10. Authorization to Award Contracts Up to Bid Threshold

Authorize purchases up to the quotation limit (threshold) of $6,600 at the discretion of the

Purchasing Agent pursuant to N.J.S.A. 18A:18A-37(c), without the need for quotations or bids.

BE IT ALSO RESOLVED that any specific item or group of items of a similar nature purchased by

the school district totaling more than $6,600 and less than $44,000 for the entire year must be

competitively quoted or advertised for bid at the discretion of the Purchasing Agent. Pursuant to

N.J.S.A. 18A:18A-37(a) the district shall receive two quotations, which will be kept on file and a

copy of which must be attached to the purchase order.

BE IT FURTHER RESOLVED that any specific item, class of items and/or services of a similar

nature, purchased by the school district totaling more than $40,000 for the entire school year must be

competitively bid pursuant to N.J.S.A.18A:18A-4, unless exempt as per N.J.S.A. 18A:18A-5.

WHEREAS, The New Jersey Schools Insurance Group (“NJSIG”) is a school board insurance group

authorized by N.J.S.A. 18A:18B-1, et seq. to provide insurance coverage and risk management

services for its members;

WHEREAS, the South Plainfield Board of Education, hereinafter referred to as the “Educational

Institution,” is a member of NJSIG; and

WHEREAS, in accordance with NJSIG Policy 3710, the goal of the safety grant program is to

provide members the necessary resources to complete risk reduction projects and improve the safety

of the population NJSIG members serve.

NOW, THEREFORE, BE IT RESOLVED that:

1. The Educational Institution applies for a safety grant through the NJSIG safety program for the

2021 fiscal year in the amount of $22,509 for the purposes set forth in their safety grant

application, which is attached hereto; and,

Services for the 2021/2022 school year in accordance with the terms and conditions contained

30. Approve the Renewal of the Shared Services Agreement for the Purchase of Gasoline/Diesel Fuel

between the South Plainfield Board of Education and the Piscataway Board of Education for the

2021/2022 School Year

Approve the renewal of the Shared Services Agreement for the purchase of gasoline/diesel fuel

between the South Plainfield Board of Education and the Piscataway Board of Education. South

Plainfield agrees to purchase gasoline and/or diesel fuel at a price per gallon equal to Piscataway’s

cost of purchase, plus a 5% administrative fee (which shall be assessed on a per gallon basis) for the

2021/2022 school year, in an amount not to exceed $135,000.00.

31. Acceptance of new AED and cabinet from Parent Heart Watch

Acceptance of new AED and cabinet from Parent Heart Watch upon completion of their Get

Charged Up! program.

32. Appointment of School Board Attorney – 2021/2022 School Year

Approve the appointment of Marc Zitomer, partner in the firm of Schenck, Price, Smith & King,

LLP, as School Board Attorney, effective July 1, 2021 through June 30, 2022, in accordance with

the proposal submitted.

33. Approval of Home/Bedside Instruction Contracts for both General and Special Education Students

for the 2020-2021 School Year

a. Approve the bedside instruction contract with Rutgers University Behavioral Health

Care, Inpatient Program, for one general education student for the 2020-2021 school year.

Date of admission was May 2, 2021. Rate is $41.00 per hour. State ID No.: 7796200867.

b. Approve the bedside instruction contract with Rutgers University Behavioral Health Care,

Inpatient Program, for one general education student for the 2020-2021 school year. Date of

admission was May 4, 2021. Rate is $41.00 per hour. State ID No.: 2791695042.

34. Approval of Withdrawals, Placements, and Tuition Adjustments of Special Education Students for

the 2020-2021 School Year

RESOLVED, upon the recommendation of the Superintendent of Schools, that the Board of

Education approve the withdrawals/placements/tuition changes for the following special education

students for the 2020-2021 school year:

a. Placement of one special education student at East Mountain School for the 2020-2021school

year. Anticipated start date is May 12, 2021. Tuition cost will be $58,140.00 (pro-rated). State ID

No.: 2050700184.

b. Addition of a personal assistant for one special education student attending Deron School II for

the 2020-2021 school year. Effective date was March 30, 2021. Tuition cost will be $8,835.00.

DISCUSSION

RESOLVED, upon recommendation of the Superintendent of Schools that the Board of Education

approve the foregoing resolutions.
