Residents demand better roadsbefore building skywalkBy Our Staff Reporter

Chennai Corporation is planning to construct a skywalk to connectMambalam railway station and T. Nagar bus stand at an estimatedcost of Rs. 20 crores but residents of Mambalam complain that the arealacks even basic facilities like proper roads and storm water drains.

According to a member of T. Nagar Residents’ Welfare Association,Motilal Street in T. Nagar houses more than 100 families. While theindividual houses in the area have existed for around four decades, theresidential complexes were built three decades back. When thesehouses were built, the road level was four feet below the ground level ofthe residences.

Over a period of time, re-laying the road repeatedly without millinghas caused the road level to rise so much that even after a little rain, the water flows into the nearby areas.

He added that the construction of storm water drains has not beenof any help as they remain dysfunctional being choked with tons ofgarbage.

The situation is similar in almost all areas in T. Nagar.Residents also said that the method of desilting is not proper as the

workers only empty the piled-up muck in the manhole chamber and notbetween the drains.

Due to this, rainwater also enters metro water sewers, ultimatelycausing overflow. The sewage later enters wells and sumps, said aresident.

Adding to the woes are electricity meters installed on the ground floorof the residential buildings where water is inundated during rains.Residents demand immediate action.

When contacted, a Corporation official said that desilting is beingdone area-wise and promised that soon the drains in these areas willalso be desilted.

The pavements are completely blocked by parked carsforcing pedestrians to walk on the road at the risk of their lives.

I appeal to traffic officials to take action against those whomisuse pavements for parking of vehicles.

They should also warn the hotels against misusing publicspace for parking vehicles. J. Krishnamachari (Advocate& Notary Public) 5/3, Singara Mudali Street, T. Nagar.

Corpn. mayacquire landduring disasters

The Chennai Corporationand the district administrationmay identify private proper-ties located in vulnerable ar-eas when disaster strikes toundertake relief measures un-der statutory provisions of theLand Acquisition Act. Thiswould enable the Corporationto acquire land belonging toindividuals, if required, for han-dling the emergency.

At a meeting on disaster pre-paredness in Ripon Buildinglast week, senior officials sug-gested that Section 40 of theLand Acquisition Act be in-voked during any disaster inChennai which gives specialpowers to the District Collec-tor to acquire land for anyemergency arising out of natu-ral calamities, according to anofficial who participated in themeeting.

Pointing to the delay in imple-mentation of civic infrastruc-ture projects in many parts ofthe city because of inadequateland, the official said acquisi-tion of a few private propertiesmay save the entireneighbourhood from disaster.

“The Chennai Corporationshould identify vulnerable ar-eas. Properties required for di-saster mitigation will be identi-fied in such areas. A meetingwill be held on Sept. 26 to as-sess the condition of vulner-able areas. Any decision onacquisition of private propertywill be supported by a Govern-ment Order,” said the official.

During the floods in 2015,many residents had demandedcivic infrastructure projectssuch as canals, drains and cul-verts to mitigate disaster. Butthe government has been un-able to initiate any measuresbecause of challenges in find-ing land for the purpose.

In addition to the Land Ac-quisition Act, officials stressedthe need for invoking the provi-sions of the Disaster Manage-ment Act to take possession ofprivate buildings such as mar-riage halls during disasterevents.
