C) Supervisor/Board Announcements

The Supervisor announced for upcoming library events, visit www.htlibrary.org. Beautification

Commission will be hosting an “Inspirations” Garden Tour on Saturday July 21st from 9:00 a.m.

- 4:00 p.m. Pre-purchased tickets are $10.00 and $15.00 at the door. V.I.P. tickets, which include

a guided bus tour and a lunch stop are $20.00 and are only available for pre-purchase. For more

information please call (586) 242-3868 or visit www.harrison-township.org. Macomb County is

celebrating their 200th anniversary. One of the events is a 200-mile torch relay through every

community in the county. It starts Thursday, June 21st at 5:38 a.m. and ends on Friday, June

22nd at 9:45 p.m. in Mt. Clemens. The torch is scheduled to be at the Township Offices at 6:22

a.m. on Thursday June 21st and will move to Lake St. Clair Metro Park and Selfridge Air

National Guard Base. The relay will be immediately followed by a fireworks display in

downtown Mt. Clemens. For more information on all Township events call the Supervisor’s

Office at (586) 466-1445, visit our website at www.harrison-township.org. Trustee Batkins gave

an update on the fishing derby. The Clerk gave an update on the medical marihuana application

process. The Treasurer spoke to the issue with Wow cable. Captain Daniels gave an update on

issues at Tucker Park and stated if anyone has any questions to contact him at (586) 307-9335.

D) Special Assessment District

D.1 Public Hearing No. 2 - SAD Circolo & Corto Roads

The Clerk stated at the May 29, 2018 regular board meeting, Resolution No. 4 was adopted

which set the date for a Public Hearing of Necessity, known as the second public hearing. The

notice for the Public Hearing was published in the Journal. The notice was sent to each titled

owner or party in interest of property to be assessed, whose name appears upon the last local tax

assessment records. by first class mail, addressed to such owner or party at the address shown on

said tax records, before the date of such hearing. The hearing is for individuals to speak for or

against the project.

Motion by Darrin York, Treasurer and second by Bill Servial, Trustee to open the 2nd

public hearing at 7:21 p.m.

D.2 Adopt Resolution No.5 for Circolo and Corto Roads SAD

The Clerk stated that Resolution No. 5 needs to be adopted for the Special Assessment District

for Circolo and Corto Road Improvement Project. There are 18 lots with direct access to Circolo

and Corto Roads. The project consists of crushing and reshaping the existing pavement to create

a new base material with the addition of a new 4-inch thick asphalt surface. The work also

includes ramp replacement and driveways will be sloped and drainage structures adjusted to

match with the new roadway surface. This project does not include any ditching or drainage

improvements other than the minor work noted above.

RESOLUTION NO. 5

At a regular meeting of the Township Board of the Charter Township of Harrison, County of

Macomb, held on the 11th day of June, 2018, at Rosso Memorial Hall, 38255 L'Anse Creuse

Road, in said Township at 7:00 p.m.

PRESENT: Verkest, Wit, York, Batkins, Bitonti, Servial, Tomenello

ABSENT: None

The following preamble and resolution were offered by Bill Bitonti, Trustee and supported by

Larry Tomenello, Trustee.

WHEREAS, the Township Board of the Charter Township of Harrison, Macomb County,

Michigan, after due and legal notice, reviewed a Special Assessment Roll prepared for the

purpose of defraying the cost of the following described construction project declared to be a

necessary and desirable project:

There are 18 lots within the assessment area. The proposed project consists of crushing and

reshaping the existing pavement to create a new base material with the addition of a new 4‐inch

thick asphalt surface. The work also includes ramp replacement and driveways will be sloped

and drainage structures adjusted to match with the new roadway surface. This project does not

include any ditching or drainage improvements other than the minor work noted above. The

work shall be done Circolo Street and Corto Street, Harrison Township, Macomb County,

Michigan.

