    HVAC Instrumentation and Control System

Signet Controls would like to propose Alerton Technologies, as a non-

proprietary open protocol BACnet based control system in order to provide

competitive bidding on the project. Alerton Technologies BACnet system

complies with and in some cases exceeds the functional aspects of the Digital

Control System in Specification section 15975. We have attached additional

information regarding the proposed substitution product Alerton Technologies.

We request you to please approve Alerton Technologies as an approved

manufacturer so that we can provide a competitive proposal for the project.

Please feel free to contact us for any further clarifications you may need.

On April 20, 2010 the Santa Barbara County Board

of Supervisors made a finding to allow the sole

sourcing of Trend IQ (successor to Novar IQ with

interface capabilities with Novar Logic O ne) HVAC

    Direct Digital Controls and software.

The purpose of this finding was to allow the use of

directly compatible components and software that

is consistent with what the MaintenanceDepartment is currently using to manage the

HVAC Controls in many Co unty facilities, and

    specifically the Betteravia Government Center.

No substitutions will be allowed.2 Diani

Concerning Section 085113 Alum Windows on this project:

    1. Symbol B on window schedule (sheet A6.3) calls for a Type 7 (an entry system

on the north elevation at the Break Room that contains Door #60). Door #60

indicates a type H. Remarks indicate that the sidelites are to be by the door

manufacturer. Does this mean that the 4 section transom is to be a Fleetwood

product with 2 operable awnings and 2 stationary units? If so, are the operable

    awnings to be motorized?

    2. There is an exterior window G designated on the floor plan at the mensrestroom. Is there a window at this location?

    3. There is an exterior window K (type 3, 2 section) designated in the CSBTV

office. It is shown as a 3 section window on the West Elevation. Please advise.

    4. Note 11 on sheets A4.1 & A4.2 says color to match P1 on schedule sheet A6.3.

Does this mean that all Fleetwood windows (Section 085113) are to match this

color (Sherwin Williams SW 7689 Row House Tan)?

    5. Is the specified finish (baked enamel finish) to meet AAMA 2603 acceptable?

    Please see AAMA specs attached.

Specify AAMA 2604 for aluminum window finish. 1)

In this case sidelites and transom awning windows are

by window manufacturer and opperable awnings are

motorized. 2) No. Omit window G at

    restroom wall. 3) Window K is type 4 (3

section). 4) Yes. Provide AAMA 2604

level finish for aluminum window finish. Custom color

    to match wall finish.

    1. Sections 52 & 53 on A4.1 call for a powder coated steel pipe column at grid line

    4 between grids N & O per Structural. Structural (S2.10 & S2.20) do not show a

pipe column at this location. Please Clarify.

    2. Sections 52 & 54 on A4.2 call for a powder coated column per Structural near

grids J.5 & 8. There is no call out for a pipe column on the Structural (S2.1 or

S2.20) at this location. Please Clarify.

    3. A2.1 has a callout near grids 6 & A to see Detail 41 on A8.1 and another near

grids H & 11 to see Detail 31 on A8.1. Both of these are calling for 5 powder

coated pipe per Structural. S2.10 shows a circle at these locations but provides no

designation. There is a callout to see Detail E on S6.20 indicating there are

columns at these locations. Can you please furnish a little more information on

We are requesting approval to have Construction Specialties, Inc. added as an

approved bidder for Section 10705 Exterior Sun Control Devices. Construction

Specialties (or C/S) has been manufacturing fixed and operable sun control

devices for over twenty years. These products have been featured on such high

profile architectural projects as the Getty Museum and Stanford Universitys

Center for the Visual Arts. I have attached a copy of the C/S catalog for Sun

Controls. Presently, only one manufacturer is listed in the specification and no

substitutions are permitted. Please consider our request to permit C/S to also bid

and provide a competitive proposal on your project.

The Mechanical Schedule (page M2-0 of the plans) for the new Board of

Supervisors Building indicates that A/C units #4 and #5 are each 10K CFM units.

However, the Mechanical Floor Plan (page M3-0 of the plans) indicates only a

Supply and Return of 10K CFM.

Since these two units are ganged together and have common plenums used tocool the IT spaces, it would seem logical that the total flow would be 20K CFM.

    Please advise soonest!

AC-4 & 5 are designed to run in a lead and standby

mode. Only one unit will be in operation at a time.

