In compliance with DepEd Memorandum, dated May 7, 2020, re: Guidelines on th Design and Development and Quality Assurance of Altemative Delivery Mode {ADM) Modules, directing the Regions to quality assure the modules to be used during the pandemic, this Office, through the Curriculum and Learning Management Division and Learning Resource Management Section, will conduct a Quality Assurance of the Grade 5 ADM Modules on May 25-29, 2020 at the RELC-NEAP Training Hall 1, DepEd ROVIII, Government Center, Candahu Palo, Leyte. 2. This activity aims to proofread, review, quality assure, and finalize the layout of th Grade 5 ADM Modules. 3.. There are two groups of participants in this activity which shall be composed of the following: a. CLMD and LRMS Personnel who will be doing the tasks at the above-stated venue and are advised to observe health precautionary measures such as wearing of facemasks and maintaining physical distance during their attendance to this meeting; and b. Field Reviewers who will be working online to ensure their safety in accordance with the existing guidelines under the Modified General Quarantine (GCQ). See attached List of the Reviewers. 4. In preparation for the said activity, an orientation for all the reviewers shall be done through a teleconferencing on May 20, 2020 at 2:00PM -4:00PM. 5. Expenses incurred during the conduct of the activity shall be charged against OSEC-8- 19-1902{ subject to the usual accounting and auditing rules and regulations. 1. 2. For the Roles and Responsibilities Of the ADM Leaning Resource Development andManagement Teams, please refer to pages 9-12 of Enclosure 3. Please note, that thelead in managing the Design and Development of ADM Modules shall be the authorizedpersonnel from tlie ROs as indicated in the standards. Additional tasks of themanagement team are also inclLlded hereinafter.

3. AIl developmentteams shall conduct an internal review of the draft ADM modules beforesubjecting to QA to ensure that the materials are free from content, language, layout andformat errors, plagiarism, and copyright infringement as well as compliant to theprescribed ADM Module elements.

4. All works included in the ADM Modules must be original. In case Llse Of third-partycontent is inevitable, the development team sliall be responsible for Seeking permissionfrom the copyright owner of the work to be used. Permission to be requested includesgiving rights to the Department of Education {DepEd) to distribute in printed and digitalforms and to convert into other formats the copyrighted work requested. Thedevelopment team shall submit to the Regior]al EPS in-charge of LRMS copies Of theletter seeking permission to use copyright-protected maten.al as well as the response ofapproval signed by the copyright owner. (See Annex 5, page 48 of the ADM LearningFtesollrce Standards for a sample Communications Seeking Permission to Copy)

5. The development team shall accomplish and submit the fbllowing forms to the RegionalEPS in-charge of LRMS:

• Writer's/Artwork Assignment Agreement• Copyright originality Form• Learning Resource Management and Development System (LRMDS)

lf third-Party contents or photos are used in tlie materials, the following forms shall alsobe accomplished and submitted:

• Inventory of Third-Party contents• Model Release Form

Copies of the above-mentioned forms shall be secured from the Regional EPS in-chargeOf LRMS. These forms are also included in the ADM Learning Resource Standards.

The Regional ADM Coordinators shall assist the Regional EPS in-charge of LRMS ingathering the above-mentioned forms from the development teams.

6. Ftevised materials based on intemal review findings, shall then be subjected to QA(content, language, layout). However, due to exigency for appropriate ]eaming resourcesto support teaching and learning amid the COVID-19 situation, the QA processesindicated on pages 8 to 9 of the ADM Leaning Resource Standards are amendEd asfollows:

a. QA of the ADM Modules shall be managed by DepEd field personnel from theROs Where the materials were developed (Please refer to Enclosure 1 for theRoles and Responsibilities of Regional EPS in-charge of LRMS).

b. The Regional ADM Coordinator shall submit to the Regional EPS in-chargeLRMS the digital file and/or one (1 ) printed copy of each intemally reviewed AIModule which shall be used for QA,

Resource Evaluators (LREs) for content, language, and layout. Selectevaluators must not be members of the development team of the ADM Modulthey will be assigned to evaluate. The Division EPS inreharge Of LRMS shassist in identftying the LREs.

d. Content evaliiators must come from the pool of Content Learning ResolirEvaluators of the region/division who have been trained in the evaluationleaning resources by the BLR or region or those who have experienceevaluating leaning resources. Moreover, English or Filipino EPS shall servelanguage evaluators while Project Development Officers (PDOs) shallassigned as layout evaluator§.

e. The Regional EPS in-charge Of LRMS with the assistance of the Division EPScharge of LFtMS shall orient the LREs on the guidelines and evaluation toolsbe used for content, language, and layout evaluations. Digital copies of the sdocuments shall be provided by BLR. These are also included as annexes to tADM Learning Ftesource Standards (See Annexes 9,10,11 pages 52-66)

f. Content evalLiation shall 'be conducted prior to language and layout evaluationADM Modules Shall be revised by the development teams based on the findinof the content review before subjecting to language and layout evaluations.

9. ADM Modules with marginal notes, accomplished evaluation tool, and summareports on content evaluation shall be §ubmitfed to the Regional EPS in-chargeLRMS who shall then transmit these to the concerned development teams fimplementation.

h. The development team shall be given at most one week to revise the matebased on the findings Of the content evaluators.

i. Regional Leaming Area EPS shall check if necessary revisions are made baon content recommendations.

j. Language and layout evaluations shall be done simultaneously upon submissof the revised materials. Digital copies of the revised modules shall be usedthe language and layout reviews.

k. ADM Modules with marginal notes, accomplished evaluation tool, and summreports on language and layout reviews must be immediately submitted toRegional EPS in-charge of LRMS who shall then give the said documents toconcerned development foams for implementation.

I. Digifal copies Of the revised/finalized ADM Modules shall be submitted toRegional EPS in-charge of LRMS for final review.

permission to convert into other formats the third-party contents used have beensecured by the development team even before submitting the draft module for QA.

8. The Regional Office shall issue a certification {Annex 13, page 68 of the ADMLeaming Resouree Standards) signed by the Chief of the CLMD and the RegionalDirector stating that the materials are ready to print and ready for conversion to otherformats.

9. Each region is requested to submit one (1) hard copy of ready to print modules withsignature of the Regional Leaming Area EPS and writers as well as the date ofsigning on each page. In the event, the actual signature of the Regional EPS and ofthe writers cannot be done on the printed copy due to the current situation, digitalfiles of the modules with electronic signatures and date of signing on each page willsuffice.

The doc and pdf files of the ready to print modules (without signature and date) shallalso be emailed and named following this format:

(Note: The ready to print copy is considered as version 3 of the module. The draftmodule subjected to content evaluation shall be considered as version 1. The revisedmodule based on findings of content review and sub].ected to language and layoutreviews is version 2 of the material. AII versions shall be named following the above-mentioned format.)

Electronically signed ready to print modules shall be named as follows:

10.The Regional EPS in-charge of LRMS With the assistance of the Regional ADMCoordinator shall be responsible in submitting the modules, certification, and otheraforementioned documents. (Please see Enclosure 2 for Submission Checklist)