WHEREAS, the Township Board deems said Special Assessment Roll to be fair and equitable as

reported to it by the Clerk; and

WHEREAS, after due and legal notice, the Township Board met on June 11, 2018, for a second

time and heard all persons interested in the Special Assessment Roll with respect to the proposed

Special Assessment District and proposed project plan, including all objections thereto.

NOW THEREFORE, BE IT RESOLVED that:

l. The Special Assessment Roll shall be designated as "Special Assessment No. 213."

2. Special Assessment Roll No. 213, in the amount of One Hundred Forty Three Thousand One

Hundred Thirty dollars and Fifty Five Cents ($143,130.55) estimated prepared and reported to

the Township Board by the Clerk, is hereby confirmed.

3. Said Special Assessment Roll shall be divided into ten (10) equal annual installments, the first

installment to be due on December l, 2018, and the following installments to be due on

December lst of each and every year thereafter. Upon said parcel being sold on tax sale, the

entire assessment shall be immediately due and owing and reported as such to the County

Treasurer.

4. That the installments of Special Assessment Roll No. 213 shall bear interest at a rate of three

percent (3%) per annum. The interest on the special assessment roll shall be payable annually on

each installment due date, which interest shall commence on January 1, 2019.

5. The assessments set forth in the Special Assessment Roll are hereby ordered and directed to

be collected and the Township Clerk shall deliver the Special Assessment Roll to the Township

Treasurer with his warrant attached commanding the Treasurer to collect the assessments in

accordance with the directions of the Township Board. With respect thereto, the Treasurer is

directed to collect the amount assessed as the assessment becomes due.

Resolution No. 5 for Circolo and Corto Roads SAD Road Improvement Project.

The Clerk stated his office has received a request from the Liquor Control Commission from

Nafsco Investment, Inc. dba Captain's Party Store located at 25450 North River Road, Harrison

Township, Macomb County, Michigan to transfer interest in License type: Resort SDD and SDM

and to transfer 49% of stock interest to Mr. Ali Luaibi and 51% of stock interest to Ms. Raida

Antoin. All of the necessary paperwork is in order.

LIQUOR CONTROL COMMISSION

RESOLUTION

At a Regular Meeting of the Charter Township of Harrison called to order by the Supervisor on

June 11, 2018 at 7:00 p.m. the following resolution was offered:

Moved by Darrin York, Treasurer and second by Brian Batkins, Trustee.

That the application to recommend approval for the request from Nafsco Investment, Inc. to

transfer interest in license type Resort (SDD) Specially Designated Distributor and (SDM)

Specially Designated Merchant Licensed Business located at 25450 North River Road, Harrison

Township, MI 48045 be considered for approval. Ms. Raida Antoin will transfer 49% of stock

interest to Mr. Ali Luaibi and Ms. Antoin will hold 51% of the stock interest. It is the consensus

of this body that it recommends this application be considered for approval.

It is the consensus of this legislative body that it RECOMMENDS this application be

E.3 Award bid for Tucker Senior Center kitchen remodel project

The Clerk stated in 2017, the Board earmarked $60,061.00 in Community Development Block

Grant money to fund a remodeling the Tucker Senior Center Kitchen. At our February 12

meeting, we approved a scope of work for the project and it was put out to bid through MITN, an

online purchasing consortium, as required by the Community Development Block Grant

program. A bid opening was held on Thursday, May 31 with the apparent low bidder being Elgin

Construction at a lump sum cost of $97,500.00.The architect has reviewed the proposals and is

recommending the Township award the bid to Elgin construction at a cost of $97,500.00 plus a

contingency of 10%. The $37,439.00 plus any contingency utilized would be covered by the

General Fund. The bid includes $500.00 for permits and the Board agreed to waive all Township

permit fees.

Motion by Darrin York, Treasurer and second by Larry Tomenello, Trustee award the bid

to the low bidder Elgin Construction at a cost of $97,000.00 plus a 10% contingency.