See Mechanical controls sequence of operations (7 on

Question: 1. As per the description in Addendum 1 of Bid Alternate 4 could you please further clarify what theextent of the planting and irrigation are to be excluded in the base bid at the parking areas. For example is theplanting in the well at the south east corner of the hardscape surrounding the building next to the handicapparking to be included or excluded? Perhaps you could provide a site plan outlining the exact areas to be excludedin the base bid.2. If the ir rigation in the parking areas is to be excluded as part of the base bid but the trees are to remain how wil

the trees be watered?3. There is a detail H on sheet L-5 for a Cobble Drain Sump, we can not locate this sump on the site plan. Pleaseclarify the locations o f this sump detail if required. Also this detail calls for the 3 perforated drain to be connectedto the downspouts and hardscape drainage but the Civil plans C-1 note 15 calls for the downspouts to empty ontoconcrete splash blocks or to daylight at grade. Please clarify which plans govern Landscape or Civil. If perLandscape plans could you please provide a drainage plan?

Mike, Please clarify/confirm the following regarding the raised floor scope. 1) Confirm that a 1250lb panel is sufficient for your project (detail sheet attached)2) Confirm that a standard, non-conductive high pressure laminate finish isacceptable (colors Cheyenne & Gray Starlight are typically in stock)3) Verify that that raised floor understructure should be designed to meet current

code requirements with no additional requirements4) Verify the quantity of perforated airflow panels I per A6.1 there appears to be 225) Clarify if computer server racks will sit on the floOf or on a rack stand (by others)S) Confirm if DSA will require that the raised floor pedestals are to be attached withpost installed expansion anchors or if adhesive is acceptable I FYI it's a DSAissue not a code issue. without specific instruction it can be open to interpretation

    Reference Drawings ADDENDUM #1 Specifications

DESCRIPTION OF PROBLEM/ CLARIFICATION/ INFORMATION REQUIRED:

Add alternate #4 tells us to Provide complete planting and irrigation as per construction

documents. Complete landscaping with 5 gallon plant sizes, complete landscaping and irrigation

    at Parking area.

Base Bid: Revise and provide all 5 gallon planting shown on sheet L-4 to be 1 gallon plants.

Exclude all landscaping irrigation and all planting at parking areas on east side , south side and

interior parking plant wells. Trees to remain.

    1. It is a little confusing the alternate is tell us to provide complete planting and irrigation asper documents and for the base bid is telling us to Exclude all irrigation and planting at

the parking areas. Is all of the irrigation and planting including the drainage swale, header

boards, DG path and etc. to be excluded in the base bid and added in the alternate for the

    complete project?

    2. If only certain areas are to be deleted in the base bid then added in the alternate can theseareas be clarified in detail?

    1) On elevation F/ S3.20, detail G/ S4.50 cuts through the corner @ gridline 7, and shows a HSS

    SUBJECT: Access Floor Manufacturer

    Reference Drawings Specifications: Access Flooring

DESCRIPTION OF PROBLEM/ CLARIFICATION/ INFORMATION REQUIRED:

We received the following request for clarification from a subcontractor:

Upon further review of the Finish Schedule (Sheet #A6.1), it appears that the finish on the

access floor panels is to be sealed concrete. If this is correct, then this is a proprietary process

from Haworth that cannot be supplied by any other manufacturer!

Since this is a public job, we would hope that the county would allow more than a single source

to bid this scope of the work. Will Tate Access Flooring Systems be allowed to be bid for this

    scope of work?

    1) Sheet S2.10 exterior columns call for 3 diameter standard pipe. On sheet A2.1, the samecolumns call for 5 diameter powder-coated pipes. Please verify which is the correct size to use.

    2) Detail 51 on A8.6 shows shadow mold. Is this mold required throughout? Or is the shadow

mold only called out in one room? On the detail, it says "Art Wall" and "Non Art Wall" whichseems to indicate that it is required at all locations where ceiling tiles are called out. Please

    clarify.

    3) The specs call out for the fabricator and erector to be participant of the AISC Quality

Certification Program and is an AISC certified plant. Can this be waived or is it a strict

requirement for this project? Can LA-certified subcontractors be allowed to work on thisproject? Please clarify.

    4) Sections 52 & 53 on A4.1 show a note 21 calling for a powder coated steel pipe column atgrid line 4 between grids N & O - per Structural.

Structural (S2.10 & S2,20) does not show a pipe column at this location.

    Please clarify.
