    Background

    The Liberian na tion a nd peo p le suffered treme nd ous losses in huma n life, human resources,

    capital investments, and infrastructural developments during the 14-year Liberian civil wars from1989 to 2003. The wa r displaced the entire Libe rian p op ulation of a bo ut 3.4 million pe op le andwell over 200,000 Liberians lost their lives to the violence. Liberia presently has a soaringunemployment rate of up to 85 percent, while the national capital, Monrovia, with 1.4 millionpeople, has no electricity, safe drinking water, and conductive public health, housing, andtransporta tion services. Schools a re b arely func tioning d ue insufficient te ac hers and textboo ks.Close to 100,000 ex-combatants, mostly child soldiers are not in school, while an estimated30,000 to 50,000 of these former child soldiers are orphans, many of whom are now roaming thestree ts of Mo nrovia fanning for themselve s. The p ossibilities of these fo rmer c hild sold iers g rowingup as violent c riminals or pa id me rcena ries are g rea t if they c ontinued to b e left alone to fa n forthemselves in the streets without any concrete national program to assist in rehabilitating themto become productive citizens. Many of these children and adolescents were forcefullyrem oved from the ir hom es and fam ilies at a ge s as young as nine yea rs old a nd drugg ed to fight

    and die in a c ivil wa r who se c ause they knew nothing a bo ut. Their ordea ls during the c ivil wa rwill continue to have lasting impacts on their well-being in society unless they are exposed tourgent rehabilitation and psychological counseling to once more make them productivec itizens.

    The Liberian Histo ry, Educ ation, & De velop me nt, Inc . (LIHEDE) ha s conc eived the idea ofestablishing a Center for Youth Empowerment and Athletics in Liberia, a sports academyventure, that will cater exclusively to the rehabilitation and psychological needs of formerLiberian child-soldiers or ex-combatants, to help them regain their self-worth and self-confidencein other to a ssume their rightfu l roles in the rec onstruc tion o f Libe ria . This p roposal, the refore,det a ils the LIHEDE Plan, for which we d esire the assista nc e o f Brazil for its imp lementa tion . TheCenter for Youth Empowerment and Athletics will be a private, not-for-profit initiative to help

    former child soldiers, boys and girls ages 10-21 who are at risk or vulnerable to rejoin violentg roup s. The Center will use sports as a ve hicle for reha b ilitating the se ex-co mbata nts, w ithed uca tional a nd c ounseling units or co mp onents atta c hed to deve lop the w hole pe rson. It isant ic ipate d that forme r child -soldiers grad uating from prog ram s initiated by the C ente r will serveas role mod els for other yout hs in Liberian soc iety.

    The Liberian Histo ry, Educ ation a nd De velop me nt, Inc . has c hosen to ma ke this app lic a tion tothe Brazil for assistance because of Brazils international soccer symbolism, role and works withHaiti and other trouble spo ts around the w orld. We c om municated with you b efore, and we go tadvice that Brazil will assist with the proposed Center for Youth Empowerment and Athletics inLiberia if the Liberia go vernment and UNICEF supp orted the effort. We have atta ched supp ortletter from the Liberia government and that our meeting with UNICEF Director Angela Kearney inLiberia end ed with her agenc y willingne ss to p rovide funding for a spe c ific a rea of the p rojec t.

    The Brazilian striker and lege ndary internat iona l soc cer sta r Pele is c red ited w ith halting t hearmed c onflicts in the fo rme r Belg ian Co ngo when his Brazilian c lub, Santos, p layed a ga inst loca lteams a t Kinshasa a nd Brazzaville in 1969 led reb els to lay do wn them arms to w atc h the g ame s.The c onc ep t o f the p rop osed Cente r wa s derived from this mo me ntous visit of Pele to the fo rme rBelg ian Congo, which show s the p ac ifying a nd e leva ting p row ess of sports. Sports in ge nera land soccer in particular in Liberia is a powerful tool which can be used to reunite our people,uplift their spirit, and promote and enhance the self-esteem of a distressed and depressedc hild ren pop ulat ion in Libe ria.

    Brazil has ove r the yea rs ma de great strives in youth d eve lopm ent and em po we rme nt in Liberia ,and this is why we desire the assistance of Brazil regarding the proposed LIHEDE Center for YouthEmp ow erment a nd Athletic s. We no te w ith deep ap prec iation tha t Brazil Liberia ha s helped t heLiberian people; helped to disarm, demobilize citizens displaced by the Liberian civil war. Brazilha s, in collab orat ion w ith the Nationa l Transitiona l Gove rnment o f Liberia, othe r UN ag enc ies,

    and NGOs, worked to protect Liberian children in the areas of health and nutrition, water andsanitation, and education. Brazils collaboration with the community of the world for Liberiaprotection is noteworthy, and this is why we believe Brazil would be supportive of our conceptfor youth em po we rme nt throug h spo rts, ed uc at ion, and p sycho logica l c ounseling b y way of theCenter for Youth Emp ow erment a nd Athletic s.