F) Supervisor’s Office

F.1 Savan Drain Cleanout Project

The Supervisor stated we have budgeted $40,000.00 for drain cleanout work in 2018. Recently

he walked the Savan Drain with Mr. Forlini from the Public Works Office and they identified

several areas that need attention. The estimate for the work is approximately $40,000.00.

Candice Miller with the Macomb County Public Works Office has instituted a grant program for

drain cleanout work. They are offering up to a 50% match for projects such as ours. The

Supervisor is proposing that we apply for a grant of up to $20,000.00 and allocate up to

$20,000.00 for the cleanout of the Savan Drain, from North Pointe Parkway eastward past

Townhall.

Motion by Adam Wit, Clerk and second by Larry Tomenello, Trustee to apply for a grant

of up to $20,000.00 and allocate up to $20,000.00 for the cleanout of the Savan Drain, from

North Pointe Parkway eastward past Townhall. MOTION CARRIED

F.2 Approval for BS&A Training

The Supervisor stated Mr. Condon recently coordinated a telephone conference with BS&A to

explore the option of using portable tablets to streamline the inspection and ordinance processes.

During the discussion we learned that there are several features of BS&A that we are currently

not utilizing. It was suggested that we first learn to use all of the current features before we

consider adding new technology. The Supervisor is recommending that we spend $3,995.00 on

training with BS&A in order to better utilize the software we have.

Motion by Bill Servial, Trustee and second by Darrin York, Treasurer the proposal from

BS&A for three days of training at a cost of $3,995.00. MOTION CARRIED

G) Public/Board Comments

1. William Bardill, resident, spoke to several issues.

2. Jennifer Raliegh, resident, spoke to an issue at the park.

3. Ken Verkest, Supervisor, responded to the residents concern.

4. Darrin York, Treasurer, stated he would get pricing on the fence and bring it back to the Board.

The workshop was called to order by the Supervisor at 5:35 PM. He stated the purpose of the

workshop was to discuss the findings of the committee that looked in to the police mini-station

as well as needed renovations to Fire Department Station 1. The Supervisor presented the

concept plans for potential changes to accommodate the needs of the Sheriff and Fire

Department. Brian Batkins, Trustee, spoke to the cost estimates that were put together based on

the conceptual designs drafted by the committee. The Board had a lengthy discussion. Public

comment was heard.

The Supervisor announced the meeting adjourned at 6:55 PM.

WHEREAS, a Petition has been filed with the Township Board of the Charter Township of

Harrison, Macomb County, Michigan, pursuant to Act l88, Public Acts of Michigan, l954, as

amended, signed by the record owners of land whose frontage constitutes more than fifty-one per cent

(5l%) of the total frontage in the proposed Special Assessment District as set forth in said Petition and

hereinafter described. The Petition requests the making of an improvement to the road on

Ponchartrain Street as follows:

Jefferson Heights Subdivision, Lots 181-183, Lot 203 and Lots 440-457, Harrison Township, Macomb County, Michigan, according to the Plat thereof as recorded in Plats, Macomb County Records.

For the purpose of furnishing road improvements to the above described area of the Charter Township

of Harrison, Macomb County, Michigan, which is hereby declared and determined to be the special

assessment district which shall be required to pay the cost of said improvement:

There are 20 lots with direct access to Genereaux. The proposed project consists of crushing and reshaping the existing pavement to create a new base material with the addition of a new 4‐inch thick asphalt surface. The work would also include minor drainage work, ramp replacement, and driveway patching as necessary to match the drives with the new roadway surface. This project does not include any ditching or drainage improvements other than the minor work noted above.

Estimated total project cost $92,222.00, cost per lot $4,611.00 and annual estimated payment $588.00. Final assessed cost is based on actual construction and miscellaneous costs.

