Natasha Belzaire – Accepted the position in the Office of the Jury Commissioner, will no longer serve as the Deputy General Counsel and Director of Enforcement for the DPL.

Applications for examination for Licenses A, B, C and D are being processed in less than 6 weeks. The BSEE and PSI is working to improve that time. Anyone with completed applications that are older than 6 weeks are encouraged to contact the board for immediate expediting. [email protected]

The BSEE will be mailing all license holders cards with their respective Record ID and Authorization Number. It will also have the https://elicensing.state.ma.us/CitizenAccess/ address. This mailing is expected to occur in early February.

The BSEE Website has been updated to show new member and Chair.

Merrimack Valley Disaster Report P. Vigneau to report from the B.F.P.R. – Merrimack Valley – there is nothing new to report from the DFS/ BFPR perspective. We deal with a few issues on a case by case basis with the local fire chiefs, but nothing extraordinary. A. Alfonso to report from the B.S.E.E. – B.S.E.E. is finished with work in Merrimack Valley. 10:20AM K. Guinee arrived

DPL hired one person to work with all licensing departments issuing Record ID and Authorization codes. Expediting these numbers has been much faster. All licensees are requested to email [email protected] for their record ID and authorization numbers. License Renewals start March May 1st, 2019 – License holders can renew on line as of March May 1st if they had previously created and account and linked their license. Also all continuing education certificates must be submitted by Provider(s).

o Off Campus BSEE Meetings BSEE will arrange to have a private room for closed sessions so that no pending matters are postponed. BSEE will invite other vocational schools in surrounding locations to attend the meeting. These meeting may move slower but timely to provide a civics lesson to students on how government

works. BSEE invited 600 and 300 hour schools to attend Career Fairs at vocational schools. Bringing

information to students and parents about opportunities for education and employment after graduation.

JATC of Greater Boston attending March 25th and November 25th meetings

JATC of Southeastern Massachusetts Electrical Apprenticeship attending May 20th, June 24th and September 23rd meetings.

Peterson Schools have confirmed attendance in all schools. OLD BUSINESS:

A. In November 2018 BSEE meeting members requested term end dates for all members. List included in Agenda package.

B. In November 2018 BSEE meeting, Chair requested a number of licenses still not linked. Staff is working on this report.

C. In November 2018 BSEE meeting, T. Cunningham requested if Providers will be notified long before renewal if an errors occurred when uploading files via Interchange.

We expect to generate reports to all Providers of any submission errors this Spring so that corrections can be made prior to renewal.

B. Kennedy, Will BSEE send providers a list of licensees who have not completed the 15 hour code update? A. Alfonso, BSEE will send Providers list of their errors only. Licensee’s will not be able to renew until they provide 15 CE certificates.

10. REPORT FROM THE B.F.P.R. – P. Vigneau submitted report The BFPR Code Committees will be meeting during the month of February to review change and amendment proposals to the 527 CMR 1.00 (NFPA-1 2015 edition with MA amendments) and all are expected to report out to the full BFPR at the March meeting. Those reports will be the basis for an amendment package that BFPR will vote on to begin the promulgation process if they so choose. Following that process, it is likely that the BFPR and staff will be reviewing the 2018 edition of NFPA-1 for potential adoption with MA amendments.

11. LEGISLATIVE UPDATE Senate Docket, No. 1457 Filed on: 01/17/2019 included in agenda package An Act relative to the inclusion of online courses in mandatory continuing education for electricians. The BSEE already allows for on-line CE. This may be a re-file from a previous session(s). CSST Bill was refiled. An Act relative to the proper bonding and grounding of corrugated stainless steel tubing.

12. REPORT FROM THE CHIEF INVESTIGATOR – No Report in January 13. REPORT FROM O.P.S.I. – M. Keigan to Report on S Licensing Postponed until Spring 2019 14. 10:34AM REPORT FROM LEGAL COUNSEL – K. Scanlon reported

Public hearing on December 11th for new mandate for EV charging stations. BBRS meeting was pushed to February Meeting on February 5, 2019, Chinese New Year.

15. SUBCOMMITTEE REPORTS AND SCHEDULING CMR SUBCOMMITTEE (J. Colleary, Chair, J. Bagni, G. Condon, T. Cunningham)

J. Colleary asked about the status of CMR 13.00. Legal counsel advised the board that he would look into where they

were and report back to the board. There was further discussion about the need to get these regulations promulgated as soon possible and whether the board could do something now before the regulations were implemented. A board policy was discussed as one possibility. Motion to advance a board policy, if legally possible, at the February Meeting by J. Colleary and Seconded by J. Bagni. All in favor

Notice must be given that schools will not be able to approve education hours for candidates until renewed by BSEE. Schools will have 30 days to send in the applications. Schools must comply with application process going forward. Discussion about schools that offer evening electrical programs who have failed to comply with renewing their license. K. Education Subcommittee to work on incorporating hot works training into the 15 CE class – J. Bagni to Report Mandatory program in Massachusetts

A Hot Work Safety Certificate for all persons engaged in hot work operations on the work Site becomes mandatory state-wide in Massachusetts starting July 1, 2018. What is Hot Work? (527 CMR Chapter 41) Hot work is any activity or process that involves open flames or that generates sparks or heat and includes: Welding and allied processes; heat treating; grinding; thawing pipes; powder-driven fasteners; hot riveting; torch-applied roofing; and any similar applications producing or using sparks, flame or heat. UPDATE – J. Bagni J. Bagni took classes from NFPA but these classes did not target electricians but reported that it was not really applicable to electricians. He will revise the presentation to make it specific to the electrical trade which can be distributed to providers. J,. The training will be under an hour from the 15 hour code update.

At November 2018 BSEE meeting, board asked staff to issue advisory to A, B, C & D with regards to Hot Works Training. The Advisory is attached and was sent to providers and posted on-line.

PLANNING AND RESEARCH SUBCOMMITTEE (K. Guinee, Chair, J. Bagni, P. Malagrifa) All boards at the DPL have been asked to look at reciprocal license agreements with all states and report on Pain Points in the process. There is a nationwide movement for reciprocity.

Reconvene Committee o Discover interest of other states in reciprocity agreements with Massachusetts o Review Electrical licenses in each state and how they compare to Massachusetts licenses o Review school and educations requirements for each state. o Review Continuing Education requirements.

NERA State National Electrical Reciprocal Alliance

Alaska, Arkansas, Colorado, Idaho, Minnesota, Montana, Nebraska, New Mexico, North Dekota, Oklahoma, South Dekota, Texas, Utah, Wisconsin and Wyoming. Some of the NERA States do not require schooling. The following states already reciprocate with New Hampshire: Alaska, Arizona, Colorado, Montana, North Dekota, South Dekota, Utah, Wisconsin and Wyoming All of these states have agreed to the schooling requirements as part of their reciprocity agreements.
