1. Approval of the agenda, eventual additions to the agenda

After welcoming the participants and expressing his gratitude to ATEGRUS to hosting the Board meeting David asked the participants for approval of the agenda and any additions they wanted to make. There were some additional points raised, such as:

The protocol for the reception of the Mayor of Bilbao on 1st July.

Ho raised some issues pertaining the registration process with the ISWA event software for the Congress

2018

Gary mentioned that preparations for COP22 have just started and the event will be held in Marrakesh,

Morocco. ISWA is planning to submit a joint side event application with CCAC.

ISWA has submitted a side event proposal for the Habitat III Conference in Quito. It was agreed that

Carlos and Atilio should definitely attend the conference.

2. Board seat applications

There are seven Board positions open for election at the 2016 General Assembly. There was only one applicant for each position and all have been determined to be eligible for election. They are:

The President, Vice President, Treasurer, STC Chair and National Member Representative will be elected by vote of the General Assembly. The Organization Member and RDN representative will be elected by electronic vote of the Organization Members and RDN Members respectively and will be recognized by the General Assembly.

3. Applications for the ISWA World Congress 2020

ISWA received one proposal to host the 2020 World Congress from NVRD, the National Member for the

Netherlands to hold the Congress in Rotterdam in September. The Board approved this proposal, which

will be presented for final approval by the General Assembly in September.

It was raised that the time frame for preparing the applications might not be sufficient. Thus, it should be

announced at the GA in September to start preparations for 2021. Furthermore, all requirements for the

host member which entail financial obligations should be included into the call for proposals, such as free

registrations to be provided, travel costs to be covered. The inclusion of this additional information should

be implemented for the call for proposals for the World Congress 2021 and should in any case be

communicated to the other forthcoming Congress hosts immediately, as it may affect their budgets.

4. Promotion measures to gain members

Since ISWA’s Membership over the last years is stable or even slightly declining, though various measures have been taken to make the ISWA membership more attractive, the Board discussed how growth could be achieved and how to target potential ISWA members. Hermann presented the promotional measures ISWA is realizing. The main measures taken are:

o New benefit for Platinum Members: they are entitled to have a subpage on the Waste Management and World website to promote their company.

o A generic presentation about ISWA is now given on various events, such as beacon conferences, study tours, winter school, etc.)

o Extended cooperation with major international event organisers, e.g. IFAT and ECOMONDO

o The organisation of workshops in cooperation with National Members for existing and potential new members during National Member visits with focus also on municipalities and cities and

o Various communication and marketing measures. Based on the last Organisational Member survey, Bettina will provide ideas in a separate meeting with Hermann after the Board meeting on how to further improve ISWA’s outreach activities. David mentioned that it would be important to twin National Members, so as to have the bigger ones mentoring the small ones (e.g. Romania – Moldova). Perhaps a contingency fund could be created so as to help them with travel and other expenses. John added that the twinning should also help NMs to develop programmes within their own country to increase the membership and become financially independent. Carlos suggested that based on the example of the Sao Paulo and Copenhagen city exchange programme, which was a great success, ISWA could conduct 2-3 similar exchanges per year between National Members, as there are still NMs who do not know how they could benefit from ISWA (such as Chile). Antonis added that the purpose of the exchange and mentorship should also focus on conveying the know-how on how members could gradually grow their organisation and find their country specific strategies. At the next Board meeting the weakest National Members or weakest countries, where ISWA does not yet have any NMs yet should be identified so as to support them. Gary recommended to develop a membership package. Carlos, supported by Alexei and Ho will come up with a draft mentorship programme to be presented at the National Member meeting prior to the GA (Pre-Assembly) in Novi Sad. It was emphasised, that although ISWA’s membership is only stable or slightly decreasing, the organisations’ influence is increasing.

5. Approval of the minutes from the Kuala Lumpur Board meeting, 31st

March and 1st April 2016

The minutes were approved with the following change requested:

Lines 43-44: Jiao Tang was Chair of the YPG in 2015, but she has not been leading the Group since

inception. It was Carlos who grounded the YPG. The minutes should be amended accordingly.

6. Preparation World Congress 2016

Goran Vujic reported on the preparations for 2016 World Congress to be held in Novi Sad on September 19-21. The General Assembly will be held the Sunday September 18 and some Working Group meetings will be held on Thursday the 22nd. To date there have been over 650 registrants which exceeds expectations for this date and the final projection has been increased to 900 registrants. The final programme will be on the web site and an app will be out in a few weeks. Registrations are necessary to be made as soon as possible by everyone individually. There will be a personal assistant to contact every GA member to provide detailed information and guidance. The Board decided that information about the Congress should be circulated to all National Members so that they can disseminate it in their respective countries and thus promote the event.

