Bottom Line Up Front:
VANDALISM – IT’S
NOT WORTH IT!
Shipmates,
Vandalism! Is it worth it? Some of you have heard me talk about vandalism and the negative im-
pression it creates within our so-cial circles and I have talked on
the consequences involved should someone be caught van-dalizing private property. I men-tioned I would prosecute anyone caught vandalizing to the full ex-
tent of the law. However, no matter how much talking I do, there are still those individuals
who think apprehension is below them. Well never, say “Never!” These individuals will eventually
be caught; maybe today, maybe tomorrow, but never the less, they
will be caught! “News Flash”…
A HHR resident, an active duty Sailor, a Sailor who volunteered to
serve his country was recently apprehended vandalizing fire
safety equipment. This selfish act has not only brought discredit upon himself but also to the
United States Navy. The Norfolk District Court found him guilty of
“Tampering with Fire Safety Equip-ment” and “Damage to Private
Property.” His fine was $450.00 dollars and court costs, banned from the Iowa Estates property, and 30 days in jail, suspended on
two years good behavior. Person-ally, I hope he has learned his les-son, but I am not sure, only time will tell. Any repeat of this inap-

MCPON Completes Visits to Japan, Singapore
By Mass Communication Specialist 2nd Class Thomas L. Rosprim, Master Chief Petty Officer of the Navy Public Affairs
SINGAPORE (NNS) -- Master Chief Petty Officer of the Navy (MCPON) returned
April 30, from a 14-day visit to Japan and Singapore, where he engaged the fleet and updated them on the status of the
Navy.
MCPON (SS/SW) Rick D. West spoke to Sailors and Navy civilians throughout the trip, asking questions and more impor-
tantly, answering them.
"Ask me anything," said West, to a crew of Sailors aboard USS McCampbell (DDG 85)
in Yokosuka, Japan. "I am here for you, and I want my trip report to the CNO to be
a complete one."
Many questions continued to focus on manning concerns, namely Perform-To-Serve (PTS) and the Enlisted Retention
Board (ERB).
"If you would have asked me six months ago, I would have told you PTS wasn't do-ing what we needed it to do, only four or
five requests out of 10 were being ap-proved," said West, during an all hands call in Okinawa, Japan. "Now, as painful as ERB was, PTS is working with eight or nine out of 10 being approved. I hope it stays the
way it is currently."
The questions were not all business though, as many Sailors had two new
questions for MCPON concerning his re-tirement and the new MCPON.
"I've always wanted to learn how to fly fish," said West, in response to a Sailor
aboard USS Essex (LHD 2) in Sasebo, Japan. "I'd also like to stay engaged with Sailors in
the Navy in some way, shape or form; I love this stuff."
A group of first class and chief petty offi-cers huddled around MCPON, school circle style, following a CPO365 run in Yokosuka, Japan. They all wanted to know how the
search for the new MCPON was progressing.
"I am keeping out of the process in the beginning," said West. "Here very soon I
expect to have three to five names on my desk. I hope to have a name for you in
June or July."
Despite not knowing who his relief will be, MCPON is already prepared with a bit of
pass-down information.
"One piece of advice I have for my succes-sor is, listen to the Sailors," said West, on board USS Bonhomme Richard (LHD 6) in Sasebo, Japan. "We have the best Sailors the Navy [has] ever had, right here, right
now."
If there was one message MCPON had for Sailors stationed in this region it was
carpe diem, or seize the day.
"My biggest regret was that I was never stationed in Japan," said West, while in
Sasebo, Japan. Continued on pg. 3

propriate behavior within the next two years will require him to
serve his 30-day jail sentence. Another thing, I am not sure
what his command plans to do with him, but it sure would be a
stupid way to leave the Navy and have to explain to future
employers.
So, with that being said…think before you act and I guarantee
you, you will not regret it!

