The Emancipation Proclamation

Abolitionist started pushing for the outlawing of slavery everywhere in the U.S. Lincoln feared if he did not have

the constitutional authority to outlaw slavery.

In his struggle to keep the union together, Lincoln did not want to anger the border states / many people in the north opposed the emancipation

0n January, 1, 1863 Lincoln issued the Emancipation Proclamation which declared that all slaves in Confederate-held territory were free.
