1 Bishnupur District - A Profile During the year 2014-15 GENERAL Characteristics of the District;- 1.The original name of Bishnupur was Lumlangdong(now Lamamngdong) .History recorded the faces of its origin. As soon as Kyamba ascended throne of Manipur in 1467 A.D. he conquered kyang, which was a shan kingdom in the kabow valley.Then he assumed the name of kyamba which means the conquered of kyang. There always had been a good relation between the pongs and the Meitei’s. During the reign of kyamba also there was good relations between kyamba and the pong king khe-khomba .actually it was the good foreign policy of king kyamba that he was able to have a good relation with the neighbouring countries.Kyamba wanted to conquer kyang, So around the thirds of his reign he attacked kyang along with Chaopha khe khomba the king of pong. After the battle won,the conquered areas were devided between the two kings ,they dined together in golden vessels and drank in join made of gold. It came into existence on the 25 the May 1983 when the erstwhile Manipur Centre district was divided into Imphal Thoubal and Bishnupur district. Bishnupur District - A Profile

During the year 2014-15

GENERAL Characteristics of the District;-

north eastern by Senapati district, in the Imphal west district. Thoubal in the south

eastern. The total geographical area of the district is 530 sq.km and lies between

93.43 E and 94.53 E longitudes and 24.18; N and 25.5 0 N latitude and situated at

an altitude of 828m above mean sea level.

It is a narrow valley sand witch between two-hill ranges running north to south.

Bishnupur District cover an area of 530 Sq. kms with a total population of 240,363 of

which male and female were 120.178 and 120,185 respectively as per 2011 census.

Peculiar feature of the district is that nearly 50% of the area is covered by Loktak

Lake, which provides means of livelihood to nearly 10000 people by producing food

items

1.1.2. Topography;--- The district shows three prominent nuits i.e. tiny plain

topography, hilly area in the extreme north, central parts and marshy land in the

southern parts of the district. The general elevation of the elevated area is around

790m above mean sea level.

1 Mineral Resources;---

The District has no known mineral resource , the district has no known mineral

resource except good quality clay useful in brick making, pottery, etc stone deposit

and quarries are found.

Soil;-- The soil of Manipur are broadly classified as ferruginous red- soil,

mountain and hill, ferruginous red-soil is poor in lime, potash and iron oxide and is

also uniformly low in phosphorus contents. This type of soil is suitable for cultivation

of paddy and a large variety of crop can be grown with irrigation.

Manipur soil has been devided into six categories viz, alluvial soil peaty soil,

late rite soil, red soil,ferruginous red soil and ferruginous gravelly soil.The distribution

of these soil in various district of Manipur is given below.’---

There are 6(six) SDC circles viz Nambal, Oinam, Bishnupur circles are situated

within Bishnupur sub-Division, Moirang, Kumbi and Nintgoukhong circles are

situated within Moirang Sub Division and 2 Developmental C.D. blocks-Bishnupur

C.D. block with its H.Q at Bishnupur and Moirang C.D block with its H.Q at Moirang

khunou. The sub- divisions are nuder the charge of one SDC each and the CD

blocks are under the change of one BDO each while the circle are under the clanrgs

of one Such. There are 6 Assembly constituencies, viz 24 Nanbal A.C 25 Oinam,

A.C. 26- Bishnupur A.C. 27- Moirang A.C 27 –Thanga A.C. and 29 –KumbiA.C. The

number of Gram Panchayat is 42 .As for the Local self Government, there are

4(four) Municipality Namely 1) Nambol 2) Bishnupur 3) Ninthoukhong and 4 Moirang

sub-Division.

The district is served by the river falling into the Loktak Lake and supports

agriculture. The Loktak Hydro electric multipurpose project has also facilitated the

process of industrialisation in the district.

According to 2011 census the total workforce in the District is 109,939

accounting fir only ---98.67%--- percent of the population as against percent of the

state‘s. Female worker accounts for about 42.18 percent of total workforce as

against 41.43 percent of the state’s. Female are in greater number in Agriculture

labourer, Household industries and in Trade and Commerce. Cultivators 17366,

Agriculture 4,174 Household 4072 and other worker 29945. Of the main worker

profession wise segregation as per 2011 census was as under.