7. Preparation World Congress 2017

The hosts for the Congresses 2017 and 2018 will present reports on the plans for these events at the

General Assembly in September. The Solid Waste Association of North America (SWANA) will host the

ISWA World Congress 2017 in the Baltimore-Washington Metropolitan Area on September 25-27.

The application of the ISWA event software was discussed. It was decided that the entire software could

not be offered for the Congress 2017 in Baltimore due to delay with the test runs but only the online

registration tool, which already has been used successfully for various events. For the other IT applications

SWANA has their own system which they will use for the event. However, for the 2018 Congress in Kuala

Lumpur the entire Integrated Event Software (IES) package will be finished in time and the entire system

was offered to be used for the first time. Ho expressed some concerns about using and controlling the

system. Concerns regarding financial matters were clarified; to specify the bank account for the

registration fees, sponsoring etc. is in the hands of the National Member organizing the Congress.

According to the call for proposals the details about using the software are subject to further discussion.

The GS and Ho will have a meeting in Novi Sad to discuss all matters pertaining the ISWA event software.

There were some concerns from John Skinner if ISWA’s event software can deal with a large number of registrations at the same time. Hermann explained briefly this would not be a problem and the software is suitable and tested for that; the attached document “How does the IES handle a great number of registrations?” shows how the system in detail deals with these issues. David expressed a certain amount of doubts that there is no theme to the Congress 2017 yet and no relationship was established with the Working Groups and the STC (except for the WG ER). Furthermore, the international aspect of the event cannot yet be seen. The contract has to be signed before the GA and the content should be provided as soon as possible. John suggested that the communication was done directly between the ISWA and SWANA leadership. David and Hermann will meet David Biderman in two weeks in Singapore and will discuss the above matters with him directly.

The usage of a new ISWA logo proposed to brand specifically the ISWA World Congresses was debated.

The Board decided to include the use of the proposed ISWA Congress logo into the call for proposals from

2021 onwards. However, there is no obligation to use only the suggested ISWA logo and script, so that

the organiser has the right to use another logo, e.g. with a regional context and designed by the organiser.

8. Preparation of the General Assembly 2016

National Member Meeting Prior to the September General Assembly

As was done in Antwerp, two hours before the General Assembly meeting there will be a structured discussion by the National Members on ISWA policy and organizational issues. Firstly there will be presentations on different issues (agenda see below, each presentation 15 minutes), followed by a facilitated discussion where National Members will have the opportunity to raise issues of their own and comment on the presentations. The chair of this session will be John Skinner. Pre-assembly draft agenda:

1. Introduction and results achieved over the last 4 years (David Newman)

2. National Member Report Analysis (Hermann Koller)

3. Twinning and Mentorship Programme for National Members (Carlos Silva)

4. Objectives of the STC (Bettina Kamuk)

5. Wrap up and outlook (Antonis Mavropoulos)

A final programme will be sent out prior to the meeting. General Assembly (GA) 2016

The agenda for the GA is out now. There has been no complaints or submission of controversial topics to

discuss and there is no option to add topics any more.

Alberto Bianchini was proposed to become an honorary member. If he is not able to attend the Congress,

his award should be collected by Carlos.

GA agenda issues 23-25 will be changed in a way, so that there will be firstly information about the World

Congress 2016, then an overview about the planning of the WC2018 and lastly about the upcoming

WC2017.

9. Board member activities April to June 2016

Ho: Most of the activities are already included in the recent RDN report. The Asia Pacific Waste

Management Alliance initiated by the Singaporean government was established and extended to

countries in the Asia Pacific region. The Alliance is a good forum to promote ISWA’s work, however it is

difficult to approach the Philippines’ organisation representative. She should be connected to Hermann

and David directly so as to get in touch with her during their Singapore trip.

There will be a conference on 15 September in Bangkok/Thailand organised by SWAT (Solid Waste

Association of Thailand) to which the Ministry of Environment, Pollution Control Department (PCD) is

involved as well. Ho will give a speech there. There is strong support in Indonesia and Burma and Laos are

potential countries. There is no response from Vietnam.

