• Title: Operational strategies and tools to facilitate applications for FHWA Emergency Relief reimbursement and FEMA Public Assistance
reimbursement.
• Scope: FHWA’s Emergency Relief (ER) program can help states fund repairs to roads, bridges, and other infrastructure along federal aid routes
that are eligible for federal aid. In the event a disaster receives a Presidential declaration relief from FEMA’s Public Assistance program may be
available. Each program has specific requirements and administrative steps for application and determination of eligibility. However, when it comes to
collecting and submitting the data necessary to make applications each agency, including Departments of Transportation, must rely on their own internal
management systems and internal procedures.
Since disaster events tend to be sporadic, having dedicated systems in place to collect and complete the applications for reimbursement can be
problematic with many agencies having to reinvent the wheel for each event. Often reimbursement requirements change which forces state and local
agencies to adapt their processes with each event.
This synthesis will focus on how agencies organize and staff for financial recovery during and after disaster events. This synthesis will capture
information on how agencies coordinate applications for disaster reimbursement and the tools agencies utilize to capture damage information on roads,
bridges, and other infrastructure eligible for federal aid. Information sought will include how agencies track expenditures during the event, processes
used when completing applications quickly and accurately after the event and tracking the status of applications to ensure all timelines are met for
successful financial recovery.
Sources will include the use of GPS applications, applications for tablets, utilization of Unmanned Aerial Vehicles, templates for populating forms, and
strategies to facilitate successful and timely application for ER funding from FHWA and public assistance funding from FEMA.
