Front page – Bexley’s new Mayor

Longstanding local resident and family man Peter Reader was elected as the new Mayor of the London Borough of Bexley at last night’s (24 May) Council meeting. His wife Irene, who also has a long connection with the borough, will serve with him as Mayoress.

The Deputy Mayor and Deputy Mayoress will be Cllr John Wilkinson and his wife, Carol.

19 May - Sidcup Fringe – arts at the Manor House

Manor House in Sidcup is set to host a celebration of arts and music next month, with the launch of the first Sidcup Fringe festival.

Students from Rose Bruford College of Theatre and Performance and Bird College will perform a varied programme of original and innovative short music and drama for all the family on Friday 16 and Saturday 17 June.

It has been organised in partnership with Sidcup Partners (Sidcup Business Improvement District) and the London Borough of Bexley.

The event celebrates the wealth of artistic talent already in Sidcup, particularly at Rose Bruford and Bird College, the two internationally recognised Higher and Further performing arts institutes located in the town. It also supports the developing vision for a performance production hub in Sidcup, linked to the Greater London Authority’s Thames Estuary Cultural Production Corridor vision and shines a light on Sidcup High Street, which alongside its retail offer, is home to numerous fantastic restaurants.

The programme for the festival will include music and drama performances from 6pm in the Manor House. Fun family activities, food and drinks, will be offered alongside the performances in the grounds during the afternoons and into the evening on both days.

The full programme and details of all other events planned will be available shortly at www.sidcupfringe.co.uk along with details of a range of pre-theatre offers in local restaurants.

Tickets for the performances can be purchased in advance from www.sidcupfringe.co.uk or on the door. The ticket price will be £5 per performance.

22 May - Partial closure of Harrow Manorway - bank holiday weekend

As part of the ongoing improvement works around Harrow Manorway, the road will be closed on Friday 26 May from 7pm until late Sunday 28 May, between the Yarnton Way and Eastern Way roundabouts, whilst the footbridge at the old library site is demolished.

The signed diversion route will be via Yarnton Way and Eastern Way. Godstow Road will be closed at the junction with Harrow Manorway. Access to Bazalgette Way (Crossness Pumping Station) will be via Eynsham Drive, Grovebury Road and Sewell Road.

As this is a demolition there will be some noise however this will only be during daylight hours. Quieter works will take place at night.

Once the demolition has taken place, the road will be re-opened to traffic but reduced to a single lane each way with a 20mph speed limit in place. An alternative pedestrian crossing will be provided nearby. This arrangement will stay in place until a permanent crossing point is completed as part of the main improvement works starting in June.

From June until autumn 2018 major improvement works will take place on Harrow Manorway to upgrade the area between the flyover at Abbey Wood Station and Eastern Way. The aim of the improvement works is to transform the appearance and nature of this major route, making the street more attractive and enabling it to accommodate the expected changes in the area in the coming years which include the new homes in Southmere Village.

The bridge demolition will enable the improvements and new homes to be delivered and will be carried out by the Council’s contractor for highway works, F M Conway, on behalf of Peabody and with the cooperation of the Royal Borough of Greenwich.

National Bookstart Week – free storytimes in libraries Libraries in Bexley are celebrating National Bookstart Week from the 5 - 11 June with special storytimes for young children. Bring your children along to listen to the story of Everybunny Dance! by Ellie Sandall. They can make their own bunny ears headband and will receive a free copy of the book. Longstanding local resident and family man Peter Reader was elected as the new Mayor of the London Borough of Bexley at last night’s (24 May) Council meeting. His wife Irene, who also has a long connection with the borough, will serve with him as Mayoress. The Deputy Mayor and Deputy Mayoress will be Cllr John Wilkinson and his wife, Carol. The new Mayor has lived in the borough since the age of five and has been married to Irene for the past 30 years. They are looking forward to meeting new people and discovering more about the borough and the local organisations that are such an important part of the community. Peter and Irene live in Bexleyheath and have five adult children, 16 grandchildren and one great grandchild. The Mayor has two sisters who live in the USA. Peter’s mother died as a result of Parkinson’s 17 years ago and he and the Mayoress have chosen the Bexley & Dartford branch of Parkinson’s UK as their charity for the year. His parents moved to Bexley from Southampton, when Peter was a child. He attended Normandy Primary School, Barnehurst Junior School, Brook Street Secondary School and the North West Kent College of Technology. After his A-levels, he followed his father into the Merchant Navy, but his career was brought to a premature end by deteriorating eyesight. After leaving the Merchant Navy, Peter was articled to a firm of chartered accountants. He later set up his up own accountancy practice, where he and his wife worked together until their retirement, last September. He first became seriously interested in politics in 1965. He was elected to the Council in 1968 and served initially until 1971. His latest spell on the Council started in 2006. He has served as Chairman of the Planning Committee for the past six years, a demanding role from which he has taken great satisfaction. He also has an interest in adult social care and is proud of the role he played as chairman of a Council sub-group reviewing accommodation options for elderly residents. Peter’s real passion is collecting books, with a special interest in medieval history, the physical sciences and science fiction. He has been studying the physical sciences with the Open University for a number of years and is keen to encourage the teaching of science in local schools.

