This is used to helpme to recognize you properly at the appropriate time, and to assist me in running the meeting smoothly.

The Board recognizes the value of public comment on educational issues and the importance of listening to members of thepublic in its meetings. This part of the Board’s meeting is dedicated to public comment on any public matter that is not on theagenda of this meeting and is within the jurisdiction of the Board of Trustees. Members of the public may also address particularitems on this agenda either now or at the time the Board considers the particular item.

This direction may include setting a time limit for public commentary on any particular item. BPS Assessment Summary Fall 2015
ACT Plus Writing The ACT is a national college admissions examination that consists of subject area tests in English, mathematics, reading, and science. The ACT Plus Writing includes the four subject area tests plus a 30-‐minute writing test. All four-‐year colleges and universities in the U.S. accept ACT results. Starting in the spring of 2013, all juniors in public schools in Montana are able to take the ACT free of charge during the school day. AP Advanced Placement examinations are taken each May by students at the culmination of yearlong Advanced Placement courses. Many colleges and universities in the U.S. grant credits or advanced placement based on AP test scores. Billings Public Schools currently offers 7 different AP courses. NWEA The Northwest Evaluation Association’s Measures of Academic Progress (MAP) tests are nationally normed computer adaptive assessments that provide detailed, actionable data about where each child is on their unique learning path. All students in grades 3-‐8 and 10 take the Common Core aligned MAP assessments in reading, math, and language in the fall and spring of each year. MontCAS CRT & CRT ALT-‐ Science The MontCAS – Science is a criterion-‐ referenced test (CRT) aligned to the Montana content standards for science. All students in grades 4, 8, and 10 take the CRT in science. WIDA ACCESS for ELLs The ACCESS for ELLs (Assessing Comprehension and Communication in English State-‐to-‐State for English Language Learners) is a secure large-‐scale English Language proficiency assessment given to Kindergarten through 12th graders who have been identified as Limited English Proficient (LEP). The test consists or listening, speaking, reading, and writing portions, and is given annually. Results are used to monitor student language proficiency, guide classroom instruction, and for Title III reporting purposes. Smarter Balanced The Smarter Balanced Assessment Consortium developed a system of valid, reliable, and fair next-‐generation assessments aligned to the Common Core State Standards in English language arts/literacy and mathematics for grades 3-‐8 and 11. The system includes summative assessments for accountability purposes, optional interim assessments for instructional use, and digital library comprised of high quality instructional and professional learning resources to help educators implement the formative assessment process. The summative assessments are adaptive and administered on a computer. In the spring of 2014, Montana field-‐tested this assessment, and in the spring of 2015, it replaced the MontCAS CRT for reading in math. NCSC The National Center and State Collaborative (NCSC) is a project lead by five centers and 25 states to build an alternative assessment based on alternative achievement standards for students with the most significant cognitive disabilities. Like Smarter Balanced, the

assessment will be adaptive and delivered electronically via computer. This assessment was piloted in the spring of 2014, and in the spring of 2015, it replaced the MontCAS CRT-‐ALT for reading and math. Elementary Reading Various reading assessment are used in our 22 elementary schools. Some include:
Fountas & Pinnell Benchmark Assessment System-‐ Used to monitor 1st and 2nd grade students in Leveled Literacy Intervention (LLI) groups, the Fountas & Pinnell Benchmark Assessment system consists of diagnostic and benchmarking assessments for comprehension, writing, fluency, phonemic awareness, letter names, early literacy behaviors, phonics and word reading, and vocabulary knowledge.
DRA-‐ The Development Reading Assessment is a standardized reading test given to all 1st graders quarterly to determine their instructional level in reading. This assessment is also used as needed for other K-‐3 students to monitor reading progress and to place students in appropriate leveled groups.
FastBridge-‐ FastBridge is a web-‐based assessment system used to benchmark and progress monitor students in reading, mathematics, and behavior. In 2015-‐16, all K-‐2 students in Billings Public Schools will complete the reading portion of FastBridge. Select schools further along in the MTSS process will complete the mathematics and behavior screeners this year. Within two years, all K-‐2 elementary students will participate in all three areas. Elementary schools utilize FastBridge through out the year to gather accurate, continuous, and actionable data to better meet the instructional and behavioral needs of their learners.
SRI-‐ The Scholastic Reading Inventory is given to all 3rd , 4th, and 5th graders, and students participating in Read180 or System44 reading interventions four times a year. The SRI provides a Lexile score that correlates to instructional text level of the learner.
Lead21-‐ Placement and benchmarking assessments are given to all K-‐5 students multiple times through out the year. Results are used to place students in appropriate leveled groups and to monitor program implementation.

