Delegate Release APPENDIX 1 The Electoral Gazette, Poland ENGLISH VERSION Speculation continues over mystery disease hitting Eastern Europe 2nd November 2013, 2:45PM Kalena Sikora, Health Correspondent The disease has been raging in Ukraine and Belarus for over three weeks but the cause has not yet been identified. The Ukrainian Minister of Health Olek Zelenko announced this morning that if the disease has not begun to die out within the next few weeks he will be forced to take action. He also stresses however that the public should remain calm amongst rumours that the disease can not be treated. The mysterious disease that carries symptoms including nausea, vomiting and drowsiness has an unidentified origin which has thus far baffled scientists and medics alike. Currently present in Ukraine and Belarus, the two countries are working together to help find the cause. Some leading health professionals say the disease could be caused by a virus that mimics the structure of human blood cells thus would be hard to isolate, whilst the American Psychiatric Association have considered the possibility that the disease is a form of acute mental illness which would explain why no virus has been found.

This announcement is classified as very important. !Following news reports of an unknown disease sweeping Eastern Europe, the Minister of Health would like to make a preliminary health warning. !It is important that citizens do not worry at this stage, and the Ministry of Healthcare would like to assure all that they are doing everything in their power to find the cause of the disease and provide a treatment. !Advice for citizens: On account of the unknown nature of the disease citizens are advised to take basic hygiene precautions and undertake measures to help prevent the spread of the disease. This includes basic hand washing and avoiding contact with those suspected to have the disease. !Advice for healthcare providers: The epidemic risk level has been raised to level 2. Clinics and hospitals are to take level 2 precautions until further notice. !Advice for public transport providers: No action is necessary at this stage. !

!Eastern European countries join forces to combat mysterious disease !!

22 January 2014 !It is hoped a joint scientific effort will speed up progress in countries where healthcare systems are already strained. !!!!!

The Ministers of Health for Ukraine, Belarus, Estonia, Latvia and Lithuania today signed an agreement to enter to a joint venture to help find the cause of a disease which has baffled doctors and chemists alike. !The disease has now been spotted in all five countries although the risk of it travelling all the way through Western Europe is still very low. !It is not yet clear how the disease is spread, or how long it takes for symptoms to develop after contracting the disease. Doctors have also been unable to identify how contagious the disease is, although all five health ministries have plans to begin quarantining new patients. !The EU Executive Agency for Consumers, Health and Food (CHAFEA) is conducting a review of current findings and is expected to reach a conclusion in the next few weeks. !

!CONSUMERS, HEALTH AND FOOD EXECUTIVE AGENCY !!3 March 2014!PRESS RELEASE!The CHFEA can confirm that French doctor Rodolphe Blanc, Head of Biophysical Medicine at the French Institute of Health and Medical Research, will today release a paper proving that the disease currently sweeping Eastern Europe is a form of Acute Radiation Syndrome, which had previously been overlooked due to the lack of evidence of radioactive material.!The research of Blanc and his team was commissioned by the French Ministry of Social Affairs as part of the CHFEA-led intergovernmental campaign. INTERNATIONAL HEALTH WARNING !!27 March 2014 !

FOR THE IMMEDIATE ATTENTION OF ALL WORLD LEADERS !For the last six months a mystery disease has been affecting much of Eastern Europe. Today full details of the disease - which is similar in nature to acute radiation syndrome (ARS) - can be confirmed by the WHO. !The disease is to be added to the ICD under the name ‘delta radiation poisoning’ (DRP). Although called a ‘poisoning’ temporarily it should be treated as a syndrome in clinical settings. !DRP is caused by exposure to delta radiation (δ). Currently sources of δ are unknown. It is important to note that δ is currently considered to be much more radioactive than gamma radiation, thus DRP can be more lethal than ARS. !The symptoms of DRP are similar to that of ARS, and often appear in stages. They are listed below in the order in which they usually present: - Moderate headache - Moderate fever - Moderate nausea - Severe vomiting - Severe diarrhoea - Reduced cognitive impairment - Tremor - Seizures !DRP can also cause fatigue, leukopenia, haemorrhages, hypotension and shock. !Depending on an individual’s exposure to δ, they could die within 8 weeks of developing initial symptoms. Many survive although most develop long term illnesses including cancer. No treatment has yet been found. !The UN is to immediately start a mission to the affected areas to find δ sources, a report is expected before the end of next month. !

!!INVESTIGATION DELTA !A United Nations mission to investigate delta radiation and delta radiation poisoning.!!JONATHAN HARBERT Chief Intelligence Officer, Special Investigations Branch!9 May 2014!!!EXECUTIVE SUMMARY!Following several weeks of work the following has been found:!

- High levels of delta radiation were present near the Ukrainian border to the Russian oblasts of Belgorod and Voronezh around six to nine months ago.

- A substance capable of emitting delta radiation is likely to have leached from Russia into Ukrainian soil thus contaminating the land.

- Part of this land is owned by Ukrainian company EuropaFoods, who use the fields for cattle grazing.

- The cattle on this land produce milk that is bottled under various brand names and sold in Belarus, Estonia, Latvia, Lithuania and Ukraine.

- EuropaFoods hold a dominant market share in the milk sector of all five countries, thus their products are likely to have been sold to many individuals.

- It is through consumption of this milk that people have developed delta radiation poisoning over the last year.

- Delta radiation poisoning is not likely to be contagious and cannot be easily passed from human to human.

- The primary cause of ‘infection’ is to drink the affected milk. It may be possible to pass on the disease through bodily fluids but further research needs to be conducted in this area.

!!Unusual findings in Belgorod !The two images above are satellite photos taken by DigitalGlobe’s satellites in the last year. Our satellites provide imaging for Google Maps, Google Earth and other services. !The woodland picture was taken in the Russian region of Belgorod in February 2012. The muddy clay picture above was also taken in the Russian region of Belgorod but in February 2013, a year later. !Now here’s the shocking part: They are both images of exactly the same area. !So what’s changed in the last year year that has caused all that forest to simply disappear? That’s a question we simply don’t know the answer to, as the landowner has refused to comment on the issue. !Further investigations will continue on our part but it looks like this may be a difficult one to explain… !!
