1. Question: It was mentioned at the Pre-bid that Jardine Water Treatment Plant cannot

be used as a staging & launch area for men & material for the project. It was then suggested that the City would inquire if Jardine could be used to shuttle labor only from the cribs locations. Please confirm if Jardine could be used as a staging point for Labor and/or Equipment & Materials.

Answer: The Contractor will not be allowed to use Jardine as a staging point.

2. Question: Note on page 6 of 122 & 33 of 122 says "Clean ports of debris prior to filling

with concrete. Please clarify what is "Debris"? Please clarify how much "debris" can be anticipated, so we can price this scope of work.

Answer: Debris is Lake Bottom sand and gravel transported there by wave action caused currents. The geometry of the debris deposits is shown and described in the July 23, 2014, Summary Report for Field Investigations provided on the CD in Appendix C. Those descriptions are reiterated as notes on drawings FS-100 and WS-100. The quantities can be estimated as 1 cy and 4 cy for ports #1 and #4 at Four-Mile and 9 cy for port #1 at Wilson. Underwater inspection video is available on DVD at the Department of Procurement Services, Room 103.

3. Question: Regarding using Lake Michigan water for concrete the specs state the

following. All other sources, such as use of Lake Michigan water shall be approved by the Representative of the Commissioner. Can filtered lake water be used for the production of concrete. Hinging it on a future approval is akin to “not approved” for bidding purposes.

Answer: Yes, it is the intent of the specifications that filtered lake water can be used in mixing concrete. Approval by the commissioner’s representative is required because environmental conditions such as algal blooms or accidental spills may make the lake water temporarily unsuitable for use.

4. Question: Please clarify if there is any aquatic wildlife removal within the project limits.

If so, what is the procedure to remove the wildlife?

Answer: There is no known aquatic wildlife at the cribs except for algae and a few zebra mussels. If inside the ports they should be scraped off and left on the lake bottom

exterior to the crib for food for fish prior to placing the grout bags. Note that any sand and gravel debris within the ports shall also be removed before placing the grout bags.

5. Question: Clarify if we are to include any wildlife habit permits with the bid. If so, which

permits are to be included?

Answer: There are no wildlife habitat permits to be acquired. The Contractor will be required to commence his bird discouragement activities on April 1.

6. Question: Confirm the Chicago residency requirement is zero percent.

Answer: Page 3 of Book 2 states the Project Area Participation Goal is 0%, however there is a provision for Chicago based firms, with affidavit for execution.

7. Question: Refer to Section 01 50 00. Confirm we are to have field offices at both the Wilson crib and Four Mile crib, as well as two more locations on land.

Answer: Field offices are to be provided at, at least 3 locations: Wilson Crib, Four Mile Crib, and the Land based office convenient to the Boat Landing Site. If more than one Landing Site will be used by the Contractor, an office shall be provided at the/each additional Landing Site.

8. Question: Clarify if the contractor is to provide boat/boats for use by the owner. If so, how often will boat access be needed by the owner?

Answer: Boats are not to be provided for use by the Owner. However, the Contractor shall allow Owner personnel to travel to and from the Cribs with Contractor personnel upon request. SECTION 01 14 00 specifies, “Contractor shall also provide transportation for up to three members of DWM staff when required.”

9. Question: Under Schedule of Prices, please elaborate on how the measurement for

items G-3 and G-4 is calculated. Quantities are listed in linear feet for each. Length of parapet (circumference) is shown as 370 ft. at Four-Mile and 220 ft. at Wilson. The estimates of quantities are 1,240 ft. and 730 ft. respectively. Do estimated lengths include both vertical and horizontal joints? As an extensive scaffolding system will be necessary to reach all the existing stonework, shall this scaffolding encompass each structure in entirety for examination and observation by the representative of the Commissioner? Is the pressure water cleaning/rinsing intended for the complete stonework area of each Crib or for only the portions to be designated for raking out and re pointing?

Answer: Estimate of pointing is approximately 10% of the total length of the Joints, not 25% as stated on the drawing in note 3. Joints requiring pointing may be either horizontal or vertical. Access to the masonry by the Commissioner’s representative will utilize the scaffolding utilized for pressure washing. Pressure water cleaning/rinsing is intended for the complete stonework area of each Crib. Such cleaning will help the Commissioner’s representative determine the location of joints to be repointed. The entire stone masonry parapet must be washed and inspected. The amount of

scaffolding required to perform the scope of work is the contractor’s means and methods.

