El Segundo Unified School District Board of Education Goals for Our Future 2020-2024 BACKGROUND The El Segundo Unified School District (ESUSD) Governing Team, consisting of the Board of Education and Superintendent, met during Board Workshops to develop long-term goals for the future of the school district. Information that was considered during this process included:
• ESUSD Mission Statement • Data gathered from the Superintendent’s Research • Accomplishments of ESUSD
– Quantitative – Qualitative
• Local Control Accountability Plan/Local Control Funding Formula • Board members’ input and expertise • Data and feedback gathered from stakeholders
GOVERNANCE: ROLE OF THE BOARD The Governing Board is elected by the community to provide leadership and citizen oversight of the district's schools. The Board shall work with the Superintendent to fulfill its major roles, which include:
• Setting a direction for the district. • Providing a basic organizational structure for the district by establishing policies. • Ensuring accountability for student learning and district budgeting. • Providing community leadership on behalf of the district and public education.
Governance Responsibilities To fulfill these basic responsibilities, the Board shall:
• Involve the community, parents/guardians, students and staff in developing a common vision for the district focused on learning and achievement and be responsive to the needs of all students.
• Adopt, evaluate and update policies consistent with the law and the district's vision and goals.
• Maintain accountability for student learning by adopting the district curriculum and monitoring student progress.
• Hire and support the Superintendent so that the vision, goals and policies of the district can be implemented.
• Adopt a fiscally responsible budget based on the district's vision and goals, and regularly monitor the fiscal health of the district.

Set Goals, Policy, and Regulations Policy and Goals
The formation and adoption of written Board policies and goals shall constitute the basic method by which the Board shall exercise its leadership in the governance of the school district. The Goals for Our Future are unique to ESUSD to specifically address the population of learners it serves. Regulations
The implementation of policies is an administrative task to be performed by the Superintendent who is responsible for the effective administration and supervision of the entire school system. Oversight
The study and evaluation of reports concerning the execution of its policies shall constitute the basic method by which the Board shall exercise its accountability for the governance of the schools. All actions of the Board shall be taken only in official Board meetings.

MISSION STATEMENT
GUIDING PRINCIPLES CORE VALUES • All students can learn and succeed. • All students shall have access to a high-quality education regardless of their
race, color, national origin, sex, or disability. social, cultural or economic background.
• Inclusive learning experiences and environments are essential. ESUSD stands firmly against racial inequality and oppression of historically marginalized groups.
• Learning is enhanced by caring and trusting relationships. • Personal relationships are the strength and foundation of the organization. • All individuals are treated with respect and understanding. • Teamwork is promoted and evident at all levels throughout the District:
administrators, faculty, staff, parents, students, Board, and community. • Collaborative decision-making is conducted through a lens of developing trust,
seeking common understanding, and sharing solutions that reflect our goals. • School improvement is a dynamic process requiring flexibility and innovation
to meet the needs of students in a changing world. • Parents/guardians have a right and an obligation to be engaged in their
child’s education and to be involved in the intellectual, physical, emotional, and social development their child.
• The partnerships between the District and the Ed! Foundation, our parent teacher associations, Chamber of Commerce, local businesses and the City of El Segundo enrich learning opportunities for our students.
• Recognition of efforts, in support of district goals, encourages growth and innovation.
El Segundo Unified School District is dedicated to providing students and the community with an optimum learning
environment that prepares educated, productive, compassionate citizens to meet the challenges of a global
society in the 21st Century.

GOAL ONE – Ensure High Quality Learning to Increase Student Achievement and Develop Well-Rounded Students who are Prepared for College/Career.
Metrics of Success • Increase student achievement as measured by performance on, including but
not limited to, benchmark common assessments, curriculum-based assessments, standardized tests, California Dashboard ratings, the proportion of students who are college/career ready, and graduation rate.
• Narrow opportunity gaps identified in race, ethnicity, culture, socioeconomic status or other identified equity gap.
• Increase the percentage of students who complete A-G requirements, who enroll in a college or university, who enroll in Advanced Placement courses and who earn a three or better on the AP exam.
• Increase the percentage of students at all levels who self-reflect and view themselves as demonstrating competencies outlined in the Graduate Profile.
• Recognize students who exemplify the best ESUSD has to offer and who also receive county, state or national recognitions.
• Recognize program or school accomplishments that receive county, state or national recognitions.
Graduate Profile • Align course objectives and incorporate instructional activities to further
promote student mastery of competencies outlined in the Graduate Profile. • Provide opportunities for students to self-reflect upon progress towards
competencies outlined in the Graduate Profile. Curriculum
• Provide a developmentally appropriate, play-based curriculum for all preschool students in order to lay the foundation for all future learning.
• Utilize a balanced literacy and numeracy approach through reading and writing workshop and math Cognitive Guided Instruction to challenge all elementary age students in which they construct knowledge and meaning from their experiences.

