INTRODUCTION
• ICAO ASBU – Module B0_80: Improved Airport Operations
through Airport Collaborative Decision Making (A-CDM)
• Module objective – Implementation of collaborative applications
that will allow sharing of surface data amongst different airport
stakeholders
• Implementation of A-CDM will enhance surface operation and
safety of airspace users
• CDM is about partnering- airport, airline operators, ground
handlers, ATC, network operations (Air Traffic Flow
Management) & other aviation stakeholders
CDM CONCEPT
• According to ICAO (DOC 9971), Collaborative Decision Making
(CDM) is defined as a process focused on how to decide on
a course of action articulated between two or more
community members.
• Through this process, ATM community members share
information related to that decision and agree on and apply
the decision-making approach and principles.
AIRPORT CDM (A-CDM)
• Airport CDM concept aims at improving operational efficiency at
airports by
Reducing delays,
Improving the predictability of events during the progress of a
flight and
Optimizing the utilization of resources
• Network is served with more accurate take-off information to
derive ATFM slot
• Improved decision making by the Airport CDM Partners and
timely sharing of accurate information

BENEFITS OF EFFECTIVE CDM
• The benefits of CDM include the fact that the Principles are
widely applicable.
• It can be used strategically to effect investment decisions, and
also tactically to effect better day to day ATFM decisions.
• Principles are also transferable into the Local/Regional,
Civil/Military, and Regulation/Operation realms.
• Principles depend on Universal acceptance of decisions.

• CDM brings substantial benefits to all partners by improving the
quality of information on which decisions are made.
Airport Operator, improved use of stands / gates will increase
capacity. More stable traffic flows and reduced taxi times will
lead to fewer queues at the runway or congestion on the apron
or taxiways.

Air Traffic Control will benefit from improved runway and
capacity planning. More accurate take off time predictions will
lead to more accurate calculations of the network demand by
the CAMU.
This enhanced flow and capacity management will result in
better ATFM, slot compliance and reduced number of missed
slots.

Ground Handler will benefit from more accurate arrival
times, which allows for more accurate planning with more
efficient use of resources..

Aircraft Operator you will have an improved awareness of
the status and location of the aircraft. Sequence information
and better arrival times, will result in more accurate fleet
predictions. Fuel burn as a result of queuing at the runway
holding point will be reduced, which has both economic and
environmental benefits.

Passengers will benefit from reduction in delays, and fewer
missed connections.
Returning to normal operations after disruptions will be faster
For arrivals, more accurate information can be delivered to
FIDS and service desks.

• Airport CDM is now embedded in the ATM operational concept
as an important enabler that will improve operational efficiency,
predictability and punctuality of the ATM network and airport
stakeholders.
• Main outputs of the CDM process will be more accurate
Calculated Take Off Times (CTOT) which can be used to
improve en-route and sector planning of the African ATM
Network.

• Airports Company South Africa (ACSA) - Airport Management Centre
OR Tambo International airport, Cape Town and King Shaka international airports. • AMC allow for all airport stakeholders – airline
operators/ground handlers, ATC representative, Customs/immigration, airport operator and so forth – to come together and make decisions that allow for more efficient and flexible operations at the airport.
• This arrangement allows for the sharing of information that creates a common viewpoint and encourages culture change that supports information sharing
CONCLUSION
• Airport CDM is not just a system, hardware or software, meeting or telephone call; it involves culture change, handling of sensitive data, procedural changes and building confidence and understanding of each partners operational processes.
• With the help of airport stakeholders- AFI Regional airport CDM concept has the potential to mature significantly over the coming years from a high level concept into a process that is delivering real operational benefits.
• More airports need to be implementing A-CDM as part of ASBU so as to be rewarded by the proven benefits. Exchange of real time data between airports and Air Navigation Service Providers (ANSP) should become operational.
• The accuracy of this data will prove to be very beneficial to both the ANSP and airports.