10. Question: Specifications for Maintenance of Stone Masonry prohibit the use of grinding

to make joints wider for re-pointing in one location (1.5) and in another location (3.5) it directs to cut out center of mortar beds using angle grinders with diamond impregnated metal blades. Which is to be followed? Can pneumatic tools be used to remove existing mortar/grout?

Answer: Power tools are allowed to touch only the center of the mortar bed. Hand and chisel the remainder. Do not grind the stones.

11. Question: Will there be a source of electric power at each Crib location for using

tools/equipment throughout the duration of the project?

Answer: The Contractor shall provide all power and equipment needed to perform the work. There is no existing power source at the cribs.

12. Question: Which Pay Item number is the work at the Jardine Plant paid under?

Answer: Work at the Jardine Plant paid under G-1 and G-2. 13. Question: Confirm no industrial docking will be available to the contractor from the

Jardine Plant.

Answer: No industrial docking will be allowed at the Jardine Plant. 14. Question: Confirm working hours between sunset to sunrise will be allowed.

Answer: In accordance with Book 2, page 13: “The Contractor is to limit his working hours from sunrise to sunset seven days a week. Any variation from these restricted working hours to include extended shift hours can only be permitted with the written approval of the Commissioner.”

15. Question: Confirm no asbestos abatement should be included for the Wilson Avenue Crib. Answer: There is no asbestos at the Wilson Avenue Crib.

16. Question: Confirm there are no items of historical significance. Answer: The existing lighthouse beacons are historically significant and shall be salvaged and delivered to a location as directed by representative of the Commissioner. The existing solar collecting systems, while not historically significant, shall also be salvaged and delivered to a location as directed by representative of the Commissioner.

17. Question: Confirm all rebar is not epoxy coated. Answer: There is no requirement to use epoxy coated rebar. However, it is allowed.

18. Question: Refer to Spec 35 10 00 Part 1.1.C. Please clarify what needs to be renovated on each buoy. Answer: The following paragraphs will be added to SECTION 35 10 00: 3.2 TEMPORARY BUOYS, POST CONSTRUCTION

19. Question: Is there any underwater video footage of the inspection of both cribs? If so

can it be made available to the bidders. Answer: Underwater inspection video is available on DVD at the Department of Procurement Services, Room 103.

20. Question: If bidding as a JV does the JV need a General Contractor’s licenses at the time of the bid or just if the project is awarded to the JV? Answer: To be answered by Procurement Services.

21. Question: If bidding as a JV does the JV need a Certificate of Eligibility from IDOT at the time of the bid or just if the project is awarded to the JV? Answer: To be answered by Procurement Services.

22. Question: If bidding as a JV does the JV need an IL Dept. of Human Rights Vendor number at the time of the bid or just if the project is awarded to the JV? Answer: To be answered by Procurement Services.

23. Question: Can the bid due date be extended for another two weeks?

Answer: See page 1 of Addendum No. 1.

24. Question: Regarding slope on geofoam blocks of 1%. Sheets 13 and 40 of the plan drawings. Speaking with the manufacturers, making up that slope is complicated / expensive. Are there other options for just making up the required capping slab slope in the pour with a flat geofoam level? Or can they be stepped using thin pieces? Thanks. Answer: Details shown are constructible. The 1% slope is to prevent ponding of water and frost heave. Bid per plans and specifications.

25. Question: Is there an Environmental Procedure for cutting steel coated with Lead Paint Underwater with Divers? Answer: There is no paint left on the submerged steel.

26. Question: Is the armored submarine power cable between the Wilson Ave Crib and the C.H. Harrison Crib still Active/Energized? Is the Contractor required to de-energize and remove the power cable? If so, what are the Removal Requirements and Limits of Removal? Answer: It is our understanding that there is no power or energy at the cribs other than existing solar power and battery system. It is also our understanding that the cable is not energized. The Contractor is required to remove it from the intake port and wet well.

27. Question: Are the Power Cables in the Crib Active/Energized? Answer: Possibly energized from the local solar power panels or batteries.

28. Question: Do any of the Power Cables; Submarine or w/in the Crib, contain an Oil Product to insulate/cool the Power Cables? If so, is the Oil Product a Hazardous Product? Answer: No liquid oil in cables.

29. Question: Do the Existing Transformers contain an Oil Product for insulation/cooling? If so, is the Oil Product a Hazardous Product? Answer: If oil is found, treat it as hazardous.

30. Question: Is the Fill inside the Wilson Landing Structure, Sand, Poured in Place Concrete, "Concrete Rubble Masonry"? Answer: Rubble Masonry

31. Question: Please provide a description of "Concrete Rubble Masonry" Answer: Stone rubble with concrete dumped over it and placed in it via tremie pipes.

