• In contrast to other sectors the transport sector shows an increase in GHG-emissions (+5 %)

• Reasons:

- growth of the car fleet (compared to 2010 +11 % passenger cars, +27 % HDV)

- tendency to bigger cars

Effects are stronger than positive technical developments and use of renewable energy

In 2017 the EU-28 overall share of renewable energy in transport was 7.6 %,

the share for crop-based biofuels was 3.55 %.

The share of crop-based biofuels can be increased only until 2020 (RED II)!

• Crediting of road electricity, CNG, LPG, LNG and Upstream-emissions on GHG-Quota

Political demands for Germany and the EU:

National implementation in Germany should be more ambitious than RED II:

• Step-wise increase of GHG-quota from 6 % in 2020 up to 16 % till 2030 (≈ 20 % RES-T)

• only Super E10 and Super Plus on the market (Luxembourg │ Belgium)

(Super E10 can be used by more than 93 % of the passenger car fleet in Germany)

• Tax adjustment, e.g. carbon-tax für fuels

• Penalty for non-fulfilment

• Sub-quota for advanced biofuels

EU-wide

• introduction of a GHG-Quota

• Standard for Super E20
