Dear applicant,

Thank you for your enquiry about becoming an Educator with BLUE LAB Learning

Spaces Service. This booklet will answer the many questions you may have about the

work of an Educator and the Service which will help you consider whether this is the

work for you.

As a BLUE LAB Educator you will need to:

• Be passionated for children education.

• Enjoy good health.

• Be aware of safety.

• Have an enthusiastic attitude.

• Be open to advice and suggestions, and be prepared to have regular home

visits from our staff.

• Be patient, reliable, responsible and concerned for the welfare of children,

and have no history of neglect, abuse or violence.

Family day careFamily day care is a form of childcare that is provided

in the family day carer’s own home for a small group of

children. Individual family day care educator has meet

the qualification requirements and they are registered

with a family day care service whose role is to approve,

support, train and advise family day carers.

Family day care educators must be approved early

childhood education and care professionals who

engage in the principles and practices of the Early

Years Learning Framework (EYLF) and work within

the requirements of the National Quality Framework,

ensuring Children’s health and safety, preparing the

physical environment or including an educational

program and assessments for children’s learning.

The educator must not educate and care for more

than 7 children. At any one time no more than 4 can be

preschool age or under. This includes the educator’s

own children.

THE CO-ORDINATION UNIT

The co-ordination unit’s responsibilities include:

• To support educator, children and families.

• To make sure that your place operates in

accordance with all relevant legislation.

• To assess, approve, train and monitor registered

educators.

• To visit and make contact with educators to provide

information, support and training.

• To inspect the educator home and assist them to

identify risks or hazards that may cause harm or

injury to children in their care.

• To maintain a high level of quality of care and

childhood education.

• To administer payments.

Our philosophyThe first years in the child’s life are the most important

years to form the foundations of all later learning and

development. The greatest brain development and

growth occurs and it is a time when early experiences

influence attitudes and dispositions and learning.

The child’s brain is a powerful learning engine that

needs to be constantly stimulated through play with

age appropriate activities that encourage talents and

build cognitive skills at their own pace.

BLUE LAB is starting a reconversion to become a

Reggio Emilia inspired Service. Our educators receive

training and resources to embrace this approach in

their places at their own pace.

We provide opportunities for children to share

their ideas, opinions and make connections in their

learning journey. The individuality of each child is

THE ENVIRONMENT AS A THIRD TEACHER

Paying thoughtful attention to creating an

environment that enables children to develop

relationships with the world around them,

themselves and each other is an important aspect

our program. A well planned safe, an inviting

environment with natural and open ended

resources which should be invit ing and cultivate

children’s curiosity, wonder and imagination.

Materials are easily accessible and uncluttered

and invit ing.

Every resource is carefully considered for its

purpose and sustainabil ity is considered.

OBSERVE AND LISTEN

The educator follows a pedagogy of observing

and listening to children and practicing the art of

conversations that lead into experiences based on

children’s interests.

PROJECT BASED LEARNING PROVIDES CHILDREN

WITH OPPORTUNITIES TO INVESTIGATE AND

This includes inquiry based projects, which can last

for as long as the children are showing interest in

the topic. It is our belief that projects give children

an opportunity engage in inquiry based play, to

investigate and discover an area of personal interest

and provide children with the power to construct

their own learning.

ourselves, for all people and all the living things.

STAFF GROWTH

We are committed to growing the capacity of our

Staff and Educators. To achieve this, we will continue

to focus on professional development, with group

sessions, individual training when needed, and our

Reggio Emilia ApproachThe Reggio Emilia Philosophy is an innovative

and inspiring approach, which values the child as

strong, capable and resilient; rich with wonder and

knowledge. The Philosophy rides on the coattails of

the innate curiosity of children and aims to assist them

with understanding their world and who they are in it.

Children are allowed to explore and discover in

a supportive and rich environment, where the

curriculum is created around the children’s interests.

To understand it better, it’s important to know the

three core principles of the Reggio Emilia philosophy:

the child, the environment, and the teacher.

