April 11, 2017

5:35 P.M.

Newport, Oregon

The City of Newport Bicycle/Pedestrian Committee met on the above date in Conference Room A of the Newport City Hall. In attendance were Marsha Eckelman, Eric Hanneman, Wendy Henriksen, Geri Kern, Chuck Forinash, and Wendy Engler. Also in attendance was Rachel Cotton, Associate Planner. Non it attendance were Maryann Bozza, and Susan Hogg.

ROLL CALL

Cotton opened the meeting with a roll call. She asked for additions to the present agenda and nothing was noted.

APPROVAL OF MINUTES OF THE MEETING OF MARCH 14, 2017

MOTION was made by Forinash, seconded by Henriksen, to approve the minutes of February 14, 2017, as presented. The motion carried unanimously in a voice vote.

UPDATE OF NEWPORT BIKE MAPS

A discussion ensued regarding the bike maps. Cotton has been unsuccessful in getting the digital version of the wayfinding map. She asked the Advisory Committee if they wanted to change the colors of the map to match the Wayfinding map. The background color would be replaced with something similar. The AC is in agreement with this. Forinash asked if Jason at Pioneer Printing was involved with design. They did the original design and Cotton hasn’t talked to them yet. Cotton had Bill Posner shoot better pictures for the map.

Cotton discussed last meeting’s question on if there is a convention for “multi use” vs “mixed use” for paths. Cotton explained that Tokos suggested using the conventions that State Parks does. A discussion ensued on whether shared use is a better term than mixed use.

Hannenman suggested the walking map be a different color if the bike map colors are changed. Walking maps will be a future project.

A discussion ensued regarding the photos that were submitted by Bill Posner. The AC reviewed the photos and commented on which photos they liked. Cotton said the AC could request the photos be taken at different angles by Posner. Cotton recorded the AC’s comments on photo choices. Hannenman asked if the photographer would charge for retakes. Cotton explained the retakes are included in his charges. The AC noted that the cover graphics should be kept as well. Pictures from different angles are requested for the turnaround at Nye Beach. Cotton suggested getting photos of the multi use paths in South Beach. The AC agreed.

Cotton asked the AC if they wanted to update the descriptions. Eckelman suggested adding a description for the South Beach multi use path. Forinash asked why they didn’t choose Benson

A discussion ensued on the route and considerations for both roads. Forinash suggested AC members drive the roads and give a report at the next meeting.

Cotton reported the digital maps should be ready soon and she will have them for the next meeting. Forinash said that the Arts Committee requested that the public parks with art in them be highlighted on the City Parks Loop map. The Art Committee suggested a white dot inside of the green dot to show that these parks have art in them. Engler asked if their committee is making a separate map of public places with art. Forinash doesn’t think so. Eckelman suggested their committee bring a list of parks with art to the AC to include on the map. Forinash will reach out to the Arts Committee to get the list.

Engler suggested a new photo for the City Hall. She noted the compass is wrong and needs to be changed. A discussion ensued regarding the look of the compass graphic. Cotton suggested this be discussed when there is a mock up to review.

Engler suggested a new route for the shopping loop. A discussion ensued regarding the best route to take. Cotton will incorporate all the AC’s input and create a mockup.

BIKE/PED INFRASTRUCTURE INVENTORY PROJECT

The sidewalk inventory project is discussed. Cotton is manually putting in the sidewalks from north to south into GIS. She listed the routes that need to be reviewed and asked for AC members to volunteer to assess different areas. Cotton recorded the areas the AC members signed up for. She explained that the blue on the map is what the AC should be checking and the orange shows existing sidewalks. She asked the AC to check to see if the orange areas are accurate while assessing the blue areas. Cotton reviewed the instructions on how the AC will record data for their areas. The curb distress descriptions and examples handout should be used to note sidewalk conditions.

ADA issues are discussed. Cotton explained how ADA issues should be recorded when checking designated areas. Forinash asked if the City is in a position to make ADA upgrades once they are noted. Cotton said she would need to check with the City Attorney. Engler asked if this is the beginning of the City redoing all the sidewalks. Cotton explained the City is doing a transportation system plan update and, in anticipation of this, the data will help identify priorities for fixes.

Eckelman asked if there has ever been talk about how there aren’t very many speed signs around town on side streets. It is assumed it is 25 MPH. There are areas the AC suggested 20 MPH and Public Works said no. The AC requested Cotton email the meeting slides to them.

Cotton covered questions for staff from last meeting. The City does not meet regularly with ODOT because ODOT had a big staff shift. The City is working on reestablishing a meeting schedule. The Harbor Way sidewalk does not have a timeline but it is coming. The engineer said

he thinks he can put in a couple of parking spots. Cotton reported the $15,000 from the State gas tax for bicycle and pedestrian improvements is earmarked for sidewalk repairs according toPublic Works. Cotton to clarify what happens if the funds aren’t all used during the year the funding is received. The sharrow priorities will not include Bay Blvd right now. City Council requested a report on sharrows. Kern supplied some information on sharrows to Bozza.

A discussion ensued regarding the need for sharrows on Bay Blvd and Nye Street. The City Council could be a partner to establish a clearer policy on sharrows. Forinash requested that the minutes reflect that the AC would like the width of the street on Nye Street be evaluated to see if it could accommodate bike lanes. At the last meeting, the AC determined that parking would have to be taken away on one side of the street. For this reason, the AC decided last meeting to prioritize sharrows on Nye Street ASAP and bicycle facilities improvements would bea medium to long-term project. The AC agrees that this is what was discussed and requested these items be added to this meeting’s minutes so they are recorded. The AC agreed that at the last meeting they suggested the AC have a strategy to not fixate on the lack of sharrows on the Bayfront. The AC would wait for Public Works to complete their improvements on Bay Blvd from Hatfield Drive to the Embarcadero. Then, the AC could continue the conversation at a later time. Forinash asked if Public Works would approve sharrows on Nye Street for the next construction season. Cotton said this is where the City Council gets involved. This is a good place for the City to establish a policy on sharrows. Cotton suggests the AC write a letter in conjunction with the report on sharrows.

Cotton addressed Henriksen’s question concerning speed limit signs. The procedure to get a speed sign is to put in a request to Public Works. They do a traffic study and look at accidents. Cotton recommends the AC do this and wait to hear what Public Work’s response is. Forinash asked how the AC gets notification of these studies. Cotton to talk to Public Works to find this out.

BICYCLE/PEDESTRIAN ACCIDENTS

No accidents to report for April.

COMMITTEE COMMENTS

Hanneman reported that there are a lot of storm sewer grates that run parallel with traffic. These are easy for bike wheels to fall in, especially at night. He requested a policy by the City to run them perpendicular to the flow of traffic. Cotton instructed Hanneman to call Public Works to report this.

Engler asked about the cost comparison between asphalt sidewalks compared to concrete paths. Cotton reminded that this was in reference to the Agate Beach Wayside path. The AC communicated they wanted concrete instead of asphalt. The contractor will speck it out and give different costs and Cotton will report back to the AC about this. Forinash asked for a report

that was more general that shows what an asphalt sidewalk would cost and what a concrete path would cost. Cotton to add this to her questions.

Kern requested an update on the status of projects. Cotton reported the Agate Beach trail connector comments were shared with the engineer and are still in the preliminary stage. The Harbor Way sidewalk hasn’t had any changes. All other projects don’t any other updates. Kern requested the discussion about grants for bike racks be included on the next meeting’s agenda. Forinash asked about the dates on projects. Cotton said the budget line items will indicate yearsfor all the projects. Cotton will send AC link to the departmental reports that are sent out to the City Council every month.