• Utilize International Baccalaureate Middle Years Program as the approach at the middle school in which students actively learn to develop global thinking skills and participate in service learning.
• Include curricula at all grade levels that reflect the history and culture of the student body, as well as the diversity of the nation.
• Provide a rigorous program of study at the high school including comprehensive course offerings that allow students to specialize in career pathways or pursue strengths and interests.
• Provide extra-curricular programs, athletics and educational options such as Arena High School or Southern California Regional Occupation Center, which allow all learners access and equitable opportunities.
• Strengthen career-pathway programs (Engineering, Bio-Medical Pathway, Visual and Performing Arts and Business) at the high school and further infuse pathway learning opportunities to middle and elementary schools.
• Strengthen and align world language program at the middle and high school in order to increase student biliteracy.
• Provide leadership to support and sustain innovative approaches, educational technology, and STEAM education.
Instruction • Advance equity and excellence for every learner through incorporating high
quality innovative instruction and researched-based strategies informed by balanced assessment.
• Expand meaningful student engagement and learner-centric approaches district-wide.
• Utilize up-to-date educational technology and expand its integration district-wide while incorporating personalized learning or blended learning opportunities aligned with rigorous standards.
Opportunity to Learn • Foster a climate of inclusion to ensure access and equity of opportunities for
all that works to eliminate implicit bias, racism and inequities and celebrates a diverse learning community.
• Review and monitor school and district policies, practices and protocols for evidence of inclusion, diversity, and respect.

• Develop diverse, expanded educational options, including real-world learning opportunities for the students that extend beyond the classroom and beyond the school day.
• Establish welcoming learning environments that promote development of competencies in the graduate profile and facilitate student-centered learning.
Learning Support Systems • Research, identify, and implement programs and services on an ongoing basis
to create achievement opportunities for all learners, including academic growth for special education, underserved students and targeted subgroups.
• Using Achievement Teams Meeting cycle, utilize a multi-tiered system of supports to systematically intervene and enrich student learning and incorporate data to track student progress that will allow all students to reach their potential.
• Implement research-based intervention programs to close the achievement gap district-wide.
• Ensure homework assigned is commensurate with student age and is purposeful.

GOAL TWO – Promote the Social and Emotional Well-being of All Students and Foster a Positive Learning Environment and Culture for All.
Social-Emotional Learning • Through district-wide implementation of the RULER approach that promotes
social-emotional learning, support students in their understanding of emotions and labeling emotions; provide opportunities for students to regulate their emotions; use knowledge around emotion regulation district-wide for consistency of support systems.
• Continue to identify and provide counseling services and supports to address individual students’ mental health and social emotional learning needs.
• Increase student sense of belonging on campus by embracing whole child approaches, actions and systems.
• Measure success through increased student satisfaction ratings on school surveys and Healthy Kids Survey.
Student Support • Provide a full continuum of educational services that provides for range of
individualized needs and exercises fiscal responsibility to ensure access and educational benefit targeted towards English Learners, special education, foster youth, low-socio-economic and gifted students.
• Continue to implement restorative and supportive practices that engage all students in meaningful dialogue to improve student behavior and school climate.
• Continue to support students after school through improved services and programming offered at The Learning Connection.
• Continue to improve quality of meals served ensure nutritional compliance with the Federal School Lunch Program, increase student participation rate, and ensure efficiency in meal delivery to students

