Six Monthly Compliance Report to Specific & General Conditions of EnvironmentalClearance ( EC) - F. No.: 10-45/2010 –IA.III dated 19 September, 2011 , October 2014 to

March 2015

This report presents the six monthly compliance (October 2014 to March 2015) report with respect toSpecific & General conditions as stipulated in the Environmental clearance Letter (EC-MoEF, F.No.:10-45/2010–IA.III dated 19 September, 2011) for the project “Improvement/Up-gradation of Runnisaidpur-Bhiswa Road (SH-87) Length- 67.486” Kms in the state of Bihar. The compliance status w.r.t Specific &General Conditions of EC has been briefly summarized below in table 1 for the period October 2014 toMarch 2015.

(i) The project indicated cutting of 482 treesfor the widening of the road. Necessaryprior permission shall be obtained forcutting of trees from the competentauthority. Compensatory afforestationshall be carried out as per stipulatedconditions of MoEF and State ForestDivision.

The BSRDC has obtained necessary permissionfor roadside tree cuttings for a number of 1511trees from the concerned DFO. A total number of232 tress have been cut so far. [40 (girth size- 300to 600 mm), 63 (girth size from 600 mm to 900mm), 113 (Girth size 900 mm to 1800 mm) and 16(Girth size above 1800 mm)]. The payment forcompensatory plantation has been deposited withthe forest department as per their estimation.Compensatory plantation will be carried out by theForest Department.

(ii) Rainwater harvesting including oil andgrease trap shall be provided. Waterharvesting structures shall be located atevery 500 mts along the road. Verticaldrain type rainwater harvesting structuresshall be set up to minimize surface runofflosses of rainwater.

Presently road construction work is in progresswhich includes clearing & grubbing, earthwork,embankment, subgrade, GSB, WMM; constructionof CD structures, bridge works etc. The rainwaterharvesting structures will be provided during theside drain construction activities in the area wherewater table is more that 5 m below the groundlevel.

(iii) R&R shall be as per the guidelines ofstate/Central Government.

Being Complied. Distribution of Compensation/assistance to the project affected parties (PAPs)has been started as per the Entitled matrixapproved by the State Govt.

(iv) IRC guidelines shall be followed forwidening and up-gradation of road

water and soil (once during the whole constructionperiod). Test results for air, noise & water indicatethat no exceedance w.rt NAAQS (CPCB/BSPCB) &IS-10500-has so far taken place in any parametersfor air, noise & water quality levels. The monitoringreport for October to December 2014 quarter asavailable is enclosed as Annexure-I.

(vii) Rainwater harvesting including oil andgrease trap shall be provided. Waterharvesting structures shall be located atevery 500 mts along the road. Verticaldrain type rainwater harvesting structuresshall be set up to minimize surface runofflosses of rainwater.

(viii) The seismic nature of the area shall betaken into account while designing theproject.

This has already been taken into considerationduring the designing of the project.

(ix) No ground water shall be used for theproject. The project proponent shall obtainnecessary permission from the stateirrigation department before drawingwater from the river sources for thepurpose of the proposed constructionactivities.

As per CGWA policy, 2009 the infrastructureprojects are exempted from permission for windrowof water upto 2000 cubic meter per day in alluvialplain. The entire project is located on alluvial plainand the abstraction of water is below 2000 cubicmeter per-day for the construction activities,therefore, NOC for abstraction of groundwater upto2000 cubic meters is not required from CGWA.

(x) Sidewalk shall be provided along thebridges

There is provision of 32 minor bridges in theproject. Sidewalk has been incorporated in designof all the proposed bridges. The constructionactivities for all minor bridges are in progress.

(xi) The drain shall be at least 1 m away fromthe toe of the embankment of the roadadopting IRC guidelines

Permanent drainage will be provided in accordancewith the IRC guidelines and specifications. Thedrainwork has been initiated at Km 1+450 to Km1+700. The distance of the drains from toe of theembankment has been maintained as perspecification.

(xii) Longitudinal drains shall be provided allalong the project road to ensure properdrainage of the area. In addition,adequate number of underpasses andculverts to act as cross drainage structureshall also be provided.

There is provision of 156 numbers of culverts and32 numbers of minor bridges in the project as crosswater drainage structure as per IRC guidelines forensuring proper drainage of the area. In addition tothat there is provision of viaduct at ROB which willact as underpasses.

(xiii) The solid waste generated shall be usedfor rehabilitating the borrow area.

The solid waste in the form of earth work materialsare generated due to roadway cutting and drainexcavation shall be reused used for sub-grade andearthen shoulder and rehabilitating the borrowareas . Besides this significant quantities ofmaterials generated during clearing and grubbinghave been already has disposed off inenvironmentally sustainable manner and also hasbeen re-used in the strengthening of local villageroads, haul roads.

