Parish Council Notes – Council Meeting 9th January 2019
Elections: The local elections will be held on 2nd May and residents are strongly
encouraged to come forward to stand as councillors in these elections. The suc-cess of the Council, and the community, relies upon there always being enough local people who wish to contribute towards the wellbeing of the village. Please see article on page 13 which provides more information on the elections and timetable.
Play Ranger sessions at Melville: The Council has just approved the continu-ing funding of these sessions in 2019-20 – term-time sessions will take place each Wednesday between 4pm and 6pm, in all weathers. Residents with fami-lies are reminded that the sessions are open to youngsters of all ages who wish to engage in active outdoor play, and to go along and see what they do. Re-ports and family feedback from past sessions are available on the Council’s web-site which give a flavour of the type of activities provided.
Hanging baskets: Following the disbanding of the Chamber of Commerce the Council has agreed to provide a hanging basket display in 2019, which will be part-funded by local businesses.
Traffic/Highways: Automatic Number Plate Reader equipment was installed in January, and this equipment should be operational by the time of the Browser publication. It will be used to help address persistent and excessive speeds on local roads in response to resident concerns about speeding vehicles in general.
Village Green: The footpath which runs adjacent to the Green and the High St is in need of significant repairs, and quotes are being obtained for this work. The pavement was formerly part of the Green and is therefore in the Council’s ownership, and so they have responsibility for all maintenance repairs. Further information will be given prior to works commencing.
Precept 2019-20; The Council has agreed a precept of £150,957 for the next financial year, which will equate to a payment of £83.07pa to the Council by a Band D household (i.e. an increase of £0.14p per week compared to last year’s payment). A full statement on the Council’s decision making process is avail-able on its web-site, or from the Council office.
Annual Parish Meeting: Residents are advised that the Annual Parish Meeting will this year be held on Tuesday 26
th March at 7pm. This meeting gives resi-
dents time to discuss local issues with councillors in a more informal setting than at the monthly Council meetings.
Village Garage Sale: It’s been agreed that another Village Garage Sale will be held this year on Saturday 8
th June (grateful thanks to Mollie Wise for agreeing
to run this popular event). More details will be available in later editions.

cerned. We are always looking for re-
lief deliverers, so if you would like to
join our list do get in touch.

MORETON BOWLS CLUB
Want to be involved in social
activities at our friendly bowls
club?
During the winter,
many of our members
play an indoor version
of bowls called short
mat. No experience is
required. It is a game
which is easy to pick
up and you would be
warmly welcomed. No
special equipment is needed and we will
provide you with the bowls.
You could join our club at any time as a
social member, if playing the fine game
of bowls isn’t for you. Each Monday from
6pm onwards, members get together to
indulge in friendly activities, darts, cards
and the completion of jigsaws for exam-
ple.
When we do get outdoors on the green,
each year the ladies play a game against
the men. This establishes who has brag-
ging rights and which of these figures
gets to stand in pride of place on our
patio.

Bourton 10k 24th
February
Bourton Roadrunners hosts its annual 10k race
at 10am on Sunday 24th
February. Once again,
we’re very grateful to Bourton residents for
their patience and tolerance for the disruption
this causes to village life.
We’re starting the race half an hour earlier at 10am this year
to reduce the impact on the village. That said, we’re expect-
ing more than 600 runners and their supporters so we can
expect increased traffic before and after the race. We’ve in-
structed people to use the pay and display car parks and not
to find street parking or park at the leisure centre.
We have permission to close the roads in the inner village
loop (Victoria Street, Letch Lane and Sherborne Street) and
the High Street from 9.30am to 11.30. The Rissington Road
will be closed from 10am to 10.30am (eastbound) and from
10am until about 11am (westbound).
We’d be extremely grateful if people could avoid driving at
these times but if you do need to leave the village, please follow
the instructions of one of the many marshals who’ll do their best
to help.
For those wanting to watch the race, and some of Gloucester-
shire’s finest athletes in action, we’d recommend walking fur-
ther along the Rissington Road for uninterrupted views. The
middle of the High Street, where the race starts and finishes, can
get very congested and the route needs to be kept clear for the
finishers from about 11am to 11.45am.
This year, we’re supporting Pancreatic Cancer UK and we’re
hoping to have representatives from the charity on the day so
do please come along and find out a bit more about the work
they do to support people with pancreatic cancer.