From the above it could be seen that as much as 39% of the workers were

engaged in agricultural operation actively in this Bishnupur District. The work

participation rate in the district is50%.Female are in greater number in Agriculture

labourer, Household industries and in Trade & Commerce.

Bishnupur is an agrarian District. Farming is subsistence type. Rice, pulses,

sugarcane and potato are the main crops. Small quantities of wheat, maize and

oilseeds are also grown.

The agro climatic conditions are favourable for growing vegetables and cereal

crops in the valley region.

Industry

Transport and communications is a bit of a problem as most of the industrial

requirements and goods are to be transported by road through the two National

Highways, the operation of which is very volatile due to natural and man-made

reasons. The only large and medium scale industries in Manipur is the Spinning Mill

Corporation Ltd. At Loitangkhunou .

Majority of the existing industries are traditional cottage industries like

handloom & handicraft, blacksmith, jewellery, cane & bamboo works, etc. and small

scale and tiny industries like carpentry, saw mills, rice mills, fabrication workshops,

automobile repairing & servicing workshops, Rice Mill, Bread and biscuits,

Readymade garments, wooden furniture, cycle & rickshaw repairing workshops,

dying & printing, etc.

It may be noted here that handloom is one of the industry, which gives

employment to women folk in large number. There is a huge demand for saris and

chadors and a huge volume of handloom products are being exported outside the

State of Manipur.

In spite of the growing industries, we cannot ignore the fact that many of the

industrial units of the districts are facing problems of non-availability of materials,

shortage of working capital, poor quality of products. And because of all these

factors aspiring units which starts with great expectation and enthusiasm ends up

being sick.

AGRICULTURE

The District being fertile valley region is primarily agrarian. Agricultural

operations are mainly rain fed. Agriculture is, however, of subsistence type without

any diversification. In some places double cropping is also carried out. The main

crops grown are paddy, sugarcane, pulses and potato. The area, yield and

productivity statistics for the year 2009-10up to 2013-14 is as follows :-

Source :- Directorate of Agriculture. Paddy is the principal crop grown in this District followed by sugarcane,

potato, pulses, oilseeds, maize, etc. Irrigated cultivable wasteland accounts for 7,101

hectares and 4,817 respectively. The loktak lift irrigation project has a capacity to

irrigate 31,000 hectares of land for double irrigation.

Horticulture Horticulture products have good scope in the District. Fruits like pineapple, banana, lemon and papaya grow aplenty in the District. Pineapple grows well on the slopes of Hills. There is considerable scope for increasing the area under different horticulture crops.

Production for pineapple, peas, tomatoes etc. have increased slightly over the years. Although there is scope for more production in the State and District for that matter, production of vegetables on mass scale is not viable as there is no cold storage for stocking these productions in the state.

Monsoon of the season plays an important role in the work of cultivation in this district although there is still the provision of Loktak Lift irrigation which is to be benefitted 3, 135 Hectors of crop land in the district. There is sufficient rainfall in the months of June, July. August and September in a calendar year which only benefits single cropping facility. The annual maximum rainfall in these areas is recorded at 1,447mm.

Banking UBI is the lead bank of the District. There are 5 (five) commercial banks operating in the District. Nationalised banks 2 , State bank of India & its associates 1 ,Regional rural banks and 3 co-operative banks are catering to the needs of the District. Altogether 9 bank branches are operating.

They are 1 (one) UCO Bank at Bishnupur, 1 (one) UBI at Moirang, 2 (Two)

Co-operative banks at Nambol and Bishnupur. 3 (three) Rural bank . UCO and Co-operative bank branches are located at the District Head Quarters. The three Rural bank branches are located at Kumbi, Nombal and Kwakta and 1(one) Primary Co-operative bank at Miorang. There is no common facility centre and Industrial estate in the District.

Apart from this banking facilities, Assam Financing Cooperation, Manipur

Industrial Development Corporation (MANIDCO) and NSIC provides block capital and term loans to industrial units in the District.

