SPPO/OIC Nelia Rivero, PPA Region 5’s GAD Focal Person coordinated with the Naga City Women’s Council in inviting Resource Persons on the advocacy for Gender and Development. The Council sent two competent speakers in the persons of Ms. Emily E. Saulon and Ms. Shyla Joy B. Dumalasa. In the Basic Training, their discussion was focused on the differences between Gender and Sex in relation to gender and development. Different gender issues, biases and inequalities were likewise identified. While in Gender Mainstreaming, topics on how to resolve gender issues and inequalities were explained comprehensively. The speakers clearly laid down the steps of Gender Mainstreaming which were divided into four stages: the Foundation Formation, Installation of Strategic Mechanisms, GAD Applications and Commitment Enhancement and Institutionalization. Gender mainstreaming is a development strategy to help SPPO/OIC Nelia C. Rivero was awarded a Plaque of Commendation by the Malinao Treatment and Rehabilitation Center in recognition of her valuable services and support in the treatment and rehabilitation of drug dependents in Bicol. Miss Rivero has been very religious and hardworking in the submission of Petitions for Voluntary Confinement and was able to recommend the biggest number of drug dependents for confinement in the Bicol Region. Tens of thousands of pilgrims, devotees, tourists come to Naga City every September for a nine-day festivities in honor of Our Lady of Peñafrancia, the Patroness of Bicol, endearingly addressed by Bicolanos as INA (mother). The festivities begin with the famous Traslacion procession during which the images of the Lady of Peñafrancia and the Divino Rostro (Holy Face) are brought by barefooted male voyadores from the Basilica through the main streets of the city to the Cathedral. This procession, which usually lasts for 4 hours, is participated in by thousands of devotees from all over Bicol and other parts of the country and of the world.

The devotion started three hundred years ago, in 1710, when Fr. Miguel Robles de Covarrubias had an image carved, and chapel built and processions held in honor of the miraculous image of the Virgin of Peñafrancia on account of the many favors he received through the help of the Virgin, especially pertaining to his health. Since then the devotion has grew and has even reached abroad. Devotees’ accounts of healing and favors received through her intercession are a reason for the spread of the devotion. Many have come to Naga as curious visitors and left as devotees of the Virgin. This year, 2010, the devotion marks its 300th year. The Archdiocese of Caceres, through the initiative of our Metropolitan Archbishop, Archbishop Leonardo Legaspi has set the spiritual and pastoral foundation towards a meaningful and fruitful 300 years celebration this September, 2010. The Archdiocese outlined a three-year preparation for the tercentenary with each year centered on a particular theme and objective. In Year 1 (September 2007 to September 2008) whose theme is, Remembering the Gift of the Devotion to Ina, was dedicated to revisiting the history of the devotion in view of a deeper understanding of the same devotion. In Year 2 (September 2008 to September 2009) whose theme is Renewing the Faith through Ina, was dedicated to appreciating the devotees’ giftedness towards a more vibrant and relevant faith life. And today, Year 3 (September 2009 to September 2010) whose theme is Sharing the Future in Hope, is dedicated to envisioning the future with the intent of sharing the fruits of the devotion to the next generations. This year, the Church in Bicol celebrates in thanksgiving the grace of 300 Years of Devotion. The over-all theme of the celebration is “A Gift received, a Gift to share”.

PPA Region V is one in celebrating this momentous religious festivity because we believe that INA is God’s gift to us and we want to share this gift of devotion to others. We, Bicolanos would like to share the Future in Hope by loving and sharing our stories of faith…sharing our love for INA like never before. From the words of Most Rev. Edward Joseph Adams, Apostolic Nuncio to the Philippines and the Fluvial Mass Presider, the Bicolanos are “Pueblo amante de Maria” (people who love Mary). The Rinconada BAR Association (RBA) under the leadership of City Prosecutor Roberto Jocom Jr. in partnership with the officers and members of the Integrated BAR of the Philippines (IBP) Camarines Sur Chapter and the Federacion International De Abogadas (FIDA) hosted a Testimonial Dinner and Fellowship in honor of its two active members who have been appointed in the top brass positions under President Aquino’s administration on September 12, 2010 at the Iriga City Convention Plaza.