The board will allow up to three trustees to attend the annual meetings.1.Only trustees who are not up for election in the next trustee election may attend.2.Priority will be given to trustees who did not attend the previous year's annual meeting.3.Priority will be given to committee chairs.4.

The January 2016 regular meeting is scheduled for January 18thwhich is Martin Luther King, Jr. Day. The board is asked to change the January 2016 meeting date to Monday ofthe following week, January 25, 2016.
Looking forward to next year, the January and February meetings of 2017 will be scheduled for Martin LutherKing, Jr. Day and Presidents' Day. The board is asked to change those regular meeting dates to the followingMondays: January 23, 2017 and February 27, 2017.

THE BOARD OF TRUSTEES Board Meetings Regular Meetings Unless otherwise specified, all meetings will take place in the board room of the Lincoln Center. Regular meetings shall take place at 5:30 p.m. on the third (3rd) Monday of each month, or at other times and places determined by a majority vote. Except for an unforeseen emergency, meetings must occur in a district building or, upon unanimous vote of the trustees, in a publicly accessible building located within the District. If regular meetings are scheduled at places other than as stated above or are adjourned to times other than a regular meeting time, notice of the meeting shall be made in the same manner as provided for special meetings. The Trustees may meet outside the boundaries of the District for collaboration or cooperation on educational issues with other school boards, educational agencies, or cooperatives. Adequate notice of the meeting, as well as an agenda, must be provided to the public in advance. Decision making may only occur at a properly noticed meeting held within the District’s boundaries. When a meeting date falls on a legal holiday, the meeting may take place the next business day. Emergency Meetings In the event of an unforeseenunforeseen emergency involving possible personal injury or property damage, the Board may meet immediately and take official action without prior notification. For the purposes this policy, unforeseen emergency means a storm, fire, explosion, community disaster, insurrection, act of God, or other unforeseen destruction or impairment of school district property that affects the health and safety of the trustees, students, or district employees or the educational functions of the district. Budget Meetings Between July 1 and August 10 of each year, the Clerk shall publish a notice stating the date, time, and place trustees will meet for the purpose of considering and adopting a final budget for the District, stating that the meeting of the trustees may be continued from day to day until final adoption of a District budget and stating that any taxpayer in the District may appear at the meeting and be heard for or against any part of the budget. This notice shall be published in newspapers of general circulation in the Billings area. On the date and at the time and place stated in the published notice (on or before August 20), trustees shall meet to consider all budget information and any attachments required by law. The

meeting may continue from day to day; however, the Board must adopt a final budget not later than August 25. Special Meetings Special meetings may be called by the Chair or by any two (2) trustees. A written notice of a special meeting, stating the purpose of the meeting, shall be delivered to every trustee not less than forty-eight (48) hours before the time of the meeting, except that the forty-eight (48) hour notice is waived in an unforeseen emergency as stated in §20-3-322(5), MCA. Such written notice shall be posted conspicuously within the District in a manner that will receive public attention. Written notice also shall be sent not less than twenty-four (24) hours prior to the meeting to each newspaper and radio or television station that has filed a written request for such notices. Business transacted at a special meeting will be limited to that stated in the notice of the meeting. Closed Sessions Under Montana law, the Board may meet in closed sessions to consider matters involving individual rights of privacy or to discuss litigation strategy. Before closing a meeting, the presiding officer must determine and publicly state that the demands of individual privacy exceed the merits of public disclosure or that the Board chooses to recess to closed session to discuss litigation strategy in a particular matter. This exception does not apply if the litigation involves only public bodies or associations as parties. Before closing a meeting for a litigation purpose, the District may wish to consult legal counsel on the appropriateness of this action. No formal action shall take place during any closed session. Trustees, or small groups of trustees, shall not engage in litigation strategy sessions or meet with contracted legal counsel outside of an official Board meeting except with the full Board’s knowledge.