Women’s Institute
Our first meeting of 2019 started with a vote on the proposed
Resolutions to be put forward at the National Federation of
Women’s Institutes Annual Meeting in June. This was fol-
lowed by a very entertaining and informative talk by Stewart
Linford on the ‘Wicked Wit of Churchill’. We all know a lot
about Winston Churchill’s life from his time as a schoolboy at
Harrow, in the army as a scout in the Boer War and then as a
Member of Parliament. But perhaps most important were his
years as Prime Minister during the Second World War when his
speeches inspired the nation. In addition Churchill won the
Nobel Prize for Literature and in later life took up painting as
well as bricklaying at Chartwell, his home in Kent. Stewart
Linford interspersed his talk with amusing anecdotes and
quotes, one in particular being “success is the ability to move
from one failure to another without loss of enthusiasm”.
An expert High Wycombe chair maker, Stewart Linford brought
along to the meeting a beautiful Churchill Windsor Chair with
additions for example, all the necessities for smoking a large
cigar tucked away underneath! We also heard some stories
from his own life when he and two fellow workers attended a
reception at Buckingham Palace following the receipt by the
company of the Queen’s Award for Enterprise.
Our next meeting will be at the Victoria Hall on Tuesday 12th
February when the speaker will be Analiza Jones on the subject
of Hand Woven Bags from the Philippines. It sounds fascinat-
ing, so why not come along and join us.

IRENE’S CHARITY KNITTING CIRCLE
Our first meeting of the year was well at-
tended and we welcomed Jan Lesser from
the Community Awareness Charity to talk
to us about their aims and achievements
since the Charity was formed. They do an
enormous amount of work to aid families
in Gloucestershire. We were very pleased
that we could help in a small way to pro-
vide comfort to some of these families at
Christmas time. Jan gave us a lively insight
with photographs showing how they pre-
pare Christmas Parcels both for children
and adults. Both gifts and food for the
Christmas period have been provided and
Jan came to say “thank you” to our ladies
for their efforts in providing toys, clothing
and blankets.
Always in our thoughts are those who,
through no fault of their own, suffer terri-
ble deprivations in horrendous situations
throughout the world and we remember
them in our thoughts and hopes for the
future and the photo below represents the
terrible situation in Syria for the families
and young children in their day to day
lives.
We meet on the 2nd Wednesday of the
month throughout the year. Our “Knit and
Natter” meetings are held at the Commu-
nity Centre Cafe, Moore Road, Bourton-on-
the-Water, commencing at 10:00 a.m. until
12:00 noon.
Tea/Coffee and Biscuits are provided so do
come along and join us and meet up with
like-minded friends. You will be made very
welcome.

It’s that time of year again, Christmas has
gone, New Year has passed with a cheer.
The house is now quiet, the living room
looks bare, life is returning to normal.
Mum is still searching for that long lost chocolate, dad is sitting
in his new blue shirt reading the Bourton Browser and the
usual post-Christmas strains that are coming from grandma
can be heard drifting through the silence – ‘I bought you two
shirts for Christmas, what’s wrong with the red one?’
So, what’s next? If you’re lucky and you picked up the Bourton
Browser to read it as soon as it arrived you might still be in
time to get tickets for Ali Baba. It’s on at the Victoria Hall,

Uncertain
As I sit and write this today the world
feels a very uncertain place. It is the day
of the Brexit vote in Parliament, and it
seems, listening to all the pundits, that
nobody knows. No one is sure which way
the vote is going to go, no one seems to
have any real clarity on what the vote will
mean, and no one is at all sure on what
the future holds for this country. I am not
going to attempt to make any political
points, that is beyond the scope of both
my role and this article, but it does draw
our attention to the uncertainty that this
life can so often bring.
In other parts of the world the uncer-
tainty is greater, for many they are not
even certain as to where their next meal
will come from or whether they are going
to be shot or bombed because they hap-
pen to be in the wrong place at the wrong
time.
Worry is a very human condition most of
us do it at some time and some of us do it
a great deal. Jesus had this to say on the
subject, “Therefore I tell you, do not
worry about your life, what you will eat or
drink; or about your body, what you will

The Cotswold School an-
nounces that three candidates have received Oxford/
Cambridge offers. Phil White, Head of Sixth Form and Deputy
Principal comments “We are delighted that three students
from The Cotswold School have been given conditional offers to
study at Oxbridge. This continues the School's excellent track -
record of Oxbridge success in recent years. Ethan Hadad has
been offered a place at Pembroke College, Oxford, to study Ara-

The Upper School Production of ‘Our Country’s Good’ will be

group of Royal Marines and convicts in a penal colony in New
South Wales, in the 1780s, who put on a production of The Re-

