DISCRETIONARY WAIVER OF APPLICATION FEE
Christopher Newport College
The College Entrance Examination Board, which awards feewaivers to students from low-income families for the Scholastic Aptitude Test and/or Achievement Test, has requested that Christopher Newport College institute a similar waiver of its Application Fee of $10 for students from low-income families who apply for admission. The College Entrance Examination Board publishes a list of cooperating colleges who have so agreed for distribution to high school counselors and agency directors.
At its meeting of April 6, 1976, the Board of Visitors of the College of William and Mary passed a resolution giving this prerogative to Richard Bland College.
THEREFORE BE IT RESOLVED, That the Board of Visitors of the College of William and Mary authorize Christopher Newport College to waive its Application Fee in the case of College Board fee-waiver recipients and any other hardship cases as determined by the President or his designated representative with the understanding that the College is not obligated to waive its Application Fee for any particular student.

At the last meeting of the Board of Visitors, the Board approved a plan of compensation establishing $17,500 as the minimum entry level for faculty members at the rank of Professor (Resolution CN-3). At the same time, the Board approved the promotion of Dr. Stuart Van Orden to the rank of Professor at a salary of $17,345 (Resolution CN-2).
THEREFORE BE IT RESOLVED, In order to establish Dr. Van Orden's salary at the minimum entry level, that the Board of Visitors of the College of William and Mary and Christopher Newport College approve an adjustment of Dr. Stuart Van Orden's salary to $17,500.

At the last meeting of the Board of Visitors, the Board approved a plan of compensation establishing $17,500 as the minimum entry level for faculty members at the rank of Professor (Resolution CN-3). At the same time, the Board approved the promotion of Dr. George R. Webb to the rank of Professor at a salary of $14,842 (Resolution CN-2).
Dr. George Webb's salary actually represents compensation for teaching 3/4 time. The remaining quarter of his full-time appointment is spent conducting research approved by the Dean of Academic Affairs without financial compensation. As a complement to and in conjunction with Dr. George R. Webb's work, Dr. Jane C. Webb teaches courses in the Physics Department dealing with the humanistic and value implications of technology. Dr. Jane Webb's appointment is on a l/4 time basis. Since the Webbs represent a team-teaching appointment, the College has looked upon the combined efforts of Jane and George Webb as a single faculty position. The personnel regulatio~of the Commonwealth do not lend themselves very well to such joint appointments. Salary adjustments are required in each of the Vlebb' s contracts so that Dr. George Webb • s appointment reflects the minimum entry level salary for the rank of Professor.
THEREFORE BE IT RESOLVED, That the Board of Visitors of the College of William and Mary and Christopher Newport College approve the adjustment of the salaries: Dr. George Webb's salary from $14,842 to $17,500; Dr. Jane C. Webb's salary from $4,050 to $1,692.

Due to resignation or the expiration of Restricted contracts, it is necessary to employ full-time replacements for vacated positions in Accounting, English, Music, Theatre, and Physical Education. Academic rank for these appointments is established in conformity with the standards recommended by the Faculty and approved by the Board of Visitors. Salary is consistent with other faculty members of the College with comparable education background, experience, and rank.
THEREFORE BE IT RESOLVED, That the Board of Visitors of the College of William and Mary and Christopher Newport College hereby approves the replacement appointments of the persons and positions named below at the rank and salary stipulated.
DR. JAMES HINES, Assistant Professor of Music, at a salary of $14,250. This is a Probationary appointment.
B.A., Old Dominion University, 1965 M.M., Virginia Commonwealth University, ~1usic Theory, 1969 Ph.D., University of North Carolina, Chapel Hill, Musicology, 1974.
Dr. Hines has taught music at Old Dominion University, Tidewater Community College, and the University of Maryland. He has served as choir director of ~1emorial Methodist Church, Virginia Beach, Carrow Baptist Church, Virginia Beach, and Fairmont Park Methodist Church, Virginia Beach; he is the founder and director of the Norfolk Camarata and regularly writes musical reviews for the Norfolk Virginian Pilot. Dr. Hines has taught during the past academic year as an Assistant Professor of Music at Christopher Newport College during which time he has done a great deal to establish the successful music program at the College.
WAYNE M. SCHELL, Instructor in Accounting, at a salary of $12,500. This is a Probationary appointment.
B.S., Business Administration, Old Dominion University, 1970 M.B.A., Business Administration, William and Mary, 1973.
Since his graduation from William and Mary, Mr. Schell has worked as an Accountant for the firm of Eggleston and Smith.

