INTRODUCTION
The International PhD Program in Educational Leadership and Policy (Comparative
Education) for International Students is a unique program offered by the Institute of
International and Comparative Education at Beijing Normal University with support
from the Institute of International Education at Stockholm University. This program,
with generous financial support from the Chinese Government, is designed to train
talented individuals who can contribute to globalization and internationalization in the
fields of educational management, leadership and policy worldwide, and enhance
educational and cultural exchange between China and other countries.
The program at BNU is focused on a series of contemporary issues of educational
management, leadership and policy that are relevant to all countries, especially
developing nations, as well as international organization. Based on the rich
international resources of the Institute of International and Comparative Education at
Beijing Normal University and the Institute of International Education at Stockholm
University, it has a strong team of professors and faculty members, and aims to
become a high quality and world-class international program.
We sincerely welcome students from countries across the world to apply for this

contributing our modest means to promote development of educational management,
leadership, and policy worldwide.
THE AIM OF THE PROGRAM
The PhD Program in Educational Leadership and Policy (Comparative Education) for
International Students aims to train talented individuals from all over the world so that
they will develop a deep understanding of educational theories and acquire a wide
knowledge of fundamental policy trends in educational reform and development
worldwide. The program aims to meet the demands of the international labor market
by training individuals who have independent educational research capabilities, highly
developed international communication and educational management and leadership
skills, and will go on to work in international organizations, governmental authorities,
NGOs, research institutions, higher education institutions, and related areas.

The objectives of the PhD Program in Educational Leadership and Policy
(Comparative Education) for International Students include:
Educational Knowledge: comprehensive and deep understanding of major trends in
educational theories and the thoughts of contemporary world, and main features and
trends in educational leadership and policy in various nations and regions, and
possession of in-depth knowledge in the field of comparative education.
Educational Abilities: to possess international knowledge, to conduct comparative
analysis of educational policies in countries across the world and the international
organizations through scientific approaches, to possess professional capabilities in
participating in the formulation of national and international education policy, and to
exhibit leadership in international activities on academic exchanges and dialogues.
Educational Attitudes: developing an approach to analyzing international experience
consciously and critically, maintaining an open mind to rich and diverse educational
practices worldwide and respecting the unique characteristics of educational practices
in various countries and regions.
DURATION, PROGRAM CURRICULUM AND REQUIREMENTS
Duration
The PhD Program in Educational Leadership and Policy(Comparative Education) for
International Students is a 3-year program, and students should complete their courses
within 3 years. Graduation cannot be postponed or deferred and scholarships cannot
be extended or increased. Suspension of study (and of the scholarship) will be offered
according to relevant regulations only if a candidate has exceptional circumstances
which prevent continuation of study, such as health problems. The suspension shall
not be longer than 1 year.

Program Requirements
Credits: At least 11core course credits are required (1 credit equals 18 class hours),