Gary: 1) He attended the World Business Council for Sustainable Development last week. The WBCSD is

trying to gather a number of company representatives to create a policy solution for sustainable materials

and investigate what programs would be the best to be launched as next. Many different associations

were communicating messages pertaining to the Circular Economy. During the discussions, ISWA was

featured as one of the key partners. A tool was prepared to set up market places for materials in order to

find a way to match demand with available materials. It would be interesting to do a similar project within

ISWA. 2) There are many projects running on marine litter. Gary saw various reports presented, such as

the one form the Ellen McArthur Foundation. It should be tried not to duplicate the work. 3) Within the

CCAC MSWI tools related to financing and capacity building were discussed. CCAC will launch a summary

on the capacity building tools soon, which should provide a better oversight on what is available for

Initiative members. A recent call for proposals has been issued for a total of 1.8 million USD. ISWA is

proposing for several projects. The results will be communicated 2 months later. Gary has also joined an

OECD workshop session and exchanged ideas on SLCP reduction possibilities. In the MSWI there is work

conducted so as to investigate how to access the GCF, but there are no ready projects yet.

Bettina: She was invited to New York for a conference on mega-cities and successfully presented about

ISWA’s Circular Economy related work as well. Bettina was also invited to Lisbon for a conference on

energy recovery where the organisers wanted to hear about ISWA’s activities in this regard. A WG ER

meeting was held with high participation - 39 participants - in Florida in May 2016. Furthermore, Bettina

met with David Biderman (SWANA) to discuss about the WG ER participation at the Congress 2017. She

was organising one of the sessions of the European Group conference in Brussels on 8 June, called ‘Circular

Economy: from Concepts to Projects’. The STC project preparation on new business models / Circular

Economy is on-going. The project team is working with designers, manufacturers and other stakeholders.

Currently they are working on a workshop to be held in August and results to be discussed in Novi Sad.

Ramboll has an innovation fund from which Bettina won funds for the STC project. Oman has approached

her to discuss how they could be more involved with ISWA. She will refer them to Hermann.

Atilio: Organized a Beacon Conference on EPR which was very successful. There are many developments

in relevant regulations in Argentina. The National Member in Chile is experiencing difficulties therefore

the idea of a potential Beacon conference has failed. Antonis is organising a master class in Argentina.

Atilio is working on two different associations in Uruguay and his intention is to find an association to

become the NM in Uruguay. Fortunately, the progress is faster than expected. He visited IFAT and met

with some potential members from Mexico and is now in the process to following up with them. He hopes

that they will become National Members. He attended the Beacon Conference in Oslo on Circular

Economy and has observed that the Norwegian NM has been very pro-active within ISWA recently.

Hakan: He has been travelling most of the time since Kuala Lumpur. He attended a CEWEP meeting in

Seville (he is a member of the STC in CEWEP). The relation of BREFs and waste management were

discussed at the event. ISWA is not invited to the work with the BREFs at EU IPPC in Sevilla since it is not

solely an European association or a European lobbyist organisation. He attended the WG ER meeting in

West Palm Beach in May. It was an excellent meeting with good discussions and reports where he had

various discussions pertaining to communication and realized the need for the YPGs to work more closely

with existing WGs. He led a group of Sysav decision makers/politicians to IFAT Munich and then Vienna

and had very successful meetings, arranged in a very good way by ISWA GS. The politicians, many of the

Mayors, were very impressed by the ISWA activities. Hakan also attended the EG meeting in Brussels on

8 June. It was attended by around 80 participants most of whom were not ISWA members. He also

attended the CEWEP Annual Congress in Rotterdam and was satisfied to note that most of the participants

at the Rotterdam meeting were already ISWA members. In general, everywhere he travelled he felt that

ISWA made a very good impression and is well perceived. Another observation is that many professionals

do not understand the concept of circular economy, therefore there is a need for clear explanation of the

concept.

Alexei: Alexei’s activites are described in the RDN report which has been submitted earlier. He wants to

organise a RDN meeting in Novi Sad. SeSWA (Slovenian Association) is a new member. Alexei is trying to

put them in touch with the University of Ljubljana so as to organise a joint conference. He travelled to

Baku and talked to the ministry who organised a training course on energy, water and waste. He gave a

whole day presentation on waste management. As a response, he received a feedback that the ministry

is planning to invite an ISWA member for every future event. In the Ukraine an individual member also

supported by the GS helped to organize a meeting.