THE CHILD

The Reggio Emilia philosophy values the child as

central to their own learning, not simply an empty

vessel waiting to be filled with knowledge. Children are

able to pursue their own interests and revisit and build

upon ideas at their own pace. You may have heard of

something called the ‘100 languages of children’. This

concept recognises that children have multiple ways

of thinking, playing, exploring, speaking and doing.

The Reggio Emilia approach encourages children to

use every tool they have to express themselves.

THE ENVIRONMENT

A Reggio-inspired environment, often referred to

as ‘the third teacher’, is one that is open and free-

flowing. It enables uninterrupted exploration, play

and learning. Outdoor spaces are valued just as

highly as indoor areas, and the design of the space

should allow children to move freely between the

two. In addition, it is important that children have

free access to stimulating resources, as they cannot

be the owner of their learning journey without this.

With a project based learning educators provide

children with opportunities to investigate and explore

an area of interest, and provide children with the

power to construct their own learning. The projects

are organized with photos, books, free-use learning

stations and related resources.

THE EDUCATOR

Educator are encouraged to observe children. It is

important that children are allowed to experiment in

their own way, make mistakes and find new solutions.

towards areas of interest to them, and this can only

be done through careful observation carried out

over time. Educators have to work with families and

coordinators for the development of community.

As a Reggio Emilia inspired service our educators:

• Have access to some courses in our online portal

to know more about this approach.

• Have unlimited access to our recycled materials

like fabric, cardboard, clean industrial discards,

pieces of wood, plastic pieces, boxes…

• Receive support and documentation for the setup

of the environment.

• Join to a private group to find suggested

provocations and learning stations.

• Have access to the regular meetings of Reggio

Emilia Australia Information Exchange.

• Prepare the environment like the third teacher,

including some defined spaces for children’s

learning (guidelines document available for

educators).

• Use provocations and learning stations.

• Are aware about the one hundred languages of the

children, offering a variety of creative experiences

that allow children express by themselves.

• Arrange a space for the children’s works to be

exhibited.

• Support families to be involved in the service.

Learning HappinessWe want to introduce children to a range of positive

psychology topics such as wellbeing, resilience,

personal responsibility, growth mindsets, self-

regulation, kindness, mindfulness, and gratitude.

For this reason BLUE LAB started the Learning

Happiness project (www.learninghappiness.club)

with 3 different initiatives:

• Be you (old Kidsmatter)

• Mindfulness

• Growth mindset.

Educators joined to BLUE LAB have access to a

program by supporting them to develop their mental

health skills and knowledge to foster and support

mental health and wellbeing in children.

Small Green StepsWe follow the Small Green Steps program. It is a four

part program designed to be completed by Childcare

services as a group. The program will give usall we

need to embed sustainable practices across our

service and help us encourage children to develop a

love of nature.

Educators have available a course with a summary of

this program to become a more sustainable service.

Small Safe StepsWe started in 2019 a four-part SAFETY program

designed to be completed by Childcare services

as a group. The program material has been written

specifically to comply with Australian Work Health

and Safety (WHS) legislation to help us maintain a safe

work place for employees, volunteers and contractors.

Completion of the program will also help us meet the

National Quality Standards and create a safe learning

environment for children in our care.

The program has 40 steps that we will have to

complete. A new risk management document,

policies and procedures will be developed based in

this program.

A course for educators will be developed with a

summary of this program. This course will include

WHS information, risk management templates, fire

management, lifting techniques, hazard & accident

reporting, safety inspection templates, evacuation,

security measures... All we need to do our FDC a safe

place for staff, educators, families and children.

to provide an exclusive day care service that is unique

and of high quality within their community.

learning and progress.

• If necessary, support from our pedagogical

professionals to create every child’s learning map.

a way that meets the established requirements.

philosophy and service to families. This form of

campaigning can be done through promotions

on Facebook , specialized portals, mailing in

different selected areas of Perth, cultural events,

publications, news... All with the goal of creating a

brand in the market associated with the quality of

child care and development.

• Annual projects to support continuous

improvement, benefit children and alliances with

parents. Our current projects are Become a Reggio

each other.

with useful information for the family wellbeing, a

welcome mail full of useful information, a system to

communicate with them through a phone app, surveys,

free workshops for children, and more.