including 1 general compulsory course and 3 professional compulsory courses. In
addition, at least 8 credits from the elective courses are required. If the relevant core
courses have been studied previously at the master level, these credits can be
exempted upon application and attainment of written approval. If the relevant elective
courses have been studied previously at the master level, students are expected to take
other courses from other programs or departments in order to fulfill the credit
requirement.
Mid-Course Examination: PhD degree candidates must first pass the mid-course
examination by the end of the third semester, and may then proceed to the PhD
dissertation-writing period. Candidates should complete the courses and credits
required and submit a dissertation proposal to be examined and approved by their
supervisors. An examining group is responsible for the examination of the dissertation
proposals. Those who fail to pass the examination will have the opportunity to apply
for a second-round examination if they have the support of the examining group and
their supervisors. If the proposal fails to pass the second-round examination, the
candidate will not be permitted to continue the program.
PhD Dissertation: The candidate should select a theme for dissertation study under
the direction of his/her supervisor. We encourage candidates to pursue topics relevant
to their own professional backgrounds and interests. A final version of the PhD
dissertation should be submitted for assessment and dissertation defense in March of
the sixth semester. The final PhD dissertation should be written in English and the
length of the dissertation should be 160-200 pages (Times New Roman 12 point font
and 1.5 line spacing). A final dissertation defense is required.
Degree Award: Candidates who complete their studies within the set time period by
completing the required learning and research tasks, passing the required
examinations and the dissertation (including defense) shall be allowed to graduate.
The Universitys Degree Evaluation Committee will finally decide whether to bestow
degrees upon the students.
PROSPECTIVE STUDENTS AND APPLICATIONS
Candidates undertaking the International PhD Program in Educational Leadership and
Policy (Comparative Education) should meet the following entry requirements:
A recognized Masters degree or equivalent degree.
Since the program is offered in English, a good mastery of English is required for
program admission. Foreign students with English as a second language are
suggested to verify their English proficiency with relative certificates.
In good health with a health certificate issued by the local public hospitals;
without diseases with which entry to China is disallowed by Chinas laws and
regulations; without severe chronic diseases such as serious high blood pressure,
cardiovascular/cerebrovascular diseases and diabetes; without metal diseases or
epidemic diseases that are likely to cause a serious threat to public health; not in
the process of recovering after a major operation or in the process of acute

diseases; not seriously disabled or pregnant.
Work experience in the educational field is preferable.

Review Process
All applications will first go through the screening process at the Office of
International Students & Scholars Affairs, and will be further assessed by the Institute
of International and Comparative Education. Each member of the Institutes
Committee of International Degree Programs will review and rank all the applications.
The final decision is based on the rankings by all committee members.
Notification Date
As we review applications on a rolling basis, we will notify applicants of our decision
as soon as the review process is complete. Thus, although applications are accepted
until June 15 each year, we encourage prospective students to submit their
applications as early as possible. Candidates will be notified whether they have been
admitted or not within 45 days after the arrival of their materials; please check the

SCHOLARSHIPS
The PhD Program in Educational Leadership and Policy (Comparative Education) for
International Students is a priority for the Government of the Peoples Republic of

The program enrolls 6-8 international students per year, and around 3-4 will be
awarded a full Chinese Government Scholarship based on academic excellence

INTRODUCTION
The Program is a unique program offered by the Institute of international and
comparative education at Beijing Normal University with support from the Institute
of International Education at Stockholm University. This program, with generous

The Program is modeled on the core-course system designed by the Institute of
International Education at Stockholm University. This system has a proven track
record of effectiveness in training of over 30 years, and the program at BNU is
focused on a series of contemporary educational topics that are relevant to all
countries, especially developing nations. These include promoting educational
equality, high quality education, and education for sustainable development and ICT
education. Based on the rich international resources of Beijing Normal University, it
has a strong team of professors and faculty members, and aims to become a high
quality and world-class international program.

INTRODUCTION
Our MA graduate program in higher education and student affairs administration
(HESA) is the first program of its type in China. It is designed for students who are
planning careers as student affairs administrators and other professionals in higher
education. Students have up to two years to complete the degree program.
The mission of our HESA program is to prepare student affairs administrators and
other professionals in higher education who can work effectively, efficiently, and
ethically in a variety of higher education environments.
Our faculty have strong scholarly records and extensive experience in senior and
midlevel administrative roles. Overall, our faculty resources include expertise in the
areas of student development, organization and administration, teaching and learning,
assessment and evaluation, comparative education, economics and finance,
enrollment management, institutional research, and policy studies.
By the time our students have successfully completed all coursework and practicum
requirements, they will be able to:
Understand the dynamic roles and functions of higher education and student
affairs in higher education.
Articulate the mission and philosophy of their institutions and their functional
areas.
Work independently and collaboratively with diverse groups of students and
faculty to promote their success.
Design, implement, assess, and evaluate development programs within the
context of higher education.
Engage in managerial and administrative functions with an ethical and cultural
awareness.
Manage and develop resources, including program budgets, staff, information
technologies, and strategic plans.
Solve problems that require effective communication, thoughtful decision making,
coping with ambiguity, and managing conflict.
Develop a professional identity based on professional values, career goals, group
dialogues, and personal reflections.
The HESA program enrolls approximately 12-15 international students per year in the
program. We believe that the small size and the diverse background of the class
cohorts are conducive to forging positive and powerful relationships among students

international partnerships. Students are also provided with opportunities to do
practicum in the functional areas at BNU or in other places to gain the professional
experience that enables them to apply theory to practice.