32. Question: Hand written Comments on reference drawing CB-19 say "This Plan Not Followed". Should the Contractor disregard the Drawing, or the Hand Written Notes? Answer: It is our understanding that CB-19 was a design drawing and CB-21 was a record drawing.

33. Question: Is there an Existing/Functional Fire Suppression System? If so, what type of Suppression Agents are Present? Answer: No fire suppression system exists.

34. Question: A Reference drawing CB- 21 Landing Structure note states "Pipes are placed into the new concrete in order to grout the underlying material now in place". Is the "New Concrete" only a slab at elev. +7.0? Answer: It is our understanding that the top 7' is a slab placed in the dry and under that is rubble masonry. The intent of the specifications is to require removal of the entire 7’ thick slab and any rubble masonry down to elevation -30.0. Riprap and rubble below water level may be repositioned underwater to a location below -30.0. No material currently above water level or brought above water level may be repositioned and must be removed.

35. Question: What type of material was used to fill the dock structure, after the Timber Piles, Steel Sheet Piles, and Bracing Cables were installed? Answer: It is our understanding that fill is stone rubble with lean concrete tremied in as noted on the reference drawing.

36. Question: Regarding demolition of the Wilson roof, based on the Photos and Site Walk, it is apparent that the Roof Trusses & Framing are in various stages of deterioration and failure. Additionally, in their current configuration they are stabilizing the existing Masonry Walls, preventing both inward/Outward Failure. If removing the Roof Structure causes the Failure of the Existing Masonry Walls beyond the Limits of Removal, will the Contractor be compensated for the re-construction of the Masonry Walls?

Answer: No. The roof does not stabilize the masonry walls. Care shall be taken to protect the stone masonry walls from damage.

37. Question: Were the Repairs to the Four-Mile Landing Structure (Dock) shown on

reference drawing CF-2 actually performed?

Answer: Our inspection of the dock above and below water indicated the exterior matched CF-2.

38. Question: Regarding Four-Mile reference drawing CF 12, the Plan Elev. at 21'-8''

shows a "Future Power Cable" entering the Crib on the northeast side. Does the "Future Power Cable" exist, and is it still Active/Energized? Is the Contractor required to De-Energize and Remove the Power Cable? If so, what are the Removal Requirements and Limits of Removal? Are the Power Cables in the Crib Active/Energized? Do any of the Power Cables; Submarine or within the Crib, contain an Oil Product to insulate/cool the Power Cables? If so, is the Oil Product a Hazardous Product? Answer: The un-energized cable shown on drawing FS-100 shall be severed and removed from the intake port and wet well as part of demolition. The only electrical energy existing on the crib is the existing solar power and battery system. Cables do not contain liquid oil products.

39. Question: Reference drawing for the Machinery Plan, Four Mile Crib, shows a 3'' dia. Pipe coming out of the Compressor going 9 ft. above the floor heading to the west side of the Wet Well. From there the 3'' line runs both North & South around the perimeter. It

terminates at the NNE, and SE sides of the Wet well. At six Intake Ports the 3'' pipe is reduced to a 2-1/2'' pipe and drops vertically down to the horizontal centerline of the Intake Port (-33.0 CCD), and extends horizontally (supported on brackets anchored in the Intake Port) to the Exterior Radius of the Crib. Is this Piping a "gas line" as shown in the section? Or is it a "steam line"? Does this Piping Still Exist? Can this Piping be abandoned in place? Does this piping need to be removed before plugging the Intake Ports? Answer: Boilers were constructed and are part of the demolition. Port gates and hot water piping for deicing was not constructed. All existing piping is non active, has been abandoned, and shall be removed and disposed of.

40. Question: Drawing FS 100, Intake Port Bulkheads does not show the 2-1/2'' Pipes going through the Six Intake Ports that are shown on the Reference Drawings. Which drawing should the Contractor rely on in its Priced Proposal?

Answer: Referenced piping no longer exists.

41. Question: Drawing FS 500, Dock Platform new 4 ft. dia. Pipe Piles being driven less than 2 ft. from the Crib Substructure and +/- 35 ft. below the lake Bottom. Who will be responsible for damage to the Crib (ex. Remaining Masonry Joints) that is created from the Impact Driving Energy necessary to Drive this Large Pipe Pile into the Clay Hardpan? Answer: Care shall be taken to protect the portion of the crib to remain from damage. The Contractor is responsible for damage caused by its operations to portions of the structure to remain.

