Charles Lakofsky, Assistant Professor of Art, salary increased from #5900 to #4290 for l/5 overload during first 8enester

The Board considered a problem that had arisen in connection with the charges by the City of Bowling Green far water service to the University, due to the fact that the City had been presenting eight separate billings each month instead of a composite billing to cover the sixteen meters located on University property. University officials had understood that the University was to receive the benefit of the lower rate that would result from a composite billing. Following lengthy and friendly discussion of this matter among University officials , City officials, and representatives of the Auditor of State, an amioable agreement has been reached on this matter. Under the agreement, the University will withdraw its claim for overpayments for the period January 1, 1951, through December, 1952, and the Board of Publio Affairs of the City of Bowling Green will after January 1, 1965, present a composite billing covering the water servioe through all meters which are now owned or may later be acquired by the University, thus giving the University the benefit of the lower rate schedule applicable to large-scale consumption. It was further agreed that the City Board of Public Affairs will not in the future increase water rates with prejudioe against the University or the other large consumer, the H. J. H«in8 Company; that the University will at all times be treated as a single consumer on the same basis as other large oonsumersj that neither the University nor the City of Bowling Green will in the future bring action for declaratory judgment to interpret the City ordinance establishing water rates, leaving interpretation of said ordinance to the friendly consent of both parties, Mr. Drury, representing the Department of Auditor of State, has assured Mr. Kreischer, the University Business Manager, that the University administration has the authority to effect a settlement and an agreement on the basis indicated.

Mr. Sohwyn moved, Mr. Reams seconded the motion, and the Board unanimously voted that the arrangement regarding oharges for water service as described in the foregoing paragraph be approved and oonfirraed.

The Board of Trustees met on Saturday, December 20, 1952, with the following members presenti E. T. Rodgers, President; Alva W. Baohman, Secretary; Carl H. Sohwyn.

The minutes of the Board meeting of September 20 were approved by unanimous agreement.

President McDonald suggested that, even though the Board had delegated to him full authority to make appointments and decide matters related to staff and personnel, it is desirable that a permanent record of payroll changes be maintained in the official reoords of the Board. On motion of Mr. Baohman, seconded by Mr. Sohwyn, the Board voted that the President send lists of current payroll changes to Board members in advance of regular Beard meetings, and then list in the permanent reoords of the Board of Trustees, as supplements to the regular minutes of Board meetings, such current staff appointments, resignations, salary adjustments, promotions, leaves of absence, and other personnel items, without the necessity of further action by the Board except on such items as maybe presented for specific Board action.

It was moved by Mr. Schwyn, seconded by Mr. Baohman, and voted unanimously by the Board of Trustees that a Publio Delations and Incidental Expense Fund be created and administered under the Bowling Green State University Researoh and Development Committee; that the money in this fund be available to the President for expenses in- curred over and beyond those available from State funds, and for such other purposes of a publio relations, offioial, or semi-official nature as the President may deem appropriate; that at the end of eaoh quarter of a fiscal year the amount of the current cash balance in the local Vending Machine Account be transferred to the Researoh and Development Committee for the Public Relations and Incidental Expense Fund; that; the Research and Development Committee be authorized to aooept gifts and funds from other souroes to supplement these regular contributions.

Mr. Schwyn moved, Mr. Baohman seconded the motion, and the Board unanimously voted approval of the budget request for the biennium 1953-56 of #2,630,506 for current expenditures in 1963-54 and #2,726,442 for current ex- penditures in 1954-55, in addition to rotary funds, local funds, and other funds available in the balances and accounts of the University at the close of the present biennium; also approval of a request for an appropriation of #4,060,000 in the biennium 1953-55 for additions and betterments in the physical plant, site, and equipment of the University; also that these requests be submitted on behalf of the Board of Trustees to Governor Lausohe, State Director of Pinanoe Defenbacher, and the Ohio Legislature.

It was moved by Mr. Baohman, seconded by Mr. Schwyn, and unanimously voted that the President of the Uni- versity, with the help of the Dormitory Building Committee named by him, be authorized on behalf of the Board of Trustees to recommend to the Stats Director of Publio Works an arohiteot or architectural firm for arohiteotura 1 servioes in oonneotion with the new dormitories (other than the addition to Kohl Hall, which will be handled direotly by the Office of the State Arohiteot) to be erected with the proceeds of the dormitory loan now being sought by the University, augmented by available local funds.

President McDonald reported on the movement, sponsored by the Ohio Progrsm Commission, to establish a state- wide network of educational television stations, one of which would be located on the campus of Bowling Green State University. It was moved by Mr. Schwyn, seconded by Mr. Baohman, and voted unanimously that the Board of Trustees pledge the cooperation of Bowling Green State University in the development and exeoution of such a program if and when the Ohio Legislature should adopt it and provide the neoessary financial support; that expenditures up to #1500 from the Federal Rotary Account be authorized for the purpose of defraying expenses for television engineer- ing servioes and other neoessary preliminaries looking toward the possible eventuation of this project.

President McDonald reported that the Council on Student Affairs and other faculty committees and councils had made a careful study of student activity, laboratory, and other student fees, and had recommended the following changes, effective on and after the dates indie a teds

1. Student activity fee to be #15.00 a semester, superseding both -the present student activity fee of #10.00 a semester and the physical activity fee of #1.50 a semester, the proceeds to be used for snob student activities asUniversity officials may deem appropriate, the new fee to become effective at the beginning of the first semester of 1953-54.

2. Orientation fee to be #3.00 for eaoh freshman or transfer student, superseding the present orientation fee of #1.50, this fee to become effective at the beginning of the first semester of 1953-54.