The honorees are former Commission on Human Rights (CHR) Chairperson now Department of Justice (DOJ) Secretary Leila M. De Lima who is a native of Iriga City and former IBP President, who now heads the Office of the Solicitor General, Jose Anselmo I. Cadiz of Baao, Camarines Sur and Naga City.

Tasked to deliver testimonial speeches for Secretary De Lima were Atty. Raquel Sirios-Payte and Mayor Madelaine Alfelor-Gazmen, of Iriga City who was represented by City Administrator Aldo Turiano while for Sol. Gen. Cadiz were former IBP Camarines Sur President Leo Arnel Caayao and Mayor Mel Gaite of Baao, Camarines Sur.

Esteemed guests present in the said prestigious event were Congressman Salvio Fortuno of the 5th Distrcit of Camarines Sur; Rev. Msgr. Jonie Aguirre, Parish Priest of St. Anthony of Padua Parish, Iriga City; Honorable Judges from the RTC and Municipal Trial Courts in Iriga City, Camarines Sur and Albay; heads and officials of the agencies under the Deparment of Justice such as the City and Provincial Prosecution Offices, Public Attorneys Office, Parole and Probation Administration and the National Bureau of Investigation. Regional Director Allan B. Alcala and CPPO Amy Helconida H. Sarmiento represented PPA-DOJ Region V and Iriga City PPO, respectively.

Secretary De Lima is the daughter of Former COMELEC Commissioner Vicente De Lima and the former Norma Magistrado of Iriga City. She graduated

Valedictorian in Elementary and High School at the La Consolacion Academy (now La Consolacion College) and Salutatorian when she graduated in the College of Law at San Beda College. She was 8th placer in the BAR Examinations. She personally describes herself as “matapang na abogado”. Before her appointment as DOJ Secretary, she served as Election and Human Rights lawyer. In her speech, she said: “I am very humbled by my appointment as Secretary of Justice because I never dreamed of serving the government more so of being appointed in one of the most important departments of the country.” But she emphasized that accepting the responsibility means no-nonsense business for her, that she will take her job by heart because her sense of service runs in the blood, as an upbringing from his father. She had a Spartan training to be concerned for the oppressed. She added that her family is her source of happiness. Addressing the members of the BAR present and employees of the Department of Justice in fighting against graft and corruption, she stressed: “We need the participation of the entire nation and the entire body of the people, especially the members of the legal profession, who in many ways are the pillars of the community. I ask you to all join us in the administration as we work to find ways to diminish graft and halt corrupt practices, bringing an end to the culture of impunity and seek to install to its place a culture of accountability and a becoming respect to human rights and the rule of law. This is my mission and my commitment as Secretary of Justice.” Solicitor General Cadiz, on the other hand, who claims her mother who is a native of Baao as his greatest influence, focused his message in appealing to the people to support the Aquino Administration. REGIONAL SELECTION BOARD ATTENDS CSC SEMINAR

Some personnel of PPA Region V joined the 2010 National Milo Marathon on October 24, 2010 in Naga City. They are Amy Sarmiento, Mario Midel, Nelia Rivero, Ma. Louisie Aban, Nenita Mendoza, Ma. Eva Sta. Ana and Jesusa Martinez who all participated in the 5 kilometer run. This is the 2nd time that PPA Region V participated and adhered to the advocacy in running for a cause which has been spearheaded by Milo. Since its first run in 1974, the National MILO Marathon has now become the biggest running event in the country. Its immense popularity has attracted runners from all age groups to participate, including children. However, a lot of these driven young runners don’t have shoes. Imagine seeing a little boy run kilometer after kilometer of rough cement barefooted. This moving scene inspired MILO to make this year’s run more meaningful, by giving out running shoes to thousands of underprivileged school children. PPA Region V supports this cause. This year, in line with its commitment to build champions, the National Milo Marathon provided under-privileged children with running