(xiv) For providing safety to the crossing Road safety provisions will be provided by following

animals and avoid road accidents speedbreakers/ rumble strips shall beconstructed at the identified locations ofthe animal movements. Enoughhoardings and signages shall also be putup for public and vehicles convenience.

IRC guidelines and specifications.

The temporary guiding and warning signage havebeen provided as per IRC: SP:55-2001 in providingall signs, diversions, delineators,barricadings andother traffic safety measures during Construction.

There is adequate provision of permanent safetysignboards, zebra crossing, barricading, speedbreakers, etc. which shall be provided as per IRCspecifications and guidelines before allowing thetraffic over the constructed road.

(xv) Minimum of three times the number oftrees to be cut shall be planted. It shall beensured that the trees planted as a part ofthe afforestation shall be of the samespecies/ local species and survival shallbe monitored. Transplantation of treesshall be carried out wherever possible.The tree plantation shall be taken up onthe extreme end of the road.

At present the road construction activities are inprogress. The tree plantation shall be carried in theratio of 1:3 in consultation with the ForestDepartment and by following the IRC guidelines onplantation on substantially completed section inorder to maintain the survival of the trees. BSRDChas tied up with government nursery for supply ofhealthy tree saplings for the plantation activity.

(xvi) Necessary permission for tree felling fromthe concerned department shall beobtained before commencement of theproject work and copies of the same shallbe submitted to this Ministry.

The permission for felling of 1511 number of treeshas been obtained from concerned forestdepartment vide letter No1471 dated 16.5.2012

(xvii) Adequate number of underpasses shallbe provided in the habitation areas. Thedetails of such underpasses shall beprovided to the Ministry within 6 monthsfrom the date of issue of this letter.

The underpasses will be provided whereverwarranted in accordance with the IRC guidelines.Two viaducts have been provided at ROB whichcan be used as underpasses.

(xviii) Necessary Clearance from the StateGovernment shall be obtained forextraction of sand from rivers.

Presently the sands are being procured fromlicensed sand quarry. The legal compliances withrespect to sand extraction have been ensured andnecessary royalty has been paid accordingly to theconcern department. In case of opening ofContractors own quarry, the compliance with thestatutory norms will be ensured prior to extractionof materials from such area.

(xix) Proper signage shall be installed atappropriate locations for the convenienceof the traffic movement.

Temporary Traffic Diversion signages have beenprovided during construction at the constructionzones as per IRC guidelines and is strictlymonitored for adequacy and effectiveness. Thepermanent signages will be provided on the roadas per IRC Guidelines before allowing the traffic

(xx) The embankment/slopes and the slopesleft after cutting shall be provided withvegetative turfing to avoid erosion.

Presently road construction works in progress. Theslope protection measures will be provided at highembankment slopes in the form of grass turfing andstone pitching to avoid soil erosion problem.

(xxi) The hot mix plant shall be located at least500 mts. Away from habitation and on thebarren land to avoid its adverse impact on

the human population P/T( NOC) -4813-7.14637 dated -10.05.13 andvalid from 01.04.2013 to 31.03.2016. .The new site for Hotmix Plant has been identifiedfor establishment at Bahera Village and Gopalpurvillage along the project stretch. The siting criteriaas per norms has been followed by the contractorConsent to Establish (CTE) has been obtained forsetting up a HMP/Batching Plant/WMM Plant atKhasra Nos 1328.294 and 1784, Mouza-Bahera,Jahidpur, PS- Nanpur, District-Sitamarhi.Copies of CTE submitted. Valid from 25.08.2014 till24.08.2015.(Order no PT-936/14, dated25.08.2015. Application filing for Consent toOperate is under process.

(xxii) Rehabilitation and payment ofcompensation to the project affectedpeople (PAPs) shall be made as per thepolicy of the State Government.

The updated Resettlement and Rehabilitation planfor Project Affected Peoples (PAPs) has beenprepared for the project as per the policy of stategovernment and ADB Policy. The BSRDC hasappointed experienced NGO for implementing theR&R plan.

(xxiii) Noise barriers shall be provided atappropriate locations particularly in theareas where the alignment passesthrough inhabited area so as to ensurethat the noise levels do not exceed theprescribed standard.

Noise pollution mitigation measures shall beprovided as per EMP guidelines.

(xxiv) For road safety, IRC guidelines in respectof road signages, service roads, busbays, intersections, pedestrianscrossings, etc. shall be strictly adhered to.

