1. The City of Melbourne wishes to reconstruct an existing bowling green in Flagstaff Gardens by completely replacing its soil, upgrading its subsurface drainage system and replanting its surface. The works include excavation and disposal of the existing soil and its subsurface drainage layer which includes a membrane, gravel layer and drain lines, the installation of a new membrane, gravel drainage layer and drain lines, supply and

placement of specially-specified soil plus the planting and establishment of a new couch grass playing surface. Tenderers should note that access to and work at the site (which is within the Bowls Club at Flagstaff Gardens) requires careful planning and management, and that the planting needs to be completed as soon as possible (because of seasonal limitations for the planting of new couch grass) but the timetable for the works will now be by agreement with the successful tenderer. Care and maintenance by the Contractor of the new grass and playing surface is specified in the documents to be for a nominal period of 16 weeks after planting. Overview

The Works comprise the delivery to site, installation, programming and removal of the Christmas Stars (approx 800 no.) and Bells (approx. 800 no.) decoration feature.

The decoration is to be attached to, and supported by the existing Catenary Net System in Bourke St Mall, which has been specially designed to meet this purpose. This same catenary system supports a series of electrical data cables that serve the proposed Bell decoration system. The connection of Bells and Stars to the catenary net are depicted in the drawings and specification for this contract. The Bell system incorporates in-built lighting which is to be installed by the Contractor (who will also assign a DMX channel address to each bulb). The channel system is to be programmed by a specialist nominated subcontractor, Production Resource Group (PRG), providing a specific decorative lighting sequence. It is envisaged that most works will need to be undertaken after-hours. Detailed traffic management (including tramways and isolation of power), OH&S and maintaining access and operations within Bourke St Mall during business hours is imperative for this project.
