Boddington Parish Plan Questionnaire
Dear Respondent
A Parish Plan is being developed for Boddington and will be written by an independent consultant following consultation with all residents and businesses in the parish.
The Parish Plan, once completed, will reflect the views of parishioners in both Upper and Lower Boddington and will provide the local vision based on how residents would like to see our area change, and protected, in coming years.
Earlier consultation as part of this process drew out the key issues for residents, all of which are addressed through this questionnaire under different topics. To see a list of the key issues please visit the Parish Plan website at www.boddingtonparish.co.uk.
All residents in Boddington aged 18 or over have the opportunity to complete this questionnaire and have been given a unique reference code which retains individual anonymity. This is found on the front of the questionnaire.
The questionnaire can be completed manually or can be completed on-line by visiting www.boddingtonparish.co.uk.

Depending on the results of consultation, it is quite possible that further consultation with residents will be required once the Parish Plan is completed, when considering how to achieve what the community would like for the parish, where this is possible.
The Parish Council is also using this opportunity to look at future development needs in the parish, along with site preferences for any future housing or business development, should the consultation process show there to be a need for some additional development in Boddington. Sites being considered for development within this questionnaire include site representations that were made to South Northamptonshire Council as part of their consultation on the Local Plan Part 2A, which closed in June 2016, along with sites that have come forward from residents which are within the development confines1.
Please be aware that the Parish Plan cannot allocate sites for development. It can only identify community preferences which may assist the Parish Council when responding to consultation led by South Northants Council on the emerging Local Plan for the district.

Please note that identifying preferred sites for development in the parish does not mean that these sites will necessarily be developed. Should consultation show there to be a need for some additional development, all development applications will need to go through the usual planning process, being assessed against relevant planning policies by South Northamptonshire Council.
The Parish Plan itself therefore can only show the community’s preferences for site(s) to be developed and what type of housing and business may be needed. However, subject to the content of the Parish Plan reflecting the district wide strategy for housing and other development, South Northamptonshire Council will give consideration to the final Parish Plan when deciding where the development confines might be revised for the parish.
Owners of land identified in this questionnaire are under no obligation to develop their land should their site be shown as a preferred site for housing/ business within the Parish Plan.
In the event that there is a need for some development in the parish, discussions will take place in due course between the Parish Council and owners of preferred sites with a view to encouraging development that reflects the community’s needs.

i HS2 is planned to pass through the parish and work is due to start within the next 9-18 months at the cutting at Fox Coverts near Priors Hardwick Road, and at the viaduct on the border of Boddington and Aston Le Walls. The Parish Council is in close contact with HS2 developers to be able to share information with the parish as it becomes available.

4. Housing and Development
Affordable Housing:
‘Affordable Housing’ is housing that is not for sale on the open market, and is aimed at those that cannot afford to buy a property on the local open market. It should remain at a price which allows people to be able to afford it in future. National planning policy describes three types:
‘social rented’ (local authority or housing association rented housing)
‘affordable rented’ (local authority or housing association rented housing)
‘intermediate’ (housing association housing for part-ownership)
NOTE: Policy managed by SNC currently ensures that 50% of all new housing developments of 10 or more dwellings consist of affordable housing managed by a Social Housing provider

i Community Infrastructure Levy:
On 1st April 2016, SNC introduced a Community Infrastructure Levy (CIL) policy, which relates to contributions required from developers towards community infrastructure. The new CIL policy applies to development of a house, or houses, OR for a home extension or retail development of over 100sqm. The map overleaf shows possible sites for housing on the edge of the village (outside current development confines) that have come forward to SNC through their call for sites as part of consultation on the emerging Local Plan. The map also shows any sites that have come forward from owners of land within the current development confines as part of this Parish Plan process.
Included in the map is a site owned by Boddington Parish Council called the Jubilee Field. The Jubilee Field is funded by a loan which costs approximately £6k per year to service until 2027 and is funded by parish precept. In the event that this public open space is sold for development, either wholly or in part, the community would be consulted on the development scheme and income would be raised for the parish from the sale of land.
Please note that the Charles Cowper Playing Field sits outside of the current development confines. Therefore, for the purpose of identifying site preferences for any possible development, the Charles Cowper Playing Field is unable to be included in the map. The Charles Cowper Field is owned outright by the parish council.
As has been previously stated in parish communications, the Parish Plan process is unable to allocate any sites for development. Information gained from community consultation will help the Parish Council to respond to South Northants Council as part of their consultation on the Local Plan. The result of this Parish Plan consultation does not prevent owners of land anywhere in the parish from applying to SNC for permission to develop their land in the usual way.
