SUPPORT FOR PUBLIC EDUCATION POLICIESWith the main international guidelines in mind, the CIEP sup-ports the provision of high-quality education for everyone, which contributes to individual freedom, economic deve-lopment and improvement in collective living conditions.The CIEP operates in the context of sector-based projects which are funded by bilateral or multilateral cooperation institutions (European Union, World Bank and regional development banks). It also helps implement France’s pu-blic development assistance policy, notably in Africa, by supporting the implementation of public education and training policies which seek to improve the quality of edu-cation systems.

FROM PRE-PRIMARY TO HIGHER EDUCATION, AND FROM GENERAL TO VOCATIONAL EDUCATION The CIEP provides decision-makers and education ma-nagers with the most cutting-edge skills and know-how and the most effective technical and educational tools. It adopts a contextualised approach based on cooperation and co-construction, supported by a network of national and international partners.

In Technical and Vocational Education and Training, the CIEP encourages dialogue and cooperation between government departments, training operators and professional and eco-nomic organisations. Fields of expertiseThe CIEP works on all aspects covering governance, plan-ning, public policy assessment, institutional reinforcement, skills training for educational managers and support for educational reform.

“ANALYSIS AND PLANNING TO DEVELOP EDUCATION” TRAINING CYCLE Based on recent case studies, this training course is in-tended to compare experiences. It gives participants the opportunity to reinforce their skills in developing and monitoring programmes adapted to national issues. It also invites them to reflect on ways to bring together different national operators in the education system to create planning tools.This training course has already been organised by the CIEP on five other occasions. The latest course brought together 18 senior Ministry of Education executives from seven countries in sub-Saharan Africa and two representatives of UNICEF regional agencies. Audience: Senior Ministry of Education executives in French-speaking Sub-Saharan Africa responsible for edu-cation-sector programming in their countries and represen-tatives of international sponsors’ local agencies. Partners: AFD, Ministry of Foreign Affairs and International Development, Belgian Development Agency, Dakar Unit of the UNESCO Regional Bureau for Education in Africa (BREDA), UNICEF and the Islamic Development Bank.

Hosting of foreign delegations in the education and training sectorThe Ministry for National Education, Higher Education and Research (DREIC) has entrusted the CIEP with the task of drawing up programmes for foreign education-sector delegations to visit France. These customised visits are mainly intended for senior education executives, university chancellors, higher education professors, educations managers, teachers and trainers. They consider cross-sector issues (evaluation and governance, etc.), school education, higher education and research, vocational education and language teaching. One of the hosting unit’s main roles is to present the overarching structure of the French education system in light of visitors’ interests

TAILORED TRAINING COURSESThese courses are arranged at the request of institutional sponsors and require the drawing up of detailed specifica-tions to ensure that their expectations are met to the full.

For example:■ Partnership governance in Technical and Vocational Education and Training (TVET)This training is intended to facilitate the implementation of multi-actor collaboration to plan public TVET policy. It pre-sents tools to analyse the relationship between employment and training, and to include in the training and evaluation processes the elements needed to improve operational readiness in employment for people in training. Audience: Decision-makers and executives from ministries in charge of national TVET policy.■ Change management and quality guarantee in higher educationTo help successfully manage change in higher education institutions, and respond to the challenge of the employabi-lity of graduates and the need for international qualification

REVUE INTERNATIONALE D’ÉDUCATION DE SÈVRES Specialised in education and training around the world, this journal publishes three issues a year in French for policyma-kers, education practitioners and academics and researchers in educational science, political science, sociology, history, geography, philosophy and so on.Most of the writers come from outside France and the articles are written from a research perspective. Each issue is organised around a central theme that is currently being discussed on the international stage. It also provides infor-mation and documentary resources in the field of education policies or teaching practices.The journal is run by an editorial board and an international scientific board that meet regularly. Since it was created in 1994, it has published nearly 900 authors from 100 coun-tries. It is listed in different international classifications. In 2012, the journal joined the OpenEdition social science and humanities publishing platform. Back issues from the last two years are available in open access on revues.org.

CONFERENCES AND SEMINARS International conference for the Revue internationale d’éducation de Sèvres: “Education in Asia in 2014: What global issues?”, 12-14 June 2014

This conference, which marked the journal’s 20th anniversary, brought to-gether 120 participants, researchers and deci-sion-makers, including 45 speakers from 18 countries. The lectures were repro-duced online and fed into issue 68 of the journal.This was an opportunity to reflect on the responses provided by Asian coun-tries to their own educa-

tion challenges and their relevance to the world outside Asia. The links between education, traditions and civilisation in a large number of countries in Asia were studied, adopting a comparative approach. Partners: The Ministry of National Education, Higher Edu-cation and Research, the Ministry of Foreign Affairs and International Development, French diplomatic missions in Asia, the publisher Éditions Didier.

DOCUMENT AND RESOURCE CENTREThe CIEP provides a range of digital resources to raise aware-ness of current educational and language policy around the world among the French network abroad and people working in education.

■ The Document and Resource Centre’s newsletter (Infolettre « Veille et ressources documentaires ») keeps you up to date with new French and international publications on educa-tion systems and policies in different countries. The reports and studies from international, European and regional organisations are always indicated (European Commission, European Council, OIF, UNESCO, UNICEF, etc.) as well as those from multilateral and regional sponsors (World Bank, African Development Bank, etc.). All levels of education are concerned, from pre-school to higher education, general education to vocational education. Specific attention is paid to particular themes: interna-tional evaluations, training for teachers and managers, governance, and so on.Updates are published monthly and you can subscribe on the CIEP website. 12 000 references are accessible in the online bibliographic catalogue.■ Focus texts, included in the newsletter, are a selection of news-based documentary resources for a given topic. For example:- What academic results for pupils with a migrant back-groung? Policies, measures and recommendations (2016): resources from national and international organisations and research works.- University education in the digital age (2015): selection of works, reports, articles, videos, blogs and websites on university education and the digital sector in France, Europe and North America.

Created in 1945, the CIEP is an institution of the French Ministry of National Education, Higher Education and Research.Its missions, which are part of the government’s international cooperation priorities, centre on three areas of activity:

■ cooperation in the areas of education, professional training and the quality of higher education; ■ support for the promotion of the French language around the world by training teachers and education managers and by issuing certifications in French; ■ international mobility for people through language assistant and teacher exchange programmes, as well as the issuing of foreign qualification comparability statements.

To carry out its projects, the CIEP relies on the know-how of a team of 250 staff as well as on a network of over 1,000 experts and national and international partners.