He is a longstanding Charlton fan. His interest was first sparked by his colleague, Cllr Phil Read. He has a vivid memory of the 1998 play-off final between Charlton and Sunderland which he describes as “the greatest game I’ve ever seen”. One of the first away games the couple attended was in Carlisle and they can still remember travelling to and from the match on the same day! As Mayor of the London Borough of Bexley, Peter will be the Borough's First Citizen. He will represent Bexley at many events during the year, as well as chairing Council Meetings. If you would like the Mayor and Mayoress to visit an event involving a local organisation with which you are involved, please call 020 8303 7777 and ask for the Mayor’s office. 26 May - Fine and costs for local company’s health and safety offences A successful prosecution brought by the Council saw total fines and costs of £7,760 imposed on Zion Tropical Foods Limited whose business operates from Pier Road, Erith, after the Company pleaded guilty to four offences under the Health and Safety at Work etc Act 1974. At a hearing at Bexley Magistrates’ Court on Monday 22 May 2017, Mr Godswill Kuranga, Director of the Company, pleaded guilty to four charges on the Company’s behalf. The prosecution was taken after the Council’s Environmental Health Officer for health and safety Ruta Svagzdiene visited the premises and established that a defective band saw was being used by a young employee to cut up frozen meat at the company’s premises. A spokesman for the Council said it was pleased that Ms Svagzdiene’s prompt action had removed the risk that the young person concerned could suffer a serious injury. The Company pleaded guilty to four health and safety charges relating to its system of work, risk assessments, and the training and protection of young people. The Company was fined £2,000 in respect of one charge and £1,000 each in respect of three others. The Court imposed a victim surcharge of £170 and awarded the Council costs of £2,500. In mitigation, the Company said that the defective band saw was repaired following the Council’s visit. The business has also reduced its workforce and Mr Kuranga and his wife were now the only remaining employees. The Court said there could be no excuses for the circumstances uncovered by the Council’s visit. While the practices had changed and the band saw had been repaired, this only happened as a result of the Council’s inspection. 26 May - Time to lick the problem of failing to stop properly Bexley’s popular school crossing patrols took to the Broadway in Bexleyheath yesterday (Thursday 25 May) to promote their road safety ‘Stop Means Stop’ campaign. Affectionately known as lollipop men and women, due to the shape of the ‘stop’ sign they use when helping school children and adults cross the road, the patrols want to lick the problem caused by a minority of drivers who fail to stop and give way to them properly. There is a legal requirement for drivers to stay stationary when the school crossing patrol sign is held upright and to remain stationary until the patrols themselves have also reached the safety of the pavement.

