3.CARROT AND STICK APPROACH FOR VACANCIES.
1.EACH MUNICIPAL DEPARTMENT SHOULD HAVE AN ARTS PROGRAM. CROSS- EFFECTIVE USE OF EMPTY SPACE AND NEW SET OF SKILL SOLVING BROUGHT TO THE TABLE.