Temporary Traffic Diversion signages have beenprovided during construction at requiredconstruction zones as per IRC guidelines and isstrictly monitored for adequacy and effectiveness.The permanent signages will be provided on theroad as per IRC Guidelines before allowing thetraffic. There will be 4 bus-bays at Nanpur,Hariharpur, Barahi and Parihar village.13 numbersof junctions improvements have been proposed.

6. General Conditions(i) Adequate provision for infrastructure

facilities including water supply, fuel andsanitation must be ensured forconstruction workers during theconstruction phase of the project to avoidany damage to the environment.

The workers camp has been provided at Baherabase camp. At camp site all the basic facilities forthe workers including safe drinking water facilities,toilets & bathrooms with covered septic tanks &soak pits, covered wastewater drainage system,first aid facilities, supply of LPG for cooking, othersanitation facilities have been provided as pernorms and EMP guidelines. Aforementionedhousekeeping issues are strictly monitored onregular basis. Periodic health checkups andHIV/AIDS awareness programme have also beenorganized for workers.

(ii) Appropriate measures must be takenwhile undertaking digging activities toavoid any likely degradation of waterquality.

No incidence of water quality degradation has beenencountered so far during construction activities. Allprecautionary measures given in the EMP arefollowed strictly under supervision of Consultant &

BSRDC.(iii) Borrow sites for each quarry sites for road

construction material and dump sitesmust be identified keeping in view of thefollowing:

(a) No excavation or dumping onprivate property is carried outwithout written consent of theowner.

(b) No excavation or dumping shallbe allowed on wetland, forestareas or other ecologicallyvaluable sensitive location.

(c) Excavation work shall be done inclose consultant with the soilConservation and WatershedAgreed. Development Agenciesworking in the area and

(d) Construction spoils includingbituminous material and otherhazardous materials must not beallowed to contaminate watercourses and the dump sites forsuch materials must be securedso that they shall not leach intothe ground water.

During borrow area selection, due consideration isbeing given in order to avoid environmentalsensitive features in the proposed borrow area.

Complied. Consent Letters from concerned landowners have been obtained and records areavailable with BSRDC/ Consultant & Contactoroffices.

Complied. No borrow area is located in wetland,forest area or any other ecologically valuablesensitive location. No excavation or dumping isbeing carried out on such sensitive area.

The construction spoils have been/ are beingreused for road construction and strengthening oflocal village & haul roads. The appropriate dumpingsite will be identified for disposal of not re-usableconstruction waste and will be disposed inenvironmentally & socially sustainable manner.

(iv) The construction material shall beobtained only from approved quarries. Incase new quarries are to be opened,specific approvals from the competentauthority shall be obtained in this regard.

The construction materials are being obtained onlyfrom approved /licensed quarry. No new quarry hasbeen opened in this project till date.

(v) Adequate precautions shall be takenduring transportation of the constructionmaterial so that it does not affect theenvironment adversely.

Materials are being transported in covered vehiclesto prevent any spillage & dust emissions.

(vi) Borrow pits and other scars createdduring the road construction shall beproperly leveled and treated.

Total number of 23 borrow areas are in operationand shall be rehabilitated in post–monsoon seasonas per IRC /ADB guidelines as given in the IEE

(vii) Adequate financial provision must bemade in the project to implement theaforesaid safeguards.

(viii) The project proponent will set up separateenvironmental management cell foreffective implementation of the stipulatedenvironmental safeguards under thesupervision of a Senior Executive.

The BSRDC has appointed EGIS India ConsultingEngineers India Pvt Ltd as Supervision Consultantto supervise the entire work progress ofconstruction activities including compliance to thecontractual obligations and specifications by theContractor and to monitor the compliance to ECconditions & EMP implementation including itsreporting. Supervision Consultant has site office/sconsisting of experienced Team Leader, ResidentEngineer, Pavement & Material Engineers, Quality& Quantity Engineer & Field Engineers besides anEnvironmental Specialist who carries out periodiconsite assessment of EMP implementation andregular monitoring of EMP implementation & allconditions of environmental clearance byinteracting with the entire team of SupervisionConsultant, Contractor & BSRDC. The Contractorhas appointed Environmental Health and Safetyofficer for implementing the environmentalsafeguard measures as per contract conditions andspecification on day to day basis for differentconstruction activities.

(ix) Full support shall be extended to theofficers of this Ministry/Regional Office atBhubansewar by the project proponentduring inspection of the project formonitoring purposes by furnishing fulldetails and action plan including actiontaken reports in respect of mitigationmeasures and other environmentalprotection activities.

(x) A six Monthly monitoring report shall needto be submitted by the project proponentto the Regional Office of this Ministry atBhubansewar regarding theimplementation of the stipulatedconditions
