Form ofbest practice: Giving an economic stimulus by distributing 10% of regional income from
regional tax proportionally to 46 villages, 120 traditional villages, and 190subak in Badung Regency. This stimulus is given to generate peoplesproductivity in economic, social and cultural activities. Through thisscheme each year these groups earn:
Rp 100 million for traditional village Rp 75 million for village Rp 10 million for subak
Pattern of utilization: 40 % :parhyangan (religious) to support religious and cultural activities, culture

Results The production of rice reached 135.294 tonnes in 2008, exceeded
provincial target which was 109.729 tonnes.

Obstacles in ImplementingBest Practice
Government side: Human Resources:
Regional autonomy requires local government to be creative,innovative, having a global horizon. However, some governmentapparatus do no have such capability.
In Badung Regency, government employees have beenencouraged to strengthen their capacity by sending them totraining, and postgraduate study (self finance, cost sharing,scholarships).
Community side: Some are still pay less attention to development activities, put
whole responsibilities to government
To deal with this issue, Gov of Badung Regency have been tryingto stimulate the people to participate actively.

ConclusionConclusion
The implementation of Local Governance Act No 32 year
2004 and Direct Local Government Election bring challenges
and opportunities for regional development process at local
level.
Best Practice is the answer to overcome challenges and
maximize opportunities in improving peoples quality of life.
