Mr. Coughlan has a B.A. in History. The specific Master‘s degree Mr. Coughlan has earned is in National

Security Studies, but the course work for the degree is divided between History (24 units) and Political

Science (56 units). The Academic Senate upon review is recommending that an equivalency in

History/Political Science be granted.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees approve the equivalency to local hiring criteria and minimum

qualifications for the above individual.

Quarterly Financial Status Report

The fourth quarterly report for the 2001-2002 fiscal year is attached.

BACKGROUND

Due to the financial condition of several community college districts, the State Legislature in 1986 enacted

Education Code section 84043 which mandates a quarterly review of each community college district based

upon criteria established by the Chancellor‘s Office. Furthermore it requires that the District governing

board review the report at a regular meeting and enter the report into the minutes. The report must then be

filed with the County Superintendent of Schools and the State Chancellor‘s Office for their review.

Due to annual year-end closing processes the fourth quarter financial statements are finalized in mid-August

of each year and presented to the Board for approval at the September meeting.

SUPERINTENDENT/PRESIDENT’S RESOLUTION

It is recommended the Board of Trustees of the Mt. San Jacinto Community College District hereby

receives this quarterly report of the financial condition of the District and in accordance with Education

Code section 84043, orders the report filed with the County Superintendent of Schools and the state

Chancellor‘s Office.

BUDGET IMPLICATIONS

At this time the vice president of business services acting as chief fiscal officer hereby makes the

declaration that the District did not have significant fiscal problems for the fourth quarter of fiscal year

2001-2002.

BACKGROUND:

By contracting with the Chancellor‘s Office Tax Offset Program (COTOP), the district can recover

outstanding student obligations such as student loans, financial aid overpayments, student fees, library fines

and personal checks written with non-sufficient funds.

The COTOP program requests the Franchise Tax Board to offset (deduct) the amount owed to a district

from the student/debtor‘s personal state income tax, lottery winnings or other state refund. Any amounts

offset are remitted by the Franchise Tax Board to the Chancellor‘s Office, which authorizes the State

Controller to disburse the offset amount, minus a 25% administrative fee, to the participating local districts.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board Approves District participation in the COTOP program.

additions to existing school grounds where the addition does not increase original student capacity by more

than twenty-five percent or ten classrooms, whichever is less,‖ (CEQA Guidelines section 15314).

As part of the MVC master plan, there has been construction and placement of a new bookstore modular on

the Menifee Valley Campus. This facility will not increase student capacity more than 25 percent and

involves less than ten new classrooms. Accordingly, the Board is requested to find that the proposed project

is categorically exempt from the California Environmental Quality Act (―CEQA‖) under CEQA Guidelines

section 15314.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Board of Trustees of the Mt. San Jacinto Community College District conforms to

BACKGROUND:

DKS Engineering and Construction, Inc., has completed the new Child Development Center construction

project. Board authorization is needed to file a notice of completion with the county recorder. Legal

counsel has recommended filing of the notice which would allow for final payment to the contractor after a

waiting period of 35 days.

The final cost of the project, including all change orders has exceeded the $2,521,000 construction budget

by $142,500. Architectural and contractor delays resulted in an increase of costs. Retention of $232,990 for

this project has not been paid and a portion of these funds will be held until the issues have been resolved.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Board of Trustees authorizes filing of the notice of completion.
