IX

MSMEs are the growth engines of the Indian economy, beingthe largest job provider after agriculture. MSMEs provide more numberof jobs per crore investments as compared to large industries. While alarge chunk of formally trained skilled manpower from it is, Polytechnicsand Colleges get employment in large/formal industries, MSMEs in Indiaare known to employ low skilled/unskilled workforce due to their verynature of low investment, low paying capacity, low technology and lowformalization.

Skilling and up-skilling for MSMEs is, therefore, important, andrequires focused attention. The Ministry of MSME has adopted a varietyof approaches to cater to all such needs. In this context the role playedby ni-msme for over 50 years is a matter of pride for us.

I wish to congratulate all the stakeholders, and people associatedwith ni-msme on this great occasion which gives them an opportunity torededicate themselves towards achieving excellence in all theirendeavours.

Bringing out a book is a Himalayan task even with ample time athand. To undertake to capture half a century of eventful history in abook, with sight on the calendar multiplies the challenge infinitely, and ithas been met only with the heart-felt cooperation of everybody concerned.

First and foremost, I am deeply indebted to the Union Minister of State for MSME(Independent Charge) Mr. K.H. Muniyappa, who is the Chairman of the ni-msme GoverningCouncil, for his constant support and advice. I express profound gratitude toMr. Madhav Lal, IAS, Secretary (MSME) to Government of India, whose valuable guidance hashelped me immensely in revising the material and presenting in its true perspective. My sincerethanks are due to Mr. Amarendra Sinha, IAS, Additional Secretary & Development Commissioner(MSME); and Mr. Surendra Nath Tripathi, IAS, Joint Secretary (SME) for enriching the outlookof the content with their keen attention and perspicuous suggestions.

I am particularly grateful to Mr. C.K. Mishra, IAS, former Joint Secretary (MSME) for hisdiscussions on the commemorative volume, which gave clarity and finesse to my idea of thisbook.

My respectful appreciation also goes to all the former Chair-persons and members of theGoverning Council of the Institute, who had contributed immeasurably to the growth andprominence of the Institute and its services.

To all the former heads of the Institute and the employees, I can only express the highestadmiration and esteem, for accomplishing the awesome task of building up and nurturing aninstitution to the level of international recognition. Today we are reaping the benefit of theirlabours.

Needless to say, my most ardent thanks flow to my present colleagues, academic and non-academic, whose total devotion and cooperation alone have accomplished this very difficulttask of publishing a landmark volume on the occasion of the Golden Jubilee celebration.

In this context, special mention must be made of the efforts of Mr. P. Udaya Shanker,Director (SEM), for chasing the deadline; and Mr. Jayakar Rao Gutty, Faculty Member (SEM)who was everywhere at the same time, working around the clock, with uncompromising diligenceand attention. OriginAn 'International Planning Team', headed by Mr. Douglas Ensminger, Ford FoundationRepresentative in India was appointed by the Government of India to study the smallindustry scenario in the country. The team submitted a comprehensive “Report on SmallIndustries” in 1955. It had made several far reaching recommendations, aimed ataccomplishing the 'growth of active, responsible and independent small industries, anda gradual rise of many among the more gifted artisans to the status of self-reliant smallindustrialists', for making 'important contributions' towards the social and economicstructure of India.

At the apex level, the team had recommended setting up of the Small IndustriesDevelopment Organisation, the National Small Industries Corporation, and an instituteto take care of the necessary training and orientation requirements.

Consequent upon it, the Government of India had established the “Central IndustrialExtension Training Institute” (CIETI) as a Department of the then Ministry of Commerceand Industry in November, 1960. The CIETI was transferred in 1962 to Hyderabad, tobe administered through an autonomous Society. Accordingly, such a Society was registeredunder the name of Small Industry Extension Training Institute (SIET).

The SIET Institute as such started functioning in Hyderabad as a Government of IndiaSociety with effect from 1st July, 1962.
