With so much to catch up on, we will begin with the call statistics since the last edition of the bulletin. Since the last update, the fire department has responded to 26 pages for assistance; 11 medical assists, 5 alarms activated, 3 structure fires (mutual aid), 1 structure fire in our response area, 5 alarms activated, 4 motor vehicle accidents, and 2 illegal burns. This brings our total count for the year to 32 call outs. It looks like it is going to be another busy year for the fire department. One topic that everyone likes to talk about is the weather and for the first three months of 2019, we definitely have seen our share. With wind, rain, snow and changing temperatures, it is hard to know what to wear when heading out the door in the morning. First off, I would like to thank those who adopted a fire hydrant this past winter and kept them clear of snow. Thankfully we were never in a position to have to use one for a fire emergency but having them kept clear can save precious moments when it comes to putting out a fire. With the fluctuating temperatures, we would like to remind everyone that the ice in the ponds and lakes will not be safe to be on. Always check the thickness before you go. At this time of the year we would encourage everyone to stay

off the ice as we have had some significant swings in temperatures mostly on the warm side. By the time the bulletin is published, we will be into the official open air burning season for 2019 which started March 15th. Open air burning within our community is controlled by two organisations, the province by the Department of Natural Resources (https://novascotia.ca/burnsafe) and by the municipality of Halifax ( https://www.halifax.ca/fire-police/fire/burning-permits/burning-rules-regulations). Your fire department would like to thank everyone for burning responsibly last summer but we would like to remind everyone of the responsibilities of burning within our beautiful community. The first question we normally get is: “Am I allowed to burn?”. There are two sets of regulations with respect to open air burning, provincial regulations issued by the Department of Natural Resources; and the municipal HRM Open Air Burning By-Law. Homeowners must adhere to the provincial rules and follow the local by-laws. The general rule is that if you live on a street serviced with both municipal water and sewer, you are not allowed to burn brush. If you want to have a campfire, it can only be in an approved wood burning device like a

chimnea and have a spark catcher. If you are on a street that is not serviced with both municipal water and municipal sewer, you can burn brush as long as you follow the rules and requirements. These rules include: - At least two people

nineteen (19) years of age

or older must be present

while burning is being

conducted.

- Open air burning shall not

take place within 23

metres (75 feet) of any

dwelling or accessory

building. This includes

trees or treelines.

- No person shall burn

rubber tires, oil, plastic,

petroleum products or

domestic waste (as

defined in HRM By-Law

O-109).

- No fire shall be ignited

when the wind velocity

may jeopardize the ability

to control and contain the

fire.

- Only one pile shall be

burned on a single site at

a time. The size of the pile

shall be at the discretion

of the individual in charge

of the burning, but shall in

no way impair the ability of

the individual to control

the fire. The maximum

size is 3 metres wide and

2 metres high.

-The person in charge of

the burning shall have the

means to call 911 from the

burn site.

- The person in charge of a fire

shall ensure that the fire is not

left unattended and that all

smoldering embers are

completely extinguished prior

to leaving the site after burning

is completed.

- No person shall ignite, allow

or cause to be ignited, a fire of

any kind in the open air

without being suitably

equipped to contain or

extinguish the fire, and shall

remain in attendance while the

fire is burning or smoldering.

- The person in charge of a fire

shall verify that there are no

HRM or DNR burning bans in

place.

- If you have a campfire – the

clearances from the fire is 15

feet from any structure or

treeline.

- A camp fire should be no

larger than 18” in diameter and

only dry seasoned firewood

can be burned.

It is important for those who burn to know that there is no burning from midnight until 2 PM in HRM. At 2 PM you must check the DNR website (and if it is GREEN, you can burn from 2 PM until midnight. If it is YELLOW, you can burn from 7 PM until midnight. If it is RED, no burning permitted which includes campfires. Under extreme conditions at any time, DNR or the municipality

can implement a ban on burning.

If you are unsure if you can or cannot burn, please visit the fire station on a Tuesday night between 7PM and 8 PM and we will be happy to answer your questions. On behalf of the volunteers that make up your fire department, I want to thank the community we serve for supporting your local fire department and its members; together our community grows stronger.

On February 4th members of the Beaver Bank community Awareness Association along with our Councillor, Lisa Blackburn, and HRM staff met to discuss the future plans for the Beaver Bank Ball Field Park located at 1701 Beaver Bank Road.

The community group expressed an interest in the following:

Park beatification - trimming of vegetation along the road way to the field. HRM Parks will look at doing this in 2019 with permission from the right of way owner.

Court - community to obtain feedback on plans for the court which is being replaced in 2019, funded from the HRM Capital Budget (HRM would prefer to receive this feedback in April/May to enable the construction work to proceed in 2019). Community indicated a Facebook question could be generated asking for

interests in basketball, tennis or pickleball. When the court is replaced, HRM to explore the addition of a couple new benches, new court fencing and a new park id sign near the street.

Trail - discussion about a trail around the site and the possibility of expanding it on non-HRM owned property. Discussion around this being a flood plain and pathway conflicts around ballfields with foul balls. HRM asked the community to engage a consultant/student to create a park plan showing the proposed trail network and meet with NS Environment for requirements on working near the water course. Once a proposal is received HRM can review for inclusion into future capital budgets once a recreational trial program is developed.