    Our model for the Center for Youth Empowerment and Athletics program fits into, and willgrea tly be the b ea con of hope and efforts at training Liberian te achers to p rovide psycho -soc ialservices to Liberian youths through creative and recreational activities by building community-based support networks leading to the establishment of child welfare committees, childrenclubs, and youth groups in the seven focus counties in Liberia. LIHEDE will be graceful if Brazilfunds Phase I one the program support to vulnerable children who are orphans or otherwisedisplaced by the Liberian civil war. We in LIHEDE are grateful to Brazil to extend such neededservices to Liberian youths and we believe e sta b lishing a pa rtnership b etw ee n Brazil, Liberia a ndLIHEDE throug h the prop osed Center for Youth Emp ow erment and Athletic s will go a long wa yrehabilitating Liberian youths from the scares of the civil war and transforming them intoc om pe titive a thletic s, skilled c itizens and internationa l role m od els.

    The LIHEDE initia tive fo r esta b lishing a Ce nte r for Youth Empow erment and Athlet ics in Libe riabeg an w ith a series of d isc ussions among core LIHEDE me mb ers following a visit to Liberia in e arly2005 by the LIHEDE Exec utive Direc to r. During the visit many p ersons asked if LIHEDE cou ld dosomething about the troubled youths of Liberia and how they might be re-integrated intoLibe rian soc iety a s p roduc tive c itizens a fte r yea rs of living a s child sold iers. This desire to d osomething subsequently led to LIHEDE donating a soccer ball and a set of jersey for theformation of local soccer club known as Club Bassa to promote recreation among the youths

    the LIHEDE exec utive d irec to r enc ountered during the visit. Subseq uent ly, a consensus wa sreached among LIHEDE executives and members that the youths of Liberia needed a trainingoutlet such a s a spo rts ac ade my to promote individual self-esteem, b ond ing, healing, lea de rshipskills, team work, conflict resolution, and nationalism in order to maximize the potential of ouryouths in post-conflict Liberia. It became apparent to this core group of LIHEDE executives andme mb ers tha t the ir suc c essful work expe rienc es and highly de velop ed supervisory skills c ould bec om bined in a po tentially mea ningful wa y to imp rove nationa l spo rts prog ram in Liberia t hroug hthe estab lishment of a Ce nter for Youth Emp ow erment a nd Athlet ics. Plan is und erwa y for LIHEDEto a c quire 20 ac res of land fo r the Ce nter.

    The vehicle of soc c er ca n have a muc h greater imp ac t on the sons and da ughters of nationsuc h as Liberia tha n just wha t happens on the field w ith a ba ll a t their fee t. The o pportunities forpersonal values development within this environment are huge. Character, leadership,discipline, integrity, responsibility, independence, self-confidence, and good sportsmanship arekey a ttributes of a p roduc tive c itizen . These a re va lues tha t the se fo rmer child sold iers andorphans will carry with them for life, whether or not they continue to play soccer aftergraduating from the Center. We in LIHEDE want to encourage Brazil to be first to join LIHEDE andLiberia and its national sport authorities in these national endeavors to make the Center for

    Youth Empowerment and Athletics a reality for thousands of Liberian children who need toem brac e t hese ide a ls, for their lifetime be nefit and growt h. With the help of m any supp orters likeBrazil, LIHEDE will continue to create avenues for securing a promising future for the children ofLiberia.

    Mission/ Values

    The thousands of Liberian c hild ren a bused during the 14-yea r c ivil wa r in Liberia ne ed lots oflove, hope and sport therapy to recover from their traumas. Many of these children have beenab and one d b y soc iety and are now roa ming the street s of Mo nrovia fa nning fo r them selves. Butthese kids need a home and they need an op po rtunity to c ontinue their ed uca tion so tha t theyare b etter prep ared to ha ndle a ny future c hallenge s that m ight p revent them from co ntributingme aningfully to the deve lopme nt o f the Liberian soc iety. The LIHEDE Ce nter for YouthEmpowerment and Athletics seeks to provide counseling services, educational services andothe r related servic es throug h a residential p rog ram , although initiative op eration of the Center

    wo uld be on a non-residential basis.