42. Question: What is the “Bird Nesting Season” that needs to be taken into account when developing the construction schedule?

Answer: Bird nesting season begins April 1.

43. Question: Regarding SECTION 31 08 13 CONCRETE FILLED STEEL PILES,

paragraphs 2.1, D. Specifies a ‘’internally tapered for friction fit driving.” Paragraph 2.1, F, 2. “Fabricate full-length piles to eliminate splicing during driving.” Which specification applies? Can Friction Splice Couplers be used during the Pile Driving? Answer: 2.1, F, 2 will be reworded to say “Fabricate as long as practical to minimize splicing during driving.” 2.1, D is intended if splices are necessary.

44. Question: Regarding SECTION 31 08 13 CONCRETE FILLED STEEL PILES, Part 3, paragraph A, 4. Driving Equipment, is a boot plate required on the bottom of the pipe piles? Is the Contractor required to bottom drive the pipe piles? Is mandrel driving Required? Can the pipe piles be top driven? Answer: Boot Plates shall not be used. All other questions are Contractor means and methods. Supply and install as shown and specified.

45. Question: Fill and compaction specification 31 23 23 1.1 B 2 states “The suggested method of compaction of the granular fill material is vibro compaction”. Are we required to dewater the structure to the lake bottom, and drop the sand in and vibro compact the

sand in lifts? Will the joints of the structure be able to withstand the pressure in the absence of water? Or will it be permissible to fill the structure dropping it through the water? Answer: No dewatering will be allowed.

46. Question: On the exterior stonework to remain, there are openings (ice chute for example) that is scheduled to be plugged with concrete. There are several smaller openings and voids throughout the wall that appear to be too large to fill with pointing mortar alone. Should these holes be filled with pieces of stone or other material to flush out to the face of the wall? Answer: The other holes are existing drainage openings which are no longer needed and recent stone fallouts. Penetrations through stone masonry parapet wall with a cross sectional area greater than 9 square inches shall be filled with concrete. Smaller penetrations and partial penetrations shall be repaired by pointing.

47. Question: Will class F fly ash be allowed in lieu of class C? Class F is not available. If Class C fly ash is not allowed (we would like an explanation why so we can potentially reply and answer questions to overcome) then is GGBFS allowed? The use of SCM's will be required to maintain workability and decrease set times with long hauls required on this project. Answer: Class F or Class C fly ash is acceptable.

48. Questions: Structural notes call for 4.5 lbs./cy of micro fiber. This is over the manufacturers recommended dosage rate. Ozinga proposes 1.0 lb./cy based on attached letter from manufacturer. Answer: The capping slab concrete mix shall contain synthetic micro fiber at the dosage rate of 1.0 pounds/cy.

49. Question: Structural notes state that corrosion inhibitor is required in capping slab concrete but dosage is not specified. Please specify dosage rate. Answer: The capping slab concrete mix shall contain corrosion inhibitor, meeting the requirements of ASTM C1582, at the dosage rate of 4.0 gallons/cy.

50. Question: Structural notes state maximum w/c ratio of 0.45 and 033100 states maximum w/c ratio is 0.42. What is the maximum allowable w/c ratio? Answer: Maximum w/c ratio shall be 0.45.

51. Question: On drawing sheet WS-101, plan notes #1 states to remove marine growth and sediment from the shaft walls at the concrete plug prior to placing riprap. Would scarping and or pressure washing the area clean be consider adequate for this? Answer: Scraping and pressure washing are acceptable methods for the removal of marine growth.

52. Question: On drawing sheet WS-101, plan notes #1 states to remove marine growth and sediment from the shaft walls at the concrete plug prior to placing riprap but doesn’t

clearly state that the material need to be removed from the invert area of the shaft when shaft walls are clean. Can the sediment and marine growth stay in the bottom of the shaft or does the bottom of the shaft have to be cleaned out to solid invert? Answer: Sediment and marine growth that falls to the bottom of the shaft and is not moved down the tunnel toward shore by pressure washing may remain.

53. Question: When sealing the intake ports of both cribs with fabric grout filled bags what will be the determination of clean before the bags can be place? Answer: Scraping and pressure washing of the steel and wood surfaces.

54. Question: Before filling the shaft above the plug and the wet well areas of both cribs, does the sediment and wood, steel, concrete or brick debris need to be removed from these areas? Answer: Wood, steel, concrete and/or brick debris need to be removed prior to filling. Mineral sediment of gravel size or smaller may remain.