shoes. A portion of the registration fee of every runner was allotted to the advocacy. The money collected from all the participants was used to produce running shoes that were donated to different public schools selected by the Department of Education in the areas where the 2010 Milo Marathon was held all over the country. The root of this advocacy lies in MILO’s belief that they are not just giving these children running shoes. They are giving them something that they can wear to school, for sports and other activities. It’s definitely a step to help them reach their true potentials and be the best that they can be. A week before the Milo Marathon, Mario Midel and Marsal Rodriguez likewise joined the International Summit Cam. Sur Marathon, a qualifier to the 13th IAFF Track and Field Championship in Korea. This running event was participated in by runners from all over the world, local celebrities in the Philippine showbusiness, government and non-government agencies, and all other marathon enthusiasts. The event was hosted by the Provincial Government of Camarines Sur headed by Governor L-Ray Villafuerte.

T h e R e g i o n a l Selection Board of PPA Region V attended an Appreciation Course on Recruitment and Selection for Personnel Selection Board (PSB) on November 10-11, 2010 at the Civil S e r v i c e C om m i s s i o n Regional Office in Legazpi City. T h e R S B i s composed of CPPO Emma V a l e n c i a n o a s t h e Chairperson, CPPO Amy Sarmiento, 2nd level representative, Acting AO Jesusa Martinez as member and AA IV Marsal Rodriguez, 1st level representative. They were joined by Regional Director Allan Alcala.

The topics discussed in the seminar-workshop include the Composition of the Selection Committee, Modes of Publication of Vacancies, Selection and Assessment Methods and T ec hn i q ue s , B ac k g r ou n d I nv est igat i on, In terv iewing Techniques and the Assessment Result. Related laws, policies and amendments governing the Personnel Selection Process were likewise made known to the participants. The seminar was well

attended by the PSB members coming from different state universities and government agencies in the Bicol Region. The seminar workshop likewise aimed to impart the different tools used and techniques applied in the selection process.

LIVELIHOOD ALIVE IN CAM NORTE PPO By Ricky Vela

Living nowadays is very difficult, much more if one has experienced a life in prison. But challenges in one’s life have to be faced. The decision to make life to the fullest is always the lesson that Camarines Norte Parole and Probation Office is teaching its clients. In the months of August and September, the office conducted several livelihood activities. On August 9, 2010, a discussion on two very significant topics on living and survival was made. The income generating projects of the clients continue to help them earn a more decent form of living and to give them chances in regaining their prestige and confidence. Then, a Skills Training on “Tikoy” (a native delicacy) Making was demonstrated by probationer Joselito Opeda. It was followed by another Skills Training on Candle Making which was demonstrated by Ms. Lilia Avellana from the Technology and Livelihood Development Center, Daet, Camarines Norte. After the demonstration, Ms. Avellana gave an input on making a feasibility study and discussed the steps in starting a business. On September 13, a Lecture on the Importance of Waste Management was given by Mr. Ged Guinto from the Local Government of Daet. He discussed important issues on composting and making garbage reusable including fiber making and brick making. The said activities brought a big impact on the lives of the clients of this office.