    The purpose o f the LIHEDE Ce nter for Youth Empow erme nt a nd Athlet ics is not only to get formerchild soldiers and other Liberian youths from committing crimes in Liberian society andmoonlighting as paid mercenaries for illicit foreign enterprises, but also to provide for anop portunity for the youths to fully de velop their athletic a nd individua l talents throug h tea mw orkand disc ipline, soc ial etique ttes, and persona l c harac ter grow th and deve lop me nt. In otherwo rds, the Ce nter would be a n "Asylum for the c are, supp ort, disc ip line, restraint and ed ucat ionof c hildren orpha ned and displac ed by the c ivil war who a re b etwe en the a ges of 10 and 21.

    The C enter will stress c oa c hing Exce llenc e, c ha rac te r deve lopme nt, skill d rills and com petitions,

    c am arad erie, and a sense of c om munity involveme nt as pa rt of efforts to p rom ote the p hysic al,mental and moral well-being of the Liberian youths. Children at the Center will be given theopportunity to participate in team and individual sports and to compete in a fair andsportsmanlike manner, as part of their preparation to take on future challenges andresponsibilities as adults and mo del c itizens of Liberia. The child ren will also be instructe d aboutdemocratic principles and the cultural traditions upon which the new Liberia is being built inorde r to strengt hen t he sense o f na tiona lism. With 14-yea rs of tw o b ruta l civil wa rs barely behindus, it is very important to prevent young Liberians from returning to violence in post-ConflictLiberia by giving them the opportunity to redefine themselves and their self-worth in society.

    Where has this type o f prog ram worked?

    In rece nt yea rs, the United State s and othe r nations around the w orld have relied on w hat isknown a s Co mm unity Polic ing a nd Spo rts Prog ram s to c urb youth-on-youth violenc e a ndsubstance abuse. These efforts, which have inc lude d increased po lice pa trols and orga nizingba sketba ll ga me s and o ther sporting events in targe ted c om munities and neighb orhood s, havebeen credited with changing the habits of delinquent youths and other young adults fromeng ag ing in loitering, va nda lizing, heavy drinking , d rug d ea ling , and p rostitution. The U.S.community policing and sports programs, it is said, reduced crime rate in the targetedneighborhoods by 45 percent in the first six months of operation and increased youth attitude

    and involvement in c om munity or neighb orhood a c tivities. Comm unity lea de rs and businessentities in their targeted neighborhoods were also instrumental in ensuring the success of theprogram by donating time and sporting equipment, uniforms, and related accessories for theyoung peo p le in the ne ighb orhood . This is why LIHEDE is appea ling to Brazil to sup port this p ilotprogram. LIHEDE Center for Youth Empowerment and Athletics will not only seek to get formerLiberian c hild sold iers off the streets but a lso he lp the yo uths to b uild their ed uc a tiona l and soc ial

    skills in order to bec om e p rod uc tive c itizens and future role m od els for other delinquent youths.

    LIHEDE believes tha t sports suc h a s soc c er, ba sketb a ll, we ight lifting, trac k and field, and boxinghave the potential to take troubled youths off the streets and turn them into internationalspo rting c ham p ions and legend s, and this is why the Center is intend ed to c om p lime nt efforts atyouth empowerment and development by Brazil and local Liberian government agencies byconcentrating on developing the self-confidence of Liberian youths traumatized by the civilthrough a hybrid of sporting, educational, and psychological training and skill developmentassistance. The C ente r will have its ow n 20 ac res of land with soc c er co mp lex de voted entirelyto former child soldiers and other children orphaned by the civil war, and staffed by qualifiedindividua ls from Brazil, USA, Libe ria and othe r co unt ries.

    How will LIHEDE measure the prog ramseffectiveness?

    It is clear that community policing and sports programs are crimes prevention programs thathave proven to b e ve ry effective in red ucing a nd preventing violenc e crimes around the w orld.The LIHEDE Center for Yout h Emp ow erment a nd Athlet ics will therefore mea sure the suc cess ofthe programs it offers by evaluating and tracking the individual successes and actions ofg radua tes as they cont ribute to soc iety using their new ly ac quired skills and e xperienc es. Overalldecrease in the number of youth violence incidents, the level of youth participation in thereq uired Center programs, the numb er of ind ividua l wins at c om pe titive spo rts, and the num be rof Ce nter grad uate s who go on to p lay for p rofessional clubs wo uld be som e o f the fac tors used

    in measuring the success of the programs offered at the Center. In other words, the success ofthe Ce nters prog ram s will be me asured with respe c t to c hang ing the att itude s and be hav ior ofparticipants in dealing with problems and conflicts in their lives, without resorting to violence.And this is why participant at the Center will be given practical exercises and projects inmediation and conflict resolution as a means to breaking the cycle of violence that haseng ulfed Liberia in rec ent ye ars.