In the past, school crossing patrols have faced incidents where drivers speed up to try and avoid being held up – or go through the process of stopping, only to start moving off again as soon as the children have passed their car bonnet. It is vital that vehicles stop and remain stopped until the crossing is fully complete. Children can drop things when crossing the road and could suddenly turn back to pick them up – putting them at risk if a car has started to move forward too soon. Likewise, if vehicles begin to move off before the school crossing patrol has returned to the pavement themselves, they could end up colliding with the patrol. Failure to follow the Highway Code on this issue can result in a fine of up to £1,000 and 3 penalty points on your driving licence. To promote the road safety message, school crossing patrols handed out leaflets and lollipops in the Broadway as part of their drive to tackle the issue. Bexley has 32 school crossing patrols, helping children all over the borough get to and from school safely. Since 2001 they have also had the power to help adults cross the road. Follow us on Twitter @Bexleyrdsafety #stopmeansstop 26 May - Fine for HMO landlord A Bexley landlord has been fined £5,000 for providing a grossly undersized kitchen for his tenants. Nathan Beck was also ordered to pay £1,377.12 costs and a victim surcharge of £170 at the hearing at Bexley Magistrates’ Court earlier this week (22 May). Mr Beck of Heathland Road, London N16 5NL is the owner of premises at 47 Winifred Road, Erith. The property was recently occupied as a House in Multiple Occupation (HMO). Following a visit from Bexley’s Environmental Health Team, Mr Beck was advised to extend the kitchen or reduce the number of occupants so one room could be converted into a kitchen. Despite then being given a number of chances to address the kitchen size, no changes were made to the property. An Improvement Notice was served under the Housing Act 2004 which was not complied with. Bexley has seen a rapid growth in the number of HMOs in the last two years. Former family homes have been converted to accommodate some of the most vulnerable members of society. To help address poor housing and control HMOs in the Borough, the Council has recently completed a consultation on introducing selective and additional licensing schemes in the Borough. The additional licensing scheme would cover smaller Houses of Multiple Occupation and the selective licensing scheme all privately rented accommodation in the DA8 and SE28 post codes. The licensing scheme will help to raise the standard of rented properties, offer accreditation for landlords and reduce anti-social behaviour in those areas. LICENCE APPLICATIONS On 31 October 2016 the London Borough of Bexley joined the Licensing Partnership to process and issue licensing applications for Bexley. The Licensing Partnership is a partnership of local authorities comprising London Borough of Bexley, Maidstone Borough Council, Sevenoaks District Council and Tunbridge Wells Borough Council. Central administration for the Licensing Partnership is based at Sevenoaks, with Licensing Officers located at each local authority. The team at Sevenoaks will input applications, process payments, deal with administrative queries and issue licences. Re-surfacing works on Bexleyheath Broadway 30 May - 2 June From Tuesday 30 May until Friday 2 June temporary traffic lights will be in place on Broadway from the Highland Road junction (at the cinema) to the Marriott Hotel between 7pm and 2am. This is to enable resurfacing of the road to take place and is part of the works programme which Cliffe Contractors are undertaking for Lidl. Noise restrictions will apply after 2300 hours. Some delays are expected, particularly during the early part of the evening. Access to the car park will be maintained and pedestrian access to businesses will not be affected. Local residents open their gardens in support of local Hospice

Local residents in Bexley and Greenwich boroughs will open their gardens to the public over two weekends in June, in support of Greenwich & Bexley Community Hospice. The Hospice’s annual Open Gardens Festival takes place on 17 and 18 June for gardens in Bexley, Blackheath, and Eltham and on 24 and 25 June for gardens in Charlton and Greenwich. With over 30 garden owners taking part this is a fantastic opportunity for local residents to discover some truly beautiful gardens in their area. The Hospice’s Open Gardens Festival has been running in its current format since 2014, and has raised more than £47,000 in these three years which is enough to fund one Hospice Community

Christ the King Act of Charity Day On Wednesday 5 July students from Christ the King St Mary’s will be involved in providing numerous acts of charity in the borough of Bexley as part of an initiative to contribute their time and efforts to helping those in the local community. The students have offered their services in a number of ways and in doing so hope to strengthen the College’s ties to local businesses, organisations and residents. The students have identified a number of activities and services that they would be willing to provide, from mentoring primary school children in local schools to helping out at local food banks to name just two. They have shown tremendous generosity of spirit and their willingness to ‘give something back’ to others reflects extremely well on them. We hope you will support the students in their efforts to extend their time to the service of others in our local community. If you have any suggestions or ideas these can be passed to the College and we will be more than happy to make any necessary arrangements. Time to lick the problem of failing to stop properly

Bexley’s popular school crossing patrols took to the Broadway in Bexleyheath on Thursday 25 May to promote their road safety ‘Stop Means Stop’ campaign.

Affectionately known as lollipop men and women, due to the shape of the ‘stop’ sign they use when helping school children and adults cross the road, the patrols want to lick the problem caused by a minority of drivers who fail to stop and give way to them properly.