Between 1950 and 1952, Dr. Koch received professional theatrical training at the Academy for Theatre, Film, and Radio, and the School of Dramatic Art in Wiesbaden, Germany. In 1952 he passed the professional actors examination before the Committee of German Theatre Employees and Theatre Managers. Between 1953 and 1957 he acted professionally in over forty roles in numerous German theaters and directed numerous English and German plays. Since 1973, Dr. Koch has taught Acting, Directing, Theatre History, Criticism, Oral Interpretation, and Playwrighting at Eastern Michigan University, St. Louis University, University of North Carolina at Greensboro, and the University of North Carolina at Chapel Hill. Recently, at Chapel Hill, he directed very successful productions of Tartuffe, Tango, and his own translation of Woyzeck.
DR. WILLIAM D. WOLF, Assistant Professor of English, at a salary of $14,500. This is a Probationary appointment.
B.A., Baker University, 1964 M.A., University of Wisconsin, 1965 Ph.D., University of Wisconsin, 1968.
For the past seven years, Dr. Wolf has taught at Northern Illinois University where he currently holds the position of Assistant Professor of English. He is qualified and experienced in a broad range of language and literature courses with special competence in the area of Elizabethan Drama. Shakespeare, and Renaissance Literature. Dr. Wolf has published several articles in scholarly journals in various areas of English Renaissance Literature.

Dr. Cummings is currently Visiting Professor of Health Education at Dundalk Community College and a Consultant Adjunct Faculty member for the Union for Experimenting Colleges and Universities. Dr. Cummings has taught Physical Education at Bladensburg Junior High School, York College of Pennsylvania, University of Southern Mississippi, the Community College of Baltimore, Morgan State University, and Dunbalk Community College. He has coached soccer at the University of Maryland, Hest Virginia University, York College of Pennsylvania, and the Community College of Baltimore. He has administrative experience as the Director of the Health and Physical Education Department, Assistant Athletic Director, and Intramural Director at the York College of Pennsylvania, as the Chairman of Physical Education Majors Program at the Community College of Baltimore, and as the Assistant to the Dean of Continuing Education at the Community College of Baltimore. Dr. Cummings has published a number of articles in areas relating to Physical Education and is currently at work on a book with his wife Jo-An Cummings based on the Movement Education television show It's Your Move.

Mr. Miller is currently an Instructor of Political Science at Pennsylvania State University at Scranton, Pennsylvania. Between 1966 and 1968 he served as a Peace Corp volunteer in Truk, Micronesia. He has additional experience as a teacher of English as a second language, as a Head Start Director, as an Acting Executive Director and as a Staff Trainer for the Truk Community Action Agency. From 1969 through 1971 he worked as an Assistant Administrative Director for the Regional Manpov;er System in New York City, and has worked part-time as a consultant for the Affiliated Baptist City Societies and as a Program Director for the Metropolitan

DR. ANTHONY T. TSENG, Assistant Professor Psychology, at a salary of $14,250. This is a Probationary appointment.

Dr. Tseng is currently an Assistant Professor of Psychology at SUNY Geneseo. Dr. Tseng has consulting and research experi ence in the areas of performance appraisal, personnel testing, and biogr aphical instruments. He has worked as a Research Associate at the Institute for Behavioral Research and Creativity, Salt Lake City, Utah, as a University Research Fellow at the University of Utah, and as a Research Assistant for the Bureau of Personnel Administration, ~~inist ry of National Defense in Taiwan, China.

His research covers such areas as Organosilicon Chemistry, Solvent and Ion Selectivity of Zeolites, Invironmental Pesticide in the food chain of Buffa 1 o, and Iron-Electron I nte1·acti ons on Inexpensive Media for the Purification of Wood Pulp Residues through the use of Mossbauer Spectroscopy. APPROVAL OF REQUEST BY VIRGINIA ELECTRIC POWER COMPANY TO RIGHT
OF WAY EASEMENT OVER COLLEGE PROPERTY

By deed, dated January 30, 1970, title to all outside electrical power facilities and equipment located on the Christopher Newport College campus was transferred from the College of William & Mary to the Virginia Electric & Power Company.
Power to the Christopher Newport College campus at that time was a Company source on Shoe Lane. Since then the Company has constructed new facilities on Moore's Lane at the west side of the campus. The requested right of way will grant the Company the right to connect to the College power grid from their new power source on Moore's Lane. The president of Christopher Newport College recommends authorization.
BE IT RESOLVED, that the Board of Visitors herewith authorizes the conveyance of the right of way easement over College property as shown on plat No. R/W5031 hereto attached; the location of said right of way being shown by broken lines on said plat.