• We use Harmony to manage attendance records

and timesheets with digital signature.

receive all your fee directly from us. Families pay

the service and we manage with them any late

payment.

• Our training could be face to face or through our

online training portal.

• We use an online curriculum software to share our

comments to your program as well as suggestions

to improve it.

NQS RatingBLUE LAB has gone through the NQS rating process

by the Education and Care Regulatory Unit. The rating

measures the quality of any Early Childhood Service

in Australia. It examines seven areas and scores them

within a four scale system:

• Needs improvement

• Working Towards,

• Meeting and

• Exceeding what is expected.

BLUE LAB has scored 5 Meeting and 2 Exceeding.

These last ones were in Relationship with Children and

Collaborative with Families, where it really matters.

BUT HOW GOOD OUR SCORE IS? IS IT JUST GOOD…

OR REALLY GOOD?

OK, let’s put things into perspective! First, there are 36

FDC Services in WA.

• 78% of them were graded with at least one

Working Towards rate. Only 8 services are above

with Meeting or Exceeding scores only. We are

part of this Top 8.

• The QA1 area is Program and Practice. Only the

39% (10 in total) of the WA FDC Services got a

Meeting or Exceeding scores. BLUE LAB is one of

them.

• The QA5 area is Relationship with Children. Only

the 22% (8 in total) of the WA FDC Services got an

Exceeding score. As we did.

• The QA6 area is Collaborative with Families. Only

the 16% (6 in total) of the Services exceeded

expectations. As we did too.

This impressive achievement is not only possible

because the BLUE LAB Scheme but the hard work

of our talented and experienced educators. We are

growing and willing to make a difference, so we expect

to step up our results the next year.

PartnershipsBLUE LAB believes in the perfect triangle of education:

educators, family and community. For that reason,

BLUE LAB, in addition to maintaining close contact

with the community, maintains a number of partnerships

with different organizations to ensure a comprehensive

education for children.

The Small Green Steps program has been designed to

provide with all we need to embed sustainable practices

across our service and meet the National Quality

Framework environmental objectives. The service leads

the program, creation an Action Plan, and provide to the

educators with relevant documentation and resources.

The service joins the 40 steps program and completes a

checklist to earn a certificate for each level.

BLUE LAB has an agreement

EarlyWorks. It is not a simple

application to publish

photographs, EarlyWorks

is a complete information

system to manage the routine,

curriculum and documentation for children and offer a

direct involvement for parents in the children education.

Families have direct access to the programs, routines,

activities, documentation and assessments about their

children, becoming active partners in the education of

their children.

Be You aims to transform Australia’s approach to supporting

children’s and young people’s mental health in early

learning services and schools, from early years to 18.

Educational Leaders are influential in inspiring,

motivating and also challenging and extending

the pedagogy and practice of Educators in every

approved education and care service.

Sun exposure in childhood and adolescence greatly

increases the chances of developing skin cancer later

in life. The SunSmart Centres program aims to minimise

exposure to UV radiation from the sun during early

childhood development and encourage children to

practise Sun protective behaviours themselves.

Family Day Care Australia

(FDCA), is the national peak

body for family day care.

Through collaborative national

advocacy, a strong research

evidence base, and high public

visibility FDCA represents, supports, and promotes

the sector in delivering quality outcomes for children.

REAIE is the Australia reference

appointed by Reggio Children

to facilitate dialogue and the

exchange of information between

educators in our country and the

city of Reggio Emilia.

Scholastic has been bringing the best of children’s

publishing to Australian children for over 45 years

and is recognised as a market leader in children’s

publishing.

REmida brings a fresh view to waste

materials, helping people to see

the creative possibility in reuse.

When you re-think these oddments,

you discover they are one-of-a-

kind! A mishmash of materials that

nurture innovation, creativity, and

communication.

FDCWA members comprise of representatives

fromseveral FDC services in WA. This organization

is a member based not-for-profit organization that

works on behalf of its members and the family day

care community by providing professional support

and promotion of family day care within Western

Australia.

As obesity tracks from childhood into adulthood,

strategies which aim to prevent the onset of obesity

are recommended by the World Health Organisation

and are included in the health plans of jurisdictions

across Australia. The feedAustralia program has been

designed to support these strategies, with childhood

obesity at the forefront of its thinking.