John: John joined the WG RWM and WG CCWM. He was asked to be on the programme committee for

the Beacon conference in Vienna. He thinks that the US is missing an important point on Circular Economy

since their policies are not overarching and they do not pay enough attention to markets. The CCWM WG

is a small group and had two online meetings this year. He suggested that Group Members should work

on a common project, such as completing a guidance on how to incorporate WM activities in GCF funding

proposals.

Carlos: Carlos participated at conferences in Mexico last April where he met IDB representatives who want

to refresh their MOUs with ISWA. This could be linked to the Congress 2017. During that opportunity he

also met with a Mexican Association – Amexa, which is a potential NM. A further meeting with them was

held during IFAT. He attended the Beacon Conference in Buenos Aires which was a top quality event for

the region. He is excited to see the report from the conference, which will be extremely useful for

interested LAC countries. Carlos with David represented ISWA at the UNEA in Nairobi in May and managed

to talk to various parties about waste management finance. He also met the new President for UNEA-2,

Edgar Gutierrez-Espeleta. There were 24 resolutions agreed on as a result of the UNEA-2 which Carlos

circulated. It was decided to have a reviewed version of the Global Waste Management Outlook by 2019.

Afterwards he has also been at IFAT, with a Brazilian official delegation. During the event he has met with

some ISWA members, held a meeting with the representatives of Rimini Fiera, the organizers of

ISWA Board Meeting 3-2016 Board Package 17 September 2016 Page 11 of 78

Ecomondo and on behalf of ISWA attended to a cocktail reception offered by the German Ministry of

Environment. He intends to meet with a representative of the National Government from South Africa so

as to identify a potential ISWA NM in such country. He will try to travel to Johannesburg in the near future.

David: He travelled for meetings and events to Norway, Kenya, UK, Brussels, Cyprus, Munich, Finland, Italy

and France in the past months and will go to Singapore in July. He writes the weekly blogs, the newsletters,

and several reports for the GA, WMR, WMW. The Norwegian National Member offered 10000 EUR

sponsorship for the Roadmap project. David is about to arrange a meeting with the new UNEP Executive

Director which is likely to take place in Norway during August. The mentorship programme ended with

good results; Rüdiger Siechau from the City of Hamburg has accepted David’s ex-student and he will

conduct his PhD in Hamburg.

David mentioned that the British initiative to organise a CEO Forum is excellent. He suggested that ISWA

does similar and already started talks with Viridor and Sita to have a forum during the WC 2017 (maybe

together with, two from the USA, Suez, Veolia, Zoom Lion, Viridor, Remondis, 4-5 CEOs in total). Such a

platform would gain visibility for ISWA and create international interest. The first ISWA CEO Forum should

be in Baltimore, then continue at further Congresses. It would be an ideal activity to engage new members

as well.

10. STC Report including European Group

Antonis provided a summary about the STC on 30 June with the following main points:

STC projects: The Roadmap Report on closing dumpsites will be ready next week. It takes a while to

consolidate since much more pages were received than required. A short draft video was prepared and

should be presented at the GA. The Business Models project will be presented in Novi Sad, finalized in

Baltimore. The Marine Litter project will be a highlight for Baltimore. The Carbon Sequestration project

will be presented in Malaysia in 2018.

Antonis worked with Jiao and with GIZ on an application for a UN Habitat event in Quito in mid-October.

This could be a suitable event to start contacting mayors as 10 thousand of them will be invited.

He gave a summary on the discussions with the director of the DG environment. Three important points

were made:

1) The EC does not intend to finish the work on the EoW (End of Waste) criteria and instead they will

establish quality criteria for the final product.

2) The EC agreed that biowaste is underestimated, but they consider it as a local problem that must

be resolved. Local legislation needs to be fostered, but the EC is not yet prepared for this.

3) The EC sees WtE as one of the ‘final sinks’ and thinks that max 25 % of the generated waste should

be treated this way. ISWA agreed to work together with them on the plastics strategy. A technical

meeting between ISWA and EU experts should be organised to discuss the strategy. At the end of

October ISWA will organise another conference in Brussels to which all the key stakeholders

should be invited. This would be very welcomed by the EC. There will be three mayor steps taken

for collaboration with the EU: 1) commissioner Vella will send a 5 min video for Novi Sad 2)

another European Group conference will be organised in Brussels and will discuss the plastic

strategy / new regulation on biowaste fertilisers 3) opportunities for ISWA to get involved into the

ship recycling directive will be explored.

Antonis and Hermann also met the EIB from who requested them to prepare a seminar on EPR systems.