GOAL THREE – Recruit and Retain High Quality Employees and Further Build the Capacity of Personnel
Personnel • Recruit, select and retain highly qualified employees who reflect the diversity
of the student body, exhibit positive attitudes, genuine caring, and enthusiasm while maintaining the highest moral and ethical standards.
• Create the best possible place for all employees to work and thrive. • Unite all employees in our primary purpose, to support student learning. • Empower all employees to promote and contribute towards building positive
and collegial school and district culture. • Encourage all faculty to plan lessons that align with the district’s motto,
Transforming Education for a Changing World. • Build the capacity for leadership within the organization amongst all employee
groups. • Remain competitive with salary and benefits among South Bay school districts
while remaining fiscally prudent. • Maintain effective two-way communication to engage employees and ensure
cohesive knowledge and sustainable sense of belonging. • Align interview process and questions to identify candidates who utilize
innovative instructional practices or research-based strategies while addressing competencies outlined in the Graduate Profile.
• Build collective efficacy by recognizing individuals, grade levels, departments or teams within the organization who exemplify the best ESUSD has to offer and who also receive county, state or national acknowledgment.
Professional Development • Provide cohesive and well-defined training of instructional excellence and
equitable outcomes targeted to key district priorities, such as Achievement Teams, RULER, and learner-centered classrooms.
• Deepen faculty’s implementation of technology to strengthen technological competencies through micro-credentialing or certification.

• Support staff to examine their beliefs and practices to recognize and eliminate implicit biases, and to provide culturally relevant instruction.
• Ensure hiring panel members receive specific training in implicit bias to ensure all applicants have the benefit of equal opportunity in the hiring process.
• Provide focused support of excellence in classified employee technical skills, knowledge, and attitude.
• Enable all members of the Leadership Team to hone skills to expand the District’s leadership capacity.
• Support new employees to the organization so that they may assimilate seamlessly and grow as professionals.

GOAL FOUR – Promote Parental and Community Engagement Network & Participation • Continue to build an interconnected network of productive relationships with
parent, business partners and community leaders in order to continue collaborative partnerships.
• Develop a career speaker network that will allow for mentoring, guest speaking or video-conferencing opportunities for parents or business partners to share expertise as to how they demonstrate Graduate Profile competencies in current careers in order to inspire and inform students.
• Host parent education events that are tailored to celebrate learning, meet parents’ interests or school/district priority.
Communication • Continue to provide multiple resources for parents to be informed regarding
individual student progress as well as school site news. • Host multiple district and school site meetings to gather input and share
information on district priorities, services and budget. • Provide a district culture of service that promotes a welcoming atmosphere and
treats everyone with courtesy and respect. • Provide up-to-date communication of all pertinent district-wide information
through the ESUSD website, video, social and traditional media. • Develop marketing resources to promote the Graduate Profile, district motto,
programs and achievements of our school district. • Measure success through increased parent satisfaction ratings on school or
district surveys. • Calibrate school surveys to standardize select questions for all schools.

GOAL FIVE - Maintain Fiscal Health and Address School Safety, Long-Term Infrastructure and Facility Needs Fiscal Health
• Ensure financial resources and facilities are aligned to attain goals of the educational program.
• Demonstrate fiscal responsibility as evident by maintaining adequate reserves and achieving positive certification and audits of finances as required by regulatory agencies.
• Examine the components of the budget routinely in order to develop a strategy to address the anticipated structural deficit.
• Communicate and maintain transparency in the budget process. • Maintain average daily attendance rate and district enrollment. • Monitor enrollment and staffing levels to ensure appropriate ratios. • Increase operating efficiencies whenever possible in providing relief to the
District’s General Fund; areas to review regularly include implementation of technology or new systems designed to increase efficiency and meet service demands.
• Build awareness regarding inadequate funding for education and advocate for increased state allocation through professional organizations.
Safety • Continue to monitor and review school and district policies, practices and
protocols for evidence of safety and security. • Implement evidence-based best practices related to school safety on an
ongoing basis. • Promote safe and appropriate use of technology through educating students
as responsible digital citizens. • Ensure appropriate proactive measures are implemented to address cyber-
security of all school and district data. • Sustain safe and clean learning environments for all.

Long Term Infrastructure & Facility Needs • Implement Measure ES bond program to fully realize the priorities outlined in
the Long-Range Facility Master Plan. • Communicate bond motto, “Your bond dollars building a better education.” • Manage Measure ES bond program in a cost-efficient manner in order to
maximize the community’s investment in ESUSD schools. • Provide support to Measure ES Citizen’s Bond Oversight Committee. • Provide up-to-date communication of all pertinent information regarding
Measure ES through the ESUSD website, social and traditional media. • Implement practices and procedures that demonstrate environmental
stewardship to reduce overall environmental impact of district schools. • Address technology infrastructure on a routine basis. • Access deferred maintenance or capital outlay funding to address facility
maintenance and improvement needs on an ongoing basis.
