WSCA Legislative Update WSCA members visited legislators and heard from key decision makers at the Capitol this week during the 2015 Day on the Hill. In addition to one-on- one meetings with lawmakers, WSCA members heard from Representatives Lillian Ortiz-Self and Chris Reykdal, and representatives from WEA, WSPA, WASA, OSPI and the Governor’s Office about priority issues this legislative session. Thanks to everyone who attended. HB 1591, the “High School and Beyond Plan” bill supported by WSCA and introduced by Rep. Lillian Ortiz-Self, did not move from the Appropriations Committee this week after concerns about the potential fiscal impact caused some concern. However, WSCA will continue to work through the concerns and keep advocating for a framework around HSBPs this session. HB 1760, Rep. Tana Senn’s legislation proposing to provide students with skills that promote mental health and well being and increase academic performance, also did not pass out of the House Appropriations Committee by Friday. However, the Senate version of the bill, SB 5688, sponsored by Sen. Steve Litzow, is in the Senate Rules Committee. WSCA Legislative Update

WSCA members visited legislators and heard from key decision makers at the Capitol this week during the 2015 Day on the Hill. In addition to one-on-one meetings with lawmakers, WSCA members heard from Representatives Lillian Ortiz-Self and Chris Reykdal, and representatives from WEA, WSPA, WASA, OSPI and the Governor’s Office about priority issues this legislative session. HB 1591, the “High School and Beyond Plan” bill supported by WSCA and introduced by Rep. Lillian Ortiz-Self, did not move from the Appropriations Committee this week after concerns about the potential fiscal impact caused some concern. However, WSCA will continue to work through the concerns and keep advocating for a framework around HSBPs this session.

HB 1760, Rep. Tana Senn’s legislation proposing to provide students with skills that promote mental health and well being and increase academic performance, also did not pass out of the House Appropriations Committee by Friday. However, the Senate version of the bill, SB 5688, sponsored by Sen. Steve Litzow, is in the Senate Rules Committee. This may be an issue included in a final omnibus education bill to be introduced later this session.

Summary: Requires Forefront at the University of Washington to convene a task force on mental health and suicide prevention at public and private institutions of higher education to determine what policies, resources, and technical assistance are needed to support the institutions in improving access to mental health services and improving suicide prevention responses. Expires July 1, 2017.

Summary: Requires the office of the education ombuds to: (1) Together with the educational opportunity gap oversight and accountability committee, develop and recommend to the education committees of the legislature a definition for the term that is variously referred to as "family engagement coordinator," "parent and family engagement coordinator," and "parent involvement coordinator"; and a model or framework for such a staff position; and (2) In developing the model or framework for the staff position, collaborate with the office of the superintendent of public instruction, the Washington education association, the public school employees of Washington, the Washington school counselors' association, the association of Washington school principals, and the state school directors' association. Requires educational service districts to develop and maintain the capacity to serve as a convener, trainer, and mentor for educators and other school district staff on social and emotional learning.