Former diamond #3, BMX park and RMC park – HRM to explore levelling this area to create a greenspace with perhaps a picnic table and

park benches. Fencing in this area could also be removed.

Survey data – HRM will provide legal survey data (April 2019) for the Park boundaries as part of the court survey work.

Our Committee is intrigued with the opportunity to enhance the ballpark’s surrounding grounds to include a beautification upgrade to the front as well as a picnic area and walking track. This is all a work in progress and will require a lot of community input to ensure what is needed at that location. Initial funding is available from the Scotian Wind fund to demonstrate our dedication with our HRM partners. All options will be discussed at the 25th Annual Town Hall meeting. We’ve been busy so far in 2019, we’ve held our Annual General Meeting and we have a new compliment of officers now, some new and some old faces. I’m happy to introduce: Corey Osborne – President Mark McHugh – Vice President Secretary – Megan MacDonald Treasurer – Jonathan Calnen Trails Coordinator – Derek MacCallum Membership Coordinator – Santina Loppie We’ve heard of a couple of OHV related issues in the community, one is some issues on Sandy Lake Road that we’d like to address. If you are on Sandy Lake Road and have OHV related complaints, feel free to email [email protected], we are open and willing to help. We cannot enforce compliance however we can bring issues forward to the club membership in hopes that it may get the

word around the community.

The other is Green Forrest subdivision, we’ve heard that there have been lots of complaints in that area. Same as Sandy Lake, if you have issues that you’d like brought forward to the club, please feel free to email us at [email protected] and we’ll do whatever we can to help. We don’t always hear the actual complaints, sometimes we just hear that there have been complaints in the area. Please feel free to share concerns with us.

Please remember that while the provincial spring weight restrictions are in place, ALL Barrett properties are closed at the same time. All of the gate locks have been changed for the spring thaw, this is the time of year that OHV use could potentially cause real damage to the roads. Please respect this closure! It’s for a short period of the year, we have lots of other areas that are still available

to ride in so please do so if you have to get out.

Applications Open for Energy Scholarships Students can now apply for the Pengrowth-Nova Scotia Energy Scholarship, which helps them pursue careers in Nova Scotia’s energy sector. Eight university students will receive scholarships valued at $2,500 per year for four years. Eight other students enrolled in trades and technology programs at the Nova Scotia Community College will be awarded a one-time scholarship of $2,500. Since 2005, about 265 scholarships have been awarded. Scholarship recipients are chosen based on academic standing, community involvement and interest in the Nova Scotia energy industry. Applications will be accepted until May 3. For more information visit https://energy.novascotia.ca/career-development/scholarship-program . Biodiversity Act Helps to Protect Ecosystems The Province introduced legislation on March 14 which makes it easier to protect the province’s wild animals, plants and water species. Nova Scotia will be the first province in Canada to create stand-alone legislation on biodiversity. The Biodiversity Act has several new measures, including allowing Nova Scotia to prevent the import, selling or

distribution of an invasive species not yet listed in a regulation, and preventing the destruction or disturbance of a rare ecosystem or a habitat.

The new act sets the stage for regulations that will be developed in consultation with the Mi’kmaq, conservation partners and all Nova Scotians. More Support for Children, Youth with Autism Spectrum Disorder A new pilot program is being launched to help young people with autism spectrum disorder who are experiencing serious behavioural issues. Eight new specialists are now being hired as part of the Brief Intensive Outreach Service program. They will make up two teams - one based out of Cape Breton, the other in Halifax. Both teams will have a social worker, speech language pathologist, occupational therapist and psychologist. The teams will work with children and youth under 19, as well as their families, for six to eight weeks. Professionals will provide a specialized assessment, care plan and treatment for challenging and difficult situations. The program will be run by Nova Scotia Health Authority and IWK Health Centre. The goal is to give young people and families

the skills, tools and support they need to respond to situations that come up on a daily basis. The teams are expected to be up and running this summer and will be accessed through existing mental health and addictions services.

Some of you may wonder where the traffic speed sign has been, in order to make it more portable and stable Dennis Pitts had it in his shop and designed a trailer so it can be just that. After the work was finished and all the licenses were required it was stored in a garage for the winter and when the bad weather is over it will again be in put out on the road. This sign will take speeds and record them so they can later be analyzed to make the roads safer for everyone. If you wish to have it on your street you can call the Hub at the community center 902-252-3291 and it will be delivered and picked up on a daily basis. The Beaver Bank Awareness Association would like to thank Dennis for his hard work and Shorty’s Auto 1514 Beaver Bank Rd for donating his time doing the inspection.

Guidelines for Submissions to the Bulletin

The BBK Bulletin will be published 6 times this year (February, April, June, August, October, and December). The deadline will usually be the 15th of the month before publication. Please check the last page of the current Bulletin for the specific deadline date.

Written submissions may be sent by email at [email protected]. For handwritten articles, please PRINT any names. Articles may also be mailed to our mailing address. Thank you.
