Tim Hempleman - Faculty Member, Miramar College

Executive Vice President Zschiesche indicated that, without objection, Mr. Hempleman would be allowed 15 minutes to address the Board.

Mr. Hempleman spoke regarding Closed Session Item 101.2.a. He requested that the Board take into consideration the adverse impact an immediate termination would have on his students and stated that he has discussed a plan with his department chair and dean to ensure grading is completed in a timely manner each day.

Under item 2 (a) of the Closed Session Agenda, on a motion by Trustee Schwandt, and seconded by Trustee Graham, the Board approved moving forward with the termination process of the employment of a faculty member, Associate Professor, at Miramar College, under section 87732 of the California Education Code.

2. NOTE:

She acknowledged the Academic Senate Executive Committee and At-Large members present and also reported on important activities taking place: accreditation reports; responding to SB 1440 prerequisite training; and attending the upcoming state senate plenary session in April.

In accordance with Education Code Section 72121.5, citizens are invited to participate in the governance system of the District by utiliring the PUBLIC PRESENTATIONS section of the Board meeting agenda. Citizens wishing to be listed on the agenda should call the Board office seven workdays prior to the scheduled meeting.

PUBLIC PRESENTATIONS on items listed on the agenda shall be heard at the time the item is discussed and prior to Board action on the item. Each presentation shall be limited to five minutes (a total of twenty minutes on the same subject) unless this time limit is waived by action of the Board.

150 REPORT ON COMMUNICATIONS/STATEWIDE & LEGISLATIVE ISSUES

Chancellor Constance Carroll

Chancellor Carroll reported on the

state budget, noting that Governor

Brown has signed the "trailer bills 11

authorizing the first round of budget

reductions. These include a $400 million cut for community colleges and

a new $129 million payment deferral.

The Governor approved the statewide

increase in the community college student enrollment fee, from

$26 to $36 per unit (effective in the

coming fall semester), with an estimated $110 million in revenue

earmarked to offset the $400 million

reduction.

The Chancellor indicated that processes

within the SDCCD are now underway to determine $10 million in reductions. She also stated that five Chancellor's

Budget Forums will be held next week at

the campuses and District Office in

order to provide opportunities for information-sharing, questions, and

suggestions.

l.7l. Student Trustee

1. Student Trustee Franchesca Gade reported on several upcoming events:

• April 14 - career Fair Hosted by Mesa College and coordinated by all of the student government bodies. She asked that everyone encourage students districtwide to attend the event.

• April 17 - '\Hands Across California" A fund-raising effort to benefit the statewide Osher Scholarship program. All three campuses have student representatives participating in the event.

• April 1 - Statewide Student Senate SDCCD student leaders will be attending the event and several meetings in Sacramento.

2. She closed her report by thanking everyone for their support while she was recovering from a recent accident.

l.72 Mary Graham

1. Trustee Graham thanked everyone for the excellent campus presentation. It was inspiring to hear about the wonderful tutoring services that are offered and also the great community alliances.

2. She also congratulated Jim Mahler, President, AFT Guild-Local 1931, on being named Labor Leader of the Year by the San Diego and Imperial counties Labor Council. She is proud that the District has so many professionals that are skilled, caring, and competent people.

1. Trustee Senour thanked everyone for the campus presentation and noted that she especially enjoyed hearing from the

students and how their experience at Miramar has changed their lives.

2. She is also very impressed in seeing facilities transformations taking place

throughout the District due to the capital construction bond program. She

has seen tremendous changes in her 20 years as a Board member and thanked

everyone that supported the passage of

the bond measures.

Trustee Schwandt thanked Executive Vice President Peter Zschiesche for doing a dynamic job chairing the Board meeting.

175 Peter Zschiesche

1. Trustee Zschiesche followed up on his comments from the last meeting regarding the San Diego City Council's

position on redevelopment funds. He

sent a letter to his councilmember regarding the issue and offered to

share a copy of the letter with those

interested.

2. He also discussed the difficulties associated with resolving the remaining

issues of the state budget, noting that students can be the best advocates in sending a clear message to legislators

about the importance of education and the detrimental effects of budget cuts to higher education.

420 In the matter of the Federal Pell Grant Program districtwide, authority is requested to accept, budget and spend, an additional $10,150,000 from the U.S. Department of Education in the 2010-2011 Financial Aid Budget for City College ($5,250,000)' Mesa College ($3,200,000)' and Miramar College ($1,700,000).

421 In the matter of the Child Care Access Means Parents In School (CCAMPIS) program from the U.S. Department of Education awarded to San Diego Mesa College, effective October 1, 2009, and until funding ends, authority is requested to:

Enter into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs during the 2010-2011 fiscal year.

Authorization for students from one section of Geography 101 from San Diego Mesa College to participate in an overnight field trip to Lake Morena County Park, in California. This trip is scheduled for Saturday, May 7' through Sunday, May 8' 2011. All classes will be accompanied by their respective instructors.