Credits: A minimum of 34 credits is required to earn a masters degree in the HESA
program, including at least 9 core courses, 5 electives, and a thesis. In addition,

thesis proposal, to be examined and approved by their supervisors in Mid-Course
Examination. All required credit hours must be completed at BNU within a period of

Program Name: Contemporary Development of China School of Social Development and Public Policy
INTRODUCTION In some developing nations, poverty, stagnation, poor governance and similar issues
have constantly made their development goals unattainable. While the study and
research of these issues have gained prominence worldwide in the last decades, most
attention has been given to the means of achieving economic growth while
overlooking the means to achieve social development. However, many social
correlates of economic development lack of a social safety net, missing care systems
for the highly vulnerable, and inadequacies in the development of education and
public health have plagued many developing economies today and will further delay
the development of other late developers in the future.
The Masters Program in Contemporary Development of China aims to locate the
processes and policy framework of social development firmly within evidence-based
theory and practice. Conducted by the School of Social Development and Public
Policy and supported by the International Poverty Reduction Center in China, it seeks
to contextualize and analyze the processes that have shaped underdevelopment in
developing countries, specifically in China, and the many responses to them. The
program offers a grounded and multi-disciplinary approach to issues of social
development in global, national and local contexts for students interested in pursuing
a career in government bodies, development agencies, research institutions, and
non-governmental organizations. At the end of the program, students should have a
deep understanding of Chinas development processes and their implications, and how
international thinking and perspectives on development have impacted upon different
local sites of development. Students should have gained critical skills in analyzing
development policy and undertaking development research.
The program adopts an interdisciplinary approach to development studies, combining
class lectures with field visits and internships. In particular, the program focuses on
the formation and reform of specific development policies in the fields of social
welfare, poverty reduction, migration, gender, public health, risk and emergency
management, sustainable development, etc. The program is taught in English by top
Chinese and international scholars and practitioners in relevant fields.
The program is prepared both for well-trained undergraduate students majoring in any
subjects of social sciences and for those with professional work experience in
development fields. 20-25 students are admitted every year.

INTRODUCTION
World Economy and China is a master program aiming to cultivate high-level
international and professional talents who have solid knowledge foundation and know
well of Chinas society, economy and culture, i.e. future business leaders with
international vision, multicultural communication skills, and modern management
ability. Graduates should be able to meet the requirements of international labor
market, with the ability to work in multinational companies, government agencies, or
international organizations.
ENTRY REQUIREMENTS Foreign students with English as a second language must be able to verify their
English proficiency (e.g. having a basic degree from an institution in an
English-speaking country or a certificate documenting performance on an
international test: in the case of TOEFL, a minimum score of 550 points /80 points is
required, and for IETLS, a minimum score of 6.0 is required).

Program Name: Ecological Environment Protection and Management
School of Environment
INTRODUCTION
In response to the rapid economic development in recent years, China is committed
not only to solve the ecological and environmental problems that have occurred, but
also, through ecological planning and management measures, to avoid the ecological
environmental risks that may occur. In pursuit of a balance among ecological
environmental protection, economic development, and social harmony, China has
accumulated extensive experience in environmental protection that could be applied
to other developing countries, and it has developed a series of key technologies of
ecological restoration and pollution control that are at the international forefront as
well. Ecological environmental protection and management, which have become
increasingly important for prospective development professionals to study, are of
great significance in promoting global sustainable development.
The international master program in Ecological Environment Protection and
Management offered by the School of Environment, Beijing Normal University, is
designed for outstanding students in environmental science and related disciplines. It
aims to develop students abilities to analyze and explore existing and developing
issues in ecological and environmental studies provided with high quality curriculum
system and opportunities for research practice and field study by support of school.
This program aims to provide students with theoretical and systematic specialized
knowledge as well as practical skills in the field of environmental science. In addition,
a key goal of the program is to inspiring students to apply professional theory and
technology to solve the practical environmental problems of China and other

