May 5, 2016 The Honorable Anthony R. Foxx Secretary of Transportation 1200 New Jersey Avenue SE Washington, DC 20590 RE: American Airlines’ Dallas/Fort Worth-Haneda Application: Docket DOT-OST-2016-0048 Dear Secretary Foxx:

I write to urge the Department of Transportation to support American Airlines’ application to serve Tokyo’s Haneda Airport (“Haneda”) from Dallas/Fort Worth International Airport (“DFW”) for service during daytime operating hours.

The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. The best way for the Department to maximize consumer benefits is to grant American’s proposal is to offer service between Dallas/Fort Worth and Haneda.

Dallas/Fort Worth is the largest hub for the world’s largest airline, with more than 800 daily flights to nearly 200

destinations in 27 countries. DFW is the ideal Central U.S. gateway to Haneda. Through DFW, American’s customers will have one-stop service from Haneda to important international business hubs such as London, Paris, Madrid and Frankfurt in Europe, as well as Mexico City, Bogota, Lima, Santiago, Buenos Aires, Sao Paulo and dozens of other cities in Latin America.

The Dallas/Fort Worth area is home to many Japanese businesses and the region enjoys strong cultural ties that

underscore the need for American’s service to Haneda. Currently more than 150 Japan-based companies have operations in North Texas, and since 2003, Japanese projects in Dallas/Fort Worth have accounted for more than $19 billion in investment. Toyota is moving its U.S. headquarters from California to Plano, Texas, and is building a $300 million campus in Plano that will employ nearly 4,000 people beginning in 2017. Kubota Corp. is investing $51 million to move its headquarters and roughly 350 jobs from California to Grapevine, Texas, and Trend Micro recently relocated its headquarters from California to Irving, Texas, and now employs roughly 220 people in Irving.

American’s application for nonstop service between DFW and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between Texas and Japan. I urge you to approve American’s application. Sincerely,

Lorenz Walker Mayor cc: Brian Hedberg – Acting Director Office of International Aviation

RE: American Airlines’ Dallas/Fort Worth-Haneda Application: Docket DOT-OST-2016-0048

Dear Secretary Foxx:

We are writing today to urge the Department of Transportation to support American Airlines’ application to serve Tokyo’s

Haneda Airport (“Haneda”) from Dallas/Fort Worth International Airport for service during daytime operating hours.

The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda

Airport available to U.S. carriers marks important progress in the development of competitive U.S.-Tokyo and U.S.-Asia air

transportation services. The best way for the Department to maximize consumer benefits, especially for small businesses

looking to engage in new markets, is to grant American’s proposal to offer service between Dallas/Fort Worth and Haneda.

Dallas/Fort Worth is the largest hub for the world’s largest airline, with more than 800 daily flights to nearly 200

destinations in 27 countries. DFW is the ideal Central U.S. gateway to Haneda. Through DFW, American’s customers will

have one-stop service from Haneda to important international business hubs in Europe and throughout Latin America. This

is incredibly important to small businesses, many of them LGBT, that are looking to export goods and services to the 95

percent of the world’s customers that live outside the U.S.

American’s application for nonstop service between DFW and Haneda will fully utilize the valuable Haneda slots while

bolstering the cultural and economic relationship between Texas and Japan. I urge you to approve American’s

application.

In Wichita Falls, Texas, Sheppard Air Force Base is the largest training base in the

United States Air Forces inventory. Service from Wichita Falls to DFW to Haneda will allow for direct flights for service men and women being deployed to duty in Asia. American Airlines is the primary commercial air service for Wichita Falls. Subsequently, American Airlines is the best and most efficient service for our military to use when traveling to and from Wichita Falls. Subsequently, nonstop service involving DFW and Haneda would be a direct benefit to our Community.

American’s application for nonstop service between DFW and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between Texas and Japan. I urge you to approve American’s application. Sincerely,

RE: American Airlines' Dallas/Fort Worth-Haneda Application: Docket DOT-OST2016-0048

Dear Secretary Foxx:

I write to urge the Department of Tiansportation to support American Airlines' application to serve Tokyo'sHaneda Airport ("Haneda") from Dallas/Fort Worth International Airport ("DFW') for service during daytimeoperating hours.

The breakthrough agreement of February 2016 between the United States and Japan making daytime slotpairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development ofcompetitive U.S.-Tokyo and U.S.-Asia air transportation services. The best way for the Department tomaximize consumer benefits is to grant American's proposal is to offer service between DallaslFort Worth andHaneda.

Dallas/Fort Worth is the largest hub for the world's largest airline, with more than 800 daity flights to nearly200 destinations in 27 countries. DFW is the ideal Central U.S. gateway to Haneda. Through DFW American'scustomers will have one-stop service from Haneda to important international business hubs such as London,Paris, Madrid and Frankfurt in Europe, as well as Mexico City, Bogota, Lima, Santiago, Buenos Aires, Rio deJaneiro, Sao Paulo and dozens of other cities in Latin America.

The Dallas/Fort Worth area is home to many Japanese businesses and the region enjoys strong cultural tiesthat underscore the need for American's service to Haneda. Currently more than 150 Japan-based companies]rave operations in North Texas, and since 2003, Japanese projects in Dallas/Fort Worth have accounted formore than $19 billion in investment. Toyota is moving its U.S. headquarters from California to Plano, Texas, and is building a $300 million campus in Plano that wiII employ nearly 4,000 people beginning in 2A17.Kubota Corp. is investing $51 million to move its headquarters and roughly 350 jobs from California toQrapevine, Texas, and Ttend Micro recently relocated its headquarters from California to Irving, Texas, andnow employs roughly 220 people in Irving.

American's application for nonstop service between DFW and Haneda will futly utilize the valuable Hanedaslots while bolstering the cultural and economic relationship between Texas and Japan. I urge you to approveAmerican's application.