Keep Our School Outstanding
The Cotswold School Calls for Help
It is announced that The Cotswold School is to receive less
money than ever before. The School is not alone, and it is a
national crisis, but The Cotswold School is the worst funded
comprehensive in the county and Gloucestershire is one of
the worst funded local authorities in the country.
The minimum level of funding a school should be receiving in
2019/2020 is £4,800. Even with this minimum funding the
School will be £100,000 worse off than in 2011/2012. How-
ever, the final figure for the 2019/2020 funding at The Cots-
wold School, just announced, is £4,778 per pupil.
Mr Morgan, Principal comments, “We are so proud of our
successes, academic and pastoral. All credit to our fantastic
staff and great teachers for delivering outstanding teaching
and learning, to all the students for their hard work and their
families for their support. However, the figures published by
Gloucestershire County Council show that The Cotswold School
is the worst funded comprehensive school in Gloucestershire.
Gloucestershire is one of the worst funded local authorities in
the country. What a statement to have to write. It really
shouldn’t be like this – education is too important. We need
your help to Keep Our School Outstanding.”

1st Bourton on the
Water Scouts Group
Many readers will know that we have a
thriving Scout Group here in Bourton-on-
the-Water, with Beavers, Cubs, Scouts and Explorers meeting
each week during term time in the Baden Powell Hall. The
activities are many and varied: boat racing, treasure hunts,
climbing, camping and games to name just a few.
The Group Leaders do a fantastic job organising the various
events, and all agree that they too get a huge amount of enjoy-
ment from leading the groups!
After several years of leadership our Cubs Leader, Paul Davies,
is standing down in February. We would all like to thank Paul
for his hard work and dedication during his time as Cubs
Leader; the Cubs that come along week by week always have
fun - and have hopefully learnt a few things too!
With Paul's departure we are in immediate need of a new
leader (or leaders) for the Cubs group. If any readers might be
interested in taking this on then do drop a line to bourton-
[email protected] to find out more. We would also
love to hear from anyone who might like to help on an occa-
sional basis, either with one of the groups or in a 'behind-the-
scenes' role.

2018 Final Results for The Gym Centre and their
Bourton Satellite Club
To finish off a fantastic series of events and competitions, gym-
nasts and coaches from The Gym Centre and Cheltenham
School of Gymnastics Club have come away with even more
exciting results at the Division 2 West Country League Finals in
November 2018!
Gymnasts who train in Bourton on the Water at the Cotswold
School with Directors Martin and Kerwen Collett and at GL1
Gloucester with Head Coach Emily Broadbent have worked
tirelessly together to develop their skill level and raise their
confidence. 2018 was a particularly special time for the club, as
the gymnasts not only entered the finals of this competition,
but also entered into Division 2 – a big step up from the previ-
ous year’s Division 4!
The dedication and hard work given by gymnasts and coaches
alike led to some positive and encouraging results –
Sophie Havill, Liya Gough, Hannah Rowe,
Georgie, Maddy Brown, Tallulah Cole and
Jessica Havill (reserve) formed the A league
team who competed on
24th
November 2018 and
placed 4th
– leading to
them being placed 4th
overall for the year.
Olivia Burge, Aaliyah Yus-

The Annual General Meeting. I think we probably break the
record for the swiftest, due largely I suspect to the complete
trust our members have in the committee’s management skills,
as no-one ever raises a question. Excellent. I treated you to a
quick history of last year’s meeting, then Mike doing a double
act as Treasurer, reassured us of the healthy state of our fi-
nances, and then as Chairman, reminded us of the good things
of 2018, particularly thanking all those who help in so many
ways to make all our events a success. The final piece of busi-
ness was to agree the Committee for the next year. Two highly
capable members are standing down, but we fortunately have
three more to keep the numbers up. And this new line up was
approved unanimously. Sheila referee-ing as President brought
the AGM to a close in an amazing 20 minutes, and then intro-
duced Mike Boyes, well known for his lovely photos, and also as
the judge of the photo section of the Show.
With his own pictures he explained how he achieved the re-
sults, reminding us that shade produces much better colour and
the importance of the background - too busy distracts from the
main subject. But the pictures were superb; a dragonfly! - one
might just try to catch a sunbeam.
The competition of shrubs in flower produced some charming
arrangements with a lovely assortment of flowers in good con-
dition too. Won, without much surprise, by Sue Davies. But an
apology due to Sue Pacini whose arrangement won last month,
but was credited to Sue Davies.

