SUMMARY - PURPOSE
This is the Annual Report for the Bendigo Maubisse Friendship Committee BMFC!
for the period 1st "ul# 201$ to %0th "une 2015& This report pro'ides Coun(il and the
(ommunit# )ith an o'er'ie) of the )or* of this (ommittee to support the Maubisse
Communit# in Timor +este& The report demonstrates man# a(hie'ements along )ith
a strong (ommitment, passion and (apa(it# to de'elop strong partnerships, lo(all#
and )ith a (ommunit# abroad&
-n presenting the Annual Report the BMFC a(*no)ledges )ith appre(iation man#
(ommunit# 'olunteers )ho )or*ed )ith the (ommittee during the #ear, to strengthen
the relationship and to a(hie'e (ommendable and signifi(ant out(omes& -n parti(ular,
appre(iation is e.tended to the Rotar# Clubs of /agleha)*, Bendigo andhurst,
Bendigo trathdale and Bendigo outh for their (ontinuing hard )or* and support&
Appre(iation is also e.tended to the Rotar# Club of Chadstone /ast Mal'ern for their

The BMFC is an appointed e(tion 3 Committee b# the Cit# of 4reater Bendigo
and operates in a((ordan(e )ith delegated authorit#& The Committee understandsthe responsibilities asso(iated )ith their status and (arries out its duties )ith the
*no)ledge that it is representing the Cit# of 4reater Bendigo& ntil the %0th "une this
#ear the Cit# has pro'ided an annual (ontribution of 650,000& 7ithout these funds
the Committee )ould be unable to deli'er the full e.tent of proe(ts that ma*e a
differen(e to the people of Maubisse&

-n Februar# 2015 the Chair of the Committee and Ma#or of the Cit# of 4reater
Bendigo, Cr& Peter Co., led a delegation to Maubisse& This resulted in an important
gathering of (ommunit# members together )ith 4o'ernment and +o(al
Administration offi(ials& The timing and rele'an(e of this delegation )as mindful of
the re(entl# signed Proto(ol of CooperationD signed b# the Ei(torian tate4o'ernment and the 4o'ernment of Timor +este& This Proto(ol aligns 'arious
distri(ts in Timor +este )ith man# +o(al 4o'ernments in Ei(toria& >o)e'er, it is
(ontended that the most important aspe(t of this agreement is the fo(us on agreed
priorities for programs and proe(ts and the need to build lo(al s*ills and (apa(ities&

standing aim of the BMFC is to engage in (apa(it# building programs and the
tea(hing of /nglish is seen as an essential step& -n Mar(h 201% a BMFC delegation
met Minister "orge Teme of the Ministr# for tate Administration& Minister Teme
strongl# en(ouraged BMFC to engage in (apa(it# building programs to de'elop the
s*ills of the Maubisse (ommunit# and /nglish tea(hing )as spe(ifi(all# supported b#
the Minister gi'en Maubisse is a designated (entre for tourism&
-t is pleasing to report that in partnership )ith lo(al pro'iders 8+ and MA/!
/nglish programs (ommen(ed late in 201$& BMFC has pro'ided optional (ourse
resour(es and plans to pro'ide (onsultan(# support for tea(hers of /nglish in2013&1$ lo(al students ha'e been re(ei'ed s(holarships in 2015 to enable
parti(ipation in lo(al /nglish (lasses at a (ost of 620&00 per student&
Scho!arship &rogram
The Maubisse (ommunit# has identified the importan(e of establishing a s(holarship
program to enable sele(ted students to (omplete se(ondar# edu(ation in Maubisse,
follo)ed b# a ni'ersit# edu(ation in ?ili& The Alola Foundation is a partner in this
proe(t, fa(ilitating the management of BMFC funding in (ountr# and monitoring the
progress of re(ipients&

The Carmelite isters in Maubisse ha'e de'eloped a proe(t to (onstru(t a large
*it(hen in Maubisse to enable food to be prepared and distributed to the elderl# and
infirm& Rotar# members in Bendigo ha'e been )or*ing (losel# )ith the Carmelites&

(ontributions to)ards this proe(t& Team % finalied the proe(t in August 201$ to apoint )here it has be(ome full# operational& This partnership proe(t )ith the Rotar#
Club of Bendigo andhurst has pro'ided a fa(ilit# to (oo* and distribute meals to the
frail and elderl# in remote 'illages in the Maubisse ?istri(t& +o(al Carmelite nuns and
'olunteers deli'er 30 meals a da# on foot, underta*ing a fi'e hour round trip to
outl#ing 'illages, (arr#ing meals in portable (ontainers&