This would be first a closed workshop for EIB employees only and later on an open seminar. The EIB also

showed eager interest in the Roadmap Report on closing dumpsites.

The Sustainable Development Goals (SDGs) were discussed within the STC. All ISWA projects should be

linked to these Goals so as to create a brand which everyone can relate to.

Carlos suggested that a food waste report could be prepared for Baltimore as the resolution to reduce

food waste is fully endorsed and sponsored by the US.

11. Discussion and open issues on the MD Report

Hermann gave the MD report with the following main points:

80 % of the NM fees were paid, which is a very good result. The fee for Nigeria was reduced to 1000 EUR,

however they have not paid yet. ISWA has more individual members from low income countries and more

student numbers. It should be indicated that YPGs are supposed to pay the student fees. There is strong

growth in the number of followers on Social Media: ISWA has more than 10 000 followers. The Media

Strategy will be implemented in 2016. The budget of the ISWA Scholarship Programme was doubled by a

single donor. The ISWA Annual Report 2015 has more pages than last year and it was very much welcomed

by members. Waste Management World sales are on track. He summarized the main events in the past

period and provided project updates.

12. ISWA’s Initiative for Mayors and Municipalities

Antonis tried to test the Mayors’ network system in Macedonia and Greece and he received positive

feedback. He proposed that the mayors’ initiative should be regional rather than global. It should be either

a European, or a series of regional initiatives, the latter facilitated by the ISWA RDNs. ISWA should have

its own capacity to implement the network. The first efforts should be conducted in Europe. For example,

a free help desk could be created, which would respond to mayors’ questions. In terms of operations, the

requests should be decentralized to national/organisational members who would use ISWA as a

reference. Service could be free for municipalities under the conditions that they register to ISWA

(although they should not become members of the Working Groups as this could potentially lead to

arguments with waste operators). The idea was supported, however a help desk would not substitute for

a network.

Carlos agreed that it was a very good idea to try to bring the mayors on board, however this initiative

should not be related to a specific person. ISWA should have a once a year event to discuss special issues

which can be interest of the mayors. If the invitation to these comes from ISWA, mayors might be more

likely to participate. Atilio added that local government representatives can be attracted to such quality

level events if they can expect to receive information about the waste management situation in their

respective cities. The messages have yet to be formulated.

David suggested that the mayors of Baltimore / Kuala Lumpur should invite a few of other mayors to their

Congresses, which would already be a great success. However, it was also mentioned that an already

functioning network would be good to have before the organisers start to take action. The Board agreed

that the network build up should be done by Board members only.

Gary mentioned that there are already many proven and extensive networks established and successfully

running, such as C40 Cities, ICLEI, CCAC, etc. ISWA should consider to take advantage of those networks

and partner them in its efforts. If ISWA starts the mayors’ network, it also has to think of how to keep it

running. David added that he met an ICLEI representative at the UNEA in Nairobi and they would be

pleased to cooperate with ISWA.

According to the last decision during the last Board meeting in Kuala Lumpur Antonis and Philip were to

develop a business plan and present it to the Board so as to make a final decision. The plan has not been

submitted yet, therefore the Board agreed that the two (or three) RDNs should come up with a proposal

by the December Board meeting and describe what the mayors’ network will be able to offer and what

would be the value for ISWA in this activity.

13. Options for new membership structure

The Board reviewed several options for revising the National Member Dues Structure (which is currently based on total national GNI) to incorporate the concept of GDP per capita as well. These options are described in the Board Package. The Board rejected several of the options because they would result in extremely large changes in the dues paid by various National Members. One option, referred to as Proposal 1 would be based on 80% of the current fee and 20% GDP per capita and results in much smaller changes in the current dues. However, it establishes a new principle, ie that GDP is introduced, and allows for future variations more easily. The Board will present this option for discussion at the General Assembly meeting. Any change approved by the GA would not take place until fiscal year 2017.

14. Financial results

The Treasurer and Managing Director presented audited financial statements for the fiscal year ending December 31, 2015. The results show net revenues of € 1,065. The Financial Statements were approved by the Board and will be presented to the General Assembly (GA) for approval at the Novi Sad meeting in September.

