Approach Document:
Ecare.bhel.in: An online portal for BHEL retired employees addressing the needs of post
Retiral Medical Benefits under RECHS, BHEL Employee Pension Scheme for retirees of
01.01.2007 & onward, and Scheme for Emergency Needs Mitigation for pre 01.01.2007
retirees, has been consolidated.
The details pertaining to each of the scheme is provided on this portal under separate links
whereby information on a particular subject has been hosted for the benefit and information
of the beneficiaries. The portal address is as under:

(a) RECHS portal: A Scheme for post-retirement Medical benefits to all ex-employees
of BHEL who are eligible as per the scheme eligibility conditions and have become
member under the scheme.
(b) Employee Pension Scheme (for retirees of 01.01.2007 & onwards): BHEL EPS
is for all retirees of the Company at Board and below Board level who have retired
on or after 01.01.2007
(c) ENMS (for pre 01.01.2007 retirees): A Scheme to cater to the exigency situation
and to provide financial support to all those BHEL employees who retired prior to
01.01.2007
(d) UHMS (Unified Health Management System): Portal for administration of Medical
benefits applicable for RECHS beneficiaries. Applicable to only revalidated
members

RECHS Portal
General Information:
Retired Employees Contributory Health Scheme (RECHS) for BHEL retired employees.
New Member: Employee can register for this scheme either at the time of superannuation
or after superannuation through the help of RECHS Initial Membership facility form
provided on the portal, subject to their fulfilling the eligibility criteria as defined under the
scheme.

Steps for Ex-Employees to navigate RECHS portal:
Step1: Type http://ecare.bhel.in and click on to the link of Retired Employees
Contributory Health Scheme (RECHS). You will be directed to the page below.
The details on the left of the page contains information pertaining to RECHScheme
and about the system, which can be referred for getting membership and
revalidation completed by Ex-Employees.
On the right side of the page, click on login page to access the RECHS portal,
wherein two link buttons pertaining to “Ex-Employee Section” and “HR Section”
would be displayed.

Step2:
Any Ex-employee with a staff no. and DoB (dd/mm/yyyy) as password can log into the
system and create his/her profile (Personal/Education/Experience etc.) as well as access
information of all the links as mentioned under ecare portal, mentioned in page 1 of this
document. These links are individually available in the drop down list, on the Application
list.
While one logs in to the system, a window would open prompting ex-employee to fill
information pertaining to mobile no. and email id etc. to give access to the individual on
this portal.

For Existing member For New Enrollment under RECHS
Step 3 (a): Process for Initial Membership:
If you are not a RECHS member and would want to avail benefits under the scheme, click
on “RECHS Initial Membership Enrollment Form”

Important Instructions:
a. All the fields are mandatorily to be filled up in the enrollment form, failing which the
application will not be submitted.
b. Special care is to be taken while providing data pertaining to mobile number and
email-id, as these shall be used for future correspondence.
c. RECHS Unit/Registration center and Cost center:
Separation/Retired Unit (cost center) – Place from where the ex-employee
retired,
RECHS Unit – the place from where the ex-employee avails RECHS benefits
and
RECHS Registration Center/location – the actual location/place from where
the facility is being utilized.
Ex., (1) Ex. An employee may have retired from Tiruchy, availing benefits from
Tiruchy in which case his cost center, RECHS Unit and RECHS Registration
center/location would be same, i.e., Tiruchy
(2) Ex-employee retired from Haridwar, registered at Delhi, in which case his Cost
center would be Haridwar, RECHS Unit would be ROD and RECHS Registration
center/location would be Delhi.

d. In case of employee who has not yet been marked as retired under SAP system,
there shall not be any data shown up in this system. Only after the retirement action
is run, will the system reflect the details of the ex-employee, although the profile can
be created by the serving employees as well
Click on the “submit” button and the application is submitted to your Unit HR who shall
verify the credentials and validate the Request. The ex-employee would be required to
check the status of his/her application through the link shown under, and when the status
shows accepted, he can pay the requisite amount, to become a member. The Unit HR,
apart from initial membership amount, would key in the “DUES” on employee, if any, which
shall get reflected to him while making the payment.