Memorial Day is a time to remember the U.S men and women who sacrificed their lives serving this great country. It's also a day that marks the unofficial beginning of the criti-cal days of summer. The period between Memorial Day weekend and Labor Day poses
the potential for greater risks to service members because that's when vacations are scheduled to enjoy off-duty activities. It's a period when many service members visit
family and loved ones and often travel for longer periods than they should without rest or a break. It's also a time for beach parties, cookouts and summer parties, which often
combine alcohol consumption, hot weather, and high-risk activities.
Each year the Navy loses service members to senseless and avoidable mishaps.
2011 Summer Season Fatal PMV Mishaps - From May-August - 73% vehicle accident related
- 53% of these fatalities involved motorcycle/ATV riders - 26% 4 wheel PMV accidents
- 46% occurred in the month of July
Have a Safe Summer!
MCPON Continued from pg. 1
"I've been here (Japan) about 70 or 80 times, but I was never stationed here. You are so lucky to have this chance, take advantage of it every chance you have."
He reiterated that sentiment to Sailors in Singapore.
"Look around you shipmates," said West. "You are 84 miles from the equator, and within one hour you could be in Malaysia, Indonesia, or Thailand. It doesn't get any bet-
ter than this."
MCPON finished the journey by touring the Singapore Discovery Center, Singapore Army Museum, and Singapore's version of the Hale Koa Resort, The Chevrons, with the Singapore Navy's MCPON, Phui Peng Sim, the former Singapore MCPON, Roger Seow,
and several other Singapore navy chiefs.
"Our Navy's are bonded together by the fierce teeth of the ocean," said West. "Our friendship grew stronger here today, and I truly thank you."
Fleet engagements are intended to provide senior leadership with a frontline assess-ment of Sailors and what they are doing in the Fleet.

MCPON
Sexual Assault Prevention Focus Continues
“On average two of our shipmates are sexually assaulted daily.” said Master Chief Petty Officer of the Navy (MCPON) (SS/SW) Rick West. “Two too many.”
There are several things you can do to protect yourself and others from sexual assault.
Be a good friend-keep an eye on your friends to make sure they are safe.
If you see someone approaching someone in a way that seems to make that person uncomfortable, do something. Be alert, ask if the person needs help, and then get
help.
Sexual assault and rape happen to men as well - males should not feel ashamed if they are sexually assaulted. MEN can seek counseling like anyone else that has
been sexually assaulted or raped.
State your desires clearly and ask permission. If you want to be intimate with someone, make sure that person consents. If that person does not want to be
intimate, stop right away.

Move-out Policy
When moving out of PPV Housing you are required to give HHR a 30 day written Notice of Intent to Vacate in person. They will then schedule pre-inspection and set the date for
final inspection. You will be responsible for any damages or cleaning need-
ing to be done. Upon check out you will turn in your access card, room key and parking permit. HHR staff will coordi-
nate the suspension of the allotment.
This process should ensure your pay will not be affected after you move out.
Leasing office: Miller Hall U-16, 1274 Cowan St.
Being Discharged Soon?
If you are; there are some things you should know. First, you need to complete a Notice to Vacate with our Leasing Department and second, you need to see the bookkeepers
regarding your final rent payment. The primary reason behind this…PSD will stop your allotments 30 days prior to your discharge date and due to this fact, you will receive
your BAH in your check. Remember, your BAH covers your PPV rent and normally comes to us via allotment. Since
the BAH will be in your checking account you need to pay your PPV rent directly! If you vacate without properly set-tling your account and if we don’t hear from you within 45 days, your account will be turned over to Norfolk General
District Court for collections. As a note; you are entitled to and will receive your BAH until the last day on active duty. It is your responsibility to ensure your rent is paid prior to
being discharged. HHR bookkeepers are available to an-swer any of your questions.
They can be contacted Monday – Friday, 0730 – 1600 at 757-402-4230/33/34.
Transferring From
Ship to Shore or Vice Versa…
Please remember to bring a copy of your transfer orders to the Leasing Office when you check into your new Com-mand. If you fail to do so, your BAH will be stopped as
this changes your PSD designation. We can only restart it with a copy of your orders and this can take up to 30 days
to process.
Guests must be accompanied by their sponsoring
resident at all times. You are responsible for your guest.
Fire Alarms
When fire alarms sound
you must leave the building.
Do not disarm the fire alarm,
it is against the law.
CONTROL
Do not give your room key to anyone. Be in control of your space. If someone else has your key they have con-
trol. But you will be held responsible.
