Message from Bienestar Board President

Dear Bienestar Friends,On behalf of the Bienestar Board of Directors we are pleased to present the 2013 Annual Report.  We are proud to report significant 

achievements toward the goals outlined in our 2012‐2015 Strategic Plan, and advancement of our mission to build housing, hope and futures for the well‐being of working families and seniors. Highlights of  2013 include:

• 100% lease‐up of Juniper Gardens, 24 farmworker apartments in Forest Grove• Partnership with City of Cornelius to develop a new Library + senior housing• Pathways from Poverty resident service programs continue for youth and adults• Celebrating 32 years of providing affordable housing in Washington County• First ever fundraising event a great success:  Homegrown at Montinore Estate• Recetas, new social enterprise and job training program launched• Biennial door‐to‐door resident survey completed• We had a banner year in fundraising ‐ $222,334 from donors, foundations and government grants

• Juniper II financing closed – construction started January, 2014; on 22 newfarmworker apartments in Forest Grove

We thank our wonderful staff, dedicated board members, generous donors and funders, our Promotores, our committed volunteers, and the many partners with whom we work.   Most importantly, we thank the 487 families whom we serve – their hard work, striving, strengths and hope inspire us daily.  Sincerely,

Promotores, our resident peer leaders, are critical to the success of our Pathways from Poverty initiative.  With  a Promotor(a) at each property, we are able to stay attuned to the needs of our residents.  These Promotores receive special leadership training and through home visits help to connect their neighbors to information, resources and referrals.  In 2013 they also conducted the door‐to‐door resident survey at their properties.  Their leadership also helps to augment staff capacity. They are the Latino community leaders of the future.

Highlights 2013

• Celebrated 32 years of service in Oregon

• Leased up Juniper Gardens I, 24 farmworker apartments in Forest Grove; 100% occupied immediately following construction completion in December, 2013.

• Closed financing on Juniper Gardens II, 22 additional farmworker apartments.  Financing included $1.5 million grant from USDA, Farmworker Housing Tax Credits, HOME funds, OHCS funds, and loan and rental subsidies from USDA.

• City of Cornelius signs Memorandum of Understanding with Bienestar to develop new Library with two floors of affordable housing for low‐income seniors.

• Predevelopment planning continues for Benessere Village, 52 apartments for low‐income seniors in downtown Hillsboro.  Hillsboro Planning Commission approves Bienestar plans to restore historic Donelson House and convert it to a retail café for Recetas, our new culinary skills job training program and social enterprise.

• Auditor confirms that 96 cents of every dollar supports programs for residents

More Highlights 2013

• Bienestar selected by U.S. State Department as one of 16 nonprofits in the United States to host a delegation of nonprofit leaders from China to benchmark best practices.

• One family cashed out their IDA (Individual Development Account) and received their 3:1 cash match in order to start a small business in car detailing.

• Two Bienestar GED students received their high school equivalency diplomas in 2013.

• Another year of 100% Board & Staff giving

• Four Bienestar teens in the Education Navigation program are attending Portland State University.  They are all first generation college students in their families.

• Recetas program was launched and first group of culinary skills training students graduated in 2013.  Catering business was launched.  This program was funded by the Paul G. Allen Foundation.

Cornelius Place ‐ 2013

Cornelius City Council votes to name Bienestar as developer to build a new City Library with 41 apartments on two floors above for low‐income seniors ages 62+ in downtown Cornelius.  Project team:  City of Cornelius, Cornelius Library, The Nielson Group, Scott/Edwards Architecture, YMCA, Walsh Construction.  Predevelopment funding from Community Housing Fund & Office of Community Development of Washington County.

Benessere Village is a proposed 52 unit project in downtown Hillsboro for  low‐income seniors.  Plans for the Donelson House on the site (pictured left) were approved by the Planning Commission in 2013.  Plan is to restore the house, move it on the site and convert it to a café for our Recetas social enterprise and culinary job skills training program.

Success Story:  ELSA

Elsa and her family emigrated to the U.S. from Mexico about 10 eyars ago  through a family unification program.  She and her husband  Gilberto worked in agriculture, and lived at Elm Park Apartments for eight years.  They have four sons.  Their youngest son Cesar was born with spina bifida and doctors in Mexico told her he would never walk and would likely not survive long.  After coming to the U.S., he was treated at Shriners Hospital where he was given braces.  She says one of her happiest moments was when he graduated from HeadStart and was able to walk on stage with the other children and sing and dance.

Elsa applied to be a Promotora at Elm Park because she wanted to start changing her life.  Her greatest challenge was to overcome the fear of doing things she hadn’t done before.  It was hard for her to approach people and start a conversation –she would actually start trembling at the prospect.  Her experience as a Promotorachanged all that.  She communicates without being nervous, can explain things clearly and accurately and helped Bienestar families get the help they needed.  She participated in Bienestar’s ESL, GED, financial literacy and computer classes.  She also enrolled in our IDA program to get the 3:1 matched savings  for her eldest son Gilberto to go to Western Oregon College where he is studying to become a police officer.  

Elsa’s son Juan Carlos participated in the Bienestar/City of Hillsboro internship partnership.  He had a paid internship in the Engineering Dept. at City Hall, and is now attending PSU to study engineering.  He participated in the BienStar Savers program, Education Navigation, and Financial Fitness for Life at Bienestar.  Emmanuel joined our Education Navigation  and IDA program to save for college.  He also wants to be a police officer.  Cesar has participated in Homework Club, Music Classes, Financial Fitness for Life, Soccer Club, Basketball Club and AKA Science while the family lived at Elm Park.

Following her experience as a Promotora, Elsa felt that she was ready to advance beyond farmwork, and Bienestar’s Job Club helped her get a position at a fitness center in Portland.  With more income and the help of Bienestar’s homeownership counseling program, the family bought a single family home last year.

As we look back on 2013, I am reminded of this quotation by Margaret Mead:  “Never doubt that a small group of thoughtful, committed people can change the world.  Indeed it is the only thing that ever has.”   This year at Bienestar we have  been blessed to witness the success of our Pathways from Poverty initiative in creating change in the lives of the families we serve.   A heartfelt thanks goes to dedicated staff, Board, volunteers, partners, funders and friends for helping us to build housing, hope and futures in 2013.
