health record is able to achieve the minimum government requirements for security, privacy, and interoperability, and that the system is able to produce the meaningful use results that the government expects

Definitions• Certified Electronic Health Record

– A complete EHR that meets the requirements included in the definition of a Qualified EHR and has been tested and certified

• Certification of Electronic Health Records – Established by the Office of the National Coordinator

(Department of Health and Human Services) – The process involves evaluating EHR technology capability,

functionality and security to ensure that they meet criteria to support meaningful use

Definitions• Personal Health Record (PHR)

– Generally, unlike the electronic health record, the PHR is controlled, managed and shared by the individual and often has features that allow the individual to add information such as allergies, medications, activity journals, and appointments

• The American Recovery and Reinvestment Act (ARRA) of 2009– Signed into law on February 17, 2009 by

President Barack Obama – Provides $19.2 billion for health information

technology (health IT)– The Health Information Technology for

Economic and Clinical Health (HITECH) Act is included in ARRA

• HITECH addresses many of the health information communication and technology regulations including, privacy and security

• KHIN– A collaboration of the Kansas Hospital Association,

Kansas Medical Society and the Wichita Health Information Exchange to provide a common technology platform for all Kansas and western Missouri providers

• LACIE– Owned by Heartland Health System in St. Joseph, MO

and serves hospitals and providers in a 21 county area of NW Missouri, NE Kansas and SW Nebraska

• Statewide health information exchange went live on July 1, 2012

– Electronic health information will be exchanged through the certified HIOs (KHIN and LACIE)

– Health Information Exchanges require that patient records be kept in Electronic Health Record (EHR) systems in order to be exchanged

• HIT Regional Extension Center (REC)• Established through the ARRA HITECH act• In Kansas, the Kansas Foundation for Medical Care (KFMC)

is the HIT REC for the state (http://www.kfmc.org/rec/)

– Works with providers in Kansas to speed up the adoption of Electronic Health Records and meaningful use of certified EHR technology

– In addition to the larger urban areas, over 1,450 medical providers in small practices and 95 hospitals in rural areas have committed to implement EHR systems. Thus Kansas providers are now positioned to take advantage of the health information exchanges.