CAM NORTE’S TC IN JAIL, 1ST IN BICOL

By Clarissa Cu Inmates from the Camarines Norte Provincial Jail and San Isidro District Jail successfully finished the First Phase (Orientation Phase) of the Therapeutic Community Modality Program. The phase was completed in 30 sessions which was done every Friday from October, 2009 for San Isidro District Jail and from February, 2010 for Camarines Norte Provincial Jail. This is one of the support services rendered by the Camarines Norte PPO to the inmates of the said correctional institutions so that they will be able to experience the healing community which TC provides. The success of its implementation can be credited to the utmost dedication and painstaking efforts of the staff of Camarines Norte PPO, especially CPPO Clarissa Cu, Sr PPO Enrique Vela and PPO II Estrella Villan. The graduation ceremony was held on August 10, 2010 which was attended by PPA V Regional Director Allan Alcala; Provincial Administrator Joey Boma, representing Governor Tallado; Warden Reynaldo Pajarillo of the Camarines Norte Provincial Jail; Administrative Officer Noel Pardo and Atty. Reynaldo Paguringan of the San Isidro District Jail. 26 inmates from the Camarines Norte Provincial Jail and 25 from San Isidro District Jail, Labo, Camarines Norte received their Certificates of Completion on the said phase. With the success of this program, the inmate-participants benefitted from the program and their families as well as their respective communities are grateful and hopeful that they will be able to live by the principles and philosophies that they learned from the program.

There is a saying which goes this way, “Do not be hard hearted or tight fisted toward your poor brother. Rather be open handed and freely lend him whatever he needs.” This is what applied to the case of a probationer in Iriga City Parole and Probation Office under the supervision of Sr.PPO Emily Fraginal. His case only proves that the Honorable Court holds the widest discretion when it comes to the interpretation and application of the Probation law.

Memor was granted probation on October 12, 1998 for a period of three years. He substantially complied with his probation undertaking but on February 5, 2001 he requested for a travel permit to work in Manila. Since then, he never returned. When his supervising officer conducted a homevisit, his parents revealed that he was already in Oman. In June, the office received a letter from him confirming that he was indeed in Oman looking for an employment because he wanted to pay his civil liability with his victim. However, he promised to come home if he will not be able to find a job there.

Months have passed, but he did not come home nor he continued to communicate with his supervising officer. A Violation Report was subsequently submitted by the office praying in Court for the Revocation of his probation grant. In September, the Court revoked his probation and ordered for his arrest.

In April, 2010, his wife, together with his mother and the wife of his victim came to the office to settle his civil indemnity. A case conference was conducted in the

presence of the Honorable Judge presently assigned in the Court which ordered his Warrant of Arrest. Victim’s wife agreed to accept the indemnity in the amount of P15,000.00 but the Judge advised probationer’s wife to send him home and appear in Court to explain why his probation should not be revoked. Probationer came home in July and pleaded before the Court to

lift the Warrant of Arrest issued against him and instead, his probation be terminated because he does not want to lose his job abroad. The Court requested the office to submit a Motion for Termination of Probation and finally, on October 11, 2010, Memor was terminated from Probation.

Now, he is back in Oman as a contract worker and he wrote the office and the Honorable Court expressing his gratitude for the compassion and consideration afforded him. He apologized for the violation he committed and promised to do good for the sake of his family.

LEGAZPI CITY AND ALBAY PPOs INDUCT VPA OFFICERS

By Norma Miraballes The Induction of the new set of VPA officers for the year 2010 was the culminating activity of the VPA Basic Training conducted for the volunteers of the Legazpi City and Albay Parole and Probation Offices. This was held on September 22, 2010 at the Albay PPO, Penaranda Park, Legazpi City. The new set of officers are: President, Allan Santillan; Vice President, Serapio Porciuncula; Secretary, Evelyn Arborilla; Treasurer, Ma. Jane Azotillo; Auditor, Jaime Sabalboro; Business Managers, Danilo Conde and Wilmor Hilig, Sr.; and P.I.O, Annabelle Aldea. The one-day VPA Basic Training was graced by Regional Director Allan B. Alcala who gave a very inspiring message to the newly trained VPAs. The Resource Speakers were composed of CPPO Miraballes, SPPO Boaquina, PPO II Bahoy, VPAs Llaguno, Gruta and Baluyo. The topics discussed include among others the Criminal Justice System, Parole and Probation System, Restorative Justice, Volunteerism, Communication Skills, VPA-PPO Relationship, Executive Clemency, Communi ty Resource Development, and Code of Conduct and Ethical Standard for Public Officials.

