Barriers

• Legal Framework:

– this money is private or public;

– Where’s the legal link for the new fund?

• If it don’t exist what we can do?

• What the expectations of the private sector?

• How many money is involved?

• Can we match other sources?

• What about the governance?

• Can the state propose sufficient high quality projects?

Sustainable JurutiA proposed model for local development

In partnership with Alcoa, Funbio is

developing a voluntary fund to

contribute with the sustainable

development of Juruti in the state of

Pará.

The Pilot Fund is already in

operation, managed by Funbio. In the

second phase Alcoa will allocate R$6

million to sustainable development

projects and Funbio will allocate

US$1 million from PROBIO (GEF 1:3

matching).

1. Juruti (PA)

Caracteristics of the municipality:

• Located in the western boundary of Pará

state

• 8.300 km2

• 35.000 inhabitants (65% in the rural area)

• Economic cycles: pau-rosa and juta

• Today: mandioc, fishing, cattle and

extractivist activities

• Per capita income = US$ 55,18

• IDH = 0,63 (2000)

• Low educational level within the

economic active population

• Small local economy, with few job

opportunities

• Important natural features - 67% of the

territory is unexploited native forest

Page 26: Brazilian Biodiversity Fund · 2017-09-19 · Sustainable Juruti A proposed model for local development In partnership with Alcoa, Funbio is developing a voluntary fund to contribute

Impacts

Very depending on

the territory, the

mineral to be

extracted, and the

management

practices adopted.

Current model is based on compensatory activities

and does not satisfy the various stakeholdes.

Conflicts often reach the courts.

Perception of impacts

• The perception of

affected communities is

almost always negative.

• It is as important as

the impact indicators.

Answer

•Embracing, by the

company, of the

community

development agenda.

• Direct financing for

the communities

2. Lessons learned from mining

Page 27: Brazilian Biodiversity Fund · 2017-09-19 · Sustainable Juruti A proposed model for local development In partnership with Alcoa, Funbio is developing a voluntary fund to contribute

Changes after company’s arrival

• Increasing immigration

• Speculation and growth of slums

• Growth of informal economy

• Increasing demand for public services and jobs

• Consequent pressure on natural resources

Potential risks:

• Pressure due to new investment in the operation

• Perpetuation of a dependency relationship

• Increased operating costs

Mitigation and offset measures:

• Environmental control plans = R$ 30 millions

• Environmental Compensation – R$ 40 millions

• Positive Agenda = R$ 56 millions

3. Alcoa at Juruti

Page 28: Brazilian Biodiversity Fund · 2017-09-19 · Sustainable Juruti A proposed model for local development In partnership with Alcoa, Funbio is developing a voluntary fund to contribute

Fund Features

• Voluntary

• Private

• Self-governing

• Long-term

• Participative governance (local

empowerment)

• Effectivity

• Participative management

• Promoting cofinancing and influencing

other funds (public and private)

• Proactivity and coresponsibility on

investment prioritization and new

resources identification

• Safeguards for donors

Why a pilot fund?

• Adjusting Fund’s concepts and tools to

local reality

• Testing the proposed governance and

management, aimed at the

establishment of a separate and

autonomous legal entity

• Assessing the suitability of thematic

lines and settled finance priorities

• Promoting social mobilisation and

articulation

• Promoting fundraising

• Increasing local capacity for

developing proposals and

implementing projects

5. Sustainable Juruti Fund

Financing Strategy:

• It comprises entire territory (Juruti and

surrounding), since the agenda is not limited

to administrative division

• It is aimed at company’s externalities

• First edict – generation of local revenue

through sustainable activities

• It may assemble new partners and

financial resources

• Alcoa Foundation

• Organizational Citizenship Institute

(ICE)

• Municipal Environmental Fund

• Probio II - Funbio