Check your status – through this link, ex-employee may check the status (pending or
Accepted) of his/her application.

Step 3(b): For Existing “RECHS Members”
Employees who are already a member under RECHScheme may login with their staff no
and DOB (dd/mm/yyyy) and shall be directed to the page below directly. The process for
submission and payment is shown under

Revalidation History and Dues list:
1. Revalidation of the latest completed benefit period shall be listed here.
2. In case, there are dues pending on Ex-Employee on account of reasons mentioned in
the scheme, based on which the revalidation is held up, the same shall be reflected here
by Unit HR with remarks and the membership shall be discontinued till such time dues are
cleared. Any entry would call for penal re-entry charges to be paid first before membership
is continued. If no such action is required, the message displayed would be “No Dues
Pending” proceed to Pay your revalidation fees.

Note:
Re-Entry fees: In case membership is not revalidated by 31st March of the year of
revalidation and there is a break in continuity of membership, in such cases, re-entry
charges, equivalent to revalidation fees would apply, in addition to the normal revalidation
fees for the financial year (examples are shown below).
- In case of re-entry, the total charges consist of:
o Annual revalidation fees (for current & intermittent period) +
o Re-entry charges (₹. 500/- or ₹.250/-, as the case may be)
Scenario 1:
Membership is not revalidated by 31st March 2017 and instead the individual revalidated
on 25th May 2017, in that case, following would be payable:
- Revalidation fees (Executives) for year 01.04.2017 to 31.03.2018 : ₹.. 500/-, &
- Re-entry charges : ₹.. 500/-
- Total charges : ₹.. 1000/-
Scenario 2:
instead of revalidation by 31.03.2017, he/she revalidates in Jan. 2019
- Re-validation fees (Supervisor) for year 01.04.2017 to 31.03.2018 : ₹.. 250/-,
- Revalidation fees (Supervisor) for year 01.04.2018 to 31.03.2019 : ₹.. 250/-,
- Revalidation fees (Supervisor) for year 01.04.2019 to 31.03.2020 : ₹.. 250/-, &
- Re-entry charges : ₹.. 250/-
- Total charges : ₹. 1000/-

Please Note that re-entry charges are meant for continuity of Membership while Penal re-entry
fees@10% at mid of Basic pay in the scale in which the employee retired, is admissible, in case
retired employee defaults on account of non-vacation of Company’s accommodation, non-payment
of dues of Company, non-payment of charges towards medical treatment over & above
entitlements/ceilings prescribed under Company’s rules etc.
Revalidation Fees:
The fees for revalidation is to be paid, by selecting the option to pay online or offline, from
the drop down list
Online Payment Option:
If you are paying online from remote location, in that case Life/Existence certificate, for
each of the beneficiary under the membership is to be uploaded with the requisite fees
deposited online through payment gateway.
The payment advice receipt page would reflect all the details viz., benefit period for which
the membership is being renewed, beneficiaries (Self & Spouse), space for upload of Life
certificate, OPD type (Fixed or In-House) including revalidation fees, re-entry charges etc
are displayed here.

Payment Gateway: the individual shall be directed to payment gateway wherein the
requisite amount due on him as validated by Unit HR would be payable for completing the
process.

Offline Payment Option:
For offline payment, a cash advice for the revalidation shall be reflected, through the
process-path shown under:

This Cash Advice is to be given to the employee who deposit the requisite amount with
Unit Finance and the receipt generated by Finance is to be handed over to Unit HR who
shall key in the receipt no. on his/her dashboard for the membership to get
revalidated/membership renewed for the new benefit period.
Please Note: Since the revalidation online shall hit the UHMS referral module and In-house
Hospital management module / OPD referral (wherever applicable), an entry in Medical book of
the beneficiary is no longer required w.e.f. 01.04.2017 benefit period.