IRIGA CITY PPO TAKES PART IN NCCW CELEBRATION By Emily Fraginal

The staff of the Iriga City Parole and Probation Office headed by CPPO Amy Helconida H. Sarmiento conducted an Information Drive Activity on October 27, 2010 at the Iriga City District Jail in response to the invitation of Jail Chief Inspector Bernardo Sanchez, Warden of the ICDJ in celebration of the 16th National Correctional Consciousness Week. The important features of the Parole and Probation System was discussed by Sr PPO Emily Fraginal and PPO II Ruth Abejero while CPPO Sarmiento discussed Restorative Justice in relation to the theme of the celebration and the concept of Voluntary Confinement for Drug Dependents. AA IV Voltaire Bedural was in-charge of the power point presentation and other visual aids. VPA Amado Oliva also presented the programs of the ALS which will be introduced to the inmates in January, next year, especially the Accreditation and Equivalency Review and Examinations which will help inmates who wish to finish elementary and secondary education. After the discussion, a lively open forum ensued. Queries related to the inmates’ respective criminal cases were asked and the staff tried their best to give sufficient answers to the questions. The weeklong celebration of the ICDJ focused on the theme: “Towards Justice that Moves Beyond Punishment”. The activities initiated by the staff of the Bureau of Jail Management and Penology, ICDJ aimed to improve the physical, mental and spiritual conditions of the inmates and to provide an opportunity for them to ease their loneliness and boredom in preparation for their eventual integration into the mainstreams of society. The activities conducted include, Clean-up Drive, Lecture on Detainee’s Right to Suffrage, Thanksgiving Mass and Confession Session, Sportsfest, Visitation Services, Medical and Dental Outreach, Information Drive, Ugnayan Talakayan, Family Day, and Livelihood Products Exhibit.

The officers and members of the Bicol Parole and Probation Administration Employees Credit Cooperative (BPPAECC) gathered on October 26, 2010 to attend an Ownership Seminar and Orientation on the Implementing Rules and Regulations of Republic Act 9520. It was held at the Multi-Purpose Hall, DOJ Building, Naga City. Ms. Nelly L. Torallo, Specialist from the Cooperative Development Authority, was the Resource Speaker. She exhaustively discussed the pertinent amendments to the Law on Cooperativism as embodied in Republic Act 9520 including its Implementing Rules and Regulations. She l ikewise emphasized tha t cooperatives have the right to make its own policies to support its smooth operations and effective service to its members. However, the policies must not be inconsistent with the provisions of the law.

CAMARINES SUR PPO II INITIATES VPA BASIC TRAINING By Ma. Corazon Pontanal

The staff of Camarines Sur PPO 2 initiated the conduct of a joint Basic Training for the Volunteer Probation Aides of three field offices namely: Camarines Sur PPO 1, Camarines Sur PPO 2 and Iriga City PPO. The seminar was held on February 17, 2010 at the Department of Agriculture Regional Office, San Agustin, Pili, Camarines Sur. The staff of the three offices solicited funds in order to defray the necessary expenses for the said activity such as food, training materials and lodging fee of the participants. Gratitude is extended to different government offices, local officials and individual benefactors who gave financial assistance for this purpose. The training staff was composed of CPPO Emma Valenciano, TC Regional Coordinator; CPPO Amy Sarmiento, RJ Regional Coordinator; CPPO Luvisminda Codia, Regional VPA Coordinator; CPPO Edna Osiana; CPPO Mercedes Delos Santos; SPPO/

