BISCC Board Meeting Minutes
October 11, 2017
Next Board Meeting: Wednesday, November 8, 2017, @9:30 a.m., dining room
Call to Order: President Tom Kilbane officially called the meeting to order at 9:32 a.m.
Board Members Present: Tom Kilbane, Dick Melton, Ed Bancroft, Mickey Guthrie, Ellen
Fisher, Peter Eddy, Nancy Lewars, Veronika Rohrscheib, Karen King, Michael Laney
Board Members Absent: Jeannette Franks, Bill Luria
Others present: Reed Price, Mary Gibbs, Wayne Roth, Judy Duffy, Colleen Keilbart, Reed
Hansen, Lee Cross
Special Guest Report- Lee Cross
Lee attended our meeting to explain the Park District’s vision with regard to Sakai Park. There
was an erroneous map published in the local paper that listed one of the proposed buildings as
“Senior Center”. The plan had been submitted to the paper without the Park District’s approval
and since has been corrected to read “Multigenerational Building”. She stressed that the proposal
is just a concept and there have been no final decisions. If they go forward with the permitting
process it will be years before anything can be built as the rebuild of the Ray Williamson Pool
will take all their resources.
City Report – Wayne Roth
There were two issues presently before the City Council that are most concerning to the citizens:
1. Parking Garage in Winslow. Meeting tomorrow night at Huney Hall, 6:00 p.m.
2. Non-motorized bridge over Hwy 305. Meeting Monday, City Hall, 6:30 p.m.
Consent agenda: Minutes
Motion: Peter Eddy moved to accept the September 13, 2017 Board Meeting minutes. Ed
Bancroft seconded and it was unanimously approved.
Financial Report – Ed Bancroft / Michael Laney
Ed Bancroft is assisting the Financial Committee in developing a Financial Report that will be presented to the board on a quarterly basis. The following is an experimental report.

NINE MONTH CASH FLOWS
Ed asked for input from the Board on what they would like to see on this report. Michael Laney
discussed the need to “designate” funds for such things as future capital improvements, which
would remove a significant sum from our available operating funds and clarify our need for
donations to sustain the Senior Center. Ed recommended that this should be reviewed by
committee and recommendations be presented to the Board for approval before the end of the
year.