15. Budget 2017

The Treasurer also presented a draft budget for FY 2017. The FY 2017 Budget is actually in two parts (1) a Budget for the ISWA Association and (2) a Budget for ISWA GmbH. The Budget for the ISWA Association includes Total Income of €1,201,000 and Total Expenses of €1,199,000. This Budget does not include a membership dues increase for any of the membership categories. The Budget for ISWA GmbH includes Total Income of € 580,000 and Total Expenses of € 576,000. The Budget for the ISWA Association was approved by the Board and will be presented to the General Assembly for approval in September. Since ISWA GmbH is a separate entity, the Treasurer in consultation with legal advisors will establish the procedures and authorities for approval of the ISWA GmbH Budget and report these to the ISWA Board and General Assembly.

Financing and administration of STC projects: 100 000 EUR per year will be dedicated to project grants.

This amount was assigned to the STC with the freedom to make decision about feasible projects. Thus the

STC will be enabled to have more freedom and use their technical skills. 20 000 EUR will remain with the

Board to handle. The procedure will be as follows: 1. STC defines themes for projects which have to be

accepted by the Board; 2. STC reports on each Board meeting about the specific projects, including

timetable and budget; 3. GS provides admin support.

Carlos also gave a report on YPG activities: the first local YPG meeting in Brazil was conducted in June in

Sao Paulo. Currently the group is working on the translation and subtitles of the CE video and would like

to disseminate it in wider circles. Moreover, he attended IFAT in Munich and actively participated in YPG

activities, such as the speed dating. There were very good feedbacks from all parties on these events.

c. Next Board meetings

The next Board meeting will be held in Novi Sad on 17 September (Saturday) in the afternoon. There will

be joint lunch break for STC and Board.

The Board is invited to have its December meeting in Baltimore, so as to see the venues and prepare for the Congress 2017. Members agreed that they will make the final decision in Novi Sad, but it is likely that the December meeting will be in Vienna as usual and a small delegation will attend WASTECON to get an impression about the event and visit the Congress venue at the same time.

Additionally, it was decided that an EPR guideline will be prepared by Joachim Quoden based on his presentation given to the STC and the material from the Buenos Aires Beacon Conference on EPR which Atilio will send to Bettina. EPR is a controversial topic and ISWA should not take a stand, only describe the different approaches and experiences around the globe; and to point out successful and efficient operating systems and schemes that failed. • Now already more than 12,000 followers!

After a duplication of the people following us on our social media pages on Facebook, LinkedIn and Twitter in 2015, we are still growing rapidly and gained another 2000 new followers since the last Board meeting in June!

The ISWA Scholarship Programme - Update #tradingtrashforeducation

• Due to additional donations we we can support more kids for a longer time. Currently 40 children are covered by the programme (originally it was 14, then 25, now 40)

Development of a Mechanical Biological treatment Pilot Project for the Waste Nationally Appropriate Mitigation Action (NAMA) in Cali, Colombia

CVORR (Complex Value Optimisation for Resource Recovery)

Project Leader: University of Leeds

Concept: CVORR will establish a methodology for systems analysis of waste-producing processes thatcombines micro and macro approaches to measuring flows with methods to assess the environmental, socialand economic value of these flows.

Status: The First International Knowledge Exchange Workshop took place on 8th May 2015 in London, organised

by ISWA The 3rd Steering Committee meeting was held on 14th July 2016 in Leeds, UK The Second International Knowledge Exchange Workshop is scheduled for Fall 2016 (date TBD).

Project duration: August 2014 - July 2017

Project funding: CVORR is a NERC (National Environment Research Council, UK) and ESRC (Economic and Social Research Council, UK) funded research project

EU HCW PROJECT

The EU-HCWM project (January 2014 – December 2016) aims to develop an EU Standardized Approach to Vocational Educational Training Awards in HCW Management.

• Recent project milestones: (1) Development of an e-learning platform to facilitate the remote delivery of the training programme; (2) Assessment of the core skills requirements for the role of HCW managers; (3) The development of a standardised EU vocational training programme for HCW managers; (4) The development of associated training materials to underpin the training programme.

• Upcoming: (1) Establishment of an EU wide network of HCW professionals and the relevant networks to uptake these VET programmes; (2) Final conference in the UK with the aim of developing relations, improving synergy and expanding on the stakeholder support network.

Professional Training Programme: Course on Hazardous Waste Management using theTRP+Partners: ISWA, UNESCO-IHE, UNIDO, TU Berlin and UNEP/IETC via the TRP+ Project

Concept: A course on hazardous waste management (HWM) using the TRP+ by a team of experts from partnering International Institutions, referred to above, to give practitioners from low and middle income countries the opportunity to gain knowledge about current practices and state-of-the-art developments, as well as the organizational and legislative framework to prevent and handle hazardous waste.