OIC Nelia Rivero, SPPO Ma. Corazon Pontanal, Sr. PPO Emily Fraginal, PPO II Ruth Abejero, PPO II Estrella Anacin, Detailed LGU personnel Rose Pandes and Ma. Theresa Idioma. The topics discussed were Criminal Justice System, Salient Features of the Parole and Probation System, Dignity of Man, Volunteerism, Communication Skills, Interviewing Skills, How to Make VPA Accomplishment Report, Code of Ethical Standards, Team Building and Leadership, Restorative Justice Concept and Models, TC, Motivation and Organizing and Community Resource Development. A demonstra-tion of the Morning Meeting was likewise shown to the participants. There were about 29 VPAs representing the three offices who attended the said seminar. They were all grateful for having been chosen as Volunteer Probation Aides and for having been given this opportunity to be trained as such.

SORSOGON PPO PROBIE PASSES THE A & E TEST by Cindy Huenda

Probationer Mark Paul Regulacion Gimeno was conferred graduate of high school education after he passed the Alternative Learning System (ALS) Accreditation and Equivalency (A & E) test in a simple ceremony witnessed by his fellow ALS learners on June 15, 2010 at the Sorsogon Parole and Probation Office. He took the A&E test in October, 2009 together with parolee Renato Janoras, who unfortunately did not make it. Mrs. Esmeralda Bautista, ALS mobile teacher and CPPO Luvisminda R. Codia handed him the certificate which he received with smile etched on his face. He longs for a college degree but was hindered to chase his dream owing to his carefree lifestyle in his younger years and the trauma of conviction. “Kun dire pa ako makulong, dire pa ako makakuwa high school diploma” (If I was not imprisoned, I could have not earned my high school diploma), he realizes. This achievement renewed his confidence and hope of a better future. Being a passer, Mr. Gimeno is now qualified to pursue tertiary level or any technical-vocational courses. He plans to enroll in college next year since he is at present not ready. However, Mrs. Esmeralda assures him of a scholarship grant from LGU-Sorsogon City, he being a client of this office. Mr. Gimeno hails from Bulan, Sorsogon and is under the supervision of PPO II Adelinda D. Lagco. He is at present serving as Barangay Tanod in Brgy. Obrero. To support himself and his family, he helps his parents in fish drying business.

SORSOGON CITY/PROVINCE PAROLE AND PROBATION OFFICE MARKS 34TH PPA ANNIVERSARY WITH TREE PLANTING

By Cindy Huenda The Sorsogon City/Province Parole and Probation Office and PNOC-EDC Bacon-Manito Geothermal Production Field link up for a tree planting activity as its year-long advocacy on greening the mountainside of the said geothermal plant. On July 7, 2010, as the PPA celebrates its 34th anniversary, 28 probationers, 58 parolees, 2 VPAs, 3 Field Instruction (FI) Bicol University Social Work Students and 3 personnel of Sorsogon City PNP trouped to the planting site ferried by PNOC’s shuttle bus and jeepney provided by VPA Florencio Jamisola, Jr. Mr. Ely Agripa , PNOC staff from the EMD division, who supervised the planting of 200 hundred seedlings approved of the plan to have a follow up planting on October 2010 and also to monitor if the trees planted had grown. Worthy to note is the Sorsogon City PNP’s decision to join the said activity in line with their celebration of 15th Police Community Relations Month. “It’s worth our effort knowing that we had contributed in greening the environment”. “We had fun enjoying the breeze at PNOC”. “Thank you to the sumptuous snacks”. These are some of the many comments of the clients while traveling back to the office.

CATANDUANES PPO: RECIPIENT OF DONATIONS By Willy R. Soneja

The clients of the Catanduanes Parole and Probation Office received donations such as medicines, seedlings and used clothings from the Compassionate Franciscan Sisters of the Poor (CFSP) with office at 18 Solid St., Dayangdang, Naga City. This congregation is headed by Mother Joan Claire Chin Loy. The items were distributed to the clients and VPAs of the said office last May 5 and 11, 2010 in the occasion of the clients’ general meeting and Therapeutic Community Training. The office continues to establish linkage and coordination with the different government agencies, civil society and religious sectors. The clients were so appreciative and thankful for the items which they received.