Our last event in December was a collection outside the Co-
Op in Bourton on the Water on Sat 15th,
for which we wish to
thank the Store Management for allowing as to collect and to
those in Bourton who braved the weather that day and con-
tributed to our collected total of £206.45, all of which will go
to good causes, with local causes being in the forefront. Thank
you. The club’s hard work during the year was celebrated at
an enjoyable and hearty Christmas Dinner in Fossebridge and
we look forward to an American Dinner this month.
As we enter the New Year our thoughts turn to reviewing the
community projects and fundraising events that we under-
took last year, with a view to making changes and improving
what we have done in the past, and identifying and undertak-
ing new challenges to pursue this new year. We will continue
with the fortnightly collection of donations for the North Cots-
wold foodbank from the Westwood’s Centre in Northleach
and deliver them to the distribution point in Guiting Power
and we hope to assist the Town Council again with a litter pick
in Northleach, hopefully including our Lions District Gover-
nor’s plan for a District Plastic Pick.
The club would very much like to assist with the implementa-
tion of a task for the benefit of residents. Have you any ideas?

Bourton & District U3A
The Dementia Awareness Workshop, run for
the U3A by the Health Connect Bourton Pro-
ject on 10th
January, was very well attended.
Our speaker, Lauren Mckay, gave us an insight into the different
forms of dementia along with practical advice about supporting
anyone living with these conditions
This month some of our theatre group members will be attend-
ing ”The Verdict” at the Everyman Theatre Cheltenham. Mean-
while our 40+ Interest Groups are going well and some new
groups are in the pipeline, including a second Creative Writing
Group and a Garden Safaris Group.
We have another workshop coming up on 20th
March, the sub-
ject will be “Keeping it Legal”, this workshop is being provided
by the U3A National Office. There is still time for Group Organis-
ers and deputies to book a place. See your Winter Newsletter.
We are urgently seeking a volunteer to set up the sound and
vision equipment at our meetings held on the 4th
Wednesday
morning of the month. The role could be shared. A car would
be needed to transport the equipment and some lifting is in-
volved. Full training would be provided. If nobody comes for-
ward we will have to cease using the equipment which would
impact on the quality of the talks. We have over 350 members
so there must be somebody who could do this task. Please do
come forward! We are also seeking somewhere to store our
sound and vision equipment. It needs to be somewhere in Bour-
ton, secure and frost free. A small rent could be paid. If anyone
can help please contact me.

Our Christmas collections outside Tesco in Stow and the Co-
op in Bourton raised almost £1500.00 in support of our cho-
sen charities - Midland Air Ambulance, Sue Ryder Leckhamp-
ton Hospice, Canine Partners and NSPCC. Our thanks to Tesco
and the Coop for allowing us to collect for charity, and to all
who kindly donated.

Rotary Young Photographer on the theme of ‘The Beauty of

impressed with the high standards of work from all the final-
ists, showing both technical competence and lots of imagina-
tion, and the best of the photos were really stunning. Con-
gratulations to all who entered, and our thanks to Stephen
Hillier and The Cotswold School for their enthusiastic support
for this competition.

the judges were very impressed with the overall standard of
writing, covering a wide range of interpretations on the
theme of 'My Inspiration'. Our thanks to Mrs Lindis Dobson

Chinese Lanterns
Whilst firework displays, both formal and
informal, have been a very popular pas-
time for a good many years now, there
were a large number of local issues re-
ported to the Council following the latest
Bonfire Night and New Year’s Eve celebra-
tions, and it seems an appropriate time to
remind residents of good practice for dis-
plays in rural areas.
Whilst standard fireworks are normally
designed to minimise the impact when
falling to ground, it is common sense to be
aware that in rural areas many more resi-
dential properties are located near to
farms and grazing land. There will there-
fore be more of an impact from fireworks
on animals and livestock than would be
usual in an urban setting. Residents wish-
ing to let off fireworks are therefore asked
to be aware of any nearby farming land
and act accordingly. It may be that resi-
dents living near to farms or grazing land
can instead get together to identify a
space where they can hold a joint display
further away from those areas?
Chinese paper lanterns consist of a candle
or a fuel cell filled with paraffin wax sus-
pended inside a frame of wire or bamboo.
When lit, they float gently upwards and
drift away, landing when the fuel has run
out. Whilst the initial display has obvious
visual impact, the end destination cannot
be controlled. Lanterns can reach up to
1,000m in height and drift several miles
away from their original location. Again,
in rural areas these will obviously have
more impact as parts of the lanterns are
highly likely to end up on surrounding
farmland if set off in Bourton. Livestock
can be injured or killed, or can eat lantern
parts through curiosity, or because lan-
tern litter is hidden in the vegetation they
are grazing on. When lanterns fall into
fields the frames can become chopped
into silage and hay during harvest, causing
needle like splinters to enter animal feed.
Residents are urged to think carefully
about the environmental impact in a rural
area, as part of the initiative for us all to be
more environmentally-friendly these days.
RSPA guidance suggests that people con-
sider alternatives such as Stationary can-
dles, Nightlights, Static lanterns or Out-
door lights, all of which can be better con-
trolled.
In any event, residents holding any type of
celebratory display are asked to check for
and collect any debris afterwards, and to
plan carefully beforehand.
This advice should not be seen as trying to
prevent people from enjoying themselves
–residents coming together for a joint
celebration can really help increase com-
munity spirit. It’s simply encouraging a
considerate approach and a sense of good
neighbourliness which we hope all will be
prepared to adopt when organising family
or community displays in future.