Family day carersOur educators are required to complete the following

requirements:

GENERAL

• Be over 21 years of age.

• National Police certificate clearance not older than

6 months.

• National Police certificate clearance not older than

6 months for every residing adult.

• If you have lived or worked overseas in the 3 past

years, an overseas criminal history statement.

• Working with children check.

• Have an ABN number.

• Meet national standard requirements which include

maintaining quality learning programs, safe and

hygienic learning environments, record keeping,

qualifications...

• Local shire registration for food act. if you are going

to provide meals.

• Local shire business approval letter.

• If the applicant is renting their proposed FDC

residence the applicant needs to gain home owner

permission in order to proceed.

• Public liability insurance.

QUALIFICATIONS

• At least Certificate III Early Childhood Education

(working towards not allowed unless management

team decide it is allowed based in the educator’s

background).

• First Aid Certificate, Asthma Management

Certificate and Anaphylaxis Management

Certificate (HLTAID001, HLTAID002, HLTAID003

and HLTAID001).

• Complete a compulsory induction program.

• Participate in regular support and monitoring visits

conducted by their coordination unit.

• Attend face to face or online training, meetings

and workshops periodically to maintain currency of

skills and knowledge.

• Safe sleeping training.

• Child protection training.

• Food safety training.

• Sun protection training.

BLUE LAB’s requirementsAdditional to the legal requirements listed in the

National Quality Framework, BLUE LAB has these

other ones. Please, read carefully to know the BLUE

LAB educators responsibilities and if you are willing

to follow them with our support.

QUALITY AREA 1: EDUCATIONAL PROGRAM AND

PRACTICE

• BLUE LAB educators use the Earlyworks

software to record the children curriculum.

You will have a first training session and daily

support from BLUE LAB.

• Educators have to offer to children a variety of

activities and learning stations in different areas

(diversity, sustainability, art…). BLUE LAB offer

to educators a repository of activities to inspire

and support them with this requirement.

• Children will have a balance between indoor

and outdoor experiences, always giving priority

to the outdoor ones.

• Television and video games are not used in a

regular basis and parental permission is required.

QUALITY AREA 2: CHILDREN’S HEALTH AND SAFETY

• We have a compulsory dental care program

that all children have to follow, teaching them to

use the brush after lunch. BLUE LAB provides

the brushes.

• Our educators are working in our Learning

Happiness project, offering children growth

mindset or mindfulness learning.

• Only healthy food will be offered to children.

If educator doesn’t provide the food, has to

ensure families don’t bring treats or unhealthy

food.

QUALITY AREA 3: PHYSICAL ENVIRONMENT

• BLUE LAB doesn’t allow to run the FDC in a

garage or houses with swimming pools.

BLUE LAB’s requirements

• You need a space for art (atelier) with a variety of

materials and tools.

• A space (o spaces) will be assigned to exhibit the

children’s works.

• Educators will always have loose parts materials in

the place (we provide the loose parts materials).

• Educators create rich environments that changes

frequently (indoor and outdoor) to stimulate

children using provocations sets and learning

stations with children.

QUALITY AREA 4: STAFFING ARRANGEMENTS

• We have a private Facebook group to collaborate

with our other educators.

• When educator is unavailable we have to assist

families, always looking for the best option for

the emotional wellbeing of children, ensuring

adaptation periods when possible.

• BLUELAB has some relief educators who could

support you if needed (leave periods, holidays,

support….). BLUELAB help you to check the relief

availability and get an agreement with her.

QUALITY AREA 5: RELATIONSHIPS WITH CHILDREN

• Educator will work with each child following our

Learning Happiness resources to teach them to

regulate their own behaviour, respond appropriately

to the behaviour of others and communicate

effectively to resolve conflicts.

• Educators will engage with children in

conversations throughout the day or session,

talking about what is happening around them

and what they are learning, sitting in relaxed and

unhurried two way conversations with them.

The registration processWhen an educator wants to join to BLUE LAB team,

we follow the following steps.