NAGA CITY PPO SUPPORTS THE 300 YEARS DEVOTION TO INA

by Cicero Dulong In support to the 300 years devotion to the Virgen of Penafrancia, the Patroness of Bicolandia, the Naga City Parole and Probation Office initiated several clean-up drives in preparation for the said occasion in September this year. Initially, the office launched the “Salvar Salog” (Save the River) Program, a clean-up drive aimed at cleaning the riverbanks of the Naga City River in partnership with the Local Government Unit of Naga City and Barangay Balatas, Naga City which sponsored the snacks of the clients after the activity. In addition, the office also rendered a Community Service in two (2) subsequent batches at the Basilica Minore on August 9 and 13, 2010. The NCPPO staff, VPAs and clients jointly participated in these worthy endeavors to honor our INA and be pro-active in the promotion of environmental awareness.

NAGA CITY PPO CONDUCTS 1st BASIC GENDER SENSITIVITY TRAINING IN BICOL

In its desire to mold gender-responsive clients, the Naga City PPO, together with its Volunteer Probation Aides recently conducted a one-day Gender Sensitivity Training on November 11, 2010 at the DOJ Building Multi Purpose Hall, Naga City. This activity is realized in partnership with the GREAT WOMEN Project Training Team, one of the city’s leading providers of Basic Trainings on Gen-der Sensitivity and is supported by the Cana-dian International Development Agency. Initially, 25 clients and 3 VPAs were trained in the said seminar. The topics were centered on gender awareness and sex. As the training progressed, it offered a clearer opportunity for the participants to recognize gender issues and to identify problems arising from gender inequality and discrimination. A training slogan “KATUWANG KA SA KAUSWAGAN, BABAE O LALAKI KA MAN!” hanged on the wall in the entire duration of the training that summed up the best learning they acquired. It is worthy to mention that the teamwork exhibited by the staff members contributed much to effectively carry out the purpose of this eventful training. Likewise, the office recognized the support of Mayor Emmanuel Requejo, Local Government Unit of Canaman, Camarines Sur who provided P5,000.00 while VPA Corazon Penaflor gave an additional viand and packed juices for this activity. Indeed, the office is truly grateful to the GREAT WOMEN Training Team, VPA Penaflor and to Mayor Requejo for their continued assistance towards rebuilding the lives of its clients.

LIGAO CITY PPO TAKES PART IN LGU ACTIVITIES

by Emz Valenciano The Ligao City Parole and Probation Office was invited by the Local Government Unit of Ligao City to participate in the “Stand Up Take Action, Make Noise for the Millenium Development Goals last September 17, 2010. Relative to the said activity, the staff of the said office, VPAs and clients enrolled in the Jewelry, Perfume and Fabric Conditioning Making. The materials used in the demonstration process and the technical resource persons who conducted the training were all provided by the City Government of Ligao. TABACO CITY PPO OBSERVES FAMILY WEEK CELEBRATION

by Jared Bernadas Tabaco City Social Welfare Officer Carmencita Dellova and City Councilor Oscar Rocha were invited as the Resource Speakers in the Family Week Celebration of the Tabaco City PPO on September 10, 2010. They discussed the important characteristics that must be emulated by every parent in order to have a family with strong ties. The Tabaco City PPO clients underwent a Recollection on April 5, 2010 with Honorable Marietta Lea B. Rosana, Presiding Judge of MCTC of Malilipot-Bacacay as the Recollection Master. Judge Rosana, a former nun and teacher, discussed the ways on how to strengthen one’s relationship with God with emphasis on repentance, forgiveness, and reconciliation. The activity really touched the hearts of the clients especially that Judge Rosana played songs, the message of which inspired the clients and helped them un-derstand well her discussion. 13