BECOME A LOCAL COUNCILLOR
Bourton on the Water Parish Council is
calling on residents who live in the village
and who have a real interest in their com-
munity to consider standing in the local
elections in May 2019.
What do councillors do?
Councillors are the champions of their
community and aim to give residents a
voice on the decisions the Parish Council
makes on their behalf on issues such as
traffic, parking, recreation facilities, the
Village Green, the Cemetery, and plan-
ning. Becoming a councillor will allow you
to make a real difference in your commu-
nity by engaging with residents, local
health and interest groups and businesses
to find out their needs and aspirations
Recently, the Council worked hard to
preserve the old cottage hospital and
created the George Moore Commu-
nity Centre which is now operating to
near capacity, serving many local
needs with facilities such as a library,
Police Point and Parish Office. They
also make decisions to spend some of
the precept on maintaining the
Green, repairing Riverside Walk, and
now planning a new traffic and park-
ing plan. All these and other projects
are aimed at improving the amenities
of our village.
How long does it take?
Councillors do spend considerable
time discussing these topics in a
range of committee meetings, and
the full Council meeting once a
month can be a 2 hour session. On
average the weekly commitment can
be up to three hours a week when
also attending meetings with outside
bodies like District Council, local and
Health related groups.
Can I stand?
There are only a few rules to stand
for election. You must be:
• A British citizen, or a citizen of the
Commonwealth, or the European
Union
• 18 years of age or older
• Live in Bourton on the Water

Dementia Awareness
A second Dementia Awareness Session was held on 26th
No-
vember at the George Moore Community Centre with 15 peo-
ple attending. Thank you so much for coming along. It was very
interesting to hear people’s views and experiences and first
ideas have been shared on how Bourton can be more dementia
friendly! It looks as we’ve got a ‘Dementia Friendly Bourton’
Group now that will work towards a more dementia friendly
village. The group will meet at the George Moore Community
Centre on 12th
February 2019 at 10am. If you would like to sup-

Rhoda Coventry (1924-2018)
Rhoda Coventry passed
away peacefully on 30th
December in her Nursing
Home in Tunbridge Wells,
Kent. She was 94.
She is survived by her two
sons Graham and Gavin;
four grandchildren and
three Great Grandchildren.
Rhoda and Jimmy, first
came to Bourton-on-the-Water in 1977, from Scotland, and
lived in Roman Way. Both had lived in Calcutta, India, since
the start of the war where Jimmy worked in the Jute Industry
for 30 years. They met whilst both were in the Army in Deolali
and married at the end of the war.
In Bourton they quickly made many friends through the vari-
ety of activities and clubs that they joined. Jimmy also worked
at Withnell’s who made battery chargers.
Rhoda taught and played bridge and enjoyed scrabble and
other fun games at various locations in the village.
When Jimmy died in 1995, Rhoda continued being a well
known face in the community with her charity activities. She
became the subscription secretary of the Friends of the Moore
Cottage Hospital and helped to raise tens of thousands of
pounds for them which provided many cherished extra pieces of
equipment. She was honoured for her dedication when invited
to attend a Garden Party at Buckingham Palace with the Queen
and Duke of Edinburgh.
In 2005, aged 82, she retired from this position and shortly af-
terwards moved to a smaller home in Chardwar Gardens. She
was happy there for many years again making more friends,
who kept a good eye on her, until February 2018 when she be-
came unable to live independently.
She moved nearer one of her sons, into a Nursing Home in Tun-
bridge Wells, coincidentally where she had lived in the 1950s
and 60s when home on leave from India.
She will be greatly missed by all who knew her. Gavin Coventry