1. Initial interview

2. First home assessment.

3. BLUE LAB FDC Service sends to the applicant

the prospective educator information package.

4. Applicant completes and returns the application

form.

5. Pay the application fee ($200).

6. Assessment meeting that allows

coordination unit staff to assess the

applicant’s motivation, communication

skills, understanding and experience of

children’s and families’ needs, including

planning daily activities and approach to

behavior guidance.

7. Applicant undertakes initial orientation training.

Bluelab provide to the educator of all policies

and documents they’ll need for your service.

8. Depend of the applicant experience, the

educator could be directed to attend a play

session in one operative family day care to be

observed by BLUE LAB.

9. Final home assessment, check family daycare

service requirements is completed and final

equipment and resources assessment.

10. Based on the educator´s background BLUE

LAB might request additional Orientation/

Training Sessions.

Equipment listHigh quality early learning and child care programs

provide safe, healthy environments that are warm,

comfortable, inclusive and aesthetically pleasing.

Each family child care provider sets up the learning

environment according to their individual style.

The learning environment should provide a variety

of materials to promote positive social interaction,

creativity, exploration and problem solving.

Children should have space and choices to play

at their own pace to develop social, emotional,

cognitive and physical skills.

The materials and equipment should:

• Be available in quantity and variety to occupy all

children in attendance.

• Be consistent with the developmental capabilities

of all children in attendance.

• Be available for much of the day.

• Support natural play that children initiate and

engage in spontaneously.

• Be accessible to all children where they can

reach and use the materials by themselves

with adaptations to materials, equipment and

furniture to meet all children’s needs.

• Represent and encourage acceptance of

diversity (race, culture, age, abilities, gender) and

reflect on individual diversity of the family, and

the families of children in the family child care

home.

• Be rotated and changed frequently based on

children’s interests and abilities.

• Be provided both indoors and outdoors to broaden

children’s exploration and experiences.

• Use of a good variety of open ended materials.

Fees for educatorsADMINISTRATION LEVY

There is no educator levy and there is no yearly

membership in BLUE LAB.

OTHER FEES

• Earlyworks (curriculum software): $1.65 per

month per child, incl GST.

• Harmony for educators (children, session

information, record of payments, receipts and

electronic signature): $3.30 weekly fixed fee,

incl GST. The high or low amount of children

enrolled has no impact in the fee.

CENTRALISED PAYMENT MODEL

Don’t be worried about managing the families’

payments. BLUE LAB will do this job for you.

Unfortunately, sometimes the invoices are not

paid in time, and it could cause you financial

problems and an unnecessary emotional wear.

With this model, our educators don’t have to

run tasks about payments, invoices, or receipts

with families, and they have more time to focus

on the children program and care.

We have a centralised payment model and

you receive all your income directly from us

on a weekly basis. Families pay the service and

we manage with them any late payment.

Fees for familiesPARENT LEVY

The BLUE LAB Learning Spaces parent levy is

$1.20 per hour for total daily fees above $95. The

parent levy below a daily fee of $95 it is $1 pero

hour.” Por” The BLUE LAB Learning Spaces parent

levy is $1.20 per hour for daily fee of $95 or $1 per

hour for daily fee bellow $95.

HOLIDAY CARE

Educators will aim to provide parents/guardians with

four weeks’ notice of any planned holiday leave. Families

requiring alternative care, during their educator’s

absence, should contact the co-ordination unit as soon

as possible. Fees are not charged while your educator

is on holiday or sick leave.

PUBLIC HOLIDAY

Educators are not required to provide care on

public holidays, however if a family requires care

on a public holiday and the educator chooses to

provide this care then a public holiday fee will be

applied. If a child’s normal booked day falls on

a public holiday, the normal fee will apply, even

when care is not provided.

LATE FEE

The educator may charge a late fee if a child is

collected from the educator after the booked hours

of care. The late fee is charged at the discretion

of the educator. Please note that CCS (Child Care

Subsidy) cannot be claimed on late fees.

ENROLMENT FEE

On enrolment the payment of one week’s full fee

is required as bond. This amount will be returned

at the end of the service except for a non-

refundable enrolment administrative fee of $40.
