Public Health Facility in the state
Over the years, the government has introduced various health programmes and policies to better the standard of life of its citizens.
This has improved the life expectancy of males and females at birth every year and there has been a good decline in infant mortality rate as well.

Past epidemics In Bihar
The incidence of various diseases remains high and socioeconomic status low in Bihar.
Kala-azar or visceral leishmaniasis epidemic in 1992 had reported 75,523 cases and 1417 deaths.
Other infectious diseases are malaria, tuberculosis, leprosy, and HIV/AIDS.
In June 2019, an outbreak of Acute Encephalitis Syndrome (AES) occurred in Muzaffarpur and the adjoining districts in Bihar resulting in deaths of more than 150 children, mainly due to hypoglycemia

The Chief Minister of Bihar Nitish Kumar announced an ex gratia payment of ₹4 lakh.
The Union minister of Health Harsh Vardhan visited and announced the set-up of 100-bed pediatric ward at the SKMCH as well as five virology laboratories in Bihar.
Seven pediatric intensive care units were being established.
The interdisciplinary team consisting of experts from Indian Council of Medical Research, National Institute of Mental Health and Neurosciences, National Institute of Malaria Research; National Institute of Nutrition, National Institute of Virology; National Institute of Epidemiology and All India Institute of Medical Sciences, New Delhi was formed and sent to Bihar to study the syndrome and establish the cause.

A pneumonia of unknown cause detected in Wuhan, China was first reported to the WHO Country Office in China on 31 December 2019.
The outbreak was declared a Public Health Emergency of International Concern on 30 January 2020.
On 11 February 2020, WHO announced a name for the new coronavirus disease: COVID-19.

The Government of India confirmed India's first case of Covid-19 on 30 January 2020 in the state of Kerala,
a university student from Wuhan travelled back to the state.
PM Modi on 19 March, asked all citizens to observe 'Janata Curfew' (people's curfew) on Sunday, 22 March.
while addressing the nation second time on 24 March, he announced the nationwide lockdown from midnight of that day, for a period of 21 days.
On 14 April, PM Modi extended the nationwide lockdown till 3 May.
On 16 April, lockdown areas were classified as "red zone", indicating the presence of infection hotspots, "orange zone" indicating some infection, and "green zone" with no infections.

ARRIVAL IN BIHAR
The first case in Bihar was reported in Munger district on 22 March 2020.
A 38-year-old who was confirmed positive for coronavirus, was also its first victim, had travel history to Qatar.
so far now in 22 districts of the state, Munger has the highest number of cases.
As on April 28, a total of 366 cases, 2 deaths and 56 recoveries.

The Government of Bihar (GoB), through the Bihar Rural Livelihoods Promotion Society (BRLPS), an autonomous body under the Department of Rural Development, is spearheading the World Bank aided Bihar Rural Livelihoods Project (BRLP), locally known as JEEViKA with the objective of social & economic empowerment of the rural poor. Subsequently, the Livelihoods Restoration and Enhancement component of Bihar Kosi Flood Recovery Project (BKFRP) was also taken into the fold of JEEViKA.
Over a period of the next 10 years, the mandate is to mobilize 12.5 million rural HHs into 1 million SHGs (Self Help Group), 65000 VOs(Village Organization) and 1600 CLFs (Cluster Level Federation).

The Present national lockdown was imposed under DM Act as per Order dated 24-03-2020 of NDMA ‘to take measures for ensuring social distancing so as to prevent the spread of COVID 19’ (S 6(2)(i)).
Additional guidelines were issued on the same day by the Ministry of Home Affairs, being the Ministry having administrative control of disaster management (S. 10(2)(l)).
In Bihar, Hotel Patliputra Ashok with 200-bed capacity in Patna and an another hotel in Gaya with 100-bed capacity earmarked for isolation purpose.

include: (i) wheat and wheat products, (ii) masks and hand sanitisers, and
(iii) potato and onion.

Education: On April 8, the cabinet approved the proposal to promote students of Class I to XI (except class X) without annual examination.
Legislature: Salaries of MLAs and MLCs have been reduced by 15% for one year. The amount will be donated to the state’s Corona relief fund.
Labour and employment: On April 16, the Chief Minister issued directions to resume public works under the Saat Nischay Programme, Jal Jeevan Hariyali Yojana, and MNREGA.