3. Extension fee to be #10.00 a semester hour, #7.50 of this fee constituting the regular regis- tration fee charged for part-time enrollment, the other #2.50 of the extension fee to be available for special expenses in oonneotion with the providing of extension instruction, this fee to become effective at the beginning of the first semester of 1953-54*

4. A change in the application of the registration fee in the case of a part-time student enrolled for less than 5 semester hours, the revised fee sohedule to be as follows3

A student who registers for less than five semester hours shall pay a registration fee of #7.50 a semester hour, the library fee of #2.00, laboratory fees as indicated for the courses taken, and #2*50 a semester hour as an incidental fee allocated pro- portionately in lieu of the other speoified fees*

5. Auditing fee to be abolished, students and other persons registering as auditors in courses to be oharged the regular registration fee on the same basis as students enrolled for credit, effective at the beginning of the first semester of 1963-54.

It was moved by Mr* Baohman, seconded by Mr. Schwyn, and unanimously -voted by the Board that the fees as listed above (student activity fee, orientation fee, extension fee, ohange in registration fee for certain part- time students, abolition of auditing fee, and revised laboratory fees) be adopted, the effective dates for the near fees and fee changes to be as respectively indicated.

The President reported -that, pursuant to the authorization set forth in the legislative acts pertaining to Bowling Green State Universi-ty, the faculty of the University, after careful study, had voted to recommend the awarding of honorary degrees as fbllows:

To Mrs. Sarah C. Caldwell, of Akron, Ohio, the degree Doctor of Pedagogy, to be awarded at the Commencement of June, 1953.

To Owight P. Joyce, of Cleveland, Ohio, the degree Doctor of Business Administration, to be awarded at -the Commencement of June, 1963.

To 8. Tappan Rodgers, of Tiffin, Ohio, the degree Doctor of Laws, to be awarded at the Commence- ment of June, 1953.

To Wilfred Ellsworth Binkley, of Ada, Ohio, the degree Doctor of Public Administration, to be awarded at the Commencement of August, 1953.

When Mr. fiodgers heard this report of the President, the contents of which were previously unknown to him, he expressed his personal appreciation of the faculty aotion and requested that Board aotion on this part of the recommendation be taken in his absence. Thereupon, Board members Schwyn and Baohman instructed President McDonald to oontaot the absent members of the Board of Trustees by telephone as soon as practicable, to secure their individual votes on the faculty recommendation that the honorary degree Doctor of Laws be awarded to Mr. Rodgers, both Mr. Schwyn and Mr. Baohman taking -the occasion to commend and praise the faculty for making this reo enmendation.

Upon motion of Mr. Baohman, seconded by Mr. Schwyn, the Board unanimously voted that the honorary degrees recommended be conferred at the times indicated upon Mrs. Caldwell, Mr. Joyce, and Mr. Binkley*

The Board of Trustees met on Saturday, Maroh 14, 1953, with the following members presents E, T. Rodgers, President) Alva W. Baohman, Secretary! James C. Donnell II, Treasurer} Carl H. Sohwyn.

The minutes of the meeting of December 20, copies of which had previously been distributed by mail to the members, were approved.

The President reported that in accordance with the action of the Board of Trustees at its meeting on June 14, 1952, plans had been developed for the oonversion of the old power plant into shops and office space for the Maintenance and Residential Department of the University.

On February 5, 1953, bids were received in -the Office of the Division of State Arohiteot and Engineer for general construction woik for the conversion of the old heating plant. Bids received were as follows*

Mosser Construction, Inc.—— — ——131,980,00 R. M. & S. Construction Co.- ——————— 39,318,00 Watts Construction Co,———————— — 27,800,00

Mr. Clyde L. Mover, Director of Publio Works, recommended the award be made to the Watts Construction Company in the amount of $27,800,00.

On February 24, 1953, bids were received in the Office of the Division of State Architect and Engineer for the elevator in the old heating plant. Bids reoeived were as follows*

The Capital Elevator & Mfg. Co, 4,565.00 The Klrshner Elevator Co. 4,617,00

Mr. Clyde L. Moyer, Director of Publio Works, recommended the award be made to the Capital Elevator A Manufacturing Company, Columbus, Ohio, in the amount of $4,555.00.

Mr. Baohman moved that the recommendations of Mr. Clyde L, Moyer, Director of Publio Works, be approved as set forth abovet that a contract be entered into with the Watts Construction Company for general construction work in the oonversion of the old heating plant at a cost of #27,800; that a contract be entered into with the Capital Elevator and Manufacturing Company for installing an elevator in the building at a cost of #4,666,00, The motion was seconded by Mr. Donnell and passed by roll-call note.

President McDonald transmitted to the Board the recommendations submitted to him by the Dormitory Building Committee regarding the seleotlon of architects for the new dormitories. He praised the Dormitory Building Com- mittee for doing a careful and thorough job in this connection.

Mr. Donnell moved that the Board of Trustees confirm the action of the State Architect, in cooperation with the University President and the Dormitory Building Committee, in selecting the following architectural firms for the dormitories indicated:

1, Britsoh and Hunger, Toledo, Ohio, as architects for the new dormitory for woman at an estimated oost of #650,000,00

2, Sims, Cornelius and Sohooley, Columbus, Ohio, as architects for the new residence units for man at an estimated oost of #900,000.00

3, The State Architect, as architect for the addition to Kohl Ball at an estimated oost of #495,000.00

Mr. Sohwyn seconded Mr. Donnell's action, and it was adopted*

The aotion of the Inter-University Council in arranging a dinner meeting of the Presidents of the State Uni- versities with legislative leaders on Maroh 4, 1953, was reported to the Board* Board members expressed their gratification in the friendly and cooperative procedures that had been followed in working with the legislative leaders.