    Fea tures and Key Eleme nts of the Ce nter s Prog rams

    The prog rams and servic es of the LIHEDE Ce nter for Yout h Empow erment a nd Athletic swould include the following key c omp onents:

    1) Transitiona l Living Educ ation. These p rog rams allow ma inly yout h a ge 10 to 21 tofoc us on e duc a tion, civil duties, conflic t resolution, and job skills

    2) The Prog ram and Day Educ at ion. Students ma y attend the Ce nter and rec eivec red its through Liberian Schools

    3) Therap y and Workshop s. Program will offe rs resident g roup therapy as we ll as a rangeof educational and recreational opportunities for participants

    Center Expansion Based on Future Fund ing

    The Cente r for Youth Emp ow erment a nd Athletic s will add a va riety of programs and c ontinuesto expand its services as time permits. In the first four years of operation the Center hopes tointrod uc e in ad dition to soc c er, bo xing, basketba ll, weight lifting, volleyb all, and trac k and fieldto its list o f sporting events. LIHEDE, together with the c oo perat ion of o ur inte rna tiona l friendsand partners will strive to create promising future for Liberian children, in order to continue tome et t he p ressing nee ds of the Liberian youths in a c hanging soc iety.

    1) Boxing UnitThe Boxing Unit of the Prog ram w ill operate o n a da ily basis, with partic ipa nts rang ing from 40 to45 teens daily on the onset. When begun, qualified instructors will help teens develop positiveskills and self-con fide nc e. The Boxing Program will ho ld b oxing exhibitions. It will p ride itself on

    program involving a strict regimen of exercises along with a requirement that participantsmaintain good grades in school and good character in the community. LIHEDE believes theprogram will keep many post-conflict youths of the streets by giving them an opportunity buildself-confidenc e and end uranc e. LIHEDE will wo rk with the IBF, WBO, WBA a nd other internat iona lbo xing o rga nizat ions to help in d ona ting b oxing rings and other items onc e the first p hrase of theprojec t is in sta rted .

    2) Weight Lifting UnitThe Weight Lifting Prog ram w ill work with teena ge rs, 12 years of a ge a nd older, to use the w eigh troo m t o imp rove their pe rformanc e in related spo rts.

    The b asketb a ll Unit will seek to develop the basketb a ll skills of Liberian yo uths. The Prog ramexpec ts to a ttrac t 250 young p eop le w ho w ill be trained to pa rticipa te in an a nnual nationa ltournament.

    The Volleyb a ll Unit w ill see k to d evelop the vo lleyb a ll skills of Liberian youths. The Programexpec ts to a ttrac t 250 young p eop le w ho w ill be trained to pa rticipa te in an a nnual nationa ltournament.

    5) Trac k and Field UnitThe Trac k and Field Unit will co ordinate the t rack and field de velopme nt o f the youths. TheProg ram expec ts to a ttrac t 250 young pe op le w ho w ill be trained to p articipa te in an a nnualnational tournam ent

    6) Op en Rec rea tion UnitBoys and girls will come to the center for open recreation at any time during the hours ofop eration. The op en recreat ion w ill include a piano , lib rary, ping-po ng, bum pe r poo l, two po oltab les, and bo ard ga mes.

    7) Public Library UnitLIHEDE is deve lop ing p lans for a pub lic lib ra ry p rojec t, whic h is d istinc t from the Ce nter. How eve r,the Center does need a library for use by students and participants of the Centers programs.Like the public library project of LIHEDE, the in-house library at the Center will seek to providequality services, resources, and lifelong learning opportunities through books and a variety ofother formats to meet the informational, educational, cultural, and recreational needs andinterests of the diverse participants and guests of the Center and changing population ofLiberia . Sinc e t he foundat ion of Liberia , the na tion has had only one mo de rn p ublic library, whichwa s de stroyed during the c ivil wa r. The pub lic library is even m ore releva nt to da y tha n in thepast a s it is the only institution p rovid ing free-o f-cha rge ac cess to a ll types of informa tion. It is thegateway to the information society and performs the role of a citizen's information adviceburea u. Therefo re, Centers Library is to p rovide lib ra ry service to a ll c hildren of Liberia , inc ludingindividua ls and groups of eve ry ag e, ec onomic level, oc c upa tion, ethnic o rigin, philosop hy and

    huma n c ond ition. The p urpose o f the library is to m ainta in a c urrent c ollec tion of p rint and non-p rint m ate ria ls in a ll areas of e duc at iona l, soc ial, po litica l, oc c upa tional, creative a nd sp iritual.