Status: Preparation is ongoing. The course is of hybrid format and will take place online with a 2 week physical presence phase in Delft, Netherlands

Course size: 16-20 participants.

Duration: 1 Sep 2016 – 11 Nov 2016.

Project funding: Funded by tuition fees, 2 scholarships from Dutch

Government, and sponsorships.

MEMORANDUM OF UNDERSTANDING

between

THE INTERNATIONAL SOLID WASTE ASSOCIATION (ISWA)

and

THE WORLD BANK GROUP WHEREAS, the International Bank for Reconstruction and Development (“IBRD”) and

International Development Association (“IDA”), international organizations established

under the Articles of Agreement in Washington, District of Columbia, United States of

America, (together, the “World Bank” or the “Bank”) whose mission is to reduce poverty,

improve living conditions, and promote sustainable and comprehensive development in

its developing member countries WHEREAS, the International Solid Waste Association (hereinafter referred to as “ISWA”) is an independent, non-governmental, non-profit making association, whose objective is the promotion of sustainable waste management world-wide; and CONSIDERING THAT, the Bank and ISWA (hereinafter referred to as the “Parties”, and individually, each a “Party”) wish to formalize a basis on which the Parties may explore opportunities for cooperation and collaboration on matters of common interest, and to render their respective activities more effective and beneficial. NOW, THEREFORE, the Parties have agreed to enter into this Memorandum of Understanding (hereinafter referred to as the “MoU”), as follows:

ARTICLE 1 Objective

The objective of this MoU is to formalize a non-exclusive framework of cooperation and to facilitate collaboration between the Parties to promote programs and projects that foster cooperation between them, and to support the dissemination and implementation of adequate resource and waste management practices globally. These and any other activities agreed to between the Parties shall be subject to the respective internal objectives, functions, policies and procedures of the Parties.

ARTICLE 2

The Parties may, in particular, explore the possibility of cooperating in the following areas of activity: 2.1 Active participation and collaboration by the Parties in the following areas of

collaboration:

(a) Support in the area of capacity building, such as training courses, study tours, dissemination and knowledge sharing, particularly in emerging and developing economies;

(b) Support and collaboration on the organization of joint events in the field

of resource and waste management; (c) Collaboration on the dissemination of information regarding resource and

waste management activities; (d) Support and collaboration on joint technical cooperation with the aim of

developing applied research;

(e) Collaboration in key solid waste topical areas including solid waste management technology choices, social inclusion in the sector, and the climate change sector and exploration of options in which the waste management sector can contribute to the reduction of greenhouse gas emissions;

(f) Cooperation in the areas of waste management financing options, e.g.

develop financing models particularly for the emerging and developing economies, through study on the economics of waste.

2.2 Exchange of information and consultation, as necessary and appropriate, in the interest of identifying additional areas in which, and the concrete activities for which, effective and practical cooperation may be possible within the framework of this MoU. Any exchange of information between the Parties shall be subject to their respective policies and procedures on the disclosure of information.

2.3 When an agreement is reached between the Parties’ representatives on a given

work plan consisting of agreed activities and a budget, each Party shall be

responsible for its own share of the associated financial and other obligations.

ARTICLE 3

3.1 This MoU does not represent any commitment with regard to funding on the part of the Parties. Any such commitment shall be reflected in separate agreements that may be entered into by the Parties under this MoU. Furthermore, this MoU shall not represent any commitment on the part of either Party to give preferred treatment to the other in any matter contemplated under this MoU or otherwise.

3.2 Nothing in this Memorandum shall be construed as creating a joint venture, an agency

relationship, or a legal partnership between the Parties.

3.3 Nothing in this Memorandum is intended to be, or should be construed as, a waiver of the

privileges and immunities of either Party or its officers and employees, which privileges and

immunities are hereby specifically reserved.

ARTICLE 4 Channel of Communication and Notice

4.1 For the purpose of facilitating the implementation of the working arrangements

to be established by the Parties of this MoU, the channel of communication for the Parties shall be:

4.2 Either Party hereto may, by notice in writing to the other Party, designate

additional representatives or substitute other representatives for those designated in this Article.

5 Article 5

Intellectual Property

5.1 The Parties recognize the importance of intellectual property rights protecting the materials

used for or resulting from the joint activities conducted under the framework established by this

Memorandum. This Memorandum does not grant the right to use materials belonging to or

created by either Party. Unless otherwise specified in writing in a given Concept Note, the

World Bank will retain intellectual property rights in all materials developed and produced by

World Bank, its staff or consultants and the [Other Party] will retain intellectual property rights

in all materials developed and produced by the [Other Party], its staff and consultants.