WHEREAS, the property to be benefited by the making of said improvement and to be

included in a Special Assessment District to pay the cost thereof, shall consist of the following

described lands and premises:

Jefferson Heights Subdivision, Lots 181-183, Lot 203 and Lots 440-457, Harrison Township, Macomb County, Michigan, according to the Plat thereof as recorded in Plats, Macomb County Records. 31

WHEREAS, the signatures on said Petition and ownership of the property therein described,

have been checked and verified by this Board and found to be correct; and

WHEREAS, the Engineer will be asked to get an estimate of cost and collect data from the

appropriate sources regarding the specifications for the project, and

WHEREAS, an informal hearing has been held with the affected residents, the township

engineer and board members to discuss all alternatives, and

WHEREAS, the Township Engineer has transmitted to the Township Clerk a report on the

project with a diagram showing the extent of and property included in the proposed Special

Assessment District; and

NOW, THEREFORE, BE IT RESOLVED, THAT:

l. The Engineer for the Charter Township of Harrison, Macomb County, Michigan, is hereby

requested to prepare plans showing the proposed improvement, the location thereof and an estimate of

the cost thereof.

2. Said Engineer, when the plans and estimates are completed, is ordered to file same with the

Township Board.

County of Macomb, Michigan, held on the 25th day of June, 2018 at Rosso Memorial Hall, 38255

and schedule a public hearing on the necessity of the proposed project.

NOW, THEREFORE, BE IT RESOLVED THAT:

l. The plans showing the proposed improvement, the location thereof together with an estimate

of the cost, be filed with the Township Clerk and be made available for public examination.

2. The Township Board tentatively declares its intention to make the following described

improvement:

The proposed project consists of crushing and reshaping the existing pavement to create a new base material with the addition of a new 4‐inch thick asphalt surface. The work also includes ramp replacement and driveways will be sloped and drainage structures adjusted to match with the new roadway surface. This project does not include any ditching or drainage improvements

other than the minor work noted above.

Final assessed cost is based on actual construction and miscellaneous costs.

3. The Township Board tentatively determines the Petition to be legally sufficient for the

establishment of the proposed Special Assessment District.

4. That there is hereby tentatively designated a Special Assessment District against which the

cost of the proposed improvement is to be assessed, consisting of the following described lots and

parcels of land:

Jefferson Heights Subdivision, Lots 181-183, Lot 203 and Lots 440-457, Harrison Township, Macomb County, Michigan, according to the Plat thereof as recorded in Plats, Macomb County Records.

5. Take further notice that the Township Board shall meet on Monday, July 9, 2018 at Rosso

Hall at 38255 L’Anse Creuse, Harrison Township, MI 48045 for the purpose of determining the

necessity of the project, and for the hearing of any objections to the Petition, and to the proposed

improvement and/or to the establishment of a special assessment district.

6. The Township Clerk is hereby ordered to cause notice of such hearing to be published twice

prior to said hearing in the Journal a newspaper of general circulation in the Township, the first

publication to be at least ten (l0) days before the time of the hearing. The Clerk is to give notice of

such hearing to each title owner or party in interest in the property to be assessed, and whose name

appears upon the last local tax assessment records, by first class mail, addressed to such owner or party

at the address shown on said tax records, at least ten (l0) days before the day of such hearing.

7. Said notice shall be in substantially the following form:

p.m. at Rosso Hall, 38255 L’Anse Creuse, Harrison Township, MI 48045 for the purpose of

determining the necessity of the project, and for hearing of objections to the petition, to the proposed

improvement and/or to the establishment of a special assessment district.

TAKE FURTHER NOTICE that appearance and protest at this hearing is required in order to appeal

the amount of the special assessment to the State Tax Tribunal if an appeal should be desired. A

property owner or party in interest, or his or her agent, may appear in person at the hearing to protest

the special assessment or may file his or her appearance by letter delivered to the Clerk by Tuesday,

July 9, 2018 by the close of business at 4:30 p.m. and his or her personal appearance shall not be

required. The property owner or any person having an interest in the property subject to the proposed

special assessments may file a written appeal of the special assessment with the State Tax Tribunal

within thirty days after confirmation of the special assessment roll if that special assessment was

protested at this hearing.