Industrial Estate’---

There is no industrial estate in the Bishnupur district. However, there is one Industrial Estate measuring 22.5 acres in Manipur at Takyelpat which house a number of officers and industries. 34 sheds have been constructed. 50% rent concession is given for 5 years and power is made available at concessional price of Rs. 0.25 paisa per unit. The main Market is located at Bishnupur Bazaar where the national highway 150 passes through. Because of it ’s proximity to Imphal, the District as such does not have a very big market worth its name. The main market are Bishnupur and Moirang markets.

INDUSTRIAL GROWTH CENTRE’------

There is no industrial growth centre.

Mini Industrial Estate;-- A mini industrial estate providing all the minimum facilities for accommodation of industrial units in the district may be proposed. This well helps the units in a realistic way and avoids the difficulties faced in respect of accommodation of power and water etc

Entrepreneurship Development Programme Publicity;-- Even if attractive package of incentive are made available it is doubtful whether sufficient number of local entrepreneurs having skills for successful training to take up the graceful industrial projects. There fore, special programme will have to be carefully extended with a view to up gradation of skill entrepreneurs. Trainings of entrepreneurs is always necessary to provide up to date skilled on modern techniques for their respective units importing training and study tour will half the entrepreneurs in learning new processes and improved techniques for production of standard goods. Industrialist may be sent on tour to visit industrially advanced state.

Major Market Centres The main market is located at Bishnupur Bazaar where the national highway

150 passes through. Because of it’s proximity to Imphal, the district as such does not

have a very big market worth its name. The main markets are Bishnupur and

Moirang markets.

Since the marketing scope within the district is narrow, some proper arrangement

s are to be made to find out marketing out-lets for products of the units. Though the

Handloom and Handicrafts products have wider market out side the district, the

arrangement for sales of such products through Government emporium in the district

Head Quarters is an essential part of the industrialisation in the district.

TRAINING FACILITIES’--

The district does not have any organised training centre in the Industrial sector

except the Seri training centre at Kwakta and Cluster type training centre at Moirang

which imparts training on weaving with an intake capacity of only 12 trainees at a

time. two more trades, tailoring % cutting and cane and bamboo works Carpentry

food Processing were opened in 2013-14 . At present the intake capacity for one

year is 25-to36 number for each of the 3 trades. Trainings are also being conducted

by other institute

Tourism;---

The famous Loktak lake and national park at keibul Lamjao which harbours

the endangered brown athlete deer is situated in the district. If properly developed,

these areas could be the main tourist attraction in Manipur and it will increase

revenue. the INA memorial situated in Moirang also attracts substantial number of

people not only of the state but also national as well as international tourists.

There is no large or medium scale industry in the district. One sugar mill at

Kabo -wakching is coming up under public sector that will be of medium scale. The

present level of industrialisation is confined to small-scale industries over the year,

unit getting registered has reduced and this is a point of worry. Reduction in

registration could be because 1. Facility are not made available to Micro Mfg

registered unit and ii new unit are not coming up because of low & order problem.

Flex printing, health clinic and testing labs, restaurants and hotel/motel, repair and service of electronic, electrical, watches etc 2/3/4/ wheeler servicing, Xerox and DTP center and Internet cafe, computer training centre, tent house, transportation, tourism & hospitality services. The important road is Tiddim road, A State Highway, runs through Bishnupur District covering a distance if 39km. And connects the state capital Imphal in the North, Churachanpur in the south, Other working roads of the District are old Cacher Road, Loktak- Leimatak road, Moirang Thanga via Keidul Lamjao road, Moiranh and Wangoo via Kumbi road, Ithai road, Nambol Phadibi Lamshang road to Hiyangthang which serves the people in their day to day activities Besides, there is a proposed way to be developed which connect District Head Quarters Bishnupur with Mayang Imphal via Toubul. Tiddim road is one of the major routes of the state on which buses, tricks and many other vehicles ply at regular intervals. Important towns and business centres of the District like Nambol, Oinam, Bishnupur, Ningthoukhong, Moirang ,Kwakta are situated on the this state Highway. Many other net working roads are also connected with the state highway, There is no organised transport organisation in the district, Private trucks are used for transportation of go.
