packet,

highlights who has met participation requirements as per the BVRAC bylaws.

The state operates on a fiscal cycle which BVRAC operates on a calendar

year. To ensure transparency, the 2016 and 2017 participation tracker was

provided to cover both time periods.

4. FY 17 Final EMS Tobacco Report - This report will be due to the State by

October 17, 2017. This report most important area is the narrative which

highlights all the activities the funding supported. The BVRAC staff still

needs information such as number of PALS/ACLS classes that were taught to

include the number of people trained. The final report will be provided to

General Membership after the submission date.

B. MMU Hosting Site – BVRAC has one MMU that does not have a facility to host

the asset. The unit has been staged in the Heart of Texas region for several months

and needs to return to the Brazos Valley. The College Station Fire Department has

shown interest in accepting the MMU, but this is pending legal review.

C. FY18 Tobacco Reduction Letter – BVRAC Tobacco Grant has been reduced by

27% as presented in the FY18 Tobacco Reduction Letter located on page 15 of

the GA packet. The Tobacco funding is now listed at $42,780.

D. FY 17 EMS County Funding – BVRAC has begun receiving requests for EMS

County reimbursements. EMS provider allocations were presented as listed on

page 17 of the GA packet. Members were informed that EMS providers must

complete the EMS Provider Expenditure Report form when submitting supporting

documents and receipts for reimbursements. The form, listed on page 18 of the

GA packet, is used to itemize eligible expenditures.

E. Membership Dues & Participant Forms – General Assembly was reminded that

membership invoice dues and participant forms will be sent to facilities and

agencies soon. The goal is to have all dues paid and forms completed by the end

of December.

VI. Committee Reports:

A. Disaster/Emergency Preparedness Committee (Cory Matthews): Mr. Matthews

provided highlights from the BVHCC meeting held earlier.

B. Education (Jennifer Kraatz): BVRAC will be hosting several classes over the next

couple of months. The first class that is a two hour free Forensic Nursing Course,

will be held from 1:00 to 3:00 November 2, 2017 at BVCOG. This course is free

for BVRAC members and registration will be done through Jennifer Kraatz. The

Perinatal Committee will be offering a free three-hour Pre-Hospital NRP Class.

Classes are offered on February 6 and 8. Attendees can participate either at the 9-

12 or 1-4 class times on either day. Participants who would like to receive a

certificate must complete the online course prior to the training dates.

The education committee is also looking into bringing several other courses to

area. Members should contact Jennifer Kraatz to request BVRAC funded training

or ideas to host training courses in the region.

C. Pre-Hospital (Kevin Deramus): No Report

D. Hospital Care and Management/Acute Care (Brandy LaPaglia): As a reminder,

Ms. Dixon and Mr. Deramus are conducting a study on Sepsis. They will be

requesting additional information from the region to further the study to identify

trends and improving care.

E. Stroke (Rebecca Hickman): The Stroke F.A.S.T t-shirts have been received and

will be issued to the facilities and providers following the meetings. The purpose

of the shirts is to continue the outreach project on educating the communities

about the symptoms of a stroke and the need to take action.

General Assembly was informed that stroke coordinators meet bi-monthly to

continue to share lessons learned and project ideas. Due to the success of the last

stroke symposium, the goal is to conduct another symposium in 2018. Stroke no

longer has a grant to assist with funding a symposium; however there are

opportunities with vendors to help cover those costs.

F. System QI/Physician’s Advisory (Dr. Ohaju): Dr. Gochnour and Mr. Rice led a

discussion on “extraction times in rural areas.” The discussion focused on

methods to collect information and change the responder culture for identifying

when to ask for help in a situation. The goal is to continue further discussion and

analysis to try to mitigate the extraction times.

G. Injury Prevention (Ashley Johse): No Report

H. Perinatal (Dr. Geddie):

1. EMS/EMT Neonatal Resuscitation Class Offering (Briefed during the

Education Committee discussion)

VII. Discussion and/or Action Items:

A. Consider for approval the BVRAC FY18 Budget Amendment – Action Item was

tabled till next General Assembly

VIII. Open Forum

A. St. Joseph Regional HVA – St. Joseph Regional announced that the facilities

hazard vulnerability assessment has been completed.

B. Mr. Rice announced that more information will follow concerning the upcoming

Cadaver Lab.

Extraordinary Emergency Funds: (EEFs) $1M Purpose: to support the emergent, unexpected needs of EMS providers, Registered First Responders Organizations and licensed hospitals whose capability to provide emergency medical care has been severely disrupted. FY16: $1M available 9/1/2015; 9 EEFs have been funded at a total of $1M. No funds remain for this fiscal year.

FY17: $1M available 9/1/2016; 9 EEFs have been funded totaling of $794,003. 2 processing. Balance: $205,996.52

FY18: $1M available 9/1/2017; 2 EEFs have been funded totaling of $228,639. Tentatively remaining. Balance: $771,360.

ECA Training: ELIGIBLE: County <50K – at least 3 people – free of charge to students. The purpose of this program is to increase the availability of certified EMS personnel in rural and underserved areas of Texas where training is not available locally. Organizations that are eligible are located in rural or underserved areas that are directly or indirectly responsible for providing emergency medical services. A. Scott and White looking at Data Scott and White has started looking at what Pitocin is mixed in for the mom’s before delivery to see if there is any correlation with infant’s glucose after delivery. Is this something we should all look at as a group?

B. Temperature data change

We decided to change the reportable admit temps of infants to greater than not less than 97.6.

C. Education update

We presented the EMT NRP course to the General Assembly after our meeting. We proposed that the class be offered Feb 6th and 8th from 9a-12p and 1p-4p.

CEU can be available for this, but they would have to do the on line portion of the class which will cost them $35.00, however if they just want to come to the check off without getting a CEU for the education they are welcome. We also discussed having the RAC purchase about 30 books to distribute to the stations. Tami will set up a registration on the AAP website so that we will have a spread sheet.