THIS AGREEMENT, Made this day of , 19
between THE COLLEGE OF 'VHLLIAM AND MARY IN VIRGINIA, hereinafter
called "Owner"; and VIRGINIA ELECTRIC AND PONER COr.~PANY, a Virginia
corporation, hereinafter called "Company".
WHEREAS, in accordance with Section 23-4.1 of the Code
of Virginia of 1950 as amended, which authorizes the Board of
Visitors of any State educational institution to convey to public
utility companies right of way easements over property owned by
it for such consideration as it shall deem proper, when such
conveyance is deemed expedient, and to execute the instruments
necessary to effectuate such conveyance.
NOW, THEREFORE, THIS AGREEMENT WITNESSETH: That for
the sum of One Dollar ($1), and other valuable considerations,
the receipt whereof is hereby acknowledged, Owner grants unto
Company, its successors and assigns, the right, privilege and
easement of right of way ten (10) feet in width, to lay, construct,
operate and maintain underground conduits and cables for distribut
ing electric power, together with all wires, conduits, cables,
ground connections, meters, attachments, equipment, accessories
and appurtenances desirable in connection therewith (hereinafter
referred to as "facilities"), under, upon and across the lands
of Owner situated in the City of Newport News, Virginia, as shown
on Plat No. R/W 5031 hereto attached and made a part of this
agreement; the location of said right of way being shown by broken
lines on said plat.
The facilities erected hereunder shall remain the pro
perty of Company. Company shall have the right to inspect, re
build, remove, repair, improve, relocate upon and along such
easements and make such changes, alterations, substitutions and
additions in and to its facilities as Company may from time to
time deem advisable, including the right to increase or decrease
the number of conduits, wires, cables and transformers.
For the purpose of constructing, inspecting, maintaining
or operating its facilities, Company shall have the right of in
gress to and egress from the rights of way over such private roads
as may now or hereafter exist on the adjoining land of Owner.
Any damages resulting to such private roads from such use shall
be repaired by Company at its expense. The right, however, is
reserved to Owner to shift, relocate, close or abandon such
private roads at any time. If there are no public or private
roads reasonably convenient to the rights of way, Company shall
have such right of ingress and egress over the remainder of the
lands of Owner lying between public or private roads and the
rights of way, in such manner as shall occasion the least
practicable damage and inconvenience to Owner. Company will
notify Owner in advance before exercising such right of ingress
and egress between public or private roads and the right of way,
to give Owner an opportunity to suggest routes, and Company shall
use such routes if practicable to Company, provided that in a case
of emergency Company may proceed without notifying Owner. Company
shall be liable for all damages resulting from its exercise of
the right of ingress and egress.
Company shall repair damage to roads, fences or other
improvements and shall pay for all other damages which results
from the construction, inspection or maintenance of Company's
facilities.
Owner, its successors and assigns, may use the easements
for any purpose not inconsistent with the rights hereby granted,
provided such use does not interfere with or endanger the con
struction, operation and maintenance of Company's facilities.
If Owner decides to cease taking electric service
through Company's facilities on the easements hereby granted,
Company will remove its facilities from the easements within thirty
days after it is requested to do so by Owner, and in that case,
or if Company removes its facilities from said easements for other
reasons, the easements hereby granted will auto~atically terminate
as of the day on which such removal is completed.
In the event that the Master Plan of Christopher Newport
College is revised to include buildings or structures on or in
the vicinity of this right-of-way, Owner reserves the right to
terminate this easement upon written notice of one year. If the
Company ceases to use the right of way for the purposes herein
described, the easement shall automatically terminate.
IN WITNESS WHEREOF, The College of William and Mary in
Virginia has caused its name to be signed hereto by its President,
Thomas H. Graves, and its seal to be hereunto affixed and
attested by its Vice President for Business Affairs, William
Carter, all as authorized and empowered by the Board of Visitors
of the College of William and Mary in Virginia at its meeting
held in the City of Williamsburg, Virginia, on --------------------
