Representative Client Engagements
Federal Transit AdministrationClient’s Challenge: Following the 9/11 attacks, the federal government needed to move quickly to determine vulner-abilities of transit systems and make changes to protect passengers and employees.
What Booz Allen Did: Worked with federal authorities and 35 local transit authorities around the nation to identify transit system threats, recommend countermeasures, and in just 30 days, develop a vulnerability assessment tool.
Results: FTA adopted a 20-point counterterrorism strategy to help transit agencies across the nation prevent and mitigate the potential effects of a terrorist attack.
GovBenefits.govClient’s Challenge: Simplify processes for citizens seeking eligibility information on more than 1,000 government ben-efits programs, eliminating the need for individuals to search through millions of separate Web pages.
What Booz Allen Did: Worked with Department of Labor, Office of Management and Budget, and other federal agencies to create and launch a user-friendly public Web site in only 96 days.
Results: Seventeen federal agencies and numer-ous state and local stakeholders provide informa-tion on more than 1,000 benefit and assistance programs via the site.
Centers for Disease ControlClient’s Challenge: Change the way more than 60 million doses of pediatric vaccine are ordered, dis tributed, and monitored annually, while also generating cost savings for the program.
What Booz Allen Did: Worked with the CDC to review and analyze vaccine man-agement at the federal, state, and local levels, ex-amining the supply chain to streamline operations and reengineer vaccine management activities.
Results: New supply chain management model; one-time savings of $150 million; ongoing annual savings of $25-47 million.
Defense Information Systems Agency Client’s Challenge: Address price, responsiveness, and customer service challenges related to acquiring commercial satellite communications (SATCOM) services for the Department of Defense, which faced a tenfold
increase in demand for satellite bandwidth.
What Booz Allen Did: Helped transform DISA’s commercial satellite services function by con-ducting a detailed review of how DISA acquired its services, analyzing how competitive these services were compared with those of the commercial marketplace, and evaluating how DISA interacted with customers.
Results: Spend analysis avoided a 50 percent congressional withhold on DISA’s upcoming fiscal year funding. New relationships with the com-mercial satellite industry were established, and service to DISA’s military customers improved.

Pediatric Hospital Fund-raisingClient’s Challenge: An internationally respected pediatric hospital wanted to improve fund-raising to support research and continue its commitment to treating patients regardless of their ability to pay.
What Booz Allen Did: Partnered with hospital fund-raisers to segment donors, understand the value proposition and giving potential, and con-duct portfolio optimization to increase revenue. Applied Lean Six Sigma method ologies, a new approach for not-for-profits, to reduce costs.
Results: A strategy enabling fund-raisers to better identify growth areas and target donor groups, setting a path to double gross revenue in six years while lowering overhead. The hospital’s strategy is on track: fund-raising goals have been exceeded for the first two of the six years, and goals for overhead reduction have been achieved.
US Army Materiel CommandClient’s Challenge: The Army urgently needed a durable, secure common access card to connect to the Research in Motion (RIM) BlackBerry through wireless technology.
What Booz Allen Did: Performed rigorous security
testing of the RIM BlackBerry Bluetooth-enabled smart card reader. In six weeks—one-fourth the time normally required—issued report showing the device met Army security requirements.
Results: RIM BlackBerry smart card reader approved for use by the Army and all other branch-es of the military. Firm’s methodology provides DoD with an approach for testing security of all Bluetooth-enabled smart card readers.
US Navy Submarine AcquisitionClient’s Challenge: To acquire Virginia-class submarines within plan, the Navy needed to cut per-unit costs by 20 percent—a goal complicated by joint production arrange-ments between two major shipbuilders.
What Booz Allen Did: Developed a unique approach to design for affordability, called ISSR (Inherent, Structural, Systemic, Realized); joint teams created 40+ initiatives to improve design, scheduling, production, and testing.
Results: Submarine acquisition processes were transformed and estimated costs reduced by $3.8 billion; lower costs enabled the Navy to accelerate plans for doubling construction to two boats per year.
Major US-Based Financial InstitutionClient’s Challenge: Cyber-security—meet an aggressive regulatory deadline for e-authentication and enhance fraud management capabilities.
What Booz Allen Did: Designed and implemented an enterprise-wide program
management office (PMO) to update authentication policy. Booz Allen is also working with the client to identify services; develop and implement an enterprise authentication risk assessment process; perform risk assessments and track compliance; report to federal regulators; and create a proactive fraud assessment capability and data-gathering team.
Results: Full compliance with federal authenti-cation regulations. Integration of core risk assess-ment and PMO functions into business processes. Reduction in overall fraud exposure and lower regulatory compliance costs.