Population, resources, environment and development (PRED) is the current hot topic
of international sustainable development. Although China's rapid economic
development brings great opportunities for the world, but is also facing severe
challenges. It is very important to study China's PRED problems, for solving the
world's people - land relationship conflicts in globalization. Geography discipline is
unique and characteristic in more than 100 years history of BNU, which is also a key
discipline at the national level. Department of Geography currently owns Geography
as first-level disciplines for doctorate degree granting, and 17 second-level disciplines:
physical geography, human geography, cartography and geographic information
systems, natural resources, natural disasters and global environmental change. State
Key Laboratory of Remote Sensing Science, Key Laboratory of Environmental
Change and Natural Disaster of Ministry of Education and Key Laboratory of
Environmental Remote Sensing and Digital Cities of Beijing provide strong research
capabilities.
The MA in China's Population, Resources, Environment and Development aims to
train talented individuals from fields of domestic and international geography,
resources, environment, socio-economic. The program aims to meet the demands of
analysis capabilities, innovative research and community management capabilities in
PRED study. Based on the rich international resources of Beijing Normal University,
the program has a strong team of professors and faculty members, and aims to
become a high quality, world-class Beijing Normal University international program.
ENTRY REQUIREMENTS
TOEFL or IELTS Test Report (TOEFL test score needs to be more than 550 points/80
points. IELTS score needs to be more than 6 points. Applicants from the
English-speaking countries can be exempted)

Program Name: Laws (LL.M.) Program in Chinese Law
Law School and College for Criminal Law Science
INTRODUCTION
Beijing Normal University Law School was inaugurated on April 26, 2006, basing
on the original Law Department. It, together with the College for Criminal Law
Science (CCLS) set up in August, 2005, comprises the integral law discipline of
Beijing Normal University. The Law School and the CCLS provide primary Master
degree programs in all sub-majors of law including J.M., secondary doctoral degree
programs in criminal law, procedural law and civil and commercial law. The Law
School and the CCLS boast a faculty with outstanding strength, including 35
professors and 33 associate professors among more than 100 full-time teachers.
Full-time teachers with high level of domestic and foreign University doctoral degree
account for 98%. The Law School and the CCLS also has many international links
and partnership programs with leading universities and legal institutions around the
world.
With China's rapid economic growth and growing presence on the world stage, the
knowledge of Chinese law has become an essential resource for international students
and legal professionals engaged with China. Beijing Normal University Law School
has established the LL.M. Program in Chinese Law to address the needs of an
international community seeking a comprehensive and systematic understanding of
Chinese law from a first-rate legal institution.
This program provides an intensive instruction in Chinese law. Leading faculty
members will offer Chinese law courses specially designed for international students.
Teaching will comprise of both lectures and small-group seminars. Additionally,
Beijing Normal University regularly attracts top scholars and practitioners in Chinese
law and students will have first-hand access to such distinguished presenters. There
are also optional subjects in non-law areas such as politics, economy and society to
facilitate students' understanding of China's culture.
All courses of this program are taught in English, aiming at cultivating high-level
international professional talents with good professional basis and understanding of
Chinese society and culture.
ENTRY REQUIREMENTS
All applicants who are not native English speakers or who did not have a
postsecondary education entirely conducted in English language must take the
TOEFL or IELTS examination. The Program requires a minimum score of 80 in
TOEFL IBT, or 6.0 in IELTS.
There is no requirement of Chinese proficiency for the applicants. After the students
are admitted, they are expected to choose the Chinese language course taught by the

language course is not compulsory, but if you choose it, it will be included in the
whole credits of the whole program, and you need pay for it.