    How will the p rog ram s be financ ed ?

    We are seeking funding from Brazil for the first phrase of the Center. Other nations andorga nizations be ing c onta c ted to supp ort Phrase I of the C enter projec t a nd its expa nsion in thenext four yea rs a re Spa in, Ita ly, Portug a l, Inte rnat iona l Boxing Fed era tion, World BoxingOrganization, World Boxing Association, Federation of International Football Associations, MajorLea gue Sports, ADDIDAS, and p rivate g rant a ge nc ies. The p rog rams offe red by the Center willbe expa nde d to include offices and branc hes in 15 po litica l subdivisions of Libe ria .

    Community Involvement

    LIHEDE will aid in promoting the message that violence is not conducive to national peace,unity, and development in Liberia and that every effort must be expended to discourage youthviolence in the country. LIHEDE will rely on the local media and proposed LIHEDE Radio 95.7 FMto communicate the message of hope, peace, and development to the Liberian nation andpeo p le. A Private , Pub lic , Religious Pa rtne rship w ill be estab lished to p rom ote the m essage ofZero Tolerance fo r violenc e a nd ac ts of c orrup tion in soc iety. LIHEDE will c rea te zero to leranc e

    c oup ons and w ill offer to c ustom ers d isc ounts on menu items at the C enter. Numerousbusinesses and citizens will be targeted to aid in this community involvement effort becauseLIHEDE believes tha t working tog ethe r rea lly do es ma ke a d ifferenc e in the lives of p eo p le.

    What w ill be the ma jor lessons lea rnt from these p rog rams?

    Providing a safe and discipline-learning environment for teaching basic athletic anded uc ationa l skills to fo rmer Libe rian child sold iers is a w orthy priority. Throug h effe c tivepartnerships between LIHEDE, Brazil, and the Liberian government, the local business andneighb orhood com munities are e ssential to helping the Liberian youths traum atized by the c ivilwar to regain self-confidence in rebuilding their lives. In todays Liberian society it is veryimpo rtant to ma inta in law a nd o rde r by imp osing c ivil and c rimina l pena lties on w rong do ers andwe don t wa nt Liberian youths to b e the ta rge t of suc h pena lties and punishme nts. The C enterfor Youth Empowerment and Athletics can be very instrumental in keeping young Liberiansac tive in a learning e nvironm ent to p revent them from see ing violenc e a s the o nly alternative inlife. The C ente r will emp ow er Liberian c hildren to aspire to be c om e g rea t sportsme n such as

    George Weah, Edson Arantes Do Nascimento (Pele), Michiel Jordan, Mohammed Ali, and soforth. The c hild ren s nee ds a re so g rea t that support system as env isage d b y the Cent ers

    prog rams and ac tivities are b ound to m ake a rea l difference in the lives of former Liberian c hildsoldiers and ex-c om ba tants.

    How will a p lac ement or referral be m ad e?

    In addition to issuing out about 500 coupons annually, most referrals will come from publicoffic ia ls who wo rk with young people in Liberia, including the Offic e of Fam ily and Children, theDepa rtme nt of Educ at ion, public a nd p rivate schoo l, physicians, and the juvenile c ourt system .Referrals would be made by phone, mail, fax, or e-mail, or through community organization.LIHEDE sta ff will travel a round the na tion to fac ilitate suc h rec ruitment o r c oo rd ination e fforts.

    Projec ted Start-up and Fac ilities

    The Cente r for Youth Emp ow erment a nd Athletic for former child soldiers and ex-com ba tant asenvisioned by LIHEDE, will target and require:

    190 stude nts (equivalent o f 5 soc c er teams with 18 players of e ac h tea m 6 room s-ad ministrative build ing 10 c lassroo ms- building w ith aud itorium, loc kers and gym 5 soc c er fields, one of w hic h w ill be a mini-stadium to sea t a bo ut 2500 spec tat ors, which

LIHEDE rec ent ly visited Liberia and conduc ted a workshop on Reo rganizing theLiberia Military before the national elections with the aim of educating policy makers in themilita ry ab out the ne ed to p rofessionalize a nd d em oc ratize the a rmy so it ca n be a p rote c tor ofthe Liberian p eople and no t an enemy of the peo ple. During the visit to Liberia , we hadconsultative meetings with top military officials and yielded some indirect result such as a USdona tion of $5million to pay $450 dollars ea c h to 400-500 ex-c om bata nts. LIHEDE has a t rac krecord both nationally and internationally to plan and deliver the proposed project and findadditional resources in the future.