Article 6

Names and Emblems

6 Neither the World Bank nor the [Other Party] will use the name or emblem of the other,

or any abbreviation thereof, without the prior written approval of the other in each case.

Article 7Disputes, Controversies and Claims

In case of a dispute, controversy, or claim between the Parties arising out of or relating to

this Memorandum or activity undertaken pursuant thereto, the Parties shall attempt in

good faith to reach an amicable resolution.

ARTICLE 5

Effectiveness, Amendment, Termination, and Other Matters 5.1 This Memorandum shall come into force and effect upon signature by both Parties on the date

set forth below with an initial term of [state number] years. Unless modified or terminated as

provided below, the term of this Memorandum shall be automatically extended at the end of

the initial term for another term of [state number] years.

5.2 This Memorandum may be modified or terminated at any time by mutual written agreement

of the Parties. Further, the Memorandum may be terminated by either Party at its sole

discretion with 60 days prior notice in writing to the other Party.

5.3 The section headings in this Memorandum are for convenience only and are not intended, and

shall not be construed, to alter, limit, or enlarge in any way the scope or meaning of the

language contained in this Memorandum.

5.4 Subject to the Parties’ policies and procedures with respect to the disclosure of information, the Parties may make this MoU publicly available.

WHEREAS, the INTERNATIONAL SOLID WASTE ASSOCIATION (hereinafter referred to as “ISWA”) is an independent, non-governmental, non-profit making association, with its headquarters located at Auerspergstrasse 15, Top 41, 1080 Vienna, Austria and whose objective is the promotion of sustainable waste management world-wide; and WHEREAS, Oman Environmental Services Holding Company SAOC (hereinafter referred to as “be’ah”) was established in 2007 and its mandate is set out in Royal Decree 46/2009,

being in part to streamline and privatize the waste management and environmental

protection activities across the Sultanate of Oman. CONSIDERING THAT, be’ah and ISWA (hereinafter referred to as the “Parties”, and individually, each a “Party”) wish to formalise a basis for cooperation in the field of capacity building concerning resource and waste management. NOW, THEREFORE, the Parties have agreed to enter into this Memorandum of Understanding (hereinafter referred to as the “MOU”), as follows:

ARTICLE 1 Objective

The Parties hereby agree to work together to achieve the following objectives: 1.1 to cooperate in the field of promoting sustainable policies and technologies for

the management of urban and industrial solid wastes

1.2 set up an office in Oman vested with the task of representing ISWA officially in

the MENA region

1.3 to establish an educational centre in Oman for the purposes of training and

capacity building in the field outlined in 1.1

1.4 to develop together training courses, technical visits, research and studies related

to the field outlined in 1.1 both in Oman and the MENA region

ARTICLE 2 Areas of activity

To achieve the objectives under Article 1 the Parties agree to: 2.1 establish a Programme Committee including two members of each organisation

that will meet every six (6) months to establish programmes for the educational

centre ;

2.2 to establish fees for the programmes to be paid by participants,

2.3 to establish financing for the programmes to be covered by be’ah and

2.4 each Party will be responsible to cover all travel related costs until the

programme is self-sustained to cover such fees.

ARTICLE 3 Responsibilities of Parties

The Parties agree to the following roles and responsibilities: be’ah :

3.1 to provide the physical location for training within Oman, including meeting

rooms, audio-visual equipment, accommodation for participants and trainers,

meals, site visits within Oman

3.2 to provide funding for those activities if not covered by participant fees

3.3 to advertise the activities through own and reciprocal networks

ISWA:

3.4 to provide trainers for training within Oman and in other locations; to organise

site visits in locations in the MENA region; to organise locations including meeting

rooms, audio-visual equipment, accommodation for participants and trainers,

meals and transport for activities outside of Oman.

ARTICLE 4 Confidentiality

4.1 Neither Party shall disclose any confidential information that is supplied by the

other Party during the course of cooperation under this MOU to any third party

without the prior written consent of the other Party.

4.2 Both Parties shall abide by the provisions of this Article 4 even after the termination

of this MOU.

Others

The Parties further agree that : -this MOU comes into force when signed by both Parties and remains in force until one Party or

both communicate in writing the intention to terminate the MOU;

-any activities in course will be concluded even if after the termination date.
